Forgot to write. This is about how a underwater civilation would create art.
First of this is just a theory so feel free to disagree/disprove me.
Singing.
singing is "just" vibrating the air, and its also possible to do this underwater. in a species with gills it could be possible to keep vibrating water by sucking water in though the gills and pushing them out the mouth, depending on the design of said creature. all in all singing is extremely likely.
we could look at whales and dolphins for sonar and communications underwater, but they need air, not to make noise or so but its still not entirely what we are looking for, the croaker fish is a better example for this.
you would think that whistling underwater is not possible, (so did i) but it is possible kind of, i am not an expert on this in any way, but i did find someone who can explain it better.
https://www.youtube.com/watch?v=iP0MyswFYNE<br/>because its so faint i don't think it would be very popular.
Dancing.
dancing would be the easiest form of art, even as humans we have plenty of examples for this, things such as synchronisation swimming, displays of swimming proficiency and couple slow dancing would very likely be the norm.
Instruments.
string instruments would be hard to make, its not just to make string like you do when making a net, it has to be able to make sound, finding a aquatic species with long hair that has the same durability as horse hair (horse hair was/is used in violin strings) would be vary hard, its very hard to move underwater when coved in hair so in terms of speed and defence scales win when underwater.
To make drums you would need leather or a tough and stretchy fabric.
Sculpture.
the hardest parts of sculpturing is the removel of stone and how to make enough power to chisel. i have a hard time finding any examples of sculpturing underwater. I can imagine it would be even harder to swing a hammer with that much resistance and just the time alone would make it frustrating.
However i do think it could go in another direction, something like taking roc

When humans first joined the galactic community, they found themselves lost among the countless other species, until they meet another species nicknamed the Collectors.
The Collectors were a telepathic species with a strong tendency of hording everything from materials to stories to other species. Aided by an almost perfect memory gained from countless centuries of keeping track of their horde, and long lifespans, the Collectors became experts on every aspect of science, culture and economy, there was only one thing that they could not comprehend, creativity.
In hope of getting some reputation and rekognition, Humans started selling movies, books, stories and art, anything to impress the Collectors enough so that Humans were spared.
At first the Collectors were interested but that change the first time they met face to "face".
Soon there was a message going out to every single empire that humans, earth and the entire solar system was "obtained" and protected by the Collectors.
As it turns out, the Collectors were obsessed by the stories that humans came up with, to the point they would stalk writes and read their mind almost 24/7 just to "read" the next book.

Someone who is good at biology please prove me wrong.
So when a species is almost extinct they have to resort to incest in order to repoduce.
So from a evolutionary point the increase in mutation rate from incest is beneficial?
So if left to nature, those with bad mutations will die and those with good mutations wil survive.
I don't like the idea of incest being a good thing so please prove me wrong.

Zoologist patron
i really like the idea of a patron how sends you out to collect rare animals, but also rewards you for killing or disposing of animal abusers and poachers. the patron would be fond of animals and give you blessing and powers to tame said animals before sending them to the patron.
some exsamples.
crazy cat hag.
fay who HATES poachers
cthulhu collecting fish for his aquarium
intergalactic being thats looking for additions to his zoo.
funny addition, your warlock can still act like a complete psycho, "sacrificing" the cute bunny to your patron while the party is out of sight. and when they ask where the bunny is, you can just say you "sent" it to your patron.

Humen: you can read my mind??
Alien: yes. And i am also aware you can't read mine. So i want to apologise for what i have done.
Humen: what did you do??
Alien: so all those stories you have been telling yourself, i kinda wrote them down and posted them on my blog.
Humen: YOU READ MY MIND AND POSTED MY THOUGHTS ON THE INTERNET
Alien: on the bright side you have a lot of fans.

Crocodiles have a second see-through eyelids. In a sci-fi world it could be used as a heads-up display without remove the eyes of a character. With an color overlay it would not be hard to show it on drawn characters.
