Marionetta Theories:
Do you want to know if Tonny is evil or not? Do you wonder why Julia was chosen to kill him? Have I got the two connecting theories for you!
I don’t have a lot of evidence, since we’re only 28 chapters in, but i wanna get these out there to see if they come true!
@jay9marie this is for u. As only other mutual i know reads this comic.
Theory 1: The Custodian
I do not think Sahed is right about Tonny. I don’t think Sahed’s completely wrong either, but he’s missing an important detail: Tonny is not their jailer, he’s the custodian.
When we first meet him, he describes himself as the manager for someone else, not the one who supplies the magic. And this has been true since before the circus even existed:

If you notice the language here, he’s called custodian. Which means he takes care of the one who is truely in charge, the monster in the attic.
Now there’s a lot we don’t know about Tonny’s position. By the wording “allows” he seems to have limited power to invite others to join the castle. Which given how horrible it is inside, is not a very good deal. But we honestly can’t tell if the contracts is something he was told to do or not. We just don’t have the info.
My guess is Tonny has an awareness of the price of his contracts. Look at his face when he makes the contract with dotty:

He’s exhausted by the bags under his eyes, and clearly unhappy, but his set expression tells us he is still going to do it. He’ll doom them to eternity with him, with only the fine print to warn them of what that really means. And again, we don’t know how much of a choice Tonny has, but that’s still not okay.
But! Dotty and her husband bring new life into the castle. And Tonny starts to change.

He’s smiling, leaning against the door in a relaxed posture. His arms are still crossed, suggesting he’s not completely at ease, but he’s happy to see his people smiling again. He’s thrilled his people can be happy in the first place. And when Rainah speaks up and points out it won’t last, he’s willing to bring Dotty and her husband into the very secret that keeps this place running, something i don’t think he’s supposed to do given how even the ever talkative Dotty refused to mention it by name.
And now in the circus, we can see the contract has changed. They still have to stay in the circus, they still live eternally, but now they have to work - which keeps them focused and active, stopping them from falling into the despair of before. But most importantly:

Tonny is no longer confining them to the castle to waste away. He is actively trying to make this situation the best he can. He’s no longer just a monster’s puppet, but a leader dedicated to his people.
And yes, he’s still trapping people in these contracts, which is not good. Sahed (who i suspect escaped whatever research center/prison was keeping him) has a reason to be angry. But now where he can be, Tonny is kind. He’s taking care of his people to the best of his abilities instead of leaving them to rot. All because Dotty and her husband taught him he could.
Which leads me to my second theory:
Theory 2: Julia’s fate
So i’m pretty sure that Julia’s contract was made with the monster in the attic, not Sahed. When we see Kamela go through her contract signing, she is physically near both Tonny, whom she is making a bargain with, and Sahed, who helps her enter the spirit realm.

Given her smile, her trip is pleasant and short, she frays a bit, but nothing like Julia.

Her experience is terrifying, nothing is explained except the contracts own words, and if she resists she’s punished with a nightmarish experience. Neither sahed nor tonny’s deal with kamela goes like this. It’s frightening and inhumane.
But most damningly of all, when Julia wakes back in her body, she is directly under the monster in the attic.

There’s the contract, directly before Julia, but Sahed is nowhere in sight, unlike how it was when he was helping Tonny. This makes it pretty obvious that while Sahed definitely wants Tonny gone, he’s not the one who struck the deal. It was the attic monster.
By why would the attic monster want to get rid of its custodian? Especially when he still takes care of them and provides contracts.
The answer, i suspect comes from theory 1. Tonny has been putting the people of the circus first more and more, adding new clauses and promsing to make their lives pleasant. With all this attention diverted, the attic monster is no longer getting what it thinks it deserves. It is no longer first in Tonny’s priorities, and the priorities of all the circus folk.
It wants a new custodian to focus all their attention on it. To feed it with despair and contracts, and prioritize it alone. And it has chosen Julia.

“We should get cleaned up.” 
They’re both sweaty and sticky, and Kim is dripping come. He squeezes his thighs together in an effort to keep it from leaking onto Chay’s bedsheets. Not that he won’t have to change them anyway, but it feels more illicit, having to see such stark evidence of their coupling. 
Kim lets Chay pull him up off the bed and take him to the bathroom, stopping only long enough to pull on their boxers. There’s that sticky, wet feeling again, as Kim leaks into the cotton. It makes his face hot. After everything they’ve done tonight—that’s definitely what gets to him the most. He let Chay come inside him. 
What was I thinking? Kim laughs to himself, smiling at the questioning look Chay gives him, and shakes his head. Better not to embarrass the boy any further. 
“Still okay?” Chay asks him beneath the hot spray of water. Of course they’re showering together; Chay is expectedly clingy after losing his virginity, and if Kim is being honest with himself, so is he. He doesn’t want Chay out of his sight. “You don’t re—”
“Still okay,” Kim answers. He leans into Chay, into his steady warmth. “That was great.” 
“Oh. Good. Really good.” 
“What about you?” Kim grins. “Any regrets?”
“Um, no, no, definitely not!” He had his bare cock inside of Kim not ten minutes ago, and he’s still so bashful.

Kim lets Chay crowd him against the wall, kissing him, hands wandering all over his body.
"I was actually wondering—hoping—if we—if maybe we can do it again?”

Kim is pretty sure he would let Chay do just about anything to him right now, up to and including turning him around and pushing him up against the wall. Which is exactly what he does. He pulls Kim back by his hips, makes him present, and presses up close behind him. Let’s Kim feel his cock, hard and dripping, pressing against his ass. 
“Still sure?”
Kim smiles. “Yes, Chay, stop asking me, already.” Kim is past the point of pretending he doesn’t want this just as badly as Chay does, but he’s starting to think Chay gets a kick out of making him say it. Brat.

S4 Victims: Story by Proxy?
Okay so. In spitballing with Em...something stuck in my head.
So we all know how serial killers leave crumbs because deep down they want to be caught/want the truth to be revealed? Well what if the Duffers, or even current Henry, are doing the same thing. That is, leaving breadcrumbs.
This mainly has to do with the S4 victims, their stories, and the order in which they're chosen.
So, it goes like this:
Chrissy: Abusive mother who resembles Virginia
Fred: Eaten alive by the guilt of being responsible for the accidental death of an innocent.
Max: Suicidal over guilt about Billy's death and her response to it. Billy, who died saving her/while she was saving herself from the Fleshflayer, a regenerated form of the Mindflayer.
Patrick: Abusive father, not much else told.
Max (again): Suicidal Ideation, dies, soul taken, but was revived by El. She's now in some limbo-state, where her body lives but her identity/mind is elsewhere. She will likely be brought back entirely by El in S5.
It almost feels like a story by proxy if we piece it together.
So, let's piece it together:
Person with an abusive mother...feels responsible for the death of an innocent...a sibling who was killed while this person was trying to save themselves from a monster which came from Hawkins lab, which leaves them suicidal...and this person lives in a situation with an abusive father figure. This person becomes suicidal, and their suicide attempt was not entirely successful. They were revived by El, and end up in a limbo state. They may or may not be brought back by El later.
Now, let's collect details about our serial killer:
Abusive mother? Check. (No matter how we frame it, Virginia was not a good mother.)
Innocent died? Check. (Henry has nothing bad to say about Alice, which we know he would if she were not innocent, since he does this with every other victim.)
Sibling died as a result of saving oneself? Check. (The Creel massacre was a situation where Henry was, with whatever intentions we may assign for the other family members' deaths, trying to save himself from Virginia and by extension the lab.)
Ended up with an abusive father figure? Check. (Well...an abusive Papa, one might say.)
Brought back by El multiple times? Check. (El was the one who took Soteria out and brought Henry back from being powerless. El was the one who put Henry in the UD/limbo state. El was the one who opened the gate for his return to the RSU.)
IT ALL ALIGNS. So let's put it together with all the feelings involved:
Citations (I guess? Explanations?) are in the tags listed by number!
Henry had an abusive mother who was at least trying to have him shipped off to the lab, if not actually trying to kill him outright. This situation builds and builds, him wanting to be left alone (1), putting out subconscious and conscious cries for help (2), and her targeting him about it, until March 25th, 1959.
Virginia starts it, attacks, and this time she's out for blood (3). Henry defends himself (4). Virginia, being the parent with powers (5), doesn't actually die (6). Victor, Alice, and Henry go for the door (7). Virginia's on the stairs (8). She's got to finish what she started, since her original plan was botched (9). Henry puts his energy into trancing Victor (10), protecting him from Virginia, since logically two people can't occupy one person's mind.
This leaves good, innocent Alice to fend for herself, standing directly in front of the staircase. She's a loose end (11). Virginia kills her, but can't kill Henry or Victor while the trance is occurring. She figures Henry's going to run himself into the ground (12). She figures she can call Brenner in to collect Henry, like they planned (13). If she disappears, she figures it'll go into the news something like this:
"World War II veteran kills entire family in deranged fit of insanity. Wife missing, presumed dead. Son dies in hospital."
And on both counts, she's essentially right. It does basically go into the papers that way. Victor is taken in for murder, and Henry is taken by Brenner, but not before he sees that Alice was caught in the crossfire (14).
Henry ends up with Brenner, the abusive Papa. He's got the guilt about Alice's death, something that makes him sad and angry. Brenner, maybe, decides to push this in order to increase Henry's powers, but it backfires. Henry's powers increase, but he does...something. He lashes out, he snaps, maybe he even tries to kill himself. He's Brenner's prized pet, though, so Brenner can't let that happen. He seals Henry's powers away with Soteria. It's a death for Henry's entire identity, so far as to have him under the name Peter Ballard. Then comes along 011. She removes Soteria from Peter Ballard...and revives Henry Creel. She then exiles him to the Upside Down in 1979, only to eventually bring him back in 1983 when she opens the Mothergate.
All this to say: It could be his own story, told through the stories of his victims.
Breadcrumbs, or maybe...obvious things, which nobody by any chance ever observes.
Below the cut is where I speculate into motivations for his actions after Soteria's removal, so...not required reading for this particular analysis.
Years of MKUltra torture warp Henry's guilt about the situation into a bastardized, violent, brutal, unethical savior complex based in the notion that he's a predator by nature, but a predator for good. He "saves" the lab kids from a future like his own, filled with nothing but torture. He "saves" El from her ignorance about the lab and intended to have her join him, thereby attempting to "save" her, technically his little sister, from the lab entirely.
He "saves" his s4 victims from their guilt and suffering, which so closely mirror his own, which no one saved him from. I could even go so far as to say he was "saving" Will, who is set up to be so much like him, from a world of horrible people who (from Henry's viewpoint based on his lived experiences) would only serve to abuse and betray him.
This of course isn't to say any of it is right. None of it is right or good...but it makes sense. It follows a pattern. It coheres. The math...maths.
#Citations!#1: Henry often hides alone in the attic.#2: Victor's burning cradle vison (a child in need of help). The drawing of the Shadow Monster. Possibly Alice's nightmares.#2 (cont.): Can all be interpreted as calls for help. Children in distress act out and make disturbing art in hope of conveying that need.#3: Virginia may or may not have been trying to kill Henry but based on the Fleshflayer parallel re: sibling death...it's probable.#4: Henry himself describes that night as self defense/being forced to act.#5: Virginia likely had powers given that Henry has powers#6: Her powers are likely similar to Henry's and Henry has regenerative powers. There are also fishy scenes of her death which imply#6 (cont.): that she may have still been alive. These include: shots from her POV. The fact that her eyes are bloody--#6 (cont.): but still intact in some shots. The unexplained POV from the top of the stairs.#7: Henry looks very nervous and fidgety at the door like he's antsy to leave with Alice and Victor#8: Again the unexplained POV on the stairs...stairs she earlier runs down after Henry gives her her mirror moment in the bathroom.#9: Henry was successful in disabling her initially which exposed her culpability.#10: Henry puts *so* much time into Victor in canon with basically no explanation why.#11: Alice seems to be a smart and upstanding girl. She might not be controllable re: Virginia being alive/the whole scheme with Brenner.#11 (cont.): The only way to eliminate that risk is to kill her...and we've already seen that Virginia is not good to at least one child.#12: If Virginia has powers like Henry's she likely has a sense of how long someone can be tranced before the trancer runs out of energy.#13: Who called Brenner to come get Henry during his coma? okay so far i've only seen what's free on youtube and The Monstering and that's enough to tell me something Very Important about this show. Well. A few Very Important Things
1.) HALLOWEEN SCHOOL THATS SPOOKY YES YES YES
when was a kid (one million years ago) i was Obsessed with the idea of Halloween Town and loved imagining all these stories about my version of it
(accessed via a well, for some reason)
imagined being a pumpkin headed scarecrow (legit my first self insert OC, before I know those terms) and hanging out with MY ghoul friends (werewolf, vampire, skeleton, ghost, the usual)
drew fanart for it and daydreamed about it all year long...
my neighbor, the kid i played most with bc neither of us had anyone else, liked playing animal uprising in barbie town and wasn't so keen on the spooks, so my desire for a funky creepy friend group VESTERED. like worms. or maybe maggots

the students go from AHH A HUMAN!! to sneaking around trying to eves drop on Clawdeen and the headmistress and now they don't look scared they look curious, they're interested in this human talking about her love of monster stories and how she doesn't fit in with humans and just wants to stay here with them- it's sweet. It's so sweet.
Even before she turn out to be part werewolf, the feeling is, the students like her. They'd be happy to have her stay. There's a connection here even WITHOUT being a monster
like Draculaura and Frankie and Duce want to help Clawdeen figure out what kind of monster she might be SO SHE CAN STAY. the framing is, turning out to be a monster would be the EXCUSE for her to be here, with friends. The ones she already has, now

the way the three bell chime "ding, ding, DOOOM" are used when Clawdeen is exchanging thumbs up with the wolf pack only to cut on the DOOOM to her going into the woods for the pack meeting against her instincts

---- VOice acting! I'm sensitive to stiff acting and these ppl are haivng FUN i can FEEEEEEL it. Cleo and Spectra stand out for me. And Lagoona especially. i love Lagoona
---- DESIGN AND COLORS aye it's pretty! my eyes are having fun!
---- MUSIC AND SOUND DESIGN they are on point and make everything ten times better
----- WORLD BUILDING i don't need to explore it but it feels like there's a world and a history of monsters out there and that sells the whole school
----- THE FEELS so far Draculaura in the Food Fight ep hits the hardest. Girl giving a presentation against witch craft, while secretly practicing witch craft, to convince herself it's bad... needing confidence to cast spells correctly, only she loses hers... all of the wanting to be a witch, it makes her feel like her, and then- the realization that that MAKES her a witch. She already IS one. She wants to tell her dad but, just, can't. And her friends support her.... oh, that hit good
And also, of course, Frankie the nonbinary monster!
who isn't a split of guy and girl, or a multiple personality deal. They're just. Nonbinary. They don't need a reason or an explanation.
sure you could say, it's cause they're made up of parts from other people, but the show doesn't say that. Frankie calls those parts their "past" selves/lives. this is their life though and they are their own self. silly, sweet, emotional, curious Frankie Stein. who goes by they/them
as someone with zero gender, who can't introduce my self as they/them, that feels so good
this SHOW feels so good
cleo/frankie is really cute, very adorable, but i think im just bitten for the whole show now. i don't care what happens in particular just let me frolic gleefully in the childhood i wish id had :)

which classic monster do you think touya-nii would be??
ooooh fun question!!! my mind immediately said frankenstein’s monster since so much of canon dabi’s design pulls from him!!! but if we’re talking just general monsters and not more specific ones, i could see touya-nii (and canon dabi) being a phantom/ghost for sure!!! also, a vampire because vampires are sexy ehehe. touya-nii in particular would do really well as a vampire because he’d enjoy hunting and luring his prey since it’s mostly done through mind games with vamps and he loooves playing those without blood sucking fangs so <33 he’d get a good kick out of it, he’d choose skeptics that are harder to charm and trance, because he swears the meal tastes that much more delicious when it’s the blood of a former non-believer <3

That is the attic in the flat I am temporarily staying in whilst the landlord does some work on mine.
For the last several days, I've had the insane yet compelling urge to go and stick my head in the hole. WHY? I've seen hundreds of horror movies, I know good and well that when people go sticking their heads in holes that they shouldn't oughta be sticking their heads in, that's when they get them rightly bitten off! Leave me alone attic monster, I'm not coming up to play!
Of note, none of this has anything to do with the mild (non-COVID) fever I've been running since my latest hospital admission on Friday, or the fact that they discharged me with Diclofenac and Dihydrocodeine

Disclaimer: I made this as of reading Chapter 25 so if any of this is revealed after, know that I didn't see it yet. I'm also keeping this post up despite my belief that it may be wrong because I still consider it an interesting case study for Dotty as a character.
The more I progress into the story, the more I'm fascinated by the idea of Dotty being the one who made Julia's contract.
I've seen people point out that Dotty and Bob were the only ones present during Julia's death, and Dotty's reaction in that moment was quite peculiar. She had an easy-going smile on her face the whole time while Bob was incredibly stressed and desperately trying to get Julia to avoid being squashed to death. She may as well have been watching her favorite color paint dry.
When Julia and Kamille died, Tonny and Bob were sympathetic in acknowledging the difficulty they would now face accepting they had died and were now immortal. However, Dotty was nothing but joyful at their arrival. She welcomed Julia and Kamille with open arms, excited to befriend them and get them accustomed to their new lives. Dotty seemed just fine, happy even, to see someone die if it meant they joined the circus. Its not a stretch to say that her joy at someone's death granted they join her family would quickly turn sour if that person were to leave the circus... the way that they do.
Another detail I noticed was during the group circus bonfire in chapter 16; Tonny was approached by one of his circus members who wished to use her contract to die, and Dotty was watching them looking concerned. She couldn't hear their conversation, but if I had to guess she knew that what was happening wasn't good; perhaps, she even knew a death was coming. She's probably seen the death of a circus member many times with how long she's been around. Granted, I doubt anyone would feel good about a member of their undead found family wanting to kill themselves, but we had this moment focus specifically on Dotty, and I don't think it was just for dramatic effect.
Finally we have the reveal in chapter 20 that it was Dotty who was the reason for the circus existing. Before her, it was just a nameless castle full of miserable people stuck inside. Then she transformed it into the Anthonn Gremminger Traveling Troupe, and introduced group dancing and parties to liven it up. Dotty took a chance on this place and the contract to get her and Bob out of what she saw was the much worse situation. She created an entirely new lifestyle for herself and the others to make the people there happy. It makes sense that she wouldn't be favorable to the idea that Tonny would help them die when she did so much to get them to want to live.
Based on Dotty's behavior, she also doesn't seem to understand the idea of someone not being happy in the circus. When Julia was distraught with the news that she would outlive her mortal loved ones, Dotty took her reaction as being "so excited she turned white from excitement!" when it was actually Julia being in shock. Though this scene was most likely for comedic effect, it does give us a glimpse into the way Dotty views the situation, and her inefficiency in recognizing how others may view the same situation. We know Julia is not happy in the circus, yet Dotty only ever responds to this issue when Julia becomes unavoidably explosive in her stress. She is typically only ever happy when talking with Julia because she won't acknowledge Julia's misery (whether deliberately or because she doesn't realize it). The contract was her and Bob's ticket to freedom from an incredibly repressive situation, one that provided them the amazing deal of getting an eternity together of endless dancing and parties. She doesn't understand that some people just don't want the life she has, and that they loved their lives before they died. Its why she brushes off Julia's complex feelings about dying; she doesn't see it as an issue, just a temporary bug before Julia eventually accepts how great the circus and the afterlife are. The idea of people asking Tonny to kill them because they're dissatisfied with this life completely destroys the mindset Dotty has about not just their life, but her own that has now become so inextricably linked to the people of the circus.
Thus the heart of the issue comes down to this: Dotty wants everyone to stay alive, and Tonny wants to give them a choice in the matter. As the only one capable of ending the lives of this immortal undead group, of course Dotty would want him dead if her goal is to stop anyone from ever leaving. It may not be personal, Dotty may even love Tonny like family, but if she must make the choice between her beloved troupe and the one taking them away... all it takes is one forged contract and a boisterous puppet maker to make sure her undead circus life stays eternally perfect.
