"In the case of car culture, the problems of sprawl and automobile dependency did not inevitably result from the automobile itself, but from the power interests that redesigned society around it. The problem was created by subsidies to monoculture development, freeways systems imposed by eminent domain, and legal prohibitions — like zoning — against mixed-use development.
Before the rise of car culture and car-centered urban design, the norm was the compact, mixed-use city or town where residences were within foot, bicycle, bus or streetcar distance of the downtown district where people worked or shopped. Increased population was accommodated primarily by modular proliferation — e.g. the railroad suburb — rather than outward sprawl.
Absent the imposition of car culture by the federal and local governments and by the local real estate industry, the automobile would have served a useful niche function in cities laid out in the old fashion. Its primary market would have been people like farmers in the areas outside cities, where population concentrations were insufficient to be served by streetcar or rail lines. For periodic trips into town and back, perhaps in a small truck capable of conveying a load of vegetables to the farmers’ market or bringing home groceries and dry goods, a light internal combustion engine or electric motor would have been sufficient. With no need for rapid acceleration on the freeway, there would be no point for heavy engine blocks with six cylinders, and the overall weight of the vehicle could be reduced accordingly. With flat body panels capable of being produced on a cutting table, there would have been no need for Detroit’s two- or three-story stamping presses. The automobile industry would have been an affair of hundreds of local factories.
Hence it is not true that “[p]ast a certain threshold of energy consumption, the transportation industry dictates the configuration of social space.” Rather, the configuration of social space dictates the forms of transportation adopted, which dictates the level of energy consumption.
Illich’s tendency to see the proliferation of managerial bureaucracies and their unwilling clienteles as an expansionary phenomenon in its own right with no need for a causal explanation, rather than a secondary effect of larger class and power interests, is also illustrated in his treatment of squatters.
Both the non-modernized and the post-modern oppose society’s ban on spatial self-assertion, and will have to reckon with the police intervening against the nuisance they create. They will be branded as intruders, illegal occupants, anarchists and nuisances, depending on the circumstance under which they assert their liberty to dwell: as Indians who break in and settle on fallow land in Lima; as favellados in Rio de Janeiro, who return to squat on the hillside from which they have just been driven — after 40 years’ occupancy — by the police; as students who dare to convert ruins in Berlin’s Kreuzberg into their dwelling; as Puerto Ricans who force their way back into the walled-up and burnt buildings of the South Bronx. They will all be removed, not so much because of the damage they do to the owner of the site, or because they threaten the health or peace of their neighbors, but because of the challenge to the social axiom that defines a citizen as a unit in need of a standard garage. [emphasis added] Both the Indian tribe that moves down from the Andes into the suburbs of Lima and the Chicago neighborhood council that unplugs itself from the city housing authority challenge the now-prevalent model of the citizen as homo castrensis, billeted man.
Illich’s framing of this as some inherent expansionary logic or hegemonic drive inherent in the “managerial-professional classes” themselves, and not the outcome of a much larger, long-term process of land privatization and enclosure driven by capitalist class interests, is a major critical failure."

With scientists pointing to a number of weather patterns this year that have already signified that the El Niño Southern Oscillation may amplify planetary heating in the coming months, one heat and public health expert said Monday that officials must take advantage of the time they have now to prepare their communities for potential extreme heat events in the United States and around the world.
"We will likely see a significant impact from El Niño in the 2023 heat season," said Ashley Ward, a senior policy associate at Duke University's Nicholas Institute for Energy, Environment & Sustainability. "While El Niño is still forming this year, we need to prepare for the 2024 heat season to likely be worse."
Ward said the last time scientists observed the kind of significant heat caused by El Niño that they're expecting to see this year was in 2016, which is tied with 2020 for the hottest year on record.
As climate researcher Leon Simons said last week regarding current ocean warming trends, scientists are currently observing heat patterns that look "very much like the 1997 and 2015 early stages of a Super El Niño," which is marked by very high temperatures in the Pacific Ocean near the equator.
"Based on the year-to-date and the current El Niño forecast," wrote Zeke Hausfather at Carbon Brief late last month, "2023 is very likely to end up between the warmest year on record and the sixth warmest, with a best estimate of fourth warmest."
Ward called on officials at the state and local level to take the next several weeks to "develop response plans for periods of extreme heat that address how to reach both urban and rural populations."
"This is the time to direct our energies and efforts toward preparedness and readiness, particularly to protect our most vulnerable citizens from the impact of extreme heat," said Ward.
Extreme heat has devastated parts of the world, including the U.S., in recent years.
Temperature records were broken in Vietnam and Laos last week, with the northern district of Tuong Duong recording a high of 111.6°F. Record-shattering heat in the Pacific Northwest was linked to hundreds of deaths in 2021, and more than 1,000 people died in Western Europe last summer of heat-related causes.
Ward said public health and safety authorities should begin organizing educational campaigns to "help individuals understand how they can mitigate heat" and to examine how they can help people procure fans and other cooling devices.
"Additional measures could include... providing shelter for the unhoused during periods of extreme heat," said Ward, "and reinforcing heat safety guidelines for occupational exposure and student-athletes."

National Fast Food Day 
National Fast Food Day celebrates fast food restaurants and the food that they sell. Fast food usually consists of prepackaged and ready-made food that can be quickly cooked—often by deep frying or microwaving—and eaten; most is designed to be eaten on the go, and does not require cutlery. Common fast foods include burgers, french fries, fried chicken, fish and chips, pizza, tacos, chicken nuggets, hot dogs, sandwiches, and ice cream. Fast food is typically high in sugar, salt, saturated fat, and calories, and is linked to many health problems. Fast food restaurants usually sell food at either a counter or a drive-through. Franchising, where there is uniformity in food and presentation between restaurants, is an important aspect of fast food. Besides franchise restaurants, gas station and convenience store food is sometimes seen as fast food, as is some food from street vendors.
The roots of fast food can be traced back to ancient Rome. Thermopoliums were small shops that sold food—such as hot sausages and bread—on-the-go. Urban apartment dwellers of the middle and lower classes often ate these foods. During the Middle Ages, vendors sold food to people in larger cities such as London and Paris. After 1860, fish and chip shops became prevalent in the United Kingdom, and became popular with the working classes. By the 1920's there were more than 35,000 of these shops.
The term "fast food" may first have been used in America by George G. Foster, who in his book, New York Slices, published in 1848, referred to the fast paced food in New York City's business district. An automat, a cafeteria with vending machines with pre-made food, was opened by Horn & Hardart, in 1902, in Philadelphia. A decade later they opened one in New York City, which created a sensation, and many more were built across the country, leading to the popularity of automats during the 1920's and 1930's.
Technological, social, and economic changes in America led to a boom in fast food restaurants by the second half of the 20th century. Following World War I, automobiles became popular and affordable, and curb service restaurants were created in the 1920's. During the post-World War II economic boom, people spent more and bought more, creating a culture of consumerism that led to both men and women working outside the home. Eating outside the home—which was once a luxury—thus became commonplace, because of expendable cash, and in some instances because it was a necessity. By 1951 Merriam-Webster had added "fast food" to their dictionary.
Franchising, which brought uniformity in the practices of particular restaurants, also fueled the boom of fast food. A&W opened in 1921, and became a franchise in 1923. Many see it as the first fast food restaurant. White Castle also opened in 1921, in Wichita, Kansas, and sold hamburgers for five cents each. They standardized the food production of fast food hamburger restaurants, which other restaurants, such as McDonald's, built on. McDonald's was created by two brothers, Richard and Maurice McDonald, in 1940, in San Bernardino, California. Originally it was a drive-in that focused on barbecue, but once the brothers saw the popularity of their hamburgers, they closed for three months, and reopened in 1948 with a new focus. Besides hamburgers, their menu included french fries, shakes, coffee, and Coca-Cola, and they served their food in a paper wrapping. At fifteen cents, their hamburgers were about half the price of ones available at diners. Ray Kroc made a franchise agreement and opened McDonald's restaurants in Illinois, and in 1961 he bought out the brothers. In 1953, another important hamburger based fast food restaurant was started in Florida, and would eventually be known as Burger King. Not all early fast food focused on hamburgers though, as the Kentucky Fried Chicken franchise opened in 1952.
Today the United States has the largest fast food industry in the world. There are close to 200,000 fast food restaurants in the United States, where over 50 million customers are served every day. About 44% of Americans eat at a fast food restaurant each week, and 11% of the calorie intake of adults in the United States comes from fast food. American fast food restaurants are now in over 125 countries, and the intake of fast food worldwide continues to rise. But, fast food has not expanded without criticism. Besides facing criticism for the nutritiousness of its food, the industry has also been pilloried for paying its workers low wages, usually without benefits. Over half of fast food workers are on some sort of public assistance, which has cost taxpayers 7 million dollars annually.

Celebrate the day by eating fast food, as you finally have a good excuse to do it! Order fast food at a counter and eat it inside, or go through a drive-through and eat your food somewhere else. There are many restaurants you could choose from. If you are not one to eat fast food, you could watch Super Size Me, or read Fast Food Nation, or watch the eponymously titled film that was based off the book.

Globally, local governments have significant responsibilities for delivering agriculture, education, and health services, and they increasingly are forging their own strategies for tackling climate change, supporting sustainable food systems, and promoting gender equality. In fact, over the last three decades, most regions of the world have experienced progressively greater decentralization, a trend sometimes christened the “silent revolution.” Despite this broader trend, decentralization faces various challenges that hinder its intended effectiveness. For example, high turnover and low retention of skilled civil servants at the local government level undermine continuity in service provision, reduce public sector accountability to communities for project implementation, and often necessitate additional outlays in scarce resources for training new staff.  
In our new journal article, we examine the factors affecting bureaucrats’ continued commitment to local government service in Zambia, which has a long tradition of pursuing greater decentralization. At the advent of multiparty democracy in 1991, the Local Government Act was introduced and stipulated the transfer of 63 functions to the country’s district councils. Successive government administrations, spanning the Movement for Multiparty Democracy (MMD), Patriotic Front (PF), and now the United Party for National Development (UPND), have prioritized enhanced decentralization in the country’s various national development strategies. In fact, the Eighth National Development Plan adopted by the National Assembly in April 2022 focuses on devolving responsibility for even more services to local authorities. Nonetheless, the country’s 116 district councils thus far have been unable to effectively fulfill all of their service delivery mandates, especially in poorly resourced rural areas. Among other factors, bureaucratic retention remains a binding constraint for improving local authorities’ capacity to deliver their assigned functions.   
To understand factors affecting bureaucratic retention, we conducted one-on-one surveys with more than 150 bureaucrats across 16 district councils in Zambia’s Central, Copperbelt, Lusaka, and Southern Provinces. The sample included councils with both high levels of poverty as well as relative affluence, urban and rural locales, and those with mayors from the two main political parties, UPND and PF. The respondents included professionals across three levels of seniority—director, midlevel, and general workers. In addition, the respondents represented six main departments within the sampled councils: town clerk’s office, finance department, human resources and administration, public health, housing and social services, and development planning.

But even with that, change does not seem to be evident.
