Following is the fourth of a series bu a stall writer. It describes hon archaic departmental practice has been replaced by modern business methods. ---- By RALPH HYMAN. Settlers who want to become farmers in certain sections of Crown timber lands in Ontario are finding that the Lands and Forests Department is not taking anybody's word for anything. If a settler wants to buy a piece of land and follow the ancient pursuit of agriculture. It is all right by the department. as long as the land in question is suitable for farming.
The practice in the past was to have John Doe swear an affidavit that the land he wanted to buy was just the thing on which to grow crops and feed some chickens and the odd horse or two. And the department took his word for it. The patent was made out and Brother Doe. Mrs. Doe and all the little Does went happily about the business of trying to farm on land that could grow trees but nothing else.
Mr. Hipel became Minister of Lands and Forests in May. 1941. Less than a month later he took action to protect settlers against themselves.
Inspection Provided. An Order-in-Council was approved by the Hepburn Cabinet, and this order stipulated that before opening any Crown lands for agricultural purposes a department inspector would inspect them and decide on their suitability for farming. To encourage the development of permanent farm communities, rather than a here-this-year, gone next-year proposition, the Order-in-Council said that lands sought for agricultural purposes must be situated within one mile of a travelled road and no more than three miles from a school.
In past years the cart was put before the horse. The department put settlers into an area and then started to think about such things as roads and schools. Today services. precede settlement. A husband and wife are more likely to stay put when they know their children are not going to be deprived of formal education. and when they know that a travelled road is just a short distance away, a link with the outer world.
Abuses Eliminated. There were abuses in the past, and many of these are being eliminated by regulation. There was a time when settlers, their eyes fastened on timber. would go through the motions of farming, strip their acreage of trees, and then move out. This kind of thing is bad for forestry.
The sale of Crown lands for summer home building purposes is a different proposition today from what it was in 1916. The reason for mentioning that year is because, with the exception of a few minor amendments, the regulations under the Public Land Act underwent no major change from 1916 until 1941.
In the pre-Hipel period an American tourist who wanted to buy a piece of Crown land and build himself and his family a cottage for the summer months, found himself waging a battle with red tape that certainly didn't add to the gaiety of the two nations. If he was fortunate he might complete the transaction in six months, but usually the deal took a year to put through.
Unwinding the Red Tape. It wasn't a case of the Lands and Forests Department wishing to discourage land purchases by United States citizens. It was just a bureaucratic development over the years: a deference to yards of red tape that tied down the will to move with despatch and efficiency.
Here's what would happen to a good citizen of the republic who wanted to spend his summer. He comes from, say, Cleveland. He likes Ontario's scenic country, and after thinking the matter over, selects a piece of land and starts to make inquiries with a view to purchase. In his innocence, he believes he can close the deal in a matter of a few days or a week. Mr. Citizen of the United States speaks to a Crown land agent, or he writes to Toronto. A week or so goes by, while the Toronto office finds out whether the desired land is vested in the Crown and available for sale. The creaky machinery is set in motion. Letters are written, replies received, more letters written. By this time. the would-be purchaser has returned to Cleveland.
There is another batch of correspondence. The department tells him he must have a survey made. How can he make a survey of land in Canada when he is in Cleveland? And how does one make a survey? If some one in Toronto happens to think of it, he would be informed by letter of the names of surveyors in the district where his prospective summer cottage is located. The Clevelander, would then try to give a description of the lot in a letter to a surveyor. By this time it would be the middle of winter. The sorry state of affair would drag on for a while later, and if the fed-up citizen didn't drop the whole business in disgust he would get his piece of land - a year or so after he first broached the question of purchase.
No Delays Today: Today the business of land purchase can be started and finished in a matter of a few hours. When a would-be purchaser approaches a forestry official and says he wants to buy some land for summer residence purposes the official, or one of his employees, loses no time in staking out the property. The tourist is asked to pay $10 for a patent and $60 for the survey which the department will take care of for him. There is no reference to Toronto, no wearisome correspondence, no laborious unwinding of red tape. The tourist is free to go ahead with his building plans the same day the land purchase was made. There are no technicalities to hold him up.

i think it would be funny if people occasionally arose from the dead. like if that was a real-life one-in-a-million but well-documented Thing That Sometimes Happens, and the entire legal system around death (laws on inheritance & marriage & murder etc) had to include caveats for the unlikely-but-scientifically-possible event that the dead person in question might spontaneously self-resurrect, even years or decades after death. it would raise so many inconvenient and absurd possibilities

the city I live in had to take down a big old tree on public property down the street from where I live but before they did it they stapled a sign to it giving the reason (tree was dead and rotting and was a threat to the road and power lines) and then included contact info for objections to removing it to be brought before the city and idk I know it’s not much but I just think that’s….nice. like a nice acknowledgment that people have connections to plants and particularly big old trees around where they live and should at least be able to be like Please Do Not Cut Down This Big Old Tree For A Parking Lot Or Something. their reasoning for this one was super valid and they did indeed remove the tree earlier this week but quite frankly I was just like. surprised to (at least in theory) be able to have a say in it at all lmao

I find the parallels between Vaggie/Charlie and Carmilla/Zestial to be really neat.
Vaggie and Carmilla both leapt to the defense of Charlie and Zestial. Both bite their tongue at danger and disrespect directed towards themselves, but when who they care about is the one being threatened, they react with no hesitation or composure to defend them.
In conjunction, Charlie and Zestial are both more powerful than Vaggie and Carmilla (even if this is more strongly implied in Zestial’s case). Yet they seem so much more hesitant to act on this power. Charlie explicitly hates using her royal status or fighting people, while Zestial just endures Velvette’s insults and questioning, only making small verbal defenses of his position. Not to mention how they’re both much older than Vaggie and Carmilla. Charlie is a slow aging immortal and Zestial is the oldest living Overlord and is on the regular described as ancient.

Charlie and Zestial both see themselves as someone Vaggie and Carmilla should confide in. Charlie isn’t upset that Vaggie was Exorcist, rather that she never told her. While Zestial “implores [Carmilla] to share the load.” He’s worried about this weight she’s carrying by herself, and wants to support her. I imagine Charlie felt similarly, Vaggie has been carrying her secret in silence for years, and with Charlie dedicating her life to helping others, it must her to know someone she’s so close to has been hurting this long.

There’s also how their ‘protector role’ seems completely self assigned. I highly doubt Charlie ever wanted Vaggie to be her personal guard, and Zestial reacts in surprise at being included with who Carmilla is ‘keeping safe.’ If you take Zestial’s reaction (or lack their of) to Velevette, you could make the point they do this because Charlie and him are unlikely to defend themselves (or at the very least hesitate to do so). Which I think speaks to the intrinsic sense of duty Vaggie and Carmilla have.
