mafia 2’s family structures
back on this again but i really really wish we had more detail on how all the different gangs actually functioned, so i’m going to start extrapolating wildly from what we got in game.  this got long so i will put it under a read more
the falcone family
carlo falcone, despite everything, leaves things pretty relaxed.  he talks to his men personally at points (at least for important missions) and joe & vito are dealing directly with his underboss even before they’re officially taken into the family, which i assume is due to joe’s friendship with eddie, but even in joe’s adventures we see joe talk to rocco.  and honestly it makes sense that with carlo’s modernizing tendencies, he doesn’t really give a shit about maintaining a strict hierarchy (besides keeping himself at the top, obviously) and just lets things be run however turns out to function the best day-to-day.  with eddie both playing the role of underboss and communicating orders directly to joe & vito (and possibly other soldiers & associates–it’s unclear if he’s just playing favorites with these two, but i doubt it given he’s a sociable guy), it’s hard to guess how duties are divided amongst the capos–which eddie used to be not so long ago before rocco’s death.
now, i’m about to suggest a largely unsubstantiated theory about this, but first here are my two major pieces of evidence for it: a) moretti was a traditionalist according to his cigarette card, so i imagine he may have maintained a more traditionally strict hierarchy which carlo likely reorganized after taking over.  b) at the end of joe’s adventures, rocco’s takeover is revealed to be motivated by disagreement over carlo’s rule-breaking drug trade and fears he would subsequently run the family into the ground (allegedly–he could be lying to save his ass).  so combining this with his and carlo’s relative closeness in age, my theory is that he was a capo for moretti who was deeply suspicious of the circumstances of his boss’s death, and carlo gave him the (potentially relatively meaningless) position of underboss to keep him satisfied.  after his death, eddie was promoted to the title, but he’s essentially still a capo with more responsibilities/power (some of which he may already have had by virtue of his closeness to the new boss–motivation for rocco’s bullying of him, perhaps?).  rocco doesn’t matter much, though; the point is that the falcone family seems to be overall quite lax about the chain of communication.
the vinci family
frank vinci, on the other hand, i would expect to maintain a more traditional power structure since he’s so clearly marked as falcone’s foil.  the thing that complicates this is leo.  now, his friendship with vito develops in prison, which changes the dynamic, as there’s much less separation possible; if vito had just worked for the vinci family normally, it’s hard to say whether that relationship could’ve developed.  the fact that it was apparently maintained, at least to some degree, outside of prison suggests leo’s likely to be sociable, as well as the fact that luca and henry spoke to him at his house that time (though the circumstances are unclear).  additionally, official titles aside, leo seems to be a de facto co-ruler with frank and to be actually pulling the strings; consiglieres also weren’t (aren’t) as ubiquitous as mario puzo’s the godfather would have you believe, so i assume there’s some wiggle room here.  i will also point out that vinci confronts vito & joe himself in chapter 14, but quite frankly i don’t think that means too much about his character, because this is a video game and it would be less interesting if he sent a lackey to do it.  overall, we see so little of the chain of command of vinci’s family that it’s hard to make any guesses, but i get the feeling that, given leo’s overall gregariousness and the comment about vinci listening to the young hotheads, the structure may be less strict than one would assume.
the clemente family
surprisingly, the better falcone foil in this sense is alberto clemente.  his gang maintains by far the most segmented chain of communication we see in-game.  associates (joe & vito) talk to the soldiers (henry), soldiers talk to their capo (luca), the capos talk to the don (clemente).  the one time vito & joe actually meet luca officially, it’s to discuss them being taken in as soldiers–which i believe we’re supposed to understand as something henry, specifically, is trying to arrange (luca mentioning that he heard about the jewelry store job–presumably from henry–and so on).  it’s also done quite quickly, which i believe is deliberate on henry’s part given luca’s habit of having people killed for small offenses; it’s not a stretch to assume he wants to give his new recruits protection, as soon as possible, from being whacked for no reason.  the events immediately after this discussion are telling: luca says that henry will fill vito & joe in on the job itself (and funnily enough, we saw henry delegate some of the explaining to joe in chapter 4) and leaves, therefore maintaining a buffer between himself and the rank and file.  then we see luca talk to clemente and discover that the command to have sidney penn killed was given to luca by clemente, and then to henry by luca.  it seems that generally, you only communicate with your direct superior and your direct inferior except in special cases.  (the first part of joe’s adventures, where luca gives joe missions, is an example: it’s urgent with all the arrests/the richie mazzeo rat situation, and also henry is still out of action after getting shot).  i suspect this is a result of clemente’s paranoia, and also potentially an attempt at gaining legitimacy by keeping a more traditional structure and following potentially unnecessary rules, given his family is considered second-rate and is fairly new comparatively (officially established with the blessing of the commission in 1929; whether it was just a large, well-organized street gang before this or clemente worked for someone else is unclear).  i don’t think even henry, despite the family friend connection, has much access to him (though he likely did in the past).
ah, but here’s the complication: luca’s a capo, so where’s the underboss?  i have another wild theory: i don’t think clemente has one.  i imagine he may have at some point, but i think the guy probably kicked the bucket and was never officially replaced.  all the capos report directly to clemente himself, and he likely tries to maintain competition/animosity between them to ensure nobody gets any ideas about replacing him; i have a feeling luca may be the highest ranking and therefore the closest thing to an underboss, which provides motivation for clemente’s relentless mistreatment of him to keep him in his place (especially considering he got the position by killing his own capo).  i also don’t know if what i’m about to say is true in real life, given no backing for it has come up in my (admittedly cursory) research, but puzo’s the godfather mentions vito corleone’s insistence that his capos and their crews remain largely separate and avoid associating much (once again, presumably insurance against an overthrow and also against a rat infecting the whole gang), and i think this is a policy clemente holds as well.  i also don’t think he approves of his men associating with guys from the other families–just look at what he did to well-connected “contact man” silvio palmieri in the frankie potts files, having him (and another guy) killed for supposedly being a spy.  said policy probably did joe barbaro no favors.  of course, i don’t think this actually stops anyone, but it does mean that fraternizing requires a degree of care.
unanswered questions
with all that speculation aside, it’s unclear how exactly territory is split, both between families and between individual crews in a family.  if we go purely off the restaurants that serve as bases of operations, that puts clemente in little itay (freddy’s bar), falcone in midtown (the maltese falcon), and vinci in west side (the mona lisa).  i wonder what this is meant to imply about all three families, if anything, but the question of territory is complicated.  luca & henry send vito & joe to rob the jewelry store in the west side mall over an unpaid debt, which we might assume is vinci’s turf.  the empire arms hotel is in midtown–where falcone is based.  what about the garden of eden cathouse in oyster bay, owned by eddie scarpa but frequented by all three families?  and what about the other neighborhoods?  hell, what about kingston, dipton, and riverside being run by the o’neill gang?  hunter’s point and sand island being the home turf of the bombers?  milville being greaser territory?  chinatown being run by the tongs?  do any of the three families lay claim to those areas despite what their local gangs say?  and this doesn’t even touch the question of different crews in a family managing certain areas–which they really don’t appear to–which opens up the question of how they actually do operate.  i admit this is video game, and a fairly rushed one at that, so i’m not really surprised that things don’t line up.  but it would be interesting to know.

I did it, I wrote out Leo and Frank having a snowball fight
genuinely I appreciate constructive criticism because no I haven't got writing ANY of the mafia characters down so forgive me- and I'm assuming leo and frank would know each other by the '20s, i'm also assuming they would be in empire bay at this time, listen i dont know IM SORRY-
also this got kinda long, (for a post) my bad- I probably could've almost posted this on ao3 but I don't even have an account yet, oh well :) hopefully it's good enough that no one cares erijeoirjgsorgj;
Leo stood there, one arm crossed, the other holding his drink, a glass of red wine that in its reflection glimmered from the crystal chandelier in the centre of the room, he swirled it gently. The day was over hours ago and the hard falling snow didn’t help that, each day seemed shorter than the last, the sky getting greyer with each passing set of hours. Winter never seemed to pass through Empire Bay without leaving some sort of an impression. For a man who stuck by his side frequently, at least while at work, it was surprising for Frank to have already disappeared. One moment he was glued to Leo, the other he was nowhere to be seen, though by the gramophone getting louder in Leo’s ears he had a sneaking suspicion he knew where Frank went. 
  Makin’ Whoopee by Eddie Cantor, Dardanella by Ben Selvin, the night drew on and honestly the moment Frank left Leo was already quite bored and sick of the constant chatter. They were so loud he felt a small distant pressure building in his head. Sure, a pretty woman offered to dance, which he took just to be a gentleman. Sure, many familiar songs played, ones he remembers drinking many glasses of wine to with Frank, but what fun are they when he’s not here. After walking a little he sat down in a generously cushioned chair, furrowing his eyebrows and resting his head in the palm of his free hand momentarily. There was a building sensation in his head, the pounding structure of a headache putting itself together more and more every minute. He thought for a moment if it was the wine in his glass that wasn’t helping the situation but he thought otherwise, yes it got lower and lower but he didn’t fret, it was still his first one which he surprised himself with. He looked over his shoulder into the centre part of the hall, many ladies and gentlemen dancing, the Charleston at the minute, he couldn’t see Frank but he assumed he was down the dance floor further with his wife, he sighed and brought his glass to his lips again. 
  “Leo?”
He almost spat his wine out onto his shirt, “Shit- Frank what the hell are you doing? I thought you would be dancing.”
  He took the chair opposite Leo, “No, I don’t feel like it just yet, too early for that.”
“Too early?” He took another sip of his wine, “What? you talking to the hotheads once more? Did Mrs. Vinci get bored of it? again? or have you begun slacking at dancing.."
  Frank shook his head, “Nonsense..” and reached for a glass as a footman walked by, “She doesn’t get bored of it, just rather, knows a lot about it already, doesn’t need me to say anything more.”   
   Leo nodded slowly, “I’m sure she knows a lot about it.." about the business. Leo sighed, "When are you considering leaving anyway? My head’s killing me at this point and unlike you I cannot handle the lot of them kids rambling like a pack of dogs getting ready to race the track.” 
  Frank chuffed, “Not anytime soon, the night is still quite youn-”
“Young?! What time is it?” 
  “It’s only just past ten.” Frank looked at his watch then back to Leo and shrugged his shoulders, looking at Leo directly, “Surely you don’t feel that bad do you?”
Leo shook his head, “Just past ten? No- no. Just not used to the youthful anymore is all.” He let out a chuckle, casually taking the last sip of his wine. It felt like it was past midnight, at least for Leo.
  “You still aren’t that old Leo, what’s gotten into you? Usually you love to be at gatherings like this!” Frank stood up, “Get yourself another glass of wine and enjoy it Leone before we get back to work tomorrow.” He began walking away but turned around at the last second and came back a few steps, “You go see a footman for anything to help you with your head, then come upstairs, I’m sure they’ll enjoy listening to you too..”
  Leo groaned as he stood up, “Oh no I don’t think so.” he chuffed, “I’ll go get some painkillers however, but to be rather honest Frank I think I need a minute outside, tonight just isn’t my night it seems..” he adjusted his coat on his shoulders and looked around for a footman. “I might come up there soon but I’ll just see how my head feels later and base my decision off that, whether I go home or not..”
  “Home? Are you thinking about leaving? You're not gonna leave your boss behind are you?..”
  Leo shook his head smiling, “As if you don’t already leave me behind-" Leo bumped his arm playfully, "what number is it tonight? This must be the fiftieth time by now altogether I’ve managed to lose you when we’ve gone somewhere that wasn't for work.” he played it off cool as he placed his wine glass down onto the table, he heard Frank snicker. “That’s it, I’m getting something for my head, I’ll get one of the boys to tell you if I go home or not and to take extra care of you.”
  Frank gave him a weak salute goodbye “Sure, just be ready for tomorrow..” a ghost of a smile on his lips as Leo watched him walk away. But Leo caught himself and began walking around the outskirts of the dancefloor, desperately looking for a footman.

Looking around him, as quietly as he could he opened the back glass door of the dance hall, no one seemed to notice. A light crunch of the snow underneath his feet brought him back to what he wanted to do as he closed the door behind him. To just have a moment outside, in the peace and quiet and it was for the most part. It was harmony compared to what was going on inside, the music and voices were barely audible from out here. He faced the building, barely able to see everybody past the big loosely hung curtains. He walked backwards, this is where he’d expect him and Frank to be hanging out. It was a garden back here, now white as it was completely covered in snow. A fountain was built on a patch of gravel in the middle of the garden, trickling a little sing-song, the patch lined with small pine trees and a few wooden benches adorned with well looked after vines. Behind the pines, low, clean-cut hedges, all completely decorated with tiny frozen crystals. He turned around again and watched the hall, the lights emitting a warm orange colour on the snow around him in the shape of the windows, he sighed in relief as his head started pounding less, it was already much more bearable than it was before. The painkillers probably would’ve worked even faster if he hadn’t been caught in conversation with another lady wanting to dance. He breathed warm air into his hands, despite them being gloved, he swears this is one of the worst winters he’s ever experienced, it’s fucking cold. He sighed as he just heard Let’s Misbehave start playing in there, a classic he heard almost everywhere at that point.
  Leo almost fell over as a hard ball of snow hit him, solid like a rock. He stumbled to his side and let out a groan, his temple now aching. He looked into the shadows of the garden, “What the fuck? Who was that-” he didn’t have enough time to react as another hit him square in the chest. He groaned and wiped his face and suit down of the excess snow. “This is some way to fuck with me-” his heart dropped, a way too familiar silhouette was walking out of the shadows, calmly making another snowball, “Frank!? What are you doing? Hey!-” he dodged another one and started running behind one of the pine trees closest to him. “What the fuck are you doing?! I thought you were busy talking-?” his body jumped as another snowball hit the tree he was hiding behind, barely shielding him. 
  What was this all about? Leo would be dead before Frank went to have fun, fun that wasn't talking his mouth off. Leo looked through the twigs of the tree at him, Leo shook his head and bent down, quickly making a snowball. He waited for Frank to throw another before he shuffled out from behind the tree and threw one square into Frank’s face. “Ha! You shouldn’t have messed with me Franco.” he hid again and made another snowball as he heard Frank snicker. He jumped out from behind the tree again, he brought his arm up halfway to throw another snowball but was ultimately hit back square in the face. “Fuck- why are you doing so well at this?” he dropped his snowball and wiped his face then put his hands up but Frank hit him in the collar of his shirt, “Stop that before you make my head worse than it was before.” He brushed his shirt of snow, “What’s gotten into you? Why are you attacking me? You offended because I wanted to leave? for a valid reason mind you.” he walked closer to Frank who threw his snowball away, back into the snow. 
  “I thought you could use a good cheering up.” he put his hands on his hips, “And consider this payment for beating me at betting on the hounds last night..” 
  Leo rolled his eyes, “I told you number four was a good call but you didn’t believe me.” He motioned for Frank to walk around the garden with him, mindlessly rubbing his nose that he was almost wondering if it would bruise, “Mr. Booker is new blood, but he trains his dogs excellently, as you saw.” 
  “Yes of course I saw, and no I didn’t believe you. Because last time I believed you, I, after betting on a dog you chose, somehow lost four hundred bucks that day, to no one other than you.” 
  Leo smirked, “I don’t remember saying anything about actually betting on the dog..” he walked at Frank’s side with his arms behind his back, they circled around the garden until they made their way back to the back glass door of the dance hall.
  Frank walked over to it and motioned a hesitant Leo to come inside, “Come on, it’s around now they start playing the music you tolerate and the stuff the kids can’t handle.” 
  Roses From The South by Johann Strauss, Leo could hear it clearly the second Frank opened the door. He walked forward and entered slowly, looking back to make sure Frank could hear him, "I'll have one more dance, then I'll think about talking to those hotheads you can tolerate yet I can't, but maybe I'll deal with it just this once.."

#mafia 2#henry tomasino#frank vinci#there's going to be a lot of text in hashtags here so first of all:#i gave up at things like “they wouldn't do/say that” at this point#ooc and “what if” are more interestning and entertaining for me sorry mafia fandom#i like to spin the plot and characters like a rubik's cube#so stopping w rat!henry and continue with survived!henry who's true purpose was to became the head of falcone family#so the drug thing was just a way to frame falcone and get vinci to the point where he decided to do away with falcone#because of the increased drug traffic#henry always struck me as the most conservative of the (relatively) young mobsters#so i guess he wouldn't have gone on about the drugs and gotten vinci's sympathy because of it#yet henry didn't expect an attack from the triads and the fact that he survived only reinforced his religiosity#now he wears a rosary and prays more often than he used to#<- i'm actually too lazy to think about the details of how it might work so whatever#and I know the mafia chief's photo wasn't on the wall#but it's more symbolism about the change of power and prioritizing religiosity over personality#i just think he could be a good leader + there's a lot about his pride here#and tbh i just wanted to see him with the scars but my brain can't do anything without a plot#and sunglasses instead of an eye patch#and yeah my brain refuses to believe that he was just overconfident and really believed that there would be no repercussions ->#for selling drugs under the nose of falcone who clearly wanted to become a monopoly in this field#also i don't really care that much about henry surviving tbh#i mean his death fits the story well because it's after all a mob story (no matter was he a rat or not)#(i'm being a bit of a hypocrite here bc i refuse to believe that joe is dead)#“survive and take power” version is just interestning for me#but if i put aside all of this ooc#naah he was too pathetic to do this fr#k im too lazy to write anything further#thank you for coming to my ted talk

need to explore the class dynamic between leo & vinci so bad. thinking about leo’s lavish but somehow gaudy house. he’s refined, old school, but there’s a little bit of nouveau riche to him. the excessive artworks and statues he displays, etc etc. the way he calls frank a real man of honour. frank who surely comes from a family dynasty. leo who has always been frank’s sidekick, who must rule from behind frank. the admiration as powerful as the resentment. what’s going on here

the empire bay families
been thinking about how they run things, comparatively, and...
clemente: first off, i think it’s really interesting how luca’s a capo–i didn’t realize that at first, but he’s not underboss.  now, it certainly makes clemente’s treatment of him feel significantly more targeted, but even more interesting is the fact that when henry introduces vito & joe to him, he still isn’t the one to give the whole spiel about the job; all he does is give the “we need guys like you in the family” pitch, drop the 5k entrance fee thing, and then leave henry to actually explain the job.  now, this might’ve changed if vito & joe had been around longer, but it’s worth noting that henry, who’s a soldato (if an evidently high ranking one) is the only clemente man the player ever actually deals with–he hands out a couple of jobs and then brings you along for one of his own.  the only times you ever even see clemente are when he storms in to yell at luca (which was a pure coincidence) and when you kill him.
falcone: meanwhile, eddie’s the underboss.  he’s still a capo when joe meets him in the dlc, technically, but he’s the underboss in the main game.  and you deal directly with him (hell, you deal with rocco in the dlc, too, when he’s the underboss).  he doesn’t come on any of the missions, but he hands out jobs to vito & joe even before they’re made men (i’ll admit there is a little ambiguity with the ch7 missions seeing as you don’t speak to him directly, but presumably joe does).  he goes out to the cathouse with joe and vito when he’s literally just met the latter, and he’s clearly got a genuine friendship with joe beyond a boss/employee dynamic.  and hell, you meet carlo directly by chapter 9–not for too long, and eddie mostly explains the job, but he speaks to vito personally, and he’s in joe’s apartment in chapter 10.  now, i don’t mean to stir the pot, but i see carlo get characterized a lot by fans as too self-important to talk to the rank-and-file guys, but that’s patently untrue.  carlo may be a self-important bastard, but he’s a bastard with PR skills, and in-game he does talk to vito before he’s even made (very shortly before, but still).  he knows how to keep up a good image, both with the crime family and with the press, so unlike clemente, he at least puts up an appearance of giving a shit about his men; it also seems pretty clear he has a decently large amount of loyalists (that fight at the planetarium should prove it).  henry just sees through the bullshit because he’s already jaded (presumably from working for clemente).  either way, it's a pretty big jump to go from hardly being given the time of day by one of clemente's capos to talking directly (and on friendly terms) to falcone's underboss and even the boss himself.
vinci: we’ve got nothing here, and i really wish we'd seen more of how the vinci family operated.  how much buffer zone is there between ranks?  who do the new guys talk to?  vinci doesn’t strike me as the type to be close with his men, at least not in the time the story takes place in because he’s already older and getting withdrawn, but leo’s his consigliere–does he talk to the men?  sure, vito deals with him, but those were unusual circumstances.  he does strike me as the personable type, but i doubt you’d talk directly to him in most cases.
also, as far as i know, the consigliere isn't nearly as ubiquitous a position as the genre by which i mean the godfather would have you believe, and not all mafia families have one.  like, of course vinci has one, but i guarantee you clemente doesn't, because no way in hell that man listens to anybody else’s judgment, and falcone probably doesn’t either, given how paranoid and arrogant he is.  i think it’s probable he did early on (likely moretti’s former consigliere) bc he was young and less likely to be seem as an experienced enough leader, but after the guy died/retired/whatever carlo probably never replaced him.
