Svartalfr - The Dwarfs of Svartalfheim

Sorry this is pretty rough to look at, I kinda made this in a rush. Not because I HAD to do this quickly, it's just that this concept was rocking around in my head and I wanted to jot it down to go with this descriptor. So in "That Time I Got Reincarnated as a Slime", or Slime Isekai moving forward, there's a character that really captivated me; Gazel Dwargo, the Dwarf King. A King that's as tall as a normal human. It's certainly odd, and it made me wonder if a tall Dwarf was just an invention of a light novel or if there is some kind of president for it. I won't bore you with my quest into how the concept of language changes over time and will get to the funky word in the title: Svartálfar. Which translates from Old Norse to "Swarthy Elf". So why am I calling it a Dwarf? Well, cause Norse Cosmology already have "Dökkálfar", or "Dark Elves". Not only that, but Svartálfar also seems to be synonymous with the word "Dwarf". Which is the inspiration for this subspecies of Dwarf I'm pushing personally. Of these taller, say 5-6ft tall Fey-Dwarfs that mine through the mountain like your typical Dwarfs. They have a strong connection to stone and forging, but they're added natural affinity to spellcasting makes them amazing Enchanters. A Dwarf trained in the art can make magic items that are sought after by other races. In a D&D sense, they'd probably give a +2 to Strength and +1 to Wisdom, with Wisdom being a spellcasting stat for a few spells. "Hark," I hear you cry, "Jac, it sounds like you just wanna justify having Dwarfs being sexy men and beautiful amazons." And...you're right. :V

    The Story So Far
  During a random act of violence, Mikami Satoru, a humble office worker, is fatally stabbed and his dying thoughts are interpreted as wishes for his next incarnation. He reincarnates in another world in a body that matches these wishes: a lowly slime, one of the weakest monsters around. However, with his two Unique Skills (Great Sage and Predator), he begins exploring his environment, absorbing other monsters and gaining their Skills, and quietly growing stronger.
  The humble slime meets Veldora the Storm Dragon, a primordial being of immense power. The two strike up a friendship and exchange Names. Newly dubbed “Rimuru Tempest,” the slime agrees to help Veldora escape his centuries-long imprisonment by absorbing the dragon and studying the magical seal, Unlimited Imprisonment, that was placed upon Veldora by the Hero.
  Veldora's disappearance sparks huge consequences because the Storm Dragon is no longer able to protect the Great Forest of Jura, which he claimed as his territory. The monsters of the forest scramble to establish a new pecking order while neighboring nations investigate, and Rimuru — through random acts of kindness — finds himself responsible for protecting a growing new nation of demihumans such as Goblins, Ogres, Orcs, and Lizardmen.
Along the way, Rimuru befriends Humans and Dwarves and draws the attention of the powerful Demon Lords. The humble slime also comforts a dying hero, Shizue Izawa, and inherits her will and the ability to mimic a human form. After foiling the Demon Lords' plots to unleash the Orc Disaster and Charybdis — beings of world-shaking power — the first season concludes with Rimuru rescuing Shizue's students from certain death and returning home to lead the fledgling nation known as the Jura Tempest Federation.

    Magic and Magicules
  The world of That Time That I Got Reincarnated as a Slime is a high fantasy setting in which magic is ever-present, powered by microscopic magical particles known as “magicules.” Beings of great power — such as Demon Lords, human Heroes, and Veldora — also possess intense concentrations of magicules, and using their Skills depletes their magicule reserves, which take time to replenish.

    Names and Skills
  The inhabitants of this magical world (including Rimuru) demonstrate uncanny abilities known as Skills, which allow them to perform magical feats that defy the conventional laws of physics. Extra Skills and Unique Skills are more powerful, and different Skills can be combined into new Skills with greater potency.
For monsters, possessing a Name conveys great power, potentially granting new Skills and/or causing the monster to evolve into a new form. For example, when he receives the name of “Geld” from the majin Gelmud, the leader of the Orcs is promoted to Orc King and gains the “Starved” skill.

    Demon Lords
  Towering above most other beings are the Demon Lords, a group of inscrutable beings of immense physical and magical power. Some Demon Lords are malevolent, while others are less openly hostile, but all of them possess strength that is capable of re-shaping the world. It is possible for a less powerful being to become a Demon Lord, a process which Ramiris describes as a “fall from grace,” although the exact process of creating a new Demon Lord has not yet been fully revealed.

    Heroes
  Rimuru Tempest – the protagonist of the show, a humble general contractor turned super-humanly powerful slime. Rimuru's “Great Sage” and “Predator” Unique Skills allow him to absorb and analyze practically anything.
  Veldora Tempest – a primordial Storm Dragon, Veldora Tempest is currently tucked safely within a pocket dimension inside Rimuru's stomach while the two of them attempt to undo the Unlimited Imprisonment seal that was placed upon the dragon. Veldora's absence from the material world kicks off the events that eventually lead to the formation of the Jura Tempest Federation.
  Shizue Izawa, aka Shizu – a hero known as the “Conqueror of Flames”, Shizue was summoned to this world by the Demon Lord Leon Cromwell and bonded with the superior spirit, Ifrit, granting her the power to control flames. Shizue eventually dies of old age, but she passes on her will, memories, and appearance to Rimuru, who absorbs her as her final request.
  Ranga – formerly a Direwolf, Ranga evolves into a Star Tempest Wolf through his service to Rimuru. Ranga leads his pack and serves as Rimuru's primary bodyguard, and he is a very good boy, yes he is.
The Goblins – After being granted names and evolving into Hobgoblins and Goblinas, the inhabitants of Goblin Village along with their Direwolf companions are the first ones to band together under Rimuru, eventually transforming their humble rural village into a mighty nation.
  The Ogres – Although few in number after their village is slaughtered during the Orc invasion, when granted names the Ogres evolve into Kijin and voluntarily choose to serve under Rimuru, finding a strong sense of purpose in their new roles as warriors, spies, and court advisors.
  The Lizardmen – A proud, swamp-dwelling people, the Lizardmen evolve into Dragonewts after Rimuru saves them from the Orc invasion and grants them names. They use their fishing, hunting, and gathering skills to provide food-stuffs for the Jura Tempest Federation, and key members such as Gabiru and his sister Soka also help with research and espionage, respectively.
  The Dwarves – Led by the Hero King Gazel Dwargo, the Dwarves of the kingdom of Dwargon are a sturdy and industrious people. After an initial misunderstanding, Rimuru gains the aid of Kaijin, a master craftsman, and Vesta, a brilliant researcher, as well as the three brother artisans Garm, Dold, and Myrd, who all take prestigious positions in Rimuru's capital city.
  The Orcs – After Rimuru brings the Orc invasion to an end by absorbing the Orc Disaster Geld, the Orcs are allowed to join the Jura Tempest Federation under the leadership of Geld's son, who inherits his father's name. With their great strength and physical endurance, the Orcs provide an excellent labor force, building roads and aqueducts for the Jura Tempest Federation.
  Demon Lord Milim – One of the most physically strong Demon Lords in existence, Milim surveys the Jura Tempest Federation out of idle curiosity and ends up befriending Rimuru, who keeps her volatile, childish personality mollified with snacks, sweets, and plenty of praise.
  The Free Union Guild – An organization of adventurers based in the neighboring country of Ingrassia, the Free Union Guild is led by Grandmaster Yuuki Kagurazaka, another transplant from Japan. Rimuru wins Yuuki over with the power of pop culture: an unlimited supply of manga drawn from Rimuru's memories, and so the Jura Tempest Federation and the Free Union Guild remain on good terms.
  Shizue's Students – Kenya Misaki, Ryota Sekiguchi, Gale Gibson, Alice Rondo, and Chloe Aubert are children who were summoned to this world from Earth, but their small bodies can't contain the magical energies bonded to their souls by the summoning process. With the help of Demon Lord Ramiris, Rimuru saves their lives by encouraging superior spirits to dwell within the children, allowing them to regulate their powers and fulfilling Shizue's dream of protecting them.

    Villains
  Demon Lord Leon Cromwell – Formerly a human summoned to this world to act as a Hero, Demon Lord Leon Cromwell is in turn responsible for summoning Shizue Izawa and bonding her with Ifrit. His current whereabouts and plans are unknown, although he and Rimuru seem destined to clash.
Demon Lord Clayman – A manipulative schemer responsible for unleashing the Orc Disaster on the Great Forest of Jura, Clayman's current plans have been foiled by the intervention of Rimuru, but the Demon Lord seems unconcerned with this defeat and has plenty of other plots at his disposal.
The Moderate Harlequin Alliance – Mysterious masked beings that claim to be an independent faction, the Moderate Harlequin Alliance were last seen doing Clayman's bidding and manipulating Phobio, an underling of Demon Lord Carrion, into unleashing Charybdis upon the world. Never trust a clown in a face mask.
The Orc Disaster – A tragic figure driven by unquenchable hunger, Geld the Orc Disaster was an Orc King who was manipulated into invading the Great Forest of Jura in an effort to artificially create a new Demon Lord. When Rimuru defeats and absorbs the Orc Disaster, the intrepid slime also agrees to take on the responsibility of looking after the Orcish people.
  Charybdis – A Calamity-class monster resurrected by Phobio at the urging of the Moderate Harlequin Alliance, this flying creature seemed unstoppable when it challenged the combined forces of the Jura Tempest Federation and a contingent of pegasus riders on loan from Dwargon...that is, it seemed unstoppable until Demon Lord Milim took it out with a single hit.

Jura Tempest Federation
Also known as: Monster Country Tempest
Founder/Ruler: Rimuru Tempest

Layout:
Rimuru had his dwelling built near the cave, at the seat of honor. From there, the houses of the clan lords, followed by that of the commoners were built.
As Rimuru wanted to get it right, the initial map was drawn with utmost precision. Drawing across, with large roads running through the city, this plan is best for overseeing the denizens’ behavior.
There is a special building in the center of town, where all the administrative duties are carried out in this building.
The city's magic circle, to the Sealed Cave, was set up near the gates. At the vacant lot near the guardhouse, to be precise. So in a one in a million chance monsters do pass through the circle, they can quickly deal with them. Bester, however, insists that it is impossible. That is since one needs to recite an incantation to transfer, it is impossible for monsters to use it.
Bester's research lab was built inside the Cave of the Seal. Bester set up a magic circle to the city from the cave, in the place, Rimuru defeated the Black Snake. A transportation magic system circle, to be precise. If one writes two identical circles, one can move between them. Bester then drew a circle inside his house and another inside the cave. And thus, he solved the transportation problem. Bester then proceeded to teach Rimuru, Gabil, and the rest. They were able to move easily between the city and the cave.
Since they were often having banquets a banquet hall was built. It's about the size of a gymnasium and is dome-shaped. The inside has wooden floors with a tatami-floored seat of honor. In the worst-case scenario, since this building can house so many people, it can be used for evacuation purposes. The building is quite large so it had to be built sturdy. The skeleton of it was reinforced with steel, but they are planning on changing that to demon steel eventually.
An entrance to the Dwelling of the Spirit was set up in Tempest. It was originally intended to be in the middle of the city, however, Ramiris abandoned the Dwelling of the Spirit. She wanted to occupy the tunnels Rimuru built to counter the Templars. She's planned on claiming the demon steel used to build it and connecting the tunnel into the labyrinth, she was discovered by Geld.
Rimuru agreed to Ramiris creating a labyrinth where she was to act as the +-manager. And thus the Labyrinth City of Tempest was formed where Rimuru would have the labyrinth generate some profit. Ramiris will live there, and he would get some pocket change from adventurers trying to defeat its forces. Ramiris would receive 20% of the profits. Rimuru had a road from the city laid there. It's a trip that doesn't even take half a day. It is located on the outer perimeter of the city, about 10 km away.
A stable was built nearby. Rimuru wanted to lay rails to transport people and baggage from there, since letting horses and magical beasts into the city would lead to new hygienic problems. Since it's relatively close to the city, an inn here would unlikely to bring many customers. So, they decided to build a motel instead. But if they built a labyrinth there, then an inn would be in order. If they wanted to truly relax, they could always come back to the Capital City of Tempest.
Sanitation:
At first, to lay the plumbing, they had avoided building any houses. For the waterway, they redirected the water from the river. A building was constructed for water pipe control. There, the water is purified and distributed to every household. As for drainage, it is directed into underground sewage. As it is made from wood, they decided to preserve it by hardening it in cement. And, leading away from the city, it will end at a facility where it will be reprocessed into manure.
They have a system for drawing water, a well in every house, so it is a pretty advanced city. They have flushing toilets, there is a need to carry the pumped out water to the toilet in a bucket, but strong monsters don't particularly mind.
There are also those who don't excrete, though.
As one would expect, the forest is full bugs. Since one can't protect oneself against them, there's a chance of catching diseases they carry. Hence, Rimuru built window screens using spider threads, as an insect repellent.
Trade:
Tempest has been steadily trying to become the center of this world's commerce.
Tempest sells their magic potions to the merchant Garde-Myourmiles at 22 silver coins each. And the retail price set there is 25 silver coins. The selling price in Tempest is 20 silver coins. In addition, due to the matter of assisting adventurers, it was decided that the selling price to adventurers in Tempest is also 22 silver coins.
Originally it was possible to get to Tempest on horseback, the same was not true for carriages. They hadn't cleared any trees in the direction of the highway. They didn't want to stand out at the time, but that was before the earlier Orc incident. When the forest calmed down a trade route was created.
Highways were built that connected Tempest to the Brumund Kingdom and Dwargon. When the highway that connected Tempest and Brumund was completed, the merchants of Brumund would have no need to go through the Farmas Kingdom to reach the Dwarf Kingdom. Due to Farmas blocking the flow of goods from Dwargon to Brumund, Tempest is becoming the new center of trade routes.
Kaijin, Bester, Shuna, and Kurobee developed a barrier inscribed on top of demon steel. It uses artificial demon crystals as a fuel source. It's shaped like a cube with a volume of 1 meter. The thickness of the barrier is 50 cm. Thus, it's pretty heavy and hard to carry. But, once one starts it, it will naturally absorb magical energy from the surrounding and continue functioning indefinitely. So when they place this simple magic circle, named “Barrier-kun,” into operation along the 10 km long road securing security along the route.
Steel was discovered in some of the mountain's districts, and they buy it off the high orcs. So Kurobee and Kaijin are using it as a base to create weapons.
Alcohol is one of Tempest's specialties. Thus their alcohol diversity has also increased. They import the wine and produce the beer, along with potato and barley shochu.
Technological Advancements:
According to Gazelle Dwargo with Kaijin and Bester here, the city will become the center of technological development. Due to Rimuru's knowledge from his previous life he is able to give new ideas for technology, such as aqueducts and neatly paved roads.
Customs:
Rimuru established three rules for the inhabitants of the city:
1. Do not attack a human.
2. Do not attack your own.
3. Do not look down on the other races.
The Tempest Resurrection Festival is celebrated once a year.
The Hobgoblins are already quite close to humans, even engaging in business while speaking the human language. That's not all, there are also High Orcs, with knowledge and technique of organizing work corps to establish and maintain roads.
In his free time Rimuru tried baking a handcrafted bowl out of clay, and the children, who saw him, decided to imitate him. As a result, every house now uses such bowls made by children. Moreover, the bowls have gotten rather pretty. There vividly colored, whether using medical herbs or some other dubious method and appear truly grand. A lot of experimentation went into making them.
Foreign Relations:
- Blumund
Blumund wanted to form a cooperative relationship with Tempest. They propose to cooperate to support adventurers on their quest and assist them when they're having problems facing powerful monsters.
Blumund is a small country without much national power, their counter-measures against monsters are insufficient. They somehow cooperated with the Freedom Association, but the association can't be their only means of defense against monsters. Fortunately, there weren't any major damages caused by monsters to date, but in preparation for the future, they wished to form bilateral relations with Tempest. In order for the adventurers to succeed, and to reduce the threat the forest poses, Tempest would need to provide necessities such as beds and supplies for those working in the forest.
In turn, Blumund would try to guarantee certain benefits there and legitimize their identity as a nation. In other words, Brumund promised to recognize Tempest as a legitimate nation of monsters.
In addition, they would mutually stay vigilant about monsters and help each other in times of emergencies. Rimuru saw this as either way, they are supposed to be on guard, but with this, they would not have to worry about Blumund. They will notify and help each other when faced with assaults by powerful monsters.
In the event Blumund had to move a force through the forest, they would be counting on Tempest's cooperation. However, this wasn't something related to monsters. Because, they are to cooperate during emergencies, that also includes when the nation is being attacked. From Blumund's side, they now have a reason to get Tempest to cooperate even without their consent. Blumund feared the Eastern Empire would invade through the forest. In preparation for if that were to happen, they wanted Tempest to become the buffer state. However, if Tempest had a crisis, they would receive aid. Even if the empire ignored Tempest, they would have to send in reinforcements to Blumund.
- Dwargon
Gazelle, The king of Dwargon ventured to Tempest to officially seek to form a non-aggression treaty with Tempest. Also as an under the table deal, he wanted to form a mutual technology research treaty, to share technological advancements. Essentially, Dwargon was recognizing Tempest as an official state, a country with sovereign rights.
It was decided, the country shall be known as the Monsters’ City “Tempest.” They had intended to call it Rimuru, but that was too embarrassing so he forbid it. They compromised down to Tempest.
- Socerer’s Dynasty Sarion
The Sorcerer's Dynasty Sarion has established diplomatic ties with Tempest. In addition, the trade route was built by Tempest. The path also connects them to Dwargon. For the products passing by, there's also the merit of direct import. However, the most important fact is, various technologies such as magic engineering and spirit engineering that flow into Tempest.
- Farmenas Kingdom
A nonaggression treaty was bestowed upon the Youmu by the Demon Lord Rimuru Tempest. In the end, this treaty was used as a pretext as securing postwar investments and indemnity in support of Youmu. The signing of the nonaggression pact between the Rimuru and Youmu signified the end of a war that brought terror to the peoples of the kingdom. While it wasn't spoken, this pact also served to establish the legitimacy of the young hero-king.
- Western Saints Church
After the war with the Knights Templar, Tempest's entire population was admitted as Demi-Human status, allowing them the same treatment as the Dwarves.
The hierarchy of the church accepted and recognize the current status of Tempest's citizens. This was accompanied by us being informed that the Knights Templar would be performing a regular cultural in place of regular compensation.
For the sake of an emergency contact, allowing either party to instantly contact the other, several people were left behind. However, monitoring them is no longer their purpose there.
Above everything else, as additional compensation, they were given a failed experiment of theirs. Basically a set of experimental equipment that they weren't able to complete. As for Hinata's broken sword, they were given that as well, and the few pieces of the spiritual armor that weren't completely destroyed. Analyzing them was fairly simple. At any rate, Rimuru passed over a duplicated sword to Hinata to replace her sword since she was pretty much defenseless. To note, the analysis of the Spirit Armor was actually a major development. Rimuru also had the chance to analyze the Spirit Equipment the knights used.
- Tengu
The Tengu chose to recognize Rimuru's rule over the forest, however, they would not tolerate it if he meddled in their affairs. They chose not to send any assistance to them either. They agreed on a nonintervention pact with each other. However, the privilege of the High Orcs that settles down upon the mountain was acknowledged. They agreed to it seeing as the mountain's blessings were not within their right to claim. For things like mineral ores, it is practical things that are useless for them. So the High Orcs would just be left alone.
Departments:
- Construction and Manufacturing
The construction and manufacturing departments are completely left to Kaijin. He normally specializes in smithing, but after Kurobee joined, he ended up in a managerial position. Kaijin has been completely separated from his field of expertise. However, he had entrusted it all to Kurobee. According to Kaijin, they are still busy with establishing the smithy, but once things calm down, he'll devote himself fully to production.
- War
Tempest follows the volunteer system for their military. Every monster in the city received a gift for Rimuru's evolution. Those specialized in combat acquired individual skills and squad unity skills. Though they are not even ten thousand strong, they can easily crush larger armies. Their only weakness is their small numbers. Since they can't easily increase their numbers, that may cause problems down the line.
- Intelligence
Souei has been installed as Rimuru's Shadow and Tempest's Spymaster. To assist with this effort, Rimuru has afforded him the use of members of the Black Corps and The Moderate Clown Troupe as well as his own Shadow Squad to carry out this directive. Techniques that involve espionage, torture, assassination, piracy, and any other necessary evil for the safety of Tempest has been authorized for this department.
Rimuru has also authorized the inventors (Vesta, Kaijin, and Kurobee) to develop and create items and devices that are useful in this responsibility. The observation room in the Labyrinth, cameras, listening devices, recording devices as well as a single steel thread that constantly connects through interdimensional space, Souei with Rimuru for communication and location purposes in case of an emergency.
A game has been introduced to the executives of Tempest. Whenever contraband is acquired as spoils of war, the executives will bid on it for personal use with the proceeds going to Rimuru as he doesn't receive a salary and has to beg Myourmiles for spending money. Various war machines have been retooled to be used as racing vessels and is now the hottest hobby in Tempest. Ironically, this went unnoticed by both Souei, the Spymaster and Diablo, the Viceroy.

- Bussiness
Five individuals, Myormiles saw great potential in, chose to follow him to Tempest.
- Publicizing
They are in charge of publicizing items sold by Tempest. They are also in charge of publicizing events (tournament, touring, etc).
Garde-Myourmiles - He is the leader of Publicizing in Tempest. Rimuru often relies on him for publicizing strategies. He is the minister of finance in Tempest. He is also in charge of commerce and public relations.

TenSura – 04 – Rimuru Gets His Team…Then Gets Exiled

One of Rimuru’s iffily-drawn Elven hosts uses a crystal ball to show him who he’s “destined to be with”: the dark-haired young woman who features prominently in both the promo art, OP, and ED, but who has yet to cross paths with the Slime.
When Kaijin’s nemesis Minister Vesta pours beer on Rimuru, Kaijin slugs him, and the whole crew gets arrested, goes to gaol, and does not pass “GO” or collect $200 gets put on trial. We learn that the well-bred Vesta used to be a subordinate of the peasant-class Kaijin.
Vesta uses his largesse to pay off the proxy meant to defend Kaijin, and after a brief trial he is sentenced to twenty years in the mines, and his friends, who did nothing, ten each. However, the Dwarven King Gazel Dwargo, who quietly resides over the proceedings, puts a quick end to the farce.

Dwargo offers Kaijin a place among his ranks once more, but Kaijin has already agreed to join Rimuru. So everyone gets exile instead, and for lying for so many years, Vesta is dishonorably discharged from the king’s service. Vesta once looked up to the king as a boy and dreamed of serving him, but somewhere along the line he lost his way.
As for Kaijin and his three mates, they find a new way: whichever way Rimuru Tempest is headed. They leave the city to meet up with Rimuru’s friends, but King Dwargo senses the power of Veldora within the slime, and orders a stealthy spy to follow him.
All in all, I felt the trip to the great dwarven city to be somewhat underwhelming, even if Rimuru ultimately got what he wanted (artisans for his village). And while there were some interesting character dynamics in play, the trial was still a bit of a snoozer.

Sir Phobio of Lord Carrion’s “Beastketeers” (that name needs work) is still sore over being humiliated by Milim, and he wants some measure of revenge even though he knows he didn’t handle the situation well. He is immediately tempted by two majin appearing before them: Tear and Footman.
Have I ever mentioned that I loathe this particular brand of clown-like anime characters? Well, I do, and Phobio is all too easily suckered into their plans to revive Charybdis, just as Rimuru’s new pal Fuse has everything locked down when it comes to softening the monsters’ image, and Rimuru is planning to build a road to Blumund.

The next day, as Milim returns with the human adventurers with a big new haul, Treyni’s sister Trya appears before Rimuru, warning of the revival of a “calamity-class monster” in Charybdis, escorted by thirteen Megalodons (ancient sharks). The combined threat is on the same level as a Demon Lord; a legitimate threat that will require preparation to defeat.
Milim cheerfully offers to help her bestie out, but Shion, speaking for her Chancellor, insists that Jura Tempest Federation has to deal with its own affiars. That being said, Milim can certainly lend a hand if they run into trouble (odds are they shall) while Rimuru is also relying on his new pal King Gazel Dwargo to back him up. Looks like we’re in for an aerial battle…involving…sea creatures…  ¯\_(ツ)_/¯

TenSura – 15 – Things are Getting Very Official

With the war with the Orcs behind them, the Kijin, Lizardmen, Goblins and Dryads all come together under one roof to hear what Rimuru is going to do about them. After all, he’s now the Chancellor of the Great Jura Forest Alliance…which is actually news to Rimuru!
Improvising, Rimuru decides to not only fully pardon the Orcs, but integrate them into the alliance as a labor force in exchange for food and water from the Lizardmen and Dryads and shelter among the goblins in his town. Benimaru also forgives Geld’s son, as they’re all servants under Great Rimuru and thus no longer enemies.
As for Gabiru, his newly-named and evolved father decides not to execute him, but merely excommunicates and exiles him from Jura. I was kinda hoping Gabiru would move to Rimuru’s village, but he and his groupies seem bound elsewhere. Once insufferably arrogant, he’ll be missed now that he’s learned some humility.

Rimuru proceeds to name every one of the 150k Orcs, evolving them into High Orcs, and progress on his capital accelerates into fill SimCity Mode. But not all of Rimuru’s troubles are gone. The Demon Lord Clayman has fixed his gaze on “the Slime” and intends to challenge him soon, while the Dwarf King Gazel Dwargo arrives in town at the head of a squadron of Pegasus Knights to take the measure of Rimuru via a duel.
Rimuru, sporting some snazzy new threads, accepts the challenge, and Treyni serves as witness. Dwargo proves a formidable opponent, but Rimuru just manages to block his combo strike thanks to the fact they received instruction in swordsmanship from the same master, Hakurou…small world! Convinced Rimuru is not evil, Dwargo and his men feast at Rimuru’s new facilities, and proposes an alliance between Rimuru’s new nation and his Dwarven kingdom.
Rimuru accepts, but he has to name the nation: Jura Tempest Federation. Has a nice ring to it. As for the capital, his admiring underlings name it Rimuru in his honor. Here’s hoping Clayman and whatever other Demon Lords are lurking out there don’t mess it up too bad in the near future.

A Slime's Guide to Building a Nation
Our favorite slime, Rimiru of That Time I Got Reincarnated as a Slime, is on a quest for peace. He may be equipped with incredible power that only grows by the episode, but at the end of the day, he wants to establish a nonviolent community of monsters. He has so far amassed a small village of different species, but following the defeat of the orc lord, the number of monster citizens under Rimuru’s rule has swelled! The dryads have passed on the rule of the Forest of Jura to Rimuru, resulting in the Jura Tempest Federation. It wasn’t Rimuru’s original intention to form a country, but now that’s how things have ended up! With the aid of King Gazel Dwargo, Jura Tempest already has one ally. However, the creation of a country is not an easy one, and there are many challenges ahead.
  Every single nation needs to have a right of rule. You can’t just put up a flag and call the land around you your country. Rimuru has already gotten this, by being marked as the successor to the forest by the Dryads, the former rulers and overseers. An alternative would’ve been a revolution, but Rimuru managed to accomplish sovereignty by being passed the right to rule from the former rulers. As a result, since everyone already acknowledges the dryads, their choice is a firm and serious one, even if their choice is a slime. That will make other nations pay attention, but it's not enough to convince them to be peaceful.
    Rimuru’s new country is a country of monsters, beings that through nearly every convention of fantasy, are antagonistic to humans. Early on, he’s established that one of his main rules is that his citizens shouldn’t go out of their way to harm humans, or antagonize other races, both of which will be good for long-term nonviolence. However, that doesn’t change the perception of monsters that many have. To adventurers, monsters are something to be fought, destroyed, or controlled. The idea of a group of peaceful monsters is already one that would sound strange to most humans in this world—but, more crucially, the idea that monsters have managed to organize themselves into a government is even stranger. Such an odd country suddenly appearing out of nowhere won’t be taken lightly, but seen as a potential threat. Other nations might not be as reasonable as Dwargo and could launch an attack.
  One of the fundamental things Rimuru has established is the always important element of military strength. Even if a nation is at peace and is intends to stay at peace, they still need the assurance that they can defend themselves. At this point in time, all the citizens seem to be content with the ruling system, so there isn’t much that has to be done in terms of keeping the peace internally. That leaves the fact that other countries might try to encroach on them, either out of fear of the monsters or because they want to expand their borders. There needs to be some way that Rimuru can repel those threats, to make sure that no other sovereign nation will harm their citizens. Under his banner, Rimuru has already adopted the direwolves, the goblins, the kijin, and now the orcs and dryads, all of whome have become more powerful after receiving names. By defeating the Orc Lord, Jura Tempest has proven itself to be able to handle threats, and so they have established themselves as having the military might to back up their claims. This would prevent any nation thinking they could just easily overrun Jura Tempest to get rid of the problem.
  Sheer firepower is not enough on its own, however. Just because a country has a strong military doesn’t mean that its neighbors have to get along with it. There could be a tense, hostile relationship between countries, instead of the peace that Rimuru pursues. In order for this to happen, a show of good faith is necessary, usually through an ambassador. An ambassador will be able to spread awareness of Jura Tempest and its mission. Instead of opening with military might, opening with diplomacy usually sends a message of peace and nonviolence. The ambassadors will also be able to see what sort of society these other countries have, and provide advice on how Jura Tempest can adapt a strategy to deal with them. Most importantly, opening a conversation will show that there is no ill will, and if friendship isn’t attainable, at least mutual cooperation is.  
  Diplomatic relations are what continue on and enhance a relationship between two sovereign nations, but what usually starts up an in depth conversation is if one of the countries has something that the other needs. Jura Tempest has been established as a peaceful nation, but people wouldn’t leave them alone out of the goodness of their hearts. Rimuru himself has two potential assets; one being magisteel, and the other being restorative potions. Thanks to him waking up in Veldora’s cave, Rimuru already has both stockpiled in his being, which he can then replicate and make physical with his abilities. The first one, magisteel, is something that can be used to make weapons. The particular kind of ore that Rimuru is familiar with is a special, high quality one that can very easily make sturdy weapons. A nation known for high quality weapons would attract skilled adventurers that need better quality weapons than they already have. The other, potions, are used to heal major injuries. These are also a key part of adventuring, and the Dwarven King already noted that Rimuru’s potions are particularly high quality. Both are valuable items, but, more importantly, they’re rare items due to their quality. That rarity will create a demand, and that demand can be used to foster mutual trade between other nations.
    Of course, none of these points are easily accomplished, and the creation of a country is far more complex than what can be laid out here. Creating a long-term nation and establishing relations takes time. It can be months, even years before Rimuru truly creates a country of peace. There’s plenty of unknown potential hindrances, such as other countries and factions like the Demon Kings. It may be a slow journey, but it’s no doubt one that’s necessary. I for one, can’t wait to see what happens to Jura Tempest in the future!
