In some ways, The Ascent is the movie that the overpraised The Revenant (Alejandro González Iñárritu, 2015) could and perhaps should have been: a rewarding but harrowing story, made without flashy technology, that asks as much of the viewer as it did of the actors and crew. Made under extreme winter weather conditions -- temperatures dropped to 40 degrees below zero -- in January 1974, it tells the story of two Russian partisans in World War II, Sotnikov (Boris Plotnikov) and Rybak (Vladimir Gostyukin), who go in search of food for their small group of fellow resistance fighters. When they're spotted by some German soldiers, Sotnikov kills one but is wounded in the leg. Through deep and blinding snow -- there's a memorable scene in which Rybak has to thaw a frozen Sotnikov with his own breath -- Rybak helps Sotnikov reach a cabin where a young woman, Demchikha (Lyudmila Polyakova), who lives alone there with her three children, helps them hide in the attic. But they're discovered by the Germans and taken to their headquarters in a Russian village, where the head of the collaborating Russian police, Portnov (Anatoliy Solonitsyn), interrogates them. Portnov tortures Sotnikov first, branding a star onto his chest, but Sotnikov stoically resists. When Rybak is brought in, he assumes that Sotnikov has already told everything, so he proceeds to give Portnov as much information as he has. To his dismay, he is sentenced to death along with Sotnikov, Demchikha, and two others. Sotnikov, gravely ill, confesses that he killed the German and maintains that he alone of the five deserves execution. Rybak, on the other hand, persuades Portnov that he could be of use as a collaborating policeman, and is spared execution. After the others are hanged, Rybak becomes the target of the contempt of the witnessing villagers, who mutter "Judas" at him. Torn by guilt, he tries to hang himself but fails, and at the end is left to his misery. This was the last film by Larisa Shepitko, who died in an automobile accident at the age of 41. She and her actors and crew underwent great hardships filming it, coming down with frostbite, but the film was almost suppressed by the Soviet authorities, who thought it was too much of a Christian parable. In fact, Shepitko had insisted on an actor who resembled traditional images of Christ, and Plotnikov's lean, ascetic appearance is heightened by the cinematography of Vladimir Chukhnov and Pavel Lebeshev, especially as Sotnikov stands with the noose around his neck at the film's climax. Fortunately, Shepitko and her husband, director Elem Klimov, were able to gain the support of former World War II partisans who testified to the veracity and emotional power of the film.

The door opened without a knock. Sterkh walked in and immediately locked the door. He was very pale, his ash-colored hair tangled as if he had taken a long stroll in windy weather. The hump on his back was more pronounced than usual.
Sasha unbuttoned her jacket and dropped it on the floor. Pulled her sweater over her head, then took off the other one, leaving only a dark blue T-shirt. She glanced at her forearms and shoulders; her skin had a bluish tint, was uneven, and in some places covered with purple feathers.
Portnov whistled and took off his glasses. His face had a different expression. If Sasha had not known Portnov so well, she would have thought it was fear.
“Are you pleased?” Sasha asked Sterkh. “Did I do a good job?”
“Yes, Sasha. I am very pleased.”
Sterkh looked nothing like himself. Where was the delicate, slightly absentminded Nikolay Valerievich? The hunchback stood in a predatory stance, watching Sasha the same way a whale hunter watches his trophy prey. And Sasha had no eyes to respond to this stare with dignity

The hunchback caught her mid-fall. He held her close. It was so unexpected and so bizarre that she froze, afraid to struggle.
“I was right, Oleg. You see, I even underestimated her. You are a gift, Sasha. A talent. You broke out of your shell, you hatched. Have you ever seen baby chicks? They need time to get comfortable, to get acquainted with the new world and their place in that world. Stop, my dear. Everything is fine. You have broken through to the main road. Now you will walk along it, step-by-step, you will study and you will learn. And you will understand everything. But, oh, what a gift!”
And Sasha, who was watching the hunchback through the skin of her cheeks, saw tears in his eyes.

Officials accused of using war as pretext for hiding ill-gotten wealth

As Ukrainian soldiers are defending their homeland on the front line, officials in the rear are accused of using the war as a pretext for hiding their wealth.
They are able to do so because one of Ukraine’s main anti-corruption tools, the asset declaration system, has been effectively eliminated.
After Russia launched its full-scale invasion in February 2022, the Ukrainian authorities passed a law to allow officials not to file electronic asset declarations and shut down public access to all previous declarations. Officials will only have to resume submitting asset declarations within three months after the end of the war – which is not coming in the near future.
As a result, it is much more difficult and sometimes impossible to identify corruption. Moreover, without asset declarations it is also impossible to conduct proper background checks on candidates for state jobs, anti-corruption activists say.
Since September 2022, the Ukrainian authorities have promised to restore the asset declaration system. The issue is crucial for Ukraine’s talks on joining the European Union and borrowing money from the International Monetary Fund.
However, there has been no progress for many months, and President Volodymyr Zelensky and the parliament, which is dominated by his party, are in no hurry to re-launch the system.
“It negatively affects anti-corruption efforts, and there is no control over officials’ lifestyle,” Olena Shcherban, a deputy executive director of the Anti-Corruption Action Center, told the Kyiv Independent. “The absence of asset declarations is fertile ground for corruption.”
The President’s Office did not respond to a request for comment.
A few of Zelensky’s allies have publicly supported the restoration of declarations. The president himself hasn’t explicitly backed it.

History of sabotage
Ukraine’s electronic asset declaration system was created after the pro-Western 2014 EuroMaidan Revolution. In contrast with previous paper declarations, the new system dramatically increased the transparency of state officials’ assets and made it easier to punish them for violations.
The launch of the system was a requirement for getting visa-free travel with the European Union in 2016.
To manage the asset declaration system, Ukraine created the National Agency for Corruption Prevention (NACP, known in Ukraine under its Ukrainian abbreviation NAZK) in 2015-2016.
The agency and asset declarations have a long history of sabotage.
The first leadership of the NACP, headed by Natalia Korchak, faced numerous accusations of essentially sabotage of the system, which they denied.
Initially it was accused of blocking the launch of the asset declaration system for many months.
It got worse. In 2017, one year after the launch, Hanna Solomatina, a top NACP official, publicly accused the agency’s leadership of corruption, taking orders from the presidential administration and persecuting then-President Petro Poroshenko’s political opponents. Her claims were backed up by other ex-NACP employees.
Civil society and the West called for re-launching the agency and replacing its leadership but the Poroshenko administration refused to do so.
After Zelensky was elected in 2019, a new head, Oleksandr Novikov, was appointed in 2020 with the participation of foreign experts.
But then a new wave of sabotage ensued – this time, externally.
In 2020, the Constitutional Court effectively destroyed Ukraine’s asset declaration system by depriving the NACP of most of its powers. The court ruled that these powers were unconstitutional and also canceled penalties for lying in officials’ asset declarations.
In 2021 parliament passed a bill restoring the system but at the same time allowed state officials not to disclose their relatives in asset declarations, effectively making them a useless tool.
Zelensky vetoed the bill, and eventually both the asset declaration system and the requirement to disclose relatives’ property were reinstated.

During full-scale invasion
Russia’s full-scale invasion of Ukraine provided a convenient pretext for not disclosing officials’ wealth.
Activists say that a temporary suspension of the asset declaration system may have been justified at the beginning of Russia’s full-scale invasion in February 2022.
The very survival of Ukraine was at stake, with Russian troops on the outskirts of Kyiv. At that time, it could have been physically impossible to run the asset declaration system or file declarations.
However, activists say that this justification became invalid after Russian troops withdrew from Kyiv Oblast and the nearby regions in April 2022.
“At the beginning of the invasion, no one knew if Kyiv would fall or not,” Kateryna Butko, head of anti-corruption watchdog AutoMaidan, told the Kyiv Independent. “But after the de-occupation of Kyiv Oblast there are no reasons that should objectively prevent the re-launch of the asset declaration system.”
At the beginning of the invasion, officials could have been more concerned with survival than corrupt activities, she argued.
“The further away Russian troops were from Kyiv, the more Ukrainian officials became interested in stealing money again,” Butko added.
Olha Stefanyshyna, Ukraine’s deputy prime minister for European integration, agreed that the situation had changed since the start of the invasion.
“When the full-scale war began, there was no access to the state registers,” she told the Kyiv Independent. “Now the situation has changed. The war continues but there is full access to all data and there is the possibility of filing declarations. That’s why this decision (on restoring the declaration system) will be made.”
The Ukrainian authorities used the justification that Russia may somehow use information in asset declarations, which would put officials in danger.
But Butko and Shcherban don’t buy this argument.
They said that there are no specific addresses in the publicly available part of the asset declaration register, and information without addresses would not be useful for Russia.
Shcherban and Butko also argued that Russian intelligence agencies could probably find out what they want without the asset declarations register, and a lot of Ukrainian databases had been leaked to Russia already.

Amid public pressure, a bill on restoring Ukraine’s asset declaration system was submitted to the Verkhovna Rada in September.
In January, a petition was also registered on the president’s site to demand the restoration of asset declarations. Next month, the petition collected the 25,000 signatures necessary for the president to react to it.
In his response to the petition, Zelensky did not say explicitly whether he supported the proposal but said that it is the parliament’s prerogative to pass bills.
However, David Arakhamia, the sponsor of the bill to restore asset declarations and head of Zelensky’s Servant of the People party’s faction in parliament, argued in February that Zelensky supported the petition.
He also said that a working group had been set up to speed up the passage of the bill.
“Our country is waging a tough war for its future in the civilized world. Therefore, even during fierce battles and missile attacks, officials and MPs must comply with the principles of honesty and transparency,” he wrote.
Arakhamia said in May that parliament was expected to pass the asset declaration bill in the first reading by the end of June and in the second reading by the end of September.
Since then, there has been no progress on the asset declaration bill, and it has not been included in parliament’s agenda yet.
“The bill was submitted in September but there is no political will to pass it,” Shcherban said. “The lawmakers are blocking it. They don’t want to fix this problem.”
She argued that the lawmakers are dragging their feet on the bill because they don’t want to be jailed.
Arakhamia and Anastasia Radina, head of parliament’s anti-corruption committee, did not respond to requests for comment.
The anti-corruption committee was expected to consider the bill on July 26, but it didn’t happen. Since the start of the full-scale invasion, the parliament’s hearings are closed to the press and not broadcast on TV or online, like they used to be.

Problems with the bill
However, even if the bill is passed, it doesn’t fully restore the transparency.
The current version of the bill envisages reinstating the asset declaration system without restoring public access to it.
But anti-corruption activists believe that restoring public access is necessary as it would make the system more effective. Although government agencies, including the NACP, are supposed to check asset declarations, they are expected to do that better if there is public pressure.
The NACP had been accused of failing to effectively check declarations before. In 2017 Hanna Solomatina, a whistleblower at the NACP, said that the agency had managed to check only 91 out of the 1.5 million asset declarations filed in a year.
“It will be a problem if there is no public access,” Shcherban said.
Due to martial law, the authorities may have to restrict information about people who are located in occupied territories or territories adjacent to the frontline, she said. But in other cases public access should be restored, Shcherban added.
Shcherban also said that the lawmakers may also weaken the provisions of the asset declaration law.
But she hopes that Western pressure will help to reinstate the asset declaration system successfully.
In February, G7 ambassadors called on Ukraine to quickly restore the system.
A memorandum signed by Ukraine and the International Monetary Fund envisages restoring the asset declaration system. The issue is also being discussed as part of Ukraine’s negotiations to join the European Union.
But officials are dragging their feet because they are afraid of society seeing their hidden wealth before the next elections, Shcherban said.
“Their main goal is to prevent society from seeing their declarations,” she added.

So, I didn’t win. *shrugs* I was fourth in the free, which I’m not too thrilled about, either. The Quad cost me when the rest of the top four went clean, but hey - silver medal! It’s all good. I will do better at Worlds (provided it takes place.) If it doesn’t, well... then I’ll do better next year. Olympic season baby!

THE HALMHEND HEIST

Summary: The story behind the famous Ravkan siege of the military base in Halmend, a task carried out by only 5 men.

Four men are seated around a map illustrating the Ravkan/Fjerdan border; the colonel stands above it. There are sets of tiny pieces scattered across the map, powder blue sets marking Ravkan troops, blood red marking suspected Fjerdan bases.
Their uniforms indicate two majors, a sergeant, and a lieutenant. The youngest is sergeant YAKOVLEV, somewhere in his mid to late twenties. The lieutenant, SOROKIN, is maybe thirty, sporting a scar from a bullet to the face. Due to this, he is a man of few words. Next are the two majors: PORTNOV, in his early thirties, a haughty, proud man, and KOSLOV, a little older that Portnov and a little less uptight.
On the map there is one set of primary focus; a single blue piece sitting on the edge of the border, opposite three red pieces nestled above the word "Halmhend".
Nikolai and Danila enter, and all head turn towards Danila, hope undeniable in their eyes. It extinguishes rapidly as they recognize the look on Danila's face.
PORTNOV: So, what? It's officially two weeks now?
The colonel shoots him a look and he raises his hands in defense.
PORTNOV: All I'm saying is it's been a dangerously long time since we last got food. We can keep stretching rations, but I don't know how long.
RAEVSKY: Food and supplies are coming. We can hold out a little longer. Until then, we lay low. Avoid conflict wi-
He's cut off by a scoff. All heads are facing Nikolai.
This is a new face, one we haven't seen before. The Nikolai at the fire led with a joyful camaraderie, the one in the woods was beaten and worn down, but this one is cold, calculating. Despite being one of the youngest men in the room by several years, he holds his own, not seeming remotely out of place.
RAEVSKY: Lieutenant Lantsov, is there something you would like to say?
NIKOLAI: Respectfully, colonel, your plan won't work.
Raevsky keeps eye contact with the boy, staring him down. Nikolai continues, unbothered.
NIKOLAI: Three weeks. It's been three weeks. You can't genuinely think that our shipments are still coming. You can lie to the troops and hope the promise of food prevents a complete and utter loss of hope but do not lie to yourself.
The rest of the men stir at the gall of the statement. Raevsky is outraged - though his facial expression isn't much different from his neutral expression - but Nikolai doesn't back down.
RAEVSKY: I should not have to remind you of your place, lieutenant. Unless you have any proposals of merit then-
NIKOLAI: Take Halmhend.
His suggestion is met by a shocked laugh from Portnov and Yakovlev. Even Sorokin cracks a smile, warping his face around the scar tissue.
RAEVSKY: And how do you plan on "taking" a secure Fjerdan base with a troop of 24 men who can barely stand on their feet?
NIKOLAI: I only need five.

Prominent Ukrainian lawyer Evgenia Zakrevska went on a hunger strike, demanding the Ukrainian parliament vote on the amendments to the Criminal code to enable further investigation of the protestors killed during Maidan revolution. Currently, the investigation is under the threat as materials were handed over to State bureau of investigation, but the special department with the proper investigators was not established. Now materials, including sensitive ones, can be easily accessed by law enforcement and officials close to Andrii Portnov, head of administration of president Yanukovych, whose ruling led to the revolution with the mass killings of protestors.
Zakrevska announced yesterday during live a tv-show that she will continue her hunger strike untill the Ukrainian parliament votes for the relevant amendment.
Evgenia is one of the most known and respected Ukrainain human rights lawyer, she represents the interests of plenty of victims of the recent events in Ukraine including but not limited by victims of police violence during the revolution, those suffered from the Russian aggression in Crimea and Eastern Ukraine, victims of attacks at the activists and journalists taking place in Ukraine in the recent years.
We at @Media Initiative for Human Rights were privileged to work with Evgenia a lot within previous 5 years. And we demand from @Верховна Рада України to take proper actions in order to fulfil Zakrevska's demands.
