By • Olalekan Fagbade How Nigerian General was allegedly ambushed, Killed – Witness makes revelations Major General Umaru Ibrahim Muhammed (rtd) who was assigned by the Nigerian Army to conduct search and rescue operation after General Idris Alkali was declared missing in 2018 has narrated how Gen Alkali was killed in Dura-Du village, Jos South local government of Plateau state. Gen Muhammed who narrated his discovery when he appeared before the Jos high court, on Wednesday, as principal witness, said late Gen Alkali was gruesomely murdered and his body dismembered before he was buried in shallow grave. According the star witness, “Late Gen Alkali left Abuja for Bauchi en route Jos in 2018, while on transit, he made the last call around Dura Du village in Jos South. And from that moment, his phone went off. He never got to Bauchi and he could not be accessed on phone. Three days after, his family had to declare him missing, that was on 3rd of September 2018. “I was the garrison commander with the 3 division of the Nigerian Army, and I was tasked to conduct a search and rescue operation. My task was to do three things; to find Gen Alkali dead or alive; to find his vehicle black Toyota Corolla with MUN 679 AA; and to find whoever is responsible for his sudden disappearance. “I was given one Major General and 30 soldiers to carry out the task. We searched all the hospitals, Police station without result. We went to MTN for search and discovered that his phone was switched off in Dura, Du village. That was how we centered our search operations in that village. “In the village, we searched about 32 mining ponds, but information available to us made us to concentrate on the particular one. But the youths of the village mobilised about 500 women to protest against us searching the pond. But in spite of those initial resistance from the locals, we continued with our assigned task. “We had to go to Taraba state to get Fire service trucks and some divers from Bauchi and after intensive labor for two weeks, we succeeded in evacuating water from the pond and on the 29th of September discovered Gen Alkali Toyota Corolla from the pond. Inside the vehicle, we saw his uniform, shirt, shoe, cap with his name on them. “We continued our search in the pond, on the 1st of October, we saw a bus in the pond whose driver was declared missing 7 years earlier. We also saw a Rover car, red color, the owner resides in Bisichi, he was declared missing in the same village. Inside that pond were Tipper lorry, Tricycles, motorcycles etc. “Having discovered his vehicle, the next was to find his body. We intensified in our intelligence, and got one of the suspects who led us to the shallow grave where the remains of Gen Alkali were initially buried by the killers. The suspects confessed that after killing Gen Alkali, his body was dragged round the village before taking him to a location called “no man’s land” and buried him in shallow grave. “We went to Abuja to bring our sniffer dog, we cultured the dog with his shirt for 3 days. Then we took the dog to “no man’s land”. We discovered they had already moved the body from that grave. “Further search made us to understand that the killers got the service of a mortician who evacuated the body and packaged it in two bags. We got the mortician, he led us to one Mr Stephen, and Mr Stephen eventually led us to another village called Buchwet which is 10km away from Dura-Du. That was where the remains of Gen Alkali was dumped, we recovered the body on the 30th October 2018. “To be sure the body we recovered was that of Gen Alkali, we contracted a renowned pathologist to carry out thorough examination on the remains. The pathologists rearranged the entire body to show us how he was killed. “Study shows that the killers sliced the skull into two, and pieced all parts of his body. That showed us he was gruesomely murdered by the suspects. The pathologist further requested for Gen Alkali ex-ray from the wife, and it matched what we recovered.
He also went to the shallow grave where Gen Alkali was first buried to fetch the sand from the grave to also confirmed the petsone buried there was Gen Alkali.” The second witness, Major Arashinga Bulus, a serving in army officer in Abuja, also narrated his role in the search and rescue team and confirmed that 21 persons were arrested in connection with the killing of Gen Alkali. ABUJA (Reuters) - Nigeria's presidential election tribunal on Wednesday rejected an opposition challenge to Bola Tinubu's win in February's disputed vote, following a pattern seen in previous election years in Africa's most populous country.
No legal challenge to the outcome of a presidential election has succeeded in Nigeria, which returned to democracy in 1999 after three decades of almost uninterrupted military rule and has a history of electoral fraud.
Atiku Abubakar of the People's Democratic Party and Peter Obi of the Labour Party, who came second and third respectively, had asked the court to invalidate the election, alleging irregularities.
Judge Haruna Tsammani, reading out a lengthy ruling on behalf of the tribunal's panel of five justices, rejected Obi's petition point-by-point. He was due to move onto Abubakar's petition next, which was also expected to be dismissed.
European observers had said in June the elections were marred by problems including operational failures and a lack of transparency that reduced public trust in the process.
However, the elections came and went with little sign of any groundswell of popular opposition, and Tinubu has been accepted by the international community as Nigeria's legitimate leader. As the tribunal was giving its ruling, he was in India preparing to take part in the G20 summit there.
Atiku and Obi can appeal to the country's Supreme Court to strike down the tribunal's ruling. Any appeal must be concluded within 60 days of the date of the tribunal judgment.

U.S increases visa application fee from March 30 . . The U.S. government has announced an increment for its non-migrant visa application fee effective from March 30. The U.S. Mission in Nigeria, which said this in a statement on Wednesday in Abuja, disclosed that the increases were published in the Federal Register on March 28. According to the U.S. government, the changes is in line with the Department of State’s commitment to facilitating legitimate travel to the United States for both immigrant and nonimmigrant travellers. “The Department of State published a Final Rule regarding increases to certain non-immigrant visa application (NIV) processing fees and the Border Crossing Card (BCC) for Mexican citizens age 15 and over. “These increases were published in the Federal Register on March 28, 2023 and will be effective on May 30, 2023. “The fee for visitor visas for business or tourism (B1/B2s and BCCs), and other non-petition based NIVs such as student and exchange visitor visas, will increase from 160 dollars to 185 dollars,” it stated. The mission said that the fee for certain petition-based non-immigrant visas for temporary workers (H, L, O, P, Q, and R categories) would increase from 190 dollars to 205 dollars. “The fee for a treaty trader, treaty investor, and treaty applicants in a specialty occupation (E category) will increase from 205 dollars to 315 dollars. NIV fees are set based on the actual cost of providing NIV services and are determined after conducting a study of the cost of these services “The Department uses an Activity-Based Costing (ABC) methodology to calculate, annually, the cost of providing consular services, including visa services. “The fees for most non-petition based NIVs were last updated in 2012, and certain other NIV fees were last updated in 2014,” it stated. Osinbajo heads to Canada for ‘first high-level visit from Nigeria since 2000’

Vice-President Yemi Osinbajo, on Sunday, departed Nigeria for a three-day official visit to Canada.
Laolu Akande, his spokesman, in a statement on Sunday, described the trip as “the first high-level visit from Nigeria since 2000 when former President Obasanjo visited the North American country”.
Akande said the visit will deepen diplomatic ties between Nigeria and Canada.
The vice-president is expected to meet Chrystia Freeland, Canadian deputy prime minister, and other top parliamentarians and members of the Canadian government in Ottawa, on Monday.
During the visit, issues and events around educational collaboration, technology, the creative industry and climate justice, among others, will also be discussed.
“For instance, the Vice President will give a public lecture at the Queen’s University in Kingston on Wednesday. Established in 1841, Queen’s University is one of Canada’s leading research-intensive academic institutions and is famous for its role in advancing the goals of the United Nations’ Sustainable Development,” the statement reads.
Osinbajo is also expected to give a public lecture at the Queen’s University in Kingston on Wednesday.
Before the lecture, Osinbajo will be received at the Ontario-based Carleton University, “which has significant engagements and collaborations with some educational institutions in Nigeria, with ongoing efforts to deepen the mutual relationships around issues including research and curriculum development”.
Akande said Osinbajo will also meet with the leadership of the Nigerian community, including Nollywood actors and notable Canadian government officials with Nigerian origins.
He will also meet with representatives of the Canadian business community and investors, especially from the creative industry and technology sector.
The vice-president is expected back in Abuja later in the week.

The National Council on Privatisation (NCP) on Wednesday, announced it is considering merging the Bank of Agriculture with the Central Bank of Nigeria’s NIRSAL Microfinance Ltd. The council also plans to inject new capital into the institutions to rejuvenate them following the merger. These decisions were among the recommendations from NCP’s Committee on BOA, which were revealed during a council meeting at the Presidential Villa in Abuja. Vice President Kashim Shettima, who chaired the meeting, emphasized President Bola Tinubu’s dedication to restructuring and improving the Bank of Agriculture to advance the administration’s food security agenda. Regarding the energy sector, Mr. Edun mentioned that the NCP suggested the creation of an independent system operator for the Transmission Company of Nigeria (TCN) to enhance transparency and efficiency in the sector.

Edo Guber poll: INEC publishes final list of candidates

The Independent National Electoral Commission (INEC) has published the final list of 17 candidates for the Edo Governorship Election. Mr Sam Olumekun, INEC National Commissioner and Chairman, Information and Voter Education Committee, said this in a statement on Monday in Abuja. Olumekun said that the list included one female and 16 males. He named some of the male candidates to include Mr Ighodalo Asuerinme of the Peoples Democratic Party (PDP), and Mr Okpebholo Monday of the All Progressives Congress (APC), while the only female candidate, Mrs Patient Ndidi, is of the People’s Redemption Party (PRP). Olumekun said that following the initial primaries, the commission published the personal particulars of the governorship candidates and their running mates in the state and local government offices in Edo. He said that in line with the provision of Section 33 of the Electoral Act, 2022, some political parties conducted fresh primaries to replace their earlier nominated candidates before the deadline of April 15. “The Action Alliance (AA) and African Democratic Congress (ADC) replaced their governorship candidates and their running mates. “In addition, the African Action Congress (AAC), All Progressives Grand Alliance (APGA), Boot Party (BP) and New Nigeria Peoples Party (NNPP) replaced the running mates of their candidates. “Overall, 17 political parties are fielding candidates in the election, 16 are male, while one is female,” he said. Olumekun said that the final list, which also gave the breakdown of the candidates by age, academic qualifications and disability, had been published at the INEC office in Edo and uploaded on its website and social media platforms for public information. He said that political parties and their candidates must note that the campaign for the election would commence on Wednesday, April 24 and end at midnight on Thursday, Sept. 19. “With the publication of the final list of candidates for the Edo governorship election, the next activity is the electioneering campaign. “As provided by Section 94(1) of the Electoral Act 2022, campaigns by Political Parties in public shall commence not earlier than 150 days before polling day and end 24 hours prior to that day. “Therefore, political parties are now permitted to start their campaigns in public from Wednesday, April 24 and end at midnight on Thursday, Sept. 19 as indicated in items eight and 12 of the timetable and schedule of Activities for the election,” he said. Olumekun called on candidates, agents and their supporters to adhere to the provision of the law and the commission’s guidelines governing electioneering campaigns. “For emphasis, parties shall conduct their campaigns with civility and decorum devoid of inciting language, violence, voter inducement and other infractions mentioned in Sections 92 – 97 of the Electoral Act 2022,” he said. Major cities in Niger are facing rolling blackouts following last week's coup in the West African country.
The power shortages are a result of Nigeria cutting supplies to its northern neighbour, Niger's electricity company Nigelec says.
West African trade bloc Ecowas has put sanctions on Niger, but has not said if these include electricity supplies.
Ecowas defence chiefs are meeting in Nigeria to discuss a potential military intervention to roll back the coup.
On Sunday, West African leaders gave Niger's military junta a week to give up power or face possible military consequences.
Speaking on Wednesday, Abdel-Fatau Musah, Ecowas commissioner for political affairs, peace and security, said an armed intervention would be a "last resort". But he insisted that the bloc had to "prepare for the eventuality".
Ecowas has vowed to end the wave of coups that has plagued West Africa's Sahel region in recent years. With this in mind, Mr Musah said there was "a need to demonstrate that we cannot only bark, but can bite".
The ruling military juntas in Mali and Burkina Faso have warned Ecowas against any intervention in Niger, insisting any military action against the new regime would also be tantamount to a "declaration of war" against them. They did not send their defence chiefs to the Ecowas meeting in Nigeria's capital, Abuja
European countries are currently evacuating its citizens from Niger.
Residents living in the cities of Niamey, Maradi and Zinder have power for about an hour at a time before it is switched off for up to five hours.
Power cuts like these are unusual in Niger, which normally has regular and reliable supplies.
But the country is heavily dependent on its wealthier neighbour to the south, Nigeria, as its main supplier of electricity. In 2019, Nigelec's chief executive told the Ideas For Development outlet that Niger relied on Abuja for up to 70% of its electricity supply.
The Transmission Company of Nigeria has declined to comment on the power cuts in Niger.
But an anonymous source told the BBC the supply to Niger was cut on Tuesday following a presidential directive.
Niger's democratically elected President Mohamed Bazoum was overthrown in a military coup last week by his own presidential guards who stood watch outside his palace.
The constitution was suspended and Gen Abdourahmane Tchiani, chief of the presidential guard, was installed as the head of state.
The military government has now announced the reopening of Niger's borders with Algeria, Burkina Faso, Libya, Mali and Chad. Its borders with Nigeria remain closed.
A delegation from Ecowas - the Economic Community of West African States - arrived in Niger's capital, Niamey, on Wednesday as mediation continues following the coup. It is led by Nigeria's former military head of state, Gen Abdulsalami Abubakar, who oversaw that country's transition from military rule to democracy in 1999.
Nigeria's most senior Muslim leader, the Sultan of Sokoto, Muhammadu Sa'adu Abubakar III, is also reported to be part of the team. He also wields huge influence in Niger, part of which used to be in the Sokoto Caliphate, a powerful kingdom before colonial rule.
Evacuation flights have now started to arrive in Europe. Some 262 French citizens touched down in Paris early on Wednesday amid anti-French sentiment in the country.
The coup has prompted demonstrations against the former colonial power, with the French embassy coming under attack.
France says it has no plans to repatriate about 1,000 French soldiers stationed there as part of efforts to counter Islamist militants.
