這篇文章將詳細介紹關於汽車保險的知識，以及相關注意事項，不論是對駕駛新手或老手，都非常有幫助！
沒為愛車買保險，後果不堪設想！
汽車保險保障你的汽車及第三者受到的損失或損害，包括意外後車輛的維修費用、財物損毀、人身傷亡等賠償，保障範圍因保單而異。
根據《汽車保險（第三者風險）條例》（第272章）第4條規定，所有車主必須為汽車購買第三者保險，以保障因意外導致第三者人身傷亡。違例者可被處罰款HK$10,000及監禁12個月，亦有機會被吊銷駕駛執照12個月至3年不等。

齊來認識車保類別！
第三者責任保險或第三者風險保險，俗稱「三保」，是市面上最普遍的汽車保險。三保一般保障第三方的人身傷亡與財物損失，��其法律費用，保障範圍相對廣泛。
如果想提升對個人及其車輛的保障，車主可考慮購買俗稱「全保」的綜合汽車保險。除了包括「三保」的保障外，亦賠償車輛因水災、火災、交通意外及盜竊等帶來的損失。部分保險公司亦會提供額外的保障或支援服務，例如新車車價保障、擋風玻璃保障及緊急路面支援服務等。「全保」的保障較為全面，因此保費會相對較高。

為何大家的車保保費都不一樣呢？
保險公司會根據多種因素去評估和釐定保費，以下是6大主要因素：
1. 車主駕駛經驗（牌齡）
車主的年齡及駕駛經驗是最決定性的因素，不少保險公司會拒絕25歲以下或牌齡不足2年的車主／司機承保，因為年輕司機的駕駛經驗不足，較容易發生交通意外。即使保險公司願意承保，保費亦可能較高，或會附設「墊底費」等條件。
2. 車齡
車齡愈大，機件可靠度相對較低，所涉及的風險亦會較高。如果車齡超過10年的話，在承保汽車保險時，保險公司或會徵收附加費。
3. 車輛市值及型號
車輛的市值主要影響「全保」，由於全保的賠償額會參考車輛的市值，若涉及較高的保障賠償額，對保險公司來說風險較高。因此車價越高，保費越貴。
此外，某些汽車品牌／型號的零件較為昂貴，或需要由海外訂購，亦會影響全保保費。
4. 車輛性能
汽車性能主要影響「三保」保費。由於大馬力的車輛發生超速或碰撞的風險較高，因此引擎馬力越大、速度越快的車輛，保費就會較高，例如跑車、高性能揭背車及電單車等。
5. 車主職業
車主的職業也對保費有一定影響，例如受保車輛的駕駛者是藝人或記者，他發生意外的風險會比一般白領人士高；或從事建造業的人士，因常要駕車進出工地，發生意外或車輛損毀的風險也較高。
6. 索償紀錄與無索償折扣 (NCD/ NCB)
以往的車保索償記綠及交通違規記錄也會影響保費，以助保險公司平衡賠償風險。如果投保人在過去的特定年期內不曾索償，保險公司就會給予保單持有人一定百分比的保費折扣，也就是「無索償折扣(NCD/ NCB)」。
過去沒索償，保費有折扣！
承接以上所說，如果投保人在特定年期內不曾索償，就能獲得「無索償折扣(NCD/ NCB)」。無索償折扣 (No Claim Discount；NCD) 或無索償奬賞(No Claim Bonus；NCB) 是車保獨有的獎勵機制，如果車主於投保後1年內沒有任何索償，在第2年續保時，便可獲得特定的折扣率，最高可獲得4折優惠。
一般私家車車保的4折扣率如下：
*以上折扣率只供參考，各保險公司的NCD政策或有不同，詳情可向保險公司查詢。
要注意的是，NCD是跟人不是跟車的，如果把汽車賣掉，NCD是不會轉讓給新車主的。可是，如果你買新車並為其投保，也可取得原有的 NCD 優惠。如果你想更換保險公司，只要提交有效證明，就可以把NCD「轉會」。不過，NCD會在保單取消或完結後12個月後失效，所以記得要在1年內重新購買保單，方可繼續享有NCD優惠。
即使買了保險，仍要自己承擔部分損失？
自負額，又稱為「墊底費」，是一項預先設定金額的費用，當投保人申請賠償時，需要自行承擔的部分。例如「全保」保單持有人的車輛被盜，需要向保險公司索償HK$15萬，但保單訂明「盜竊損毀自負額」為HK$3萬，那保險公司最終就只會發出HK$12萬的賠償。
車保自負額的主要種類包括：
基本自負額
年輕司機 / 年齡不足 25 歲自負額
經驗不足 2 年駕駛者自負額
不記名司機自負額
停泊損毀自負額
車輛盜竊自負額
第三者財物損失自負額
要注意的是，墊底費是累積計算的，如果一份汽車保單設有「基本自負額」、「年輕司機自負額」、「經驗不足司機自負額」及「不記名司機自負額」，各項目的自負額為HK$1,000。當車主的 20 歲兒子在駕駛受保車輛期間發生了交通意外，而且他剛考獲駕駛執照，亦不是保單的記名司機，申請索償時便要支付合共HK$4,000的「墊底費」。
一般而言，「墊底費」越高，保費就相對越低。自負額的金額因保險公司而異，建議車主在投保前先比較清楚自負額金額，以及相關條款及細則。
買得夠精明，駕駛更安心！
你可以從以下四個方面作比較：
1. 保費
你可以視乎自己需要的保障，選擇符合預算的汽車保險。一般來說，「三保」的保費較便宜，但因意外而損毀的財物並不包括在「三保」的保障範圍內。在考慮保費時，可留意保單中的不保事項，衡量將來有機會需要的花費，如意外後的維修費用等。
2. 額外保障
有些汽車保險計劃會提供額外的服務，如路邊支援、更換擋風玻璃、人身意外保險及醫療服務等。建議車主在投保前先考慮清楚自己是否真的需要這些附加服務，以節省不必要的保費開支，例如自己已有意外保險或醫療保險的話，或者就無須附加意外或醫療保障。
3. 自負額
自負額較高的汽車保險的保費會相對便宜，但你需要確保自己能夠負擔自負額，一旦發生意外，也不會打亂個人財政。
此外，即使是同類型的自負額，在不同保單計劃下差距的金額可達10倍以上，因此購買汽車保險時，要先清楚閱讀和比較「墊底費」金額。

PayMe成功全靠Agile？拆解Agile如何為企業創造實際優勢-加按套現, 網上低息貸款, 彈性還款期

源於矽谷軟件開發的敏捷管理（Agile）逐漸為國際間不同行業的領先企業所應用，用於企業創新、產品開發、人力資源管理甚至及組織架構，而成為了提升效率和產品創新的流行詞。流行歸流行，Agile到底如何為企業創造實際優勢？筆者嘗試以金融服務業為例子，剖析Agile的好處。
靈活適應市場變化 緊貼消費者需求
能夠確保自己的產品和服務趕上市場節奏，甚至有能力去預測消費者的需求，無疑是金融服務業成功的關鍵。如下圖，傳統的瀑布式項目管理（Waterfall Project Management）強調完整、順序的開發流程。然而，整個過程需時冗長，產品推出時往往已錯過了捕捉消費者需求的黃金時機。
相反，Agile把整個流程切割成不同的迭代（Iteration），逐步推出市場。由於每個Iteration周期較短，企業能即時檢討產品，繼而優化功能，來配合消費者的需求。
▲ 瀑布式項目管理和敏捷管理
以近年炙手可熱的PayMe為例，應用程式最初推出的時候，只允許信用卡增值、P2P（Peer-to-Peer，個人對個人）轉賬以及簡單的存款功能。作為首個MVP（Minimum Viable Product，最簡可行產品），它並不完美。
可是自2017年2月推出以來的3年間，PayMe透過Iteration不斷地調整和優化，例如加入了「追數」、「發紅包」、以WhatsApp手機號碼綁定使用者、直接以掃描二維碼進行轉賬等功能。最近，PayMe更延伸至P2M（Peer-to-Merchant，個人對商戶），容許網購付款及中小企業之間的小額付款。PayMe迅速地回應市場反應，很快就成功地穩固香港電子錢包的地位。
由於MVP的開發周期較短，企業能夠短時間內推出產品，搶佔市場「頭啖湯」，抓緊先行者優勢。PayMe不用半年，已成功達到100萬用戶，成爲香港年輕一代首選的P2P轉賬App。
在PayMe出台一年多以後，才有同樣以免手續費的簡便轉賬為賣點的應用程式出現。初推時，它們在功能上的確不下於PayMe。例如打破過往不同銀行之間的直接轉賬限制，並且支援其他的電子錢包，如WeChat Pay和Alipay。
可是，PayMe經已在市場上經歷了超過一年半的洗禮，在消費者心中的地位早已紮根（事實是這個「空隙」PayMe也於一年內移除了），與朋友出街食完飯「我稍後PayMe你！」已成為習慣。
拋棄由上而下管理 強調團隊互動和自我管理（Self-organizing）
埃森哲一項名爲「金融服務業企業敏捷性」（Enterprise Agility in Financial Services）的調查發現，對比一般金融服務企業，善於掌握Agile管理的企業財務業績表現明顯較佳，從2007年到2017年間的扣除利息和税金前收益（EBITDA）增長高達10%。當中關鍵要素正正在於員工的適應力及效率。
Agile賦權予團隊自我管理和決策，主張由下而上主導的管理思維，給予團隊更大自由度的同時，也容易培養出End-to-end Ownership（「主人翁意志」），從而得到更大的工作動力和滿足感。這正正配合新一代Millennial（千禧世代）的工作態度──以工作目標為先，繼而產生動力，提升效率。
有見及此，本港不少企業開始逐步改變固有管理模式，應用Agile的方法組織其團隊。例如，近年我們與一家跨國保險公司在香港、日本、新加坡以及菲律賓合作，為1,000多員工提供有關培訓，在30多項目中應用嶄新的管理模式，以提倡創新的企業文化，改善工作效率。
縱觀以上優勢，企業若能夠好好掌握Agile，就有助其適應市場變遷，改進產品以迎合消費者喜好，抓緊關鍵時機，並且有效管理人才，鼓勵創新以及提升效率。

In recent times, the Hong Kong Government has publicly stated its intention to help support and develop the SME ecosystem. Establishing approximately 40 different funding and support initiatives is evident of that. The difficulty now is not whether or not assistance can be received, but rather which initiative is most appropriate to each SME.
Although the Hong Kong Government’s SME funding initiatives cater to various industries, most of the schemes broadly encourage the adoption of technology to increase the applicants business competitiveness. As such, although every business is viable for government funding, it is recommended they apply the use of technology into their business with the intention to improve the efficiency/service capability of their business operations.
