Biden appoints Neera Tanden as Domestic Policy Advisor

WASHINGTON: United States President Joe Biden on Friday named Indian-American Neera Tanden as his Domestic Policy Advisor to help him craft and implement his domestic policy agenda. “I am pleased to announce that Neera Tanden will continue to drive the formulation and implementation of my domestic policy, from economic mobility and racial equity to health care, immigration and education,” Biden said.
Tanden replaces Susan Rice as Biden’s Domestic Policy Advisor. “Tanden will be the first Asian-American to lead any of the three major White House policy councils in history,” Biden said.
“As Senior Advisor and Staff Secretary, Neera oversaw decision-making processes across my domestic, economic and national security teams. She has 25 years of experience in public policy, has served three Presidents, and led one of the largest think tanks in the country for nearly a decade,” Biden said.
“She was a key architect of the Affordable Care Act and helped drive key domestic policies that became part of my agenda, including clean energy subsidies and sensible gun reform. While growing up, Neera relied on some of the critical programmes that she will oversee as Domestic Policy Advisor, and I know those insights will serve my Administration and the American people well. I look forward to continuing to work closely with Neera in her new role,” he said.
Tanden currently serves as Senior Advisor to President Biden and Staff Secretary.
She served in both the Obama and Clinton administrations, as well as presidential campaigns and think tanks. Most recently, she was the President and CEO of the Centre for American Progress and the Centre for American Progress Action Fund.
Tanden previously served as senior advisor for health reform at the Department of Health and Human Services, working on President Obama’s health reform team in the White House.
Prior to that, she was the director of domestic policy for the Obama-Biden presidential campaign and served as policy director for the Hillary Clinton presidential campaign. Tanden served as senior advisor to the Chancellor of the New York City Schools as well as Associate Director for Domestic Policy in the Clinton White House and Senior Policy Advisor to the First Lady. She received her Bachelor of Science from UCLA and her Juris Doctor degree from Yale Law School.

Cabinet Endorsements
One thing that's flown a bit below the radar in this election is that former cabinet members haven't been acting like they usually do. Normally, former cabinet members will automatically endorse their former boss for re-election, but Trump's have not been doing that.
This is of particular interest because, while we, the voters, get to see the President give speeches and the like, we don't actually work with him. Presumably a cabinet member is someone who agrees with the president and who the president trusts and who gets to work closely with the president, so their opinion of the president is an important benchmark.
With that in mind, let's take a look at the 44 former cabinet members of the Donald J. Trump administration and the 2 former cabinet members of the Joseph R. Biden administration. I'll put an (E) next to the ones that have endorsed their former boss, an (H) next to the ones who haven't yet, and an (R) next to the ones who have outright refused to do so.

The first thing we notice, obviously, is that there are a whole lot more former Trump cabinet members. This is partially because Biden is still in office so his 23 current cabinet members are not counted (it'd be a huge surprise if they didn't endorse him and they probably wouldn't still be working for him if they didn't), but it's also because Trump had way above average turnover for cabinet officials, 19 in the first four years not including the 5 who resigned due to his handling of the 2020 election results (not included because Biden hasn't reached that point in his first term yet), while Biden has had far below average turnover, only 3 so far.
So a lot more people shuffling in and out of the Trump administration, but we also notice a ton more H's than E's there. Heck, there's almost as many R's among Trump's people as there are E's (5 to 7). Meanwhile, Biden's shooting 2 for 3 and the third one hasn't (at least not that I could find) ruled out endorsing him.
Keep in mind, endorsing the nominee of your party is pretty much the bare minimum that any party operative needs to do. Imagine if you applied for a job somewhere, the first question was "do you think this company should be in business", and you answered "no". You probably wouldn't be getting a job there. In other words, refusing to endorse has some big consequences for the people doing it, not just costing them a job in the potential next Republican presidency, but locking them out of the party entirely, and yet a good deal of the people who worked for Trump disliked working with him so much that they're doing it anyways.
As I said, this tends to fly below the radar because it's kind of a formulaic ritual; of course members of the President's party who are closely tied to him are going to endorse him for re-election! That's why you should pay attention now that most of the people who've worked with Trump aren't doing so. It says something, something big.

The Biden Administration is offering new resources to colleges amid a rise in antisemitism brought on by the Israel-Hamas war, according to multiple reports, including partnerships between federal and campus law enforcements to track hate speech.
More than 200 security experts at the Department of Homeland Security have been deployed to work with schools to monitor and prevent antisemitism, NBC News reported, citing a White House official.
On Monday, second gentleman Doug Emhoff, who is Jewish, and Education Secretary Miguel Cardona will also meet with Jewish organizations about the issue, and later in the week, Cardona and White House domestic policy advisor Neera Tanden will host a discussion on the issue at a college campus.
The Education Department is reportedly planning additional visits at schools in New York City and Baltimore this week, and has already made stops at schools in San Francisco, Maine and St. Louis.
Oh thank goodness the white house is only worried about antisemitism and isn't just cracking down on free speech whew dodged a bullet there.

Lodriguez Murray, vice president of public policy and government affairs for the UNCF group told The Associated Press that the post circulating online makes layers of false claims that he called “despicable.”
“There is not any indication of going back on anything that has been moved forward with so far,” Murray said of Biden’s plan. “What disturbs me the most is that someone dares to use UNCF’s good name, HBCUs and populations that have been traditionally held down by systemic racism to make an erroneous case.”
Biden’s administration has openly stated that it plans on continuing to support HBCUs. During her confirmation hearing, Neera Tanden, the president’s pick to lead the Office of Management and Budget, told Sen. Jon Ossoff that supporting HBCUs “is a priority for the president and the vice president,” adding, “I welcome the opportunity to work with you on those issues in support of HBCUs and the vital role that they play.”
Also, Vice President Kamala Harris is a graduate from an HBCU. And on Jan. 26, during a speech on racial equity, Biden urges his audience to imagine if HBCUs “had the same funding and resources of public universities to compete for jobs and industries of the future.”

WASHINGTON — Talia Dror grew up hearing about the blatant antisemitism her mother’s family faced in Iran before immigrating to the United States. Her grandfather was stabbed for being a Jew, she said. Her mother was regularly called a dirty Jew.
Yet, Dror never expected antisemitism would follow the family to the country they fled to for refuge.
But the Cornell University junior said she was petrified last month when the school’s Jewish students were threatened online. The posts called for the deaths of Jewish people and warned that the school’s kosher dining hall would be shot up and a “Jewish house” bombed.
A 21-year-old student was arrested on federal charges a few days later. But not before Dror sat in her locked house, pondering her mortality.
“I knew that with my roommates and I being openly Jewish community leaders, our apartment would be one of the first targets for someone looked to actualize the threats, she testified at a recent congressional hearing.
As Jewish Americans increasingly worry about their personal safety amid an alarming rise in antisemitic incidents – particularly on college campuses – since the Oct. 7 Hamas attack on Israel, they're pleading for help from the Biden administration.
Their calls for help have not been ignored. Officials have emphasized the progress made on a national strategy to counter antisemitism that was rolled out in May but has taken on new urgency. And they’ve put a particular focus on what’s happening in schools as officials have visited campuses, met with Jewish community leaders and made clear the Education Department will investigate antisemitism complaints.

“We understand that people are scared,” White House domestic policy adviser Neera Tanden said in a recent video briefing for the Jewish community on how the administration is implementing its antisemitism strategy.
“I do believe that we are doing everything and anything we can to protect people against the threats that they are experiencing,” Tanden said.
Jewish groups want more action on antisemitism
But some Jewish groups are looking for more.
They want beefed up resources for the Department of Education’s office that investigates discrimination complaints, and they don’t want the office to wait until the complaints come to them.
They want the administration to regulate the definition of antisemitism. And they want one person put in charge of ensuring the antisemitism strategy is fully implemented.
“That would be an enormous help,” Ted Deutch, CEO of the American Jewish Committee, said of having a point person for the strategy. “I’ve raised this with the administration.”
He emphasized, however, that success is not just up to the White House.
“We need the rest of society to step up,” he said.
Antisemitism incidents on the rise
Incidents of antisemitism had already been on the rise before Hamas attacked Israel.
Antisemitic hate crimes rose 25% from 2021 to 2022, according to the most recent FBI statistics. Although Jewish people make up only 2.4% of the U.S. population, they are the targets of more than half of all reported religion-based hate crimes.
Since Oct. 7, the Anti-Defamation League, an advocacy group that frequently speaks out against antisemitism and extremism, has tracked 832 anti-Jewish acts in the United States.
Jewish students have borne the brunt of severe antisemitic incidents across the country, according to Jonathan Greenblatt, ADL’s CEO.
“We know that college campuses are a microcosm of the trends we're seeing globally,” he told Congress. “But they've also become petri dishes where antisemitism is festering and flourishing.”

Complaints filed to Education Department's Office of Civil Rights
The Biden administration has responded in multiple ways, including reissuing guidance reminding schools that antisemitism is a violation of the Civil Rights Act. The Education Department’s Office for Civil Rights also updated its discrimination complaint form to make it clear that colleges, and universities and K-12 schools receiving federal funding must act if students are being targeted because they’re perceived to be Jewish, Muslim, Arab, Sikh, or any other ethnicity or shared ancestry. If they don’t, schools can lose federal funding or be referred to the Justice Department for further action.
The Education Department announced Thursday that five complaints have been filed this month alleging antisemitic harassment and two alleging anti-Muslim harassment.
"Hate has no place in our schools, period,” Education Secretary Miguel Cardona said.
The office received nearly 19,000 discrimination complaints in 2022 – an all-time high – but very few raised allegations of antisemitism. Only five had been made as the department neared the end of the 2023 fiscal year in September, the office told Rep. Kathy Manning, D-N.C.
“What's getting in the way of students filing?” Manning asked at a recent congressional hearing about antisemitism on campuses.
Kenneth Marcus, chairman of the Louis D. Brandeis Center for Human Rights Under Law, who headed the office during the Trump administration, said students may feel loyalty to their school, may not know about the complaint process or may not have confidence it will work. That’s why, he said, the office should not wait for complaints to be formally filed but should proactively start its own investigations.  
“The federal government should take action,” he said. “And there’s no reason why it cannot do so within these next 30 days.”
The ADL is likewise calling on the Education Department to proactively investigate antisemitism allegations.
Complaints expected to rise
Three students at New York University aren’t waiting for that. They’re suing the university, arguing their civil rights have been violated because of pervasive acts of antisemitic hatred, discrimination, harassment and intimidation.
The university, which has called the lawsuit a “one-sided narrative,” recently announced it’s creating a Center for the Study of Antisemitism.
“I have listened to heartbreaking stories from students, faculty, parents, and alums,” New York University President Linda G. Mills said in a statement announcing the center. “NYU unequivocally condemns antisemitism and other forms of hate, and we are committed to maintaining a campus environment where all can study and learn in an atmosphere of respect and live free from the fear of bigotry.”
Stacy Burdett, an independent consultant who works with businesses, schools and others to counter antisemitism, said the most responsive universities get that this isn’t business as usual.  They’ve increased security services, formed antisemitism task forces and repeatedly reminded students and faculty that antisemitism violates the university’s values.
But complaints to the Department of Education will rise and its Office of Civil Rights is not set equipped to handle the existing backlog, she said.
“The complaints that are going to be coming in are going to be real, they're going to be hard, and they are going to need investigative capacity,” she told a House Education subcommittee. “So, let's get busy. And let's put people in those chairs.”
'Climate of constant fear'
At Emory University, senior Morgan Ames said she “lives in a climate of constant fear.” While friends at other universities have been physically assaulted, Ames said, she feels like she’s fighting psychological warfare.
Posters put up to raise awareness of hostages taken by Hamas are defaced. Fliers circulated have compared Jews to Nazis, she said.
“These actions surpass mere vandalism. They are deliberate threats to Jewish student safety,” Ames told USA TODAY. “It’s not healthy discourse.”
Ames praised Emory’s president for condemning antisemitic phrases and slogans made at an October protest on campus. But, she said, after dozens of professors pushed back saying the protester’s chats were in support of Palestinians and not antisemitic, that “created an intimidating atmosphere and inhibits students’ ability to participate fully in the classroom.”
At Cornell, Dror said, the university’s statements condemning the threats to the Jewish community was one of the strongest she’s seen. Also, security was heightened at all Jewish facilities on campus. New York Gov. Kathy Hochul visited the kosher dining hall.
“And all of that support has gone sincerely appreciated by the Jewish community. My question is, why didn't we receive it right after the October 7 attacks?” she asked Congress. “We sincerely appreciate all of their help now, but it's too little too late.”

WASHINGTON (JTA) — Speaking after dozens of synagogues were targeted by false bombs threats, President Joe Biden offered rabbis assurances ahead of the High Holidays that he is committed to Jewish security.
“This month, as you attend a shul for the High Holidays, I know you’re concerned about security,” Biden told 1,200 rabbis from all major denominations who signed on for a traditional pre-holiday phone call Thursday evening, a day before the start of Rosh Hashanah. “As your president, I want to make clear to you and to all your congregations: I have your back. I am committed to the safety of the Jewish people.”
Approximately 50 synagogues have been targeted in recent months by fake bomb threats that trigger a police response, often at times when the congregations are streaming services online. Security experts are concerned that calls on the holidays, when sanctuaries are packed, could lead to panic.
The pre-holiday call, a tradition dating to at least the George W. Bush administration, was organized by rabbinical umbrella groups representing the Orthodox, Conservative, Reform and Reconstructionist denominations. It tasted more than an hour, although Biden did not stay for questions, of which four were asked, each by a rabbi of a different denomination.
For the first time on such a call, Biden and a top White House official, Neera Tanden, the director of the Domestic Policy Council, gave a progress report on the strategy to combat antisemitism that Biden unveiled in May.
“My administration has already started aggressively implementing,” he said. “We published security guides for synagogues across the country. We launched a national campaign to combat antisemitism at school colleges and universities. We delivered trainings on religious workplace accommodations and so much more.”
Tanden, speaking later in the call, added detail. Agencies have a May 2024 deadline to complete their assigned tasks, she said. “More than two dozen agencies are producing deliverables,” she said.
She mentioned as examples:
A letter from Department of Housing and Urban Development “to 200 federally funded housing programs asking them to identify any antisemitism in housing.”
Research and projects on antisemitism solicited by the National Endowment for the Humanities.
The resource guides for houses of worship, published by the Department of Justice and Homeland Security.
Letters from the Department of Education to schools and universities reminding them of their obligation under the 1964 civil rights act to address discrimination claims, with references to more recent enhancements under Presidents Barack Obama and Donald Trump that extend the protections to Jews.
“There’s been a rising concern on campus [about] antisemitism and the strategy really propels passion on the part of the Department of Ed’s Office of Civil Rights to really be aggressive, as aggressive on antisemitism as we are when we look at and investigate other issues of discrimination,” she said.
Tanden appeared to be addressing concerns that the Biden administration would focus particularly on right-wing antisemitism; a number off Jewish organizations have said that the alleged harassment of Jewish students on campuses, which they say often comes from left wing and pro-Palestinian groups, should also be a priority.
Biden took no questions, but his remarks were redolent of a 2024 reelection campaign likely against his predecessor, Donald Trump.
Biden once again said he was prompted to run for president because of the 2017 white supremacist march in Charlottesville, Virginia, and Trump’s failure to unequivocally condemn it. He also referred to controversies over the effort by conservative groups and parents to remove books from schools and libraries that they deem inappropriate, including some books about the Holocaust and racism.
“Books are being banned, if you can believe that in the United States of America, books are being banned in our schools and history is being erased,” he said.
He mentioned his nomination earlier this month of Jack Lew, a former Treasury secretary, to be ambassador to Israel. “I’m so proud to continue our support [of Israel] by nominating Jack Lew, an Orthodox Jew, to be ambassador,” he said.
Biden included a pledge of support for Israel in the call and did not mention his tense relationship with the current government over its efforts to overhaul Israel’s court system and over its expansion of Jewish settlements in the West Bank.
“I want to reaffirm America’s unshakeable commitment to Israel’s security and its right to exist as an independent Jewish state,” he said. “My support for Israel’s security remains long standing and unwavering, including its right to defend itself against attacks.”

Just in time for Pride month, the Biden administration is taking a series of steps to counter an onslaught of attacks against the LGBTQ community in GOP-led states across the country. President Joe Biden will announce Thursday a new community safety partnership led by the Department of Homeland Security to protect LGBTQ Americans. The partnership will train LGBTQ community centers and businesses, such as restaurants and gay bars, that have faced threats to respond to “worst-case” scenarios, such as bomb threats, active shooters and cybersecurity attacks. The partnership will also work with health care providers and others that serve the LGBTQ community. The administration also plans to release $1.7 million for new federal programs to support the health and mental health of LGBTQ youth. As part of the effort, the Department of Health and Human Services will issue an advisory to mental health professionals on best practices for supporting the mental health of transgender youth, who in some states have been the focus of bans on gender-affirming care. “LGBTQ Americans are being targeted for who they are, and that, simply put, is discrimination,” said Neera Tanden, the White House domestic policy adviser. In addition, the Education Department will name a coordinator in the Office of Civil Rights to take on book bans that target materials with LGBTQ content. The coordinator will be responsible for training schools on how book bans that target a specific community create a hostile school environment and may violate federal civil rights laws. The Department of Housing and Urban Development also will launch a new federal initiative to address LGBTQ health and youth homelessness. Biden, who is regarded as the most LGBTQ-friendly president in history, issued a proclamation two weeks ago designating June as Pride month. On Saturday, he will host what the administration says is the largest-ever Pride celebration to be held at the White House. The event had been scheduled for Thursday evening but was postponed after smoke from Canadian wildfires settled over Washington.

We met at this gala and chatted for a bit, and she said my parents should be proud of the daughter they raised. Just the pinnacle of Indian aunties!

Short-term plans do not have to adhere to Obamacare’s consumer protections. For instance, they are not required to provide comprehensive coverage, and they can discriminate against people with preexisting conditions. The Trump administration heralded them as a cheaper alternative to Affordable Care Act policies since the limits on benefits and the healthier set of enrollees allow short-term plans to carry lower premiums.
“These junk insurance plans misled consumers into thinking they are buying real health insurance,” Neera Tanden, White House policy adviser, told reporters. “Just when people need medical care, they find out their plans cap their benefits, that their care is related to a preexisting condition, that their care just isn’t covered at all.”“Right when you need insurance the most, you’re stuck footing a giant bill. That’s not real insurance, that’s a scam,” she continued, noting that Trump’s policy change “really hurt consumers.”
The rule largely reverses the former president’s expansion of short-term plans in 2018, which extended the duration of the policies to just under a year and allowed them to be renewed for a total of up to 36 months. Those who currently have short-term plans will not see changes in their policies.

In a show of unwavering commitment to enhancing childcare services, White House officials welcomed more than 90 state legislators from 41 states to collaborate on making childcare more accessible and affordable for working families. First Lady Jill Biden, New Mexico Governor Michelle Lujan Grisham, and Minnesota Lieutenant Governor Peggy Flanagan delivered impactful remarks.   Driving Change through Federal Initiatives The convening underscored the Biden-Harris Administration's dedication to the cause, utilizing all available avenues to drive essential improvements. With a steadfast focus on lowering costs for families, expanding child care supply, and enhancing job quality for childcare workers, the Administration has been unwavering in delivering for the childcare workforce since day one. Moreover, by prioritizing these crucial aspects, the Administration has demonstrated its commitment to improving childcare services and support. Through strategic investments from the American Rescue Plan (ARP) Act, 225,000 childcare providers received crucial support, enabling them to remain operational and serve up to 10 million children. Astonishingly, a third of providers reported that without these funds, permanent closures would have been inevitable.  
A Vision for the Future of Child Care
President Biden's vision for early childhood education envisions universal access to high-quality preschool and affordable, top-tier child care for working families. The President's proposed budget aims to provide childcare assistance to families earning less than $200,000, capping their expenses at an affordable $10 per day. While awaiting congressional considerations, the President has taken decisive action, signing a historic executive order in April. This order directs nearly every cabinet-level agency to enhance access to affordable, high-quality care and provide crucial support to care workers and family caregivers, a comprehensive step towards advancing childcare.   State-Driven Implementation Recognizing the pivotal role of states in implementing high-quality child care, the Biden-Harris Administration has provided avenues for improvement through the Child Care & Development Block Grant (CCDBG). States are now empowered to determine eligibility for child care assistance, parental out-of-pocket costs, and provider reimbursement rates. A recent Health and Human Services (HHS) notice of proposed rulemaking (NPRM) announced by Vice President Harris will cap childcare payments for families served by CCDBG at 7% of a family's income and encourage states to waive copayments for families below 150% of the federal poverty level.  
States Leading the Way
During the convening, state leaders shared successes from past legislative sessions and discussed the next steps for further state action on child care. Numerous states have already demonstrated their dedication to transforming childcare systems from the ground up. In New Mexico, under the leadership of Governor Michelle Lujan Grisham, groundbreaking initiatives include creating a cabinet-level position for early childhood. The service provides free child care for families below 400% of the federal poverty level and compensates childcare providers adequately.   Gratitude and Commitment to Progress White House officials expressed gratitude for the state legislators' leadership and dedication to this critical issue. Copied from “now this”. On June 8, the Biden administration announced new measures to protect the LGBTQIA+ community.
'LGBTQ Americans are being targeted for who they are and that, simply put, is discrimination,' said Neera Tanden, the White House domestic policy adviser, according to USA Today. 'As an administration, we will never stop fighting for their freedom.'
Some of the measures are aimed at helping LGBTQIA+ youth, such as strengthening mental health resources, a federal initiative to help youth experiencing homelessness, federal funding for programs that assist parents with affirming their children, and furthering new regulations to protect youth in foster care.
Other measures include the launch of the LGBTQI+ Community Safety Partnership, a joint effort between the Homeland Security, Health and Human Services, and Justice departments. The Partnership will work with LGBTQIA+ organizations to 'provide critical safety resources to ensure these organizations can remain safe spaces for the community,' according to a statement from the Biden admin. It will provide those organizations with safety trainings and increased federal threat briefings.
Biden's new measures also address the growing number of book bans across the country. The Department of Education’s Office for Civil Rights will appoint a coordinator 'to address the growing threat that book bans pose for the civil rights of students.' The coordinator will 'work to provide new trainings for schools nationwide on how book bans that target specific communities and create a hostile school environment may violate federal civil rights laws.'
Biden was expected to discuss the new protections on June 8 during a Pride Month celebration on the White House lawn—which the WH has said is the largest Pride celebration to ever be held there—but he postponed the event due to unhealthy air quality from the Canadian wildfires. The event will now be on June 10.
‘We know that there’s more work to do, but these meaningful steps will help protect our communities, they will help protect Americans, and they demonstrate our commitment to standing proudly with the LGBT community in the enduring struggle for freedom, justice and equality,’ Tanden said, according to the Washington Post.
