What are the current frameworks and policies governing AI, providing a comprehensive overview of AI regulations?
The need for rules and frameworks to direct the development and application of artificial intelligence (AI) is becoming more and more apparent as the field expands and changes. We will give an overview of some of the current frameworks and laws governing AI in this post. The OECD AI Principles are one of the most well-known AI frameworks. These guidelines, created by the Organization for Economic Co-operation and Development (OECD), aim to encourage reliable and responsible AI. They include suggestions like ensuring AI systems are open, understandable, and reliable as well as protecting personal information and human rights.
What is OECD AI Principles
The Organization for Economic Co-operation and Development (OECD) has created a set of rules called the OECD AI Principles to encourage the ethical and responsible creation and application of artificial intelligence (AI). The guidelines, which were approved in May 2019, are meant to serve as a foundation for nations and organizations to create their own AI policies and plans.
The OECD AI Principles consist of five broad principles:
Inclusive growth, sustainable development, and well-being
AI should be designed and developed in a way that promotes inclusive growth, sustainable development, and human well-being.
Fairness and values centered on people
AI should support fairness while respecting people's rights, values, and individual liberty.
Transparency and explain ability 
In order to help users make wise decisions, AI systems should be visible, explainable, and intelligible.
Robustness, security, and safety
To reduce the risks of unexpected outcomes, AI systems should be robust, secure, and safe throughout their life cycles.
Accountability
Those responsible for the design and implementation of AI systems must take responsibility for their choices and behaviors.
More than 40 nations, including the United States, Japan, and the United Kingdom, as well as a number of international organizations have accepted the OECD AI Principles. They are regarded as a crucial point of reference for formulating AI policies and have been employed by various nations to help shape the creation of their respective national AI programmes and policies. In addition to the OECD AI Principles, numerous nations have created their own laws and rules regarding AI. For instance, the General Data Protection Regulation (GDPR), created by the European Union (EU), regulates how personal data is used in AI systems. Additionally, the EU has created the Ethics Guidelines for Trustworthy AI, which offer a framework for moral AI research and use.
What is the General Data Protection Regulation (GDPR)
In May 2018, the European Union (EU) adopted the General Data Protection Regulation (GDPR), a law governing data privacy. The GDPR intends to improve and harmonise data protection regulations throughout the EU and give people more control over their personal data. Regardless of where the organisation is situated, the GDPR applies to all organisations that gather, handle, or retain personal data of EU citizens. Names, addresses, email addresses, social security numbers, and online identifiers are just a few examples of the many types of personal information it includes. Individuals have the right to access their personal data, ask for its rectification or deletion, and object to its processing under the GDPR. The GDPR also imposes obligations on businesses that handle personal data, such as the need to get individuals' consent before processing their data, put in place the proper organizational and technological safeguards to secure data, and notify the competent authorities of any data breaches within 72 hours. If an organization violates the GDPR, they may be subject to fines of up to €20 million or 4% of its annual global turnover, whichever is higher. The GDPR, which is regarded as a milestone rule for data privacy, has raised attention on data protection and privacy around the globe. Similar restrictions have either been implemented or are being considered by other nations. Regulations concerning AI have also been created in the US. A framework for AI has been created by the National Institute of Standards and Technology (NIST), which offers instructions for creating reliable and open AI systems. Guidelines for the use of AI in consumer protection have also been released by the US Federal Trade Commission (FTC). Other nations have also created their own frameworks and rules for AI, like China and Canada. The New Generation Artificial Intelligence Development Plan, which describes China's objectives for the development of AI, was created. The Canadian AI Ethics Framework was created in Canada and offers guidelines for the creation and application of ethical AI. While the necessity for rules and frameworks for AI is becoming more widely acknowledged, so are the difficulties in creating them. Regulations and frameworks must be adaptable enough to take into account new advances because AI is a topic that is developing quickly. Additionally, there are difficulties in international coordination and collaboration since different nations may have different laws and frameworks. In conclusion, frameworks and rules for AI are crucial to ensuring that it is created and applied in a trustworthy and responsible manner. Although there are several frameworks and laws in place right now, the area of artificial intelligence is continuously developing, thus there is a need for ongoing debate and collaboration to make sure that laws and frameworks are still effective.

The world's most valuable and dominant internet companies are based in the US, but the nation’s unproductive lawmakers and business-friendly courts have effectively outsourced the regulation of tech giants to the EU. That has given tremendous power to Didier Reynders, the European commissioner for justice, who is in charge of crafting and enforcing laws that apply across the 27-nation bloc. After nearly four years on the job, he’s tired of hearing big talk from the US with little action.
Ahead of his latest round of biannual meetings with US officials, including attorney general Merrick Garland in Washington, DC, tomorrow, Reynders told WIRED why the US needs to finally step up, where a probe into ChatGPT is headed, and why he made contentious comments about one of the world’s most prominent privacy activists. His bicoastal tour began with a Waymo robotaxi ride through San Francisco (he gave it a rave review) and include meetings with Google and California’s privacy czar.
On the Costs of US Inaction
It’s been five years since the EU’s stringent privacy law, the GDPR, went into effect, giving Europeans new rights to protect and control their data. Reynders has heard a series of proposals for how the US could follow suit, including from Meta CEO Mark Zuckerberg and other tech executives, Facebook whistleblowers, and members of Congress and federal officials. But he says there has been no “real follow up.”
Although the US Federal Trade Commission has reached settlements with tech companies requiring diligence with user data under threat of fines, Reynders is circumspect about their power. “I'm not saying that this is nothing,” he says, but they lack the bite of laws that open the way to more painful fines or lawsuits. “Enforcement is of the essence,” Reynders says. “And that's the discussion that we have with US authorities.” Now Reynders fears history is repeating with AI regulation, leaving this powerful category of technology unchecked. Tech leaders such as Sam Altman, CEO of ChatGPT developer OpenAI, says they want new safeguards, but American lawmakers seem unlikely to pass new laws.
“If you have a common approach in the US and EU, we have the capacity to put in place an international standard,” Reynders says. But if the EU’s forthcoming AI Act isn’t matched with US rules for AI, it will be more difficult to ask tech giants to be in full compliance and change how the industry operates. “If you’re doing that alone, like for the GDPR, that takes some time and it slowly spreads to other continents,” he says. “With real action on the US side, together, it will be easier.” 
On ChatGPT’s Data-Gobbling and Policy-Lobbying
ChatGPT is in the crosshairs of both privacy and AI-specific regulatory efforts.
OpenAI in April updated its privacy options and disclosures after Italy’s data protection authority temporarily blocked ChatGPT, but the conclusions of a full investigation into the company’s GDPR compliance is due by October, the country's regulator says. And an EU-wide data protection task force expects by year’s end to hand down common principles for all member nations on dealing with ChatGPT, Reynders says. All that could force OpenAI to make further adjustments to its chatbot's data collection and retention.
More broadly, while OpenAI’s Altman has supported calls for new rules governing AI systems, he has also expressed concern about overregulation. In May, headlines thundered that he had threatened to pull services from the EU. Altman has said his comments were taken out of context and that he does want to help define policy. Reynders says Altman has significant business incentive to make nice with the EU, which has about 100 million more people than the US. “We have asked to have all the major actors in the discussions,” Reynders says. “We want to know their concerns and to see if we will solve that in legislation.” He insists that OpenAI shouldn’t fear new AI rules. “I've seen the origin of OpenAI. It’s quite the same idea—to develop new technologies, but for the good,” Reynders says.
But there is at least one area where he would like to push back. Reynders would like to see more AI technologies such as the text-generation models that power chatbots released as open source software, enabling other entities to build upon them. “We have seen huge investments from big tech like Microsoft—I don’t know how much, but certainly more than $10 billion,” Reynders says. “But is it possible to have an open market? Is it possible to see startups and many other companies taking part? To do that, open source is maybe an important element.”
On Meta’s Viral Twitter-Killer Threads
Meta has not launched its new social media app Threads in the EU, due to unspecified regulatory concerns, and Google this week finally launched its chatbot Bard in Europe after months of working on regulatory compliance. While Reynders hasn’t talked with Meta about its situation—he jokes that “maybe with my services, they will be on board”—he says the EU wants to have all major services available to its citizens.
But having Bard and Threads in full compliance with GDPR is first priority for the EU, he says. He recognizes that user-supplied data helps tech companies train the AI systems that are increasingly central to all platforms, but he says there must be transparency about that process and limits on holding on to data.
On Citizens Suing Over Rogue AI
Reynders has proposed legislation that would allow people harmed by AI systems to win compensation from technology developers. He says European lawmakers want to first pass the AI Act’s comprehensive regulations on AI systems, but that the liability proposal can’t wait long, because EU parliamentary elections next June could reshape the bloc’s priorities.
He also plans to urge tech companies to voluntarily comply with yet-to-be-passed rules such as the AI Act, which likely won’t take effect for a couple of years. For instance, images and videos generated with AI should have watermarks reflecting their origins, Reynders says. He also believes chatbots should be barred from answering questions on certain sensitive topics, and that hidden uses of AI in society should be disclosed to users.
On Transatlantic Data Transfers
Reynders’ US visit coincides with a joint win for EU and US officials. They finalized the third—and they hope, final—agreement allowing companies to store EU citizens’ data on US servers. Reynders says the deal deliberately does not force companies to store data in the EU, where cloud storage capacity is relatively limited. “Store your data locally if it's needed for your business,” he says. “But if you need to transfer, we try very hard to be sure that the protection is traveling with the data, but that you have the opportunity to transfer the data.”
Two previous transfer agreements have been rejected by the EU’s top court for failing to adequately protect against US authorities prying into the data. Both those challenges were lodged by Austrian privacy activist Max Schrems, and the cases are known as Schrems I and II. Reynders this week bemoaned that some groups had built a business model around bringing cases to the EU Court of Justice. Schrems’ nonprofit organization NYOB, short for none of your business, then demanded an apology for what it described as false allegations.
Reynders tells WIRED he intended only to highlight that he had no doubt that the new agreement would end up in court. “I regret it was a sad impression for him [Schrems]. We're happy to have a Schrems III decision, but I’m hoping it will be a positive one,” Reynders says.
Under the new data transfer agreement, Europeans can file complaints about US intrusions into data with their local authorities, who after a series of steps could bring the issue to a new data protection court in the US. “My plea, again, is why not to test the new system before singing about any discussion before the Court of Justice,” Reynders says.
On Revenge Porn and Cookies
Reynders’ tech agenda in the final year of his term includes updating laws and enforcement policy to tackle common digital abuses and gripes that can evade established mechanisms.
European lawmakers are in the final stages of passing a proposal by Reynders to criminalize some forms of online harassment and abuse that often target women, such as posting of intimate photos and videos without consent. Whether revenge porn or deepfake nudes, “we need to explain that it's a crime to take part in the use of those kinds of elements,” Reynders says. The proposal came about after more sweeping efforts to broaden anti-discrimination and anti-harassment laws to cover religion and other characteristics failed to win support across EU countries, he says.
Reynders is also working on getting tech companies to address “cookie fatigue,” the phenomenon of being bombarded with pop-ups asking for consent to use cookies to store your data when browsing the web. While EU rules have led to the proliferation of the notices, Reynders wonders whether the system couldn’t be simplified. “Maybe it’s a dream, but is it possible to ask you once, you agree or not?” he asks.
How browsers and websites would work together to make that possible is under discussion, Reynders says. “Proposals are coming from different actors,” he says, adding that he hopes to see firm ideas take shape later in the year. For now, EU web surfers will have to keep on clicking.

The Schools Bill
The Schools Bill had its first reading in the House of Lords on the 11thMay and is due for second reading on the 23rd May 2022.
This Bill is not based on a demonstrable need, is not based on reliable research and at no point has the DfE evidenced the need to register and monitor home educated children. Crucially, around ¾ of respondents to the consultation about these proposals made clear that they did not support registration.
If enacted, this Bill will be an abusers’ charter leading to ready dentification of victims of domestic abuse and those in witness protection programmes, possibly leading to injury or death.
The Bill would introduce a mandatory requirement for any parent whose child does not attend school full time, including home educating families, to register with their local authority. The parent would be obliged to provide:
(a) the child’s name, date of birth and home address,
(b) the name and home address of each parent of the child,
(c) such details of the means by which the child is being educated as may be prescribed, and
(d) any other information that may be prescribed.
2) any other information the local authority consider appropriate.
If a parent fails to provide this information, or provides incorrect information, the parent must be served with a notice requiring that they satisfy the local authority as to any information it requires and failure to do so can lead to fines or imprisonment for up to 51 weeks.
In addition, all education providers would be required to provide details in a and b on request of a local authority under threat of fines, suspension of their business, or inability to continue to trade.
Local authorities will be under a legal duty under this Bill to provide the Secretary of State (in practice the DfE) with information from their register relating to individual children.
Local authorities will be given the power to share that information at their own discretion for the purposes of promoting or safeguarding education with no apparent restriction on that sharing.
This Bill makes no allowance for parents who do not hold the required information, or for whom disclosure of the information constitutes a serious risk to heir safety and that of their children.
We know that a determined abuser can and will access data; we know that local authorities disclose data relating to home educated children regularly, in one case a list of names and contact details of every local home educated child.
We know that the ICO carried out an audit in late 2019-20 of the DfE and found that policy on learners’ records was, “designed to find a legal gateway to ‘fit’ the application”. There were insufficient controls, oversight, or lawful basis. And “the DfE are not fulfilling the first principle of the GDPR, outlined in Article 5(1)(a), that data shall be processed lawfully, fairly and in a transparent manner.”
We know that as recently as 17th May 2022 the DfE had to apologises to academy finance staff over what it referred to as a ‘data blunder’.
In short, we know that data is not safe in the hands of local authorities or the DfE and when data is not safe, parents and children are not safe.

Regarding "data blunders", it is already routine for LAs to accidentally provide large amounts of private data on home educating families to random people.

More thoughts on the Rusty Quill call-out post
I found myself typing a more detailed response to the Rusty Quill call-out post, but it's just such a poorly argued mess that I can't take it seriously. There are just so many statements that just aren't supported in the post itself. There's a lot of ominous-sounding fluff.
They claim RQ is aggressive, but the most aggressive example they give is a third-hand account of one person yelling at another on the phone. They allegedly threatened to sue people--okay, who, and over what? How far did it get? I guess it's not important, because they don't bother elaborating.
They claim the average rate for sound designers is $60, apparently based on one of the editors polling people on Tumblr, without bothering to account for salary differences in the UK. Or bothering to convert currencies.
They also didn't know how the GDPR worked. The part where they complain about not having contact info for actors? It was literally illegal for them to hold onto that info without permission.
Probably the silliest argument is this one: "Instead of putting in the work with their original shows, shows full of stories and characters fans have already become attached to, they’re pulling back and returning to what is profitable and nostalgic." What is TMA if not "a show full of stories and characters fans have already become attached to" ?
With this level of research and analysis, it's extremely difficult for me to trust what they're saying, especially when they're going on Twitter claiming anyone who disagrees with them doesn't care about workers. That's a pretty handy way to shut down criticism, isn't it?
I don't know what RQ's employees would be paid to work for other podcast companies. I don't know how creators in their network feel about the cut RQ takes of ad revenue--clearly it seemed worth it at the time they signed up, and I'm assuming none of them are so stupid they didn't bother to compare rates from other networks. What I do know is that the post fails basic principles of journalism, makes shoddy arguments, and uses cheap tactics to persuade readers.
Some people have complained that skeptics of the call-out post are nitpicking. However, if I'm going to trust someone whose main sources are all anonymous, I need to know they're credible. Very little in the post strikes me as credible.
My hope is that more people in the industry will discuss their pay and ad revenue deals, especially UK based workers. If RQ is that much worse than other companies, I'm happy to hear about it. But when a post shows so much evidence of bias and so little evidence of credibility, I'm not going to take it at face value.

Data Protection Act in India is a law that provides for the protection of personal data. It was first introduced in 2007, and it has been revised multiple times since then. In this article, we will discuss what the proposed Data Protection Act in India includes and how it compares with GDPR.
Data Protection Act in India
The Data Protection Act, 2018 is the primary legislation governing data protection in India. It sets out the principles that organizations should follow to ensure that their personal information is handled with care and security.
The bill was passed by Parliament on March 27, 2018 and came into force on April 1, 2018.[1] It replaced the previous Personal Data Protection Bill, 2012 which had been in effect since July 1, 2012.[2] This second draft was made public by Home Minister Rajnath Singh after intense lobbying by civil society groups who felt it did not go far enough in protecting people's privacy rights.[3][4][5][6]

A. What is personal data?
Data is any information that can be used to identify or contact an individual, such as name, address and email id. Personal information includes names, addresses and contact details of individuals; biometric data such as fingerprints and iris scans; financial information (such as credit card numbers); health records; genetic characteristics/proteins in blood samples etc., etc., which can be used for identification purposes by an individual or group of individuals. Sensitive personal data are those which relate to racial or ethnic origin, political opinions or religious beliefs of an individual; criminal history including mental illness or disability; sexual orientation/identity (e.g., gay/lesbian).

The second point of focus is the ‘Personal Information’. This means any information that specifically identifies an individual, such as his/her name, date of birth and address. It also includes anything else which can be used to identify an individual (e.g., fingerprints or facial features).
The term ‘sensitive personal data’ has been defined in Section 2(1)(b) as follows:
"Sensitive personal data" means any information relating to an identified or identifiable natural person who can be directly or indirectly traced back to him/her by means of such information."

The third point of focus is on the “Sensitive Personal Data”. This is information about race, religion, caste, tribe, ethnic origin or political opinions. It also includes philosophical beliefs and union membership.
In India there are two types of sensitive personal data - namely genetic data (including DNA), biometric information such as fingerprints or iris scans etc., national identification numbers issued by a central authority such as Aadhaar card issued under Section 7(1) of Aadhaar Act 2016 which has been put in place by Government through its Rule making power under Article 239B(1) in order to establish an identity management system across various government departments and agencies including UIDAI (Unique Identification Authority of India). Therefore every authority must ensure that they comply with this law while collecting any kind of sensitive personal information from individuals who are involved in the process

The proposed Data Protection Act in India is similar to GDPR in that it has a broad definition of personal data and sets out a number of principles for protecting the same. However, there are some key differences between these two pieces of legislation:
The proposed Data Protection Act excludes “sensitive data” from its scope (which would include ethnic origin and religious belief). While this may seem like an advantageous feature at first glance, it could actually prove problematic if you need access to sensitive information about your clients or employees. For example, if someone were being treated for cancer and needed their diagnosis recorded on their file as part of their treatment plan—and that information was deemed too important not just for them but also anyone who might come across it later on—your organization would likely be required by law to keep such details private so only those involved with treating them could access them safely.
