What was kicking around before the various Abhari polities?
Well, it’s a slow day at work, so to answer partially, but in altogether too much detail, here’s 1/3 of what you asked.
The Holy Illyric Empire was originally formed as a personal union between the kingdom of Illyrin and the Grand Duchy of Belthaya, crowned and consecrated by the Hierophant of High Imir, who at the same time accepted the new crowned Emperor’s secular authority and protection over his not insubstantial lands. The diverse fiefs and provinces of those three kingdoms still form the core of the Empire, along with various minor acquisitions too small to mention slowly absorbed generation-to-generation around the edges.
Regions and realms worth nothing annexed into the Empire since its founding include (in roughly chronological order or acquisition)
-The Principality of Lussello: Despite the number of wars fought over the issue, in the end the confederation of fiefs and city-states wasn’t so much conquered as bought. Technically speaking, the various princes, counts and patricians are totally free to elect anyone they please as their First Prince on the death of the previous King-Emperor. In practice, they’re perfectly content to pantomime the election as part of the next’s coronation ceremony, and receive the traditional gift of royal silver from their newly anointed liege.
- The Southern Marches: The ancient and perpetually feuding necromantic kingdoms to Belthaya’s south were a source of perpetual trouble for the early empire, and after an attempted invasion by a would-be vampiric emperor ravaged the countryside (and ensured vampirism was never going away in the region), the resulting First Crusade did see to it that the region was permanently brought to heel. The Marcher Lords created to rule it – first among them the Grand Dukes of Abhari, ruling from the greatest surviving city in the region, after the war – are all imported lines, only lately beginning to marry into Abharan gentry and priestly dynasties that have proven loyal.
-The Wyrmpale: A treacherous and impassable mountain range to the Empire’s south-west, it has for some time served as the natural border, both because of the geography and because no fewer than a half dozen – and sometimes as many as ten – dragons call the peaks home. The Pale itself is a large region of foothills and valleys spilling out from it, where for some generations the inhabitants had enjoyed late and mild and winters and absolute protection from foreign attack in exchange for a generous tribute of silver to a wyrm of blizzard and avalanche. After a diplomatic crisis caused by a slave raiding aiming to acquire miners for that tribute accidentally seized a minor noble, the dragon was convinced to accept Imperial authority in exchange for an even larger yearly allowance, and exalted noble titles for both it and its favoured supplicants. Recently, the growth of Celmean influence on the far side of the mountains has made the few major passes valuable trade routes, and the field for informla battles of influence.
-The Viceroyality of Caille: The former domain of the self-styled King of Rivers, and the Empire’s first notable extra-continental acquisition. Two generations on from the Fourth Crusade, the official understanding of events is to view the whole thing as a grand tragedy (making it a very popular setting for dramas and romances). This is a culmination of a long process that has seen the god-blooded princely and priestly lines which once governed the land restored to their old offices, with a massive funerary cult having been established to honour the memory of the dead god himself. To say this is motivated by just how rich everyone involved in Vice-regal adminsitration is getting off tariffs and trade and the need to limit any potential rebellion that might kill the golden goose is perhaps slightly too cynical, but only slightly.
-The Red Marches: The devil-ravaged northern reaches of Illyrin and Belthaya had been lost to the Empire centuries previously – theoretically claimed, of course, but once the actual threat had been defeated pacifying the craggy hills and islands was universally considered more trouble than it was worth. This changes rather dramatically during the last succession, some 30 years ago, when the reigning Queen-Empresses’ younger brother fled their with his partisans and quite a few stolen tomes and relices, and seized one of the larger ports in the region as a capital to begin raising a host and attracting foreign support. The resulting Sixth Crusade was honestly barely worthy of the title, and rather easier than actually administering the land – both in trying to teach the bandit chiefs and reaver captains who picked the right side and made themselves barons some culture, and in putting down all the things a talented diabolist with plenty of stolen lore and nothing to lose can call up before he goes.  
-The Cimbri Confederacy: Named after the trading post it was signed in. The Empire’s other major extra-continental endeavour is largely restricted to widely scattered forts and trading posts to buy furs and other luxuries, and secure fishing rights. That said, the growing influence of both other Great Power’s clients in the Outer World, the potential threat to trade and shipping, and the simple logic of Cold War, has required some sort of power on the continent. Hence, the Cimbri Confederacy, a vast coalition of trading partners and allies whose leaders were willing to go through a more-or-less symbolic ceremony of adoption and pledged loyalty to their ‘Great Mother Across the Sea’, and receive  gifts of guns and steel in exchange. Somewhat of an untested idea championed by the current Viceroy in her letters to the Court, and one working with limited sponsorship from back home.

A nice simple request, but I couldn’t help but get creative and expand a bit, hope you like it.

“He’s so good though, how would I ever be able to live up to him,” You groaned dramatically.
“Well for one he’s not as out of your league as you think,” Ashido told you straight, “And secondly, he’s notoriously dense, so you gotta ramp up your attempts,”
“Is it weird that I really don’t believe you,” you sighed and put your face on your hand.
You had been transferred from Shiketsu at the beginning of your third year, and become a part of class 3-A. The famous class A had been through a lot together, so you wondered if you would even fit in, but you were still a heroics student, so naturally, you proved yourself quickly.
When you first showed up for class on your first day and claimed your seat, you immediately were hit by the fact that the boy in front of you was really cute. You quickly learned that this was the intern hero Deku, who had been lauded as having the potential of being the new symbol of peace. There was no way the future symbol of peace, and one of the smartest boys in the class would even look at you, at least not the way you wanted him to.
“Yeah, it’s way weird because I have my ways of knowing these things,” she winked before walking back to her own desk as Midoriya walked in chatting with Iida and Uraraka as usual.
“Hey Y/N!” he greeted as he came over to his seat and set his things down.
“Hey Midoriya,” you returned the greeting, “What do you think we’re doing in class today?”
“I have a feeling Aizawa is going to spring some kind of test exercise at us again,” he sighed, “He hasn’t done something like that all semester,”
“Aww man, I hope we at least get to be in pairs, the one on one training with All Might was brutal,” you groaned, “Of course it doesn’t help that I got faced with Tokoyami, man that guy can really move when he has to,” Of course it didn’t help that your quirk only let you speed up and slow down objects you touched or threw, it didn’t work on living things either.
“It didn’t help that his dark shadow gives him a second pair of eyes, otherwise some of your projectiles could have hit him,” Midoriya pointed out. You used specially formulated foam pellets for training that wouldn’t seriously injure anyone but would still hurt like heck. You had metal pellets for real-world use, but even then you were only allowed to carry a few on you during internships since you could potentially kill someone with them.
“Yeah no kidding, there is not much that gets past him, but you did really well against Kirishima, he almost had you but that last move you did, with the really fast ricochet, he didn’t even have time to react!” You slowly realised you had been raising your voice ever so slightly, so even Bakugou was glancing in your direction from the seat in front of Midoriya. You sank in your seat, which caught Midoriya’s notice, but he went on to say, “He doesn’t really have a whole lot of weaknesses to exploit, and I’m not built for long battles, so using my speed was the only clear way to win,” he nodded to you, “You’re very fast too, but I bet you could work well with a bit of concealment,”
You blinked at the advice and opened your mouth to thank him, but before you could get the words out of your mouth, Aizawa stepped in and everyone quieted quickly, very used to the teacher’s no-nonsense attitude. True to Midoriya’ words, he immediately announced the test.
“This will be a recon exercise, in which you are expected to locate a group of faux villains and gather information about their base and operations. The villains are members of Gang Orca’s agency and a support agency that assists in training exercises, but be warned, they are not going to go easy on you if they catch you, but should you be captured, rest assured that isn’t the end of the test, your teammates can bail you out. The test will end when you’ve returned with your information, or when you have all been captured,” Aizawa explained before sending the class to get changed and meet at the training grounds.
“We’re on the same team, that’s great,” Midoriya said excitedly as Aizawa revealed the teams of 3. He had found you as soon as he had gotten out to the gate, chatting with you some more about various quirk match-ups and sparring pairs. Your other teammate turned out to be Jiro, which Midoriya said was a great advantage considering what they were tasked with.
The first team was Kaminari, Bakugou and Kirishima, and surprise surprise, stealth wasn’t exactly their thing. That being said they still passed in a pretty clever turn of events that clearly Bakugou thought through. He dove right in and stormed the place, drawing the villains to him. In the meantime Kirishima and Kaminari found their operations room, using Kaminari’s quirk to fry their computers while Kirishima grabbed some maps and shipping ledgers. Bakugou, on the other hand, looked like he was leading the villains on a wild goose chase, but as the three heroes made their rather explosive escape, Bakugou snatched one of the sheets Kirishima had grabbed and jotted a rough map of the place down, Kirishima taking it back only to add a couple details.
“Not the most conventional intelligence gathering, but I’m impressed,” was all Aizawa had to say before your group was up next. You thought about asking Kirishima where the base was, but then Aizawa seemed to sense your curiosity and quickly mentioned that the villain group, location and objective changed every time. You sighed and caught up with Jiro and Midoriya who had already gone to the gate. Finding the place proved harder than you had expected and only when Midoriya had bounced himself up onto a rooftop and saw some movement from one of the larger warehouses did you guys finally locate the base. Jiro immediately plugged into the building, listening for numbers.
“There are only three people I can hear moving around in there,” she told them.
“We can’t assume that they are the only ones, we have to stay cautious. Jiro, do you think you can lead us to them?” Midoriya cautioned. Jiro nodded shortly and the three of them crept into the building.
As the three of you passed through a door into the office section of the building, you suddenly felt uneasy and stopped short of the door just as it suddenly slammed shut. You whipped around and no one was around, but you noticed a security cam at the end of the hallway, which you quickly shot down with a pellet. You found two more in the immediate vicinity and took them out as well. You went back to the door that your teammates had passed through and listened in, hearing nothing on the other side, which was odd in itself. You took a few steps back and used a couple of larger rocks you had grabbed on the way to bust the lock. Once you were inside, you noticed the trap door just inside the doorway, and the dark void of it meant it was likely pretty deep. You hoped Midoriya and Jiro were okay and decided your best bet was to keep scouring the main building, and hopefully find some sort of information on this place.
After some very thorough searching, you eventually found a security room with only one person inside. You could shoot them, but they didn’t seem to notice you because they were focussed on the fight happening wherever your friends were. Knocking them out would probably be better, so you crept up and wrapped your arm around the villain’s throat squeezing until they passed out. You quickly let go and lay them on their side on the floor before tying them up. The security console placed your friends on the third basement level fighting two villains who seemed to be enjoying the fight. Jiro looked fine so far but her support boots had clearly been targeted, Midoriya, on the other hand, was receiving the brunt of the damage, being forced to dodge the muscle-headed gorilla man before being knocked back by what looked like floating hands. That image made you want to run to them, but even if he was being knocked down, Midoriya still appeared able to fight as he jumped back up just in time to avoid the other hand.
Glancing at the other camera’s gave you an insight into what was done here, you could see multiple views of a chemical lab, and a couple different rooms with grungy medical set-ups. Clearly, they were a drug ring, but what kind was not clear. You looked at a map to find the chem lab and saw it was nearby. You decided you would swing by there before heading down to assist your friends.
The lab wasn’t as empty as it appeared. You had looked around a bit and had found a filing cabinet with reports on quirk enhancing drug tests, which you tucked into one of your pouches. You took a second look around before stumbling across someone lying on the floor. Your first reaction was to draw back, but the person on the ground looked normal, you wondered briefly if they were actually a civilian who was pulled into this, that kind of stuff happened in reality, so why not in a test? The last thing you remembered was crouching down beside the person and touching them. The second your hand met their shoulder, a spike of pain shot through you and you collapsed.
“Quit worrying, if she was really in any danger Aizawa would have stopped it,”
“Aizawa-sensei won’t always be there,”
“Well, neither will you,” a pause, “Unless you man up already and-”
“OH! She’s coming to!,” as your senses returned, you realised you were being carried, and that your head had been resting on Midoriya’s chest, with his heart racing like crazy. You opened your eyes and immediately regretted it as the light sent a spike of pain through your head, “Don’t move too much, Y/N, We’re almost out,”
“Are you okay?” was the first thing out of your mouth, which earned a snort from Jiro as she jogged beside Midoriya, but Midoriya just looked dumbfounded.
“Says the person we found passed out in the lab, some creepy lab guy hovering over you trying to take things from your pouches,” Midoriya eventually mustered the clarity to tell you.
“I was an idiot, he played dead and so I went to check on him, but when I touched him…”
“We didn’t know how he knocked you out, but it made us play cautious enough that Jiro was able to drive him back with her heartbeat fuzz and then lock him in the closet,” Midoriya explained.
“Did he find the stuff I tucked away?” You asked reaching into your pockets and taking the pages out of the back most pouch, “Hah, I still got them, passing grade, here we come,”
“At least you got us something, we were too busy fighting to get much,” Jiro admitted, “But luckily enough it really was only three people, the goons we fought and the guy who got you,”
“Actually there was four,” you corrected, telling them the one you choked out in the security room.
“You passed, despite the minor setbacks you faced,” Aizawa nodded as the exited the gate, “Midoriya, take Y/N to Recovery girl,” to which he cheerfully obliged. He hadn’t put you down yet, but you knew the second you tried to stand on your own, you would be reeling. You didn’t mind so much, Midoriya was strong and of course, your massive crush on him only made your heart race, pounding almost as much as his was. You figured it was probably still from the exertion of the test, but the fact that it wasn’t slowing down made you wonder what you thought you had heard before you fully came to.
“Midoriya?” you spoke up tentatively.
He flinched only slightly, but dipped his head to meet your gaze, “Am I going to fast? Jostling you at all? Or do you feel like your going to pass out again?” he began to ramble nervously, which surprised you, he had seemed so composed before.
“Um… none of that,” you blinked, “I was just…er, I thought I heard something when I woke up,”
“Heard something? You mean like voices, or a noise, or did you hear…oh,” he stopped mid-ramble and gulped, “You heard that didn’t you,”
“I’m sorry, I don’t know if she said that just because I was unconscious, or if she was joking or something, or if she was just teasing,” you stammered out, blushing madly now. This was it, he was going to turn you down and it was never going to be because he was so amazing and-
“She was right,” Midoriya mumbled, looking just about as red as you did, “You’re such a good person, a great hero, and well, I like spending time with you,”
“Huh?” you blurted, much to your horror, and ducked your face into your hands.
Midoriya only laughed, “I guess I really do just have to say it,” he took a deep breath, “I love you. I’ve loved you since the moment I laid eyes on you and- Oh screw it!” He blurted before curling you closer to his chest with one arm so he could move your hands from your face. He just barely got them out of the way before his mouth met yours and kissed you.
“I thought I heard students coming down this way,” you heard the sharp voice of the nurse come from just down the hall, “Get on in here, and none of that in my office if you please,”
The two of you broke apart, both blushing hard again, but Midoriya compiled and took you inside. Though there wasn’t much Recovery girl could do about the residual dizziness, she did provide a bed for you to rest in, and she even let Midoriya stay, though she gave him warning about funny business again. Despite not being able to kiss again, you were more than happy when he slipped off his gloves so he could hold your hand in his even as you drifted back to sleep.

[Will]- I don’t think any of us expected Angel.
[K@]- Right? [K@]- Anyways dad said you were looking for the research data from the labs?
[Will]- Yes. I’m sorry, I know it’s likely not a subject you want to remember, but he said you were the only one who knew anything about it.
[K@]- Not everyone involved got arrested, so I’m sure some of that trash has backups or whatnot, but they’re absolutely not people I want anywhere near you [K@]- That aside, I had someone I trust encrypt all of the data. Kinda naive, I admit, but I just… wanted it all to go away. I wanted everything to do with what had happened to just go away.
[Will]-  You didn’t have it erased or destroyed or something?
[K@]- I wanted to, but Tess convinced me that maybe locking it all away where no one else could get to it would be better… [K@]-  Oh, hey! Ironic! Tess is Jazz’s big sister! Small world!
[Will]- Or small town? She did mention something about her sister being a hacker. I didn’t know you were friends.
[K@]-  Friends… Not really? We shared the same room, but I’ve only seen her at Toplook pro competitions from time to time since [K@]- Outside of that, she’s really reserved
[Will]- Well, I guess that makes it difficult to ask her about the files.
[K@]- Sorry kiddo. I’ll keep an eye out to see when the next tournament is. Maybe I can catch her?
William sighed. This was beginning to feel like a wild goose chase, and he was wondering if it was really worth it. Yes, he was curious about their research, but he didn’t even know what it contained. It could be useful, or it could be like Josef Mengel’s experiments. People die when you kill them! Or pit them against monsters! A notification popped up on his screen. A new episode of video game science? But it was Saturday, not Tuesday… Still, this episode was “The gravity of the situation- Science behind the gravity gun!”
Maybe it would be nice to get his mind off of all of this for a little while.
They’d finished biology and were moving on to physics in his science class, which was his field of expertise. Maybe he should bookmark this video and show it to Percy- He was very intelligent, but he just… learned differently than others, and using things that he liked, such as video games, often helped him learn even the most difficult of concepts. It was also unlikely that Percy knew the episode had come out today instead of on Tuesday (as a celebration for a follower milestone), so William picked up his phone. When he opened it, it was still on the screen for the conversation with his sister, and so the two threads in his brain connected. School. Data. Research.
[Will]- I can ask Jazz on Monday to tell her sister I need to talk to her?
[K@]- Oh, duh! That also works! Smarty pants!
[Will]- But… I imagine she would be cautious and not believe anyone who just comes up to her and says they have permission to look at the files, right?
[K@] True. Hang on. [K@]- William Kray has my (Katherine Kray, KX-073) express permission to acquire access to any of the “Kray Laboratory for Adex Research”’s data, in its raw, unencrypted form, from Tessa Peony Nichols (KX-072).

William’s eyes widened in shock at the message. The icon was not the rounded picture of his sister he was used to seeing. It was an electric bolt in a lime green circle. Holding down on the message and looking at the message details revealed no contact number whatsoever. And then another message appeared, from the same icon.
[??]- Info- Unless you mention my name and ID again, no further monitoring of this conversation will occur. Thank you for your understanding! <3 -PNϟ [??]- See you soon, William. -PNϟ
[K@]- Wow. I didn’t think that would work. Neat.
[Will]- What? How does someone even do that?
[K@]- At this point, I’ve just stopped asking. But I can’t say I blame her, being paranoid to the point that she monitors everything for her full name… Then again, I’m not afraid of anyone coming after me anymore. [K@]- I can take them.
William almost expected Tess to come back and say that she wasn’t paranoid or something of the likes, but it seemed like, despite butting into their conversation, she was true to her word about not looking at their conversation any further. The two messages had vanished when he went back to look at them, and if it weren’t for Kat having seen and acknowledged them too, he would have wondered if they were ever there to begin with.

Kat let out a snort. “That’s typical,” she said to her phone, and Wesley turned to her, confused. She saw the movement and, when she looked over at him, also saw the confusion. “Oh. Tess responds to her name like it’s some kind of bat symbol! She-” Kat went to show him the messages, but they were gone. She frowned at her phone. “Oh. She deleted them. But they were there. I guess she… didn’t want us tracing them? Kinda funny. I’m awful with tech.” “Yeah, but William isn’t… Though how she would know that, I wouldn’t know.” Kat shrugged, and put her phone back in her pocket, leaning back where she sat on the roof to look at the grey November sky. “We shared a room during the experiments… Talked about what we loved, what was waiting for us outside to stay sane. I told her about Will… How he’s always been such a smart kid. Proud big sister shit, you know? Or… Maybe not, you don’t have any other siblings. But-” “I get it,” Wesley reassured her. Yes, he had no siblings, but he’d spent so much time around Kat and William, and their family… It almost felt like he was apart of it, especially now that he even lived in their house. He’d been around Will long enough to feel pride. And he’d been around Kat enough to know that the forlorn expression in her eyes meant she was falling back into thoughts of the things she had been through. So he cleared his throat. “Oh hey, it’s Saturday. Doesn’t Cafe Nocturna have that 2 for 1 hot chocolate thing going on? Think we can get there using just these rooftops?” Her eyes seemed to light up, and she hopped up onto her feet, offering him a hand to stand up as well with a crooked smile. “Hell yeah I can! The question is… Can you, Rivers?” She exclaimed, loud and confident. “I mean, probably not as quickly as you can, but yes. Yes I can.” Her smile grew at his confidence. It was so nice to hear Wesley affirm that he could do something. She gave him a thumbs up, a proud gesture that could also be interpreted as a “Let’s go!”, and hopped to the next rooftop.
To her surprise, Wesley didn’t bridge the gap. Rather, he did the same, and supplemented his jump with an ice ramp. “That’s new,” she commented, holding a hand out so that he wouldn’t trip or continue forwards too far. “Yeah! I’ve been working on that. Less energy expended means more energy when I need it, right?” “Yup!” She agreed cheerfully.
They proceeded like this down the street, laughing all the while. It was like being children again and playing leapfrog, but with a goal in mind- Their favorite little cafe. They entered the building, but before they got in line, Wesley stopped them. “Hang on. I’m just going to check to make sure I can,” he said. Kat rolled her eyes. “Two for one means one’s free, and I have a-” Wesley’s expression interrupted her. His eyes were wide, and he was frantically checking his pockets. Both were entirely empty. “My… I dropped my phone. And- my wallet, and my keys, and” As he began to tense up and panic, Kat placed a hand on his shoulder, and led him out of the cafe. She knew that he hated having meltdowns in public places, especially ones that he visited so frequently. It took forever to convince him to come back to places. “Hey. We’ll find them. With any luck, they just… fell on one of the rooftops. Literally no one else goes there. I’ll check the rooftops. You can check the alleys, but I doubt they’ll be there. We can meet back together at street level where we started. Alright?” Wesley sighed shakily, trying to release the building anxiety.
He hoped Kat found them and not him. The moment she was gone, the anxiety built back up. A fall from even the shortest of buildings they had been to would have destroyed his phone. A phone that he needed. He was a jobless college student. A jobless college student who had just applied to a position to change that, but, without a phone, would never be able to hear back from that job, and his current joblessness meant that he did not have the funds to replace that phone. And he’d miss school, because he didn’t have an alarm clock, and no- He couldn’t ask Kero or Bayesh to get him an alarm clock, they were already doing so much for him and!
So lost in his thoughts, with eyes trained to the gravely alleys, Wesley did not notice the figure standing near him until it cleared its throat. A figure with familiar golden eyes. He jumped, nearly fell, but managed to stop himself. He stared at the figure, still struggling to see beneath the hood that obscured his face. At this point, Wesley wondered if it was magic that kept the other hidden. But then he moved, and Wesley’s eyes looked at the outstretched hands. His keys. His wallet. And his phone, with its little whale charm. “Why… Why do you have my stuff?” Wesley asked. The figure moved slowly, eyes trained on him. It felt like he could see right through him, and it made him shake… And then, his things were placed on the ground, and the golden eyed boy vanished in a puff of black smoke. Taken aback, Wesley blinked a few times, then sighed, retrieving his items. His keys were in order, all of his cards were there, and most importantly, his phone was not damaged. Well. Not damaged any more than it already was. He looked back to where the figure had stood just moments before.
What a weird stalker he had. He couldn’t figure out the other’s intentions. Was he good, finding his phone for him and encouraging him to stop the fire… or was he bad? Did he know that Wesley’s helping in that fire would cause his mom to snap? No. He couldn’t possibly have known that. Even he hadn’t known that.
With a sigh, he decided not to tell Kat about his encounter with the golden eyed boy. Instead, he informed her that he found his phone, but that it was somehow okay. She hadn’t gone far, so it wasn’t long before she was back, cheering and ruffling his hair. “They are two for one. I can cover it,” Kat reminded him. They sat down with their hot chocolates, enjoying the warmth, and letting the bad they’d felt melt away with the marshmallows within.
Their cups had been emptied, but they sat there anyways, watching the snow fall from the window, when Wesley’s phone rang. He picked it up, and after a few words, he excused himself out of the cafe. When he returned, he was beaming, and made his way to the counter, not to the seat he and Kat had been sharing. He came back with two cookies, one for each.
“Celebration cookies,” he informed her, “I just got an interview at the aquarium.”
