WASHINGTON: US senators are very close to reaching a deal on legislation to sanction Russia over its actions on Ukraine, including some measures that may take effect before any invasion, two leading senators said on Sunday. Senators Bob Menendez, the Democratic chairman of the Senate Foreign Relations Committee, and James Risch, its top Republican, hoped to move forward on the bill this week. "I would describe it as that we are on the one-yard line," Menendez said on CNN's "State of the Union," using an American football reference meaning very close to the goal. There is strong bipartisan resolve to support Ukraine and to punish Russia if it invades Ukraine, Menendez said. Asked if an agreement will be reached this week, he said, "I believe that we will get there." Senior Biden administration officials will hold a classified briefing for all U.S. senators on Thursday, a Senate aide said. Congressional leaders had requested a briefing on the situation. Russia has been building up its forces on Ukraine's borders for months and has demanded NATO pull troops and weapons from eastern Europe and bar the former Soviet state from ever joining the U.S.-led military alliance. Ukrainian President Volodymyr Zelenskiy supports immediate action and has criticized the West for waiting to impose more damaging sanctions. The Senate bill would target the most significant Russian banks and Russian sovereign debt, as well as provide more U.S. military assistance to Ukraine. Some of the sanctions in the bill could take effect before any invasion because of what Russia has already done, Menendez said, including cyber attacks on Ukraine, false flag operations and efforts to undermine the Ukrainian government internally. More crushing sanctions would follow if Russia invades, he said, "but the lethal aid would travel no matter what." There are still areas of disagreement between senators from the two parties, especially over whether to impose sanctions on the Nord Stream 2 natural gas pipeline. "We're working on that. I think that's going to be the last T-crossed, I-dotted before we put them all across the finish line," Risch said. Ukraine is asking for both actions - sanctions right now and more after any invasion, Kyiv's ambassador to the United States, Oksana Markarova, said on CBS' "Face the Nation." Markarova downplayed the simmering tensions laid bare on Friday when Ukrainian President Volodymyr Zelenskiy accused the United States of fueling panic over a possible Russian invasion. "There is no friction," she said. "We can have difference of opinions" but the United States is Ukraine's strategic partner and friend and relations are at their highest level in decades. Trump: Impeachment looms as Democrats push for votes

Democrats in the House of Representatives are pushing for votes to impeach President Donald Trump in the Democratic-led House over his effort to pressure Ukraine to investigate his political rival and Democrat, Joe Biden. Trump faces one charge of abusing his power by asking Ukraine to investigate Biden, a leading Democratic contender to oppose him in the 2020 U.S. presidential election, and one of obstructing Congress' investigation into the matter. The president has denied wrongdoing and accused Democrats of a baseless and politically-motivated bid to oust him from power. The House is likely to take up impeachment on Wednesday, setting the stage for a vote this week on whether to approve the charges and send the matter to the Republican-led Senate to hold a trial on whether to remove Trump from office. Democrats, who enjoy a 36-seat majority in the House, are expected to win an impeachment vote, which requires a simple majority. Republicans hold 53 of the 100 seats in the Senate, where they appear likely to prevail in any trial against Trump, which would require a two-thirds majority of those present to remove him from office. Seeking to shape any trial, Senate Democratic leader Chuck Schumer called on Sunday for testimony from White House acting Chief of Staff Mick Mulvaney, former national security adviser John Bolton, Mulvaney aide Robert Blair and budget official Michael Duffey. Schumer made his appeal in a letter to Republican Senate Majority Leader Mitch McConnell, who said last week he was coordinating with the White House and has raised the prospect of a short impeachment trial in which no witnesses would be called. "I hope we can come to an agreement about a fair trial," Schumer told MSNBC in an interview on Monday. House Democrats also sought testimony from the four men in their inquiry, but they did not appear. The House Judiciary Committee voted 23-17 on Friday along party lines to approve the two charges against Trump and to send the matter to the full chamber. Late on Sunday, the panel issued its full report detailing the case against him. In a tweet on Monday, White House spokeswoman Stephanie Grisham said Schumer's comments seeking fairness were "laughable" after the release of the 658-page report "in the middle of the night. Thankfully the people of this country continue to see the partisan sham that this is." A McConnell spokesman did not directly address Schumer's requests, but said the Senate majority leader "plans to meet with Leader Schumer to discuss the contours of a trial soon." No U.S. president has been removed as a direct result of impeachment. Richard Nixon resigned in 1974 before he could be removed, while Andrew Johnson and Bill Clinton were impeached by the House, respectively in 1868 and 1998, but not convicted by the Senate. Senior House Democrats expect to win any impeachment vote, albeit with the possibility of some defections from moderates facing tough re-elections next year in Trump-leaning districts. Representative Jeff Van Drew, a conservative Democrat from New Jersey who opposed impeachment, is planning to become a Republican, media reported over the weekend. The news prompted a mass resignation of staffers in his office. In congressional hearings, Democrats have accused Trump of endangering the U.S. Constitution, jeopardizing national security and undermining the integrity of next year's U.S. presidential election by asking Ukrainian President Volodymyr Zelenskiy in a July phone call to investigate Biden and his son Hunter Biden, who was on the board of a Ukrainian gas company. Democrats argue impeachment is an urgent necessity because Trump has continued his alleged misconduct, endangering the integrity of the 2020 election. Republicans have defended Trump and accused Democrats of a partisan effort aimed at overturning his upset 2016 victory over Democrat Hillary Clinton. Trump has branded the entire impeachment drive a sham. Trump has alleged the Bidens were involved in corruption in Ukraine and should be investigated there, but has offered no evidence. KYIV: Ukraine's former president Petro Poroshenko landed in Kyiv on Monday to face treason charges in a case he says was trumped up by allies of his successor Volodymyr Zelenskiy. In a brief stand-off at border control after arriving on a flight from Warsaw, Poroshenko accused border guards of taking away his passport. He later greeted a crowd of thousands of cheering and flag-waving supporters outside the airport. Poroshenko's return sets up a showdown with President Zelenskiy's government in what critics say is an ill-judged distraction as Ukraine braces for a possible Russian military offensive and seeks the support of its Western allies. Western diplomats called for political unity in Ukraine before the arrival of Poroshenko who was president from 2014 until 2019. Poroshenko, 56, is being investigated for alleged treason linked to the financing of Russian-backed separatist fighters through illegal coal sales in 2014-15. He could face 15 years in prison if convicted. His party accused Zelenskiy of a reckless attempt to silence political opposition. Zelenskiy's administration says the prosecutors and judiciary are independent and accuses Poroshenko of thinking he is above the law. Zelenskiy trounced Poroshenko in an election in 2019. He ran on a ticket to tackle corruption and curb the influence of oligarchs in the former Soviet republic. "We are not here to protect Poroshenko, but to unite and protect Ukraine," Poroshenko told the crowd, before heading to the Pechersk court in central Kyiv for a hearing into his case, as supporters chanted outside the building. During a break in the court session, he told the crowd: "The authorities are confused, weak and instead of fighting (Russian President Vladimir) Putin, they are trying to fight us." Tetiana Sapyan, a spokeswoman for the State Bureau of Investigations (DBR), told a separate briefing that the DBR was apolitical. The court eventually deferred a decision on whether to order Poroshenko's arrest after a session lasting nearly 12 hours. The former president and supporters broke out in song after the hearing ended. The hearing resumes on Wednesday. "Today we did not win the war, we did not win the battle, but we kept our positions, preventing them from advancing," Poroshenko told the crowd. Russian troop build-up On Friday, Zelenskiy's chief of staff batted away suggestions that Zelenskiy was behaving like Viktor Yanukovich, a former president who was backed by Russia and whose political rival Yulia Tymoshenko was jailed in a case that Western countries widely condemned as politicised. Ukraine has tried to rally Western support in its standoff with Moscow after sounding the alarm about a build-up of tens of thousands of Russian troops near its borders. A confectionary tycoon, Poroshenko was elected as head of a pro-Western government after the Maidan street protests that ousted Yanukovich in 2014. Relations between Ukraine and Russia collapsed in 2014 after Russia annexed the Crimea peninsula and backed separatist fighters in a conflict in eastern Ukraine. Republicans defend Trump’s action over Ukraine

Republican lawmakers in the House of Representatives have described Donald Trump’s actions towards Ukraine as “entirely prudent” and involved “no quid pro quo, bribery, extortion, or abuse of power”. The Republican caucus in the Congress laid this bare in a 123 paged draft report on the impeachment inquiry hearings. Designed as a pre-emptive strike on an imminent report from the Democratic majority, the GOP document underlines how evidence presented at the hearings failed to shatter Republicans’ united front. It also provides a blueprint for House Republicans to defend the US president at Wednesday’s judiciary committee hearing and for their Senate counterparts to acquit him in a trial. Democrats accuse Trump of attempting to bribe the Ukrainian president, Volodymyr Zelenskiy, by making a White House meeting and nearly $400m in military aid conditional on Ukraine announcing two investigations that would boost Trump politically. The 123-page Republican report was prepared for Devin Nunes, Jim Jordan and Michael McCaul, the ranking members on the House intelligence, oversight and foreign affairs committees, respectively. It directly contradicts the testimony of career diplomats and makes little attempt to get to grips with the devastating evidence of Gordon Sondland, the US ambassador to the European Union, who spoke about the existence of a quid pro quo, or Fiona Hill, former top Russia expert at the White House, who warned against falling for Moscow’s propaganda about Ukraine’s role in the 2016 election. Instead it spins the affair as a Democratic plot. Its executive summary begins with the premise that nearly 63 million Americans from around the country elected Trump in 2016 but now 231 House Democrats in Washington are “trying to undo the will of the American people”. It accuses the party of seeking to impeach the president from day one. “They are trying to impeach President Trump because some unelected bureaucrats chafed at an elected President’s ‘outside the beltway’ approach to diplomacy,” it says. The evidence does not prove Democrats’ allegations about Trump leveraging a White House meeting and military aid for political self-interest, it states, nor that Rudy Giuliani, the president’s personal lawyer, and a “shadow” group of US officials conspired to benefit the president politically. (Hill testified that John Bolton, then Trump’s national security adviser, described Giuliani as a “hand grenade that was going to blow everyone up”.) “None of the Democrats’ witnesses testified to having evidence of bribery, extortion, or any high crime or misdemeanor,” it argues, echoing a Republican talking point during the hearings that said the evidence against Trump is based on hearsay. “At the heart of the matter, the impeachment inquiry involves the actions of only two people: President Trump and President Zelensky. The summary of their July 25, 2019, telephone conversation shows no quid pro quo or indication of conditionality, threats, or pressure – much less evidence of bribery or extortion. “The summary reflects laughter, pleasantries, and cordiality. President Zelensky has said publicly and repeatedly that he felt no pressure. President Trump has said publicly and repeatedly that he exerted no pressure.”

House Intelligence Chairman, Adam Schiff Adam Schiff, the Democratic chair of the intelligence committee, dismissed the minority report as “intended for an audience of one” and ignoring “voluminous evidence that the president used the power of his office to pressure Ukraine”. “Tellingly, the Minority dismisses this as just part of the President’s ‘outside the beltway’ thinking. It is more accurately, outside the law and constitution, and a violation of his oath of office,” he added. Appearing on the Rachel Maddow Show on the MSNBC network later on Monday night, Schiff offered more details about the timeline for the committee’s report. “We’re putting the finishing touches on the report, which will be released publicly tomorrow,” he said. “Tomorrow night we’ll also have a vote to formally transmit the committee report to judiciary. He added: “It’s a long document. Members started reading it today. They’ll be reading it throughout the day tomorrow and essentially it outlines in considerable detail a scheme that began, actually, well before the recall of Ambassador Yovanovitch and was designed to further two political objectives of the president, which is an investigation into Joe Biden and an investigation into this debunked conspiracy theory that it was Ukraine that interfered in the last election, not Russia.” Trump has persistently told Democrats and other critics to read the call transcript. But they have pointed to 10 words, “I would like you to do us a favor, though”, as clear proof he expected a quid pro quo in the context of congressionally approved military funding being frozen. It was later released. The report adds: “Even examining evidence beyond the presidential phone call shows no quid pro quo, bribery, extortion, or abuse of power. The evidence shows that President Trump holds a deep seated, genuine, and reasonable skepticism of Ukraine due to its history of pervasive corruption.” Trump has also been vocal about his doubts over US foreign aid and the need for European allies to shoulder more of the financial burden for regional defence, it goes on. “Understood in this proper context, the President’s initial hesitation to meet with President Zelensky or to provide US taxpayer-funded security assistance to Ukraine without thoughtful review is entirely prudent.” Read the full article
