A noblewoman from House Costayne, Elinor was one of the three 'Black Brides,' along with Lady Jeyne Westerling and Princess Rhaena Targaryen.
Elinor had three children with her first husband, Ser Theo Bolling. He was arrested by Maegor's Kingsguard and executed as he was accused of conspiring with Queen Alyssa to put Jaehaerys on the throne.
After seven days of mourning, Elinor was summoned to wed Maegor. The king forced Elinor's sons' at the wedding so she would play her part in the ceremony. According to one tale, Elinor scratched Maegor's back to bloody ribbons as they coupled.
Elinor's sons were sent away after she wed Maegor. Her eldest was fostered at the Eyrie, her second son to Highgarden, and her youngest was given to a wet nurse.
When Tyanna admitted to poisoning Alys Harroway during her pregnancy, Tyanna promised the same would happen to Elinor.
Tyanna had been telling the truth. Elinor had given birth to an eyeless stillborn with small wings.
Elinor was one of only two wives who survived the king. The other was Rhaena Targaryen.
After the death of Maegor, Lord Daemon Velaryon proposed that King Jaehaerys marry Queen Elinor to reconcile with Maegor's supporters, but nothing came of that proposal.
After Jaehaery's ascent, Elinor left King's Landing dressed in the robes of a penitent. She visited her two elder sons at the Eyrie and Highgarden before retiring to her father's seat at the Three Towers with her youngest son.
Later, King Jaehaerys commanded Elinor to go forth and spread his Doctrine of Exceptionalism to the peoples of the Seven Kingdoms, as well as the goodness of Jaehaerys and Alysanne, becoming one of the Seven Speakers.
Her queenly clothes became shabbier and more threadbare each day, and she eventually gave up all claims to nobility, becoming Mother Elinor at the great motherhouse in Lannisport

Queen Ceryse Hightower was a noblewoman from House Hightower and was the daughter of Lord Manfred Hightower of Oldtown. Her maternal uncle was one of the High Septons during the reign of King Aegon I Targaryen. She eventually married Prince Maegor Targaryen, becoming his first (of many) wives.
Queen Alys Harroway was a noblewoman from House Harroway during the reign of kings Aegon I, Aenys I and Maegor I Targaryen. She was the daughter of Lord Lucas Harroway of Harrenhal and Maegor's second wife.
Queen Tyanna of the Tower, also known as Tyanna of Pentos, was a courtesan from Pentos who married King Maegor I Targaryen, becoming the third of his six wives. Tyanna was a pale beauty with black hair the color of a raven. Her name may come from the fact that Pentos is known for its square brick towers. Tyanna is said to have dabbled in sorcery and alchemy. She is remembered as a black-hearted woman who was hated and feared.
Queen Rhaena Targaryen was forcefully married to her uncle, King Maegor I Targaryen, who had usurped and killed her husband Aegon, becoming one of his Black Brides. She had lively lilac eyes and silver-gold hair. At eighteen, Rhaena was considered brave, fierce and headstrong. As an adult, she was sometimes stern and sometimes shy, frequently brooding. Rhaena had no interest in other people's children, but was possessive of her own, and of people she loved. She was furious when betrayed, and scornful of those she did not trust.

The Crown of the Avenging Queen per Alliance Elinor Costayne

While I truly believe Maegor never cared enough to make any of his queens have a coronation (the maximum I give him is ordering a portrait of him with his wives in which they have to hold on to him) I think Elinor Costayne was able to have the right to a crown not as a queen dowager but as the queen who allegedly killed Maegor and therefore freed the path for Jaehaerys.
Elinor had been considered a candidate to marry Jaehaerys since she was still young and had proved her fertility; even if they never married I believe they were good friends since Jaehaerys and Alysanne provided for her and Elinor was willing to preach the Targaryen Exceptionalism Doctrine.
I like to believe that before embarking on her travels throughout the Seven Kingdoms Elinor had a crown for herself given by Jaehaerys and Alysanne as a way of saying thanks for having supported them as a Queen per Alliance. Much more recognition than she ever got from Maegor.
Interesting enough is that despite being the youngest of the Black Brides of Maegor I, she's usually counted as the fourth wife instead of fifth.
I think it's counted that way since she was the first one Maegor picked due to maybe already knowing about her as Elinor's first husband Theo Bolling had been one of Maegor's own champions and because of her three sons - as she had more children than Jeyne and Rhaena-. It's obvious Maegor set up Theo to accuse him of betrayal in order for Maegor to have Elinor. Maybe after Rhaena, Elinor was one of the wives Maegor wanted the most since Maegor let her youngest (a baby) be around her even though she couldn't breastfeed him and as he could have settled simply over Jeyne and Rhaena, but he picked Elinor whom he already knew; however this does not mean he actually loved her; and also Maegor didn't try to kill Elinor after her son turned out to be a stillborn as he did with Alys Harroway and would have done with Jeyne Westerling had she survived.
In the end, I think Elinor chose to become a septa in order for herself to distinguish herself from Maegor and find inner peace after everything she went through and create a legacy of her own.
...
This makes us see that if Jaehaera had lived but not been crowned as the Dance of the Dragons had already been won by Aegon III, she could have gone anywhere else and just for the sake of their alliance be declared Queen per Alliance.

since ladies-in-waiting obviously exist in concept in the ASOIAF world, do you think that Queen Visenya, Queen Rhaenys, Queen Alyssa, and Maegor's wives had them?
personally, i like to headcanon that Argella Durrandon, the daughters of Edmyn Tully, Alarra Massey, and the wife of Daemon Velayron served as ladies-in-waiting at Aegon I's court at some point.
i also headcanon that Ceryse Hightower was a maid-of-honor before her marriage to Maegor, and Alys Harroway was a maid-of-honor to Ceryse AFTER Ceryse's marriage, which is how Alys caught Maegor's attention (as if Maegor didn't already have similarities to Henry VIII).
(still headcanons) when Maegor was king, Alys' sisters served as ladies-in-waiting/maids-of-honor to her, and i think Elinor Costayne could've been a lady-in-waiting to Alyssa Velayron at some point.
oh btw, a maid-of-honor is basically the same as a lady-in-waiting, however maids-of-honor are unmarried and usually younger, while ladies-in-waiting are married or widowed and usually older
