The tripartite framework sounds cool but it's functionally useless to everyone but the Port Mafia.

The Port Mafia going from the nightmare of the city to its protectors in the dark, is a cool idea.

It fuels Mori's motivation, it plays a part in Chuuya joining and it's an interesting stand to take for a criminal organisation.

That's it.

The Government do not protect Yokohama in the slightest. They either do fuck all or make things worse.

Ango is the only one who got the memo, he's doing everyone's damn job and deserves a raise. Also Tachihara now, he's the real lynch pin in this.

Everyone else sucks.

The Agency is just doing their jobs and it's not like it existed prior to Fukuzawa.

Natsume didn't come up with the Agency, he had no sway in its creation other than providing a buisness licence.

Also I'd argue that other that it's never been fully completly in effect. Because while the Port Mafia and the Agency have aided this city despite being rivals.

Other than Ango and Tachihara the government haven't helped Yokohama in the slightest.

Also the timings are werid like the Port Mafia working in the night makes sense.... But Natsume tf do you mean for the other two?

Twilight is the period before sunrise and after sunset... Which is vague as hell and why is the Agency only operational in the day?

And why can't they work at the same time? Clearly cooperation is beneficial to everyone but you made each one "rule" a random part of the day.

And what Natsume inferred when the Agency and the Port were fighting in the cannibalism arc but not when 2 government spies infiltrated the Port Mafia?

Nor when the Agency and the Port Mafia ended their alliance.

It just doesn't make a lot of sense to me.

The Problem: Mori wants Dazai as his successor. The mafia wants Chuuya as Mori's successor. Dazai doesn't want it. Cannibalism stageplay revealed that Chuuya doesn't want it either.

The solution: They deal with is skk style. They flip coins, draw straws, battle it out at the arcade. Loser has to lead the PM for a week. Winner gets time off. A week later, rinse and repeat.

Yes, they cheat. Yes, they know the other is cheating. No, it doesn't stop them from trying to out-cheat the other. No, they don't miss a beat picking up right where the other left the work, no matter the codewords, operations, secrets, etc involved that they should technically be clueless about. No, they don't think that's strange. Yes, everyone else is screaming into their pillows.

(Bonus: Dazai spends his ill-gotten time off at the agency, working for the government for a given definition of Dazai-working at a job that pays less than 0.01% of the PM boss salary. He does it to be annoying (and also for mental health reasons).

Chuuya spends his ill-gotten time off attending classy wine-tasting events, writing poetry, and being lead singer for a rock band. He's got a healthy life work balance for the first time in his life.)

-but to his significant other, he’s just her “sweet ryu” as she likes to call him

-in the privacy of their home he sheds his role as the mafia devil and takes on the role of doting boyfriend

-he has such a soft spot for her it’s crazy

-anyways

-she has this little habit of doodling anywhere and everywhere

-on her arms, on napkins, on corners of paper

-she’s always drawing little hearts or stars or characters—you name it

-whatever she’s feeling at the moment

-eventually she gets brave enough to draw a little heart on the back of akutagawa’s hand one day

-he’s just reading on the couch with one hand resting on his thigh and suddenly feels a pen pressing into his skin

-he starts to protest but she’s so focused and content while she’s working on it that he leaves it be and goes back to his book

-she expects him to humor her for a little while and then wipe it off eventually

-she’s pleasantly surprised to find that it’s still there as they’re getting ready for bed that night

-the next day he walks around the port mafia and goes about his very serious business with a little heart on his hand

-she notices how he refuses to wash it off and can’t help how giddy it makes her

-takes it as a sign to do it more often

-it becomes a therapeutic thing for both of them

-they’ll just be sitting on the couch, watching a show together or something, and she’s just mindlessly doodling on his hand or arm

-he tries sooo hard to hide his smile

-will prob turn away and cough into his other hand to cover up the stupid lovesick grin on his face

-totally denies it when she questions him

-he’s a feared member of the port mafia, of course he’s not completely enamored with the silly little drawings she’s lovingly inking onto his skin (yeah ok)

-she knows he loves it

-some days she’s feeling more ambitious and colors in some of her doodles with markers or colored pens

-“it’s like i’m giving you little tattoos! they totally make you look more badass” (she says as she draws a snake with a cowboy hat on his wrist)

-he secretly adores seeing all of the creative designs she comes up with

-when he walks around with the doodles on his skin it’s like he’s carrying a little piece of her with him

-if anyone in the pm catches a glimpse of his hands and dares to say something about the colorful ink, he immediately snaps at them

-“why don’t you mind your business and stop wasting air with stupid questions, you pathetic imbecile”

-this man is so whipped and protective ok

-like he hates pretty much everyone but her

-will defend his s/o till the day he dies and do anything to make her happy

-and i mean anything

-even if that means having a poorly draw cat peeking out from under his sleeve during a Very Important Meeting with mori :)
