Police Here Informed Unemployed Delegation Planning to Go to Ottawa

Fifty delegates from the Montreal unemployed council are planning to partake in the Canada-wide "hunger march," which is scheduled to take place on Tuesday next to coincide with the Provincial Conference to be held in Ottawa, according to information obtained by the local police. Automobiles, motor trucks, and trains will be used by the delegates in order to reach the capital where it is claimed some 5,000 to 6.000 delegates from all over Canada will gather and present their demands.
It was learned in police circles last night that Montreal police will not interfere with the delegates, and they will be allowed to leave this city in whatever manner they wish. It was also stated that a "march" will be made on the old Court House, Notre Dame street, where a delegation from the council will attempt to interview Premier L. A. Taschereau, who is expected to arrive in Montreal next Thursday.
The police are undecided as yet what action they will take in connection with the "march" on the court house, but it was announced yesterday that special constables are attending the various meetings which are being held in Montreal where plans are being made for next Tuesday.

A note of pessimism regarding the immediate solution of the unemployment problem was struck this morning by Hon. J. N. Francoeur, Provincial Minister of Public Works and Labor, just back from Ottawa, where he attended the Dominion conference on unemployment. While congratulating the authors of the conference on the high motives which prompted their action in this matter, Mr. Francoeur stated that what he saw and heard yesterday in the Capital was not of a nature to convince him that the problem which now confronts the country cannot be solved by legislative action.
"The representatives of the provinces and of the various organizations interested in the questions which were heard yesterday," said the Minister. "seemed to agree on one point at least; that whatever could be done to solve unemployment would only be of a temporary nature, because the problem was not national, but international in its character and effects.
VARIED REMEDIES.
Some propose high protection as a remedy and that was opposed by the representatives of the western provinces; others proposed the shortening of working hours, in order to increase the number of men to be employed in the various industries, and that was opposed on industrial grounds by others, so that out of a one day conference, it can be said that the remedies suggested on one side or the other could not receive the general support of the delegates.
"For my part, as the representative of the Province of Quebec, after hearing all that was said, I did not submit any written suggestions, but I stated that Quebec would co-operate with all measures undertaken by the Dominion administration."
"The great trouble today," continued. Mr. Francoeur, "was the desertion of the farm and consequent congestion of the cities by agricultural laborers. What remedy can be brought to that evil? Shall we do, as in certain parts of Italy, where the city authorities exert a strict control on the entry of agricultural workers, keeping all the available employment for the bona fide inhabitants of the localities? That is a question to be decided by the municipalities and not by the provincial or federal administrations.”
