Downtown Pedestrian Mall reopens in St. John’s for another summer
The Downtown St. John’s Pedestrian Mall officially reopened on Friday. It will run from July 2, from noon to 10 p.m. daily, until September 6.
This year, with COVID-19 restrictions beginning to lift, City Hall is partnering with community and non-profit organizations to enhance the mall with pop-up musical and theatrical performances, interactive games, and collaborative art projects.
“I am thrilled to take part in the opening of the Downtown Pedestrian Mall alongside our community and government partners,” said Coun. Debbie Hanlon. “The timing is perfect as our province is starting to open up to visitors from other parts of Canada, and we are excited to see how many businesses are taking part in the Parklet program to expand their outdoor space.”
The Government of Canada, through Atlantic Canada Opportunities Agency (ACOA), has provided funding for the 2021 Downtown Pedestrian Mall to support local businesses in their recovery from pandemic challenges.
Beautification projects such as colourful outdoor street furniture for seating and eating, flowerpots and hanging baskets, overhead LED string lights and pole lights are featured throughout the downtown commercial core.
New this year is the addition of George Street and two sections of Duckworth Street to the Pedestrian Mall event.
The event footprint is on George Street from Adelaide Street to Water Street, Water Street from Adelaide Street to Prescott Street, and on two sections of Duckworth Street from New Gower Street to Bates Hill, and from Cathedral Street to Prescott Street.
Pedestrian Mall sections of Water Street and Duckworth Street will be closed to traffic and parking inside the mall footprint as of today (Friday, July 2).
Outside of designated mall hours, traffic will be one-way (from west to east) for deliveries and commercial access only.
Ayre’s Cove is closed at Harbour Drive, with local access for approved couriers.
Traffic on McBride’s Hill will be one-way northbound, for the vehicles permitted access to Ayre’s Cove. McBride’s Hill will be closed to southbound traffic.
Motorists will have two-way access to Clift’s-Baird’s Cove for accessible parking, deliveries, and curbside pickup.
Southbound traffic on Prescott Street will be detoured to Harbour Drive via Job’s Cove.
Beck’s Cove will be closed except to provide two-way access to the Murray Premises and to allow delivery and curbside pickup spaces from Harbour Drive.
Paid Parking Options
On-street parking spaces are located throughout the downtown. Several parking spaces are serviced by Pay Stations and/or PayByPhone; motorists must look for signage when parking to ensure they are abiding by all parking regulations. Paid parking on city streets is not required on weekends or after 6 p.m. weekdays.
Private parking garages are open 24/7 at 351 Water Street and 330 Duckworth Street. Other private parking garages include ALT Hotel (125 Water Street), A.P. Parking Garage (1 Clift’s Baird’s Cove), and the Bowring Centre (entrance on Harbour Drive).
Free Parking Options
Free parking for 140 vehicles is available at the City Hall Parking Garage (10 New Gower Street) weekdays after 6 p.m. and all-day during weekends on levels one, three and four.
Free parking is available after 5 p.m. weekdays and all-day during weekends at three parking lots near Duckworth Street:
Corner of Holloway and Duckworth (across from Haymarket Square) – 21 spaces
Corner of Prescott and Duckworth (Across from TD Building) – 31 spaces
18 Prescott Street (behind Blue Drop building) – 60 spaces
Accessible Parking Options
Approximately 30 accessible spaces are in place for the mall.
Accessible parking will be marked in several designated areas including on Clift’s-Baird’s Cove, New Gower Street (across from City Hall), corner of Duckworth Street and Bates Hill, corner of Duckworth Street and Prescott Street, Water Street near St. John’s Lane, Water Street near Adelaide Street, corner of George Street and Adelaide Street, and on the west side of Adelaide Street.
Private parking garages also have accessible parking; six spaces at Alt Hotel, 12 spaces at MetroPark on Duckworth and 18 spaces at 351 Water Street (entrance on Harbour Drive).
Business Access and Deliveries
Allowances will be made for deliveries until noon each day inside the Pedestrian Mall footprint on Water Street and Duckworth Street. After 12 p.m. delivery vehicles and curbside pick-up will have designated parking in the coves between Water Street and Harbour Drive. Duckworth Street has existing loading zones that will continue to be used.

Metrobus routes 3, 10 and 11 can bring you to the downtown area. To plan your trip in advance visit the Metrobus website: https://www.metrobus.com/TakeTheBus
Metrobus is equipped with bicycle racks on all routes, giving cyclists the option of taking the bus as a part of your commute.
Bicycle Racks and Cycling
Bicycle racks will be installed in various areas in the Downtown Pedestrian Mall. Cyclists are welcome at the Pedestrian Mall. It is critical to the safety of the public that you ride slowly and respectfully, always giving pedestrians the right of way. Please walk your bicycle through the mall if necessary.

COVID-19 health guidelines are everyone’s responsibility – patrons, business owners, event staff and employees. Please respect public health guidelines that are in place from the Chief Medical Officer of Health.

Renewal SA boss disappears but Premier won't say why

Two Renewal SA bureaucrats have gone on leave including the agency's chief executive but the State Government has not said why.

Renewal SA is responsible for government land and building projects, and is currently overseeing developments at Bowden and the old Royal Adelaide Hospital site.
Transport and Infrastructure Minister Stephan Knoll confirmed chief executive John Hanlon was now on leave, along with another executive, who he did not name.
Premier Steven Marshall refused to explain why at an event to spruik new plans for the hospital buildings today.
"I have nothing further to add to that," Mr Marshall said.
"I don't have anything further to add to my statement.
"I'm not going to go into further details, I've said everything I want to say."
Mr Hanlon replaced Fred Hansen in the top job in 2014.
He previously worked at the Department of Planning Transport and Infrastructure and before that at Burnside Council.
The State Government hopes up to 1,000 people will work at a new business hub in historic buildings at the former hospital by the middle of next year.

Mr Marshall said progress at the site should be obvious by Christmas.
"There are already about 100 people who have moved into the precinct to start working on that site in the start-up, scale-up incubator," he said.
" In total we'll be spending half-a-billion dollars on redeveloping this site to make sure that it doesn't just become the next Le Cornu site in SA, boarded up with hoardings around it for decades.
"We're getting on with it and people are already working on the site and there will be even more by the middle of next year."
Mr Knoll said Damian De Luca had been appointed to the position of acting chief executive "so that there is no disruption to Renewal SA's continued operations and its focus on delivering its important strategic projects".
The ABC has attempted to contact Mr Hanlon.

Born and raised in Huntsville, Clem had a relatively great childhood until her parents were killed in a car accident on the way home from their anniversary getaway... She had only been six.
Uprooted from her life, she was taken in immediately by her Uncle Lee who owned Best Cuts in town.
After that point, she became a stubborn girl and liked to start fights with boys who picked on girls even if they were twice her size. No one scared her and no one wanted to mess with her either.
Her Uncle channeled that energy into dance and gymnastics which actually helped her a lot. Music helped her express her troubles and pain-- it gave her a healthy outlet to get better with time.
She spent most days after school hanging out in the salon and dusting up the floors for extra money. Because of all that time spent there, she actually grew a great fondness for the place and decided not to pursue college but beauty school instead.
Big on travel, Clem had competed in multiple dance/gymnastic competitions in her time away from town and the salon, but all that ceased when the storm hit.
Being stuck in town made her feel cramped but her Uncle guided her as best as he could. For years, this was great... But when the earthquake happened, he saved her but died as a result-- leaving her Best Cuts in his will.
She's obviously very new to ownership but she's tried her best to make changes that reflect the needs of her staff and her own personal style… Even so, there’s always been a table with her Uncle’s picture in the lobby.
She’s known now for not taking shit from anyone around there and will always back her employees 100%. They’re her family now and she’ll take care of them as best as she knows how.

New focus for old Royal Adelaide Hospital site revealed

The abandoned former Royal Adelaide Hospital site will be transformed into an innovation hub for entrepreneurs by Christmas, under a plan by the new SA Government to accelerate the return of people to the North Terrace precinct.

But the Premier Steven Marshall has hit pause on plans to build an Indigenous cultural gallery on the hospital site, as he negotiates with the state's key cultural institutions about what form the gallery will take.

Mr Marshall toured the now-vacant hospital site today.
He revealed he had instructed government agency Renewal SA to accelerate plans to refurbish seven heritage-listed buildings on the south-eastern corner of the site.
"What we've done is hit the accelerator not just for demolition but for activation, detailed activation on this site to get people working on this site as quickly as possible," Mr Marshall said.
"We want to move on this project as quickly as possible.
"We don't want this site to turn into another Le Cornu site, sitting vacant for a long period of time."
The Premier said the heritage buildings would eventually be leased to companies, with a focus on promoting the growth of start-up businesses in high-tech industries.
"It will be the largest incubator accelerator growth hub in the country," he said.
"It is a unique environment and we've already had some of the largest companies in the world say to us we are interested."
The University of Adelaide has already leased one of the buildings to host an artificial intelligence institute.
Renewal SA chief executive John Hanlon said demolition of other buildings on the site would continue.
But he said plans for a five-star luxury hotel in one of the heritage buildings were unlikely to proceed.
"We've got that much interest in here, we're thinking about moving away from that and offering that space also as part of the innovation and creative hub," Mr Hanlon said.
The Liberal Government has also pledged to spend $60 million establishing an international culinary school on the former hospital site.
Premier 'presses pause button' on new gallery
The Premier said the Government would pause planning for a gallery on the old hospital site so it could negotiate with the state's key cultural institutions on what form it should take.

The Liberal Party went to the March election promising to develop a national Aboriginal art and culture gallery, a point of difference to Labor's promise to build a contemporary art gallery.
The Aboriginal gallery had been promoted by the SA Museum, while the contemporary gallery proposal had been promoted by the Art Gallery of South Australia, under its former director Nick Mitzevich.
Quizzed about his gallery plans today, Mr Marshall left both options open.
"We are pressing the pause button," he said.
"What we want to do is to work with the two major collections and Tandanya to work out what we can envisage for this site.
"I'm pretty confident that we'll be able to all work together to come up with something which is unique, is iconic and is going to drive interstate and overseas visitors to South Australia to see our incredible, magnificent collections."
Mr Marshall likened the discussions between the gallery and museum to the delicate negotiations between cricket and football codes prior to the redevelopment of the Adelaide Oval.
"People thought that there's just no way in the world that cricket and football were ever going to get along well guess what, they have," he said.
A design competition commissioned by the former government has produced six different concept designs for a contemporary gallery.
The Premier said an independent jury had met and decided on a preferred design, but it had not yet been communicated the decision to the Government.
