For the third night in succession the convicts shivered in cold cells as a result of the damage they wrought. The staff was busy all day repairing windows through which the enraged prisoners had rained upon the guards everything they could tear loose. As many windows as possible were covered temporarily with tarpaulin and the staff did all it could to protect the men, but the atmosphere in the cell blocks remained frigid.

Here's what we know about the Chinook helicopter crash near Garrison Petawawa
A search and recovery operation continues in the Ottawa River near Garrison Petawawa this morning, more than a day after a military helicopter crashed during a training exercise.
Two crew members are still missing after the CH-147F Chinook helicopter crashed just after midnight on Tuesday in Petawawa, Ont.  Four people were onboard the helicopter when it crashed during the training flight. 
Two people located by first responders following the crash were transported to a hospital in Pembroke for treatment.
Approximately 50 Canadian Armed Forces members, along with Ontario Provincial Police and the Petawawa and Pembroke fire departments, are involved in the search for the two missing crew members. 
Prime Minister Justin Trudeau said Tuesday afternoon that the missing crew members died in the crash.
"I was happy to speak to the Chief of Defence Staff last night to express my condolences to the families and colleagues of the members who have been killed," Trudeau said.
The Canadian Armed Forces wouldn't confirm if any of its members were killed.
"Search and recovery efforts are ongoing," the Department of National Defence said in a statement Tuesday afternoon.
There has been no update on the search Wednesday morning.
The two missing people are members of the 450 Tactical Helicopter Squadron, according to DND.
The incident has hit the small military community 150 kilometres west of Ottawa hard.
"We are one big family and when you go through a very emotional time like this, it's going to take this family to work together, to support the families and support each other through this tragedy," Petawawa Mayor Gary Serviss said.
Watering ban
The town of Petawawa has implemented a watering ban for all non-essential watering, and no outdoor watering is permitted.
The town says "out of an abundance of caution," it has temporarily stopped the intake of water from the Ottawa River to its water treatment plant.
"This is a precautionary measure in response to potentially hazardous materials from the recent crash of a CH-147F Chinook into the Ottawa River near Garrison Petawawa," the town said in a statement.

The Canadian Armed Forces has a fleet of 15 CH-147F Chinook helicopters.
The military helicopter is used to transport troops and equipment in natural disasters and emergency medical evacuations.
"The CH-147F Chinook is an advanced, multi-mission medium to heavy lift helicopter," says the Royal Canadian Air Force's website.
The first F-model Chinook was delivered to Canada from the Boeing manufacturing facility in Philadelphia in 2013.
The military says the Chinook has "enhanced self-protection capabilities, including anti-missile protection systems", radar and self-defence machine guns.
The 450 Tactical Helicopter Squadron
The two missing personnel are members of the 450 Tactical Helicopter Squadron, based at CFB Petawawa.
The 450 Tactical Helicopter Squadron is the Royal Canadian Air Fore's only CH-147F Chinook squadron. The squadron was re-established In 2012 in order to fly the Canadian Armed Forces' CH-147F-Chinook helicopters, according to the Royal Canadian Air Force's website.
The government says the squadron has conducted many domestic operations in support of Canadians, including 'Operation Vector' supporting the government's COVID-19 response.

Ormond --- House Gets Report ---- Scathing Criticism Made Of Penitentiary Staff And Officials ---- By Staff Reporter OTTAWA, Feb. 7. - Glaring inefficiency on the part of guards and officials, and a deep-laid plot on the part of the prisoners, are held responsible for the October outbreaks in Portsmouth Penitentiary in the report of Gen. D. M. Ormond, superintendent of penitentiaries, tabled in the House of Commons Monday by Hon. Hugh Guthrie, minister of justice. 
SEVERE INDICTMENT THE document Is one of the most severe indictments of civil servants ever made public, and sheds light on the reason for the dismissal of E. R. Jackson and Gilbert Smith, both of whom acted, for a time, as warden at the Institution. 
Many of the guards and officials, says Gen. Ormond, did not even know the rules of penal institutions They were totally without organization, and quite unprepared for any general uprising among the prisoners. The superintendent found at least one guard who did not know how to load a rifle or shoot a grun, and he reported that weapons In the prison were inexcusably dirty and ill-kept.
Had it not been for the Intervention of the militia, he says, a general prison delivery might easily have taken place. The men evidently planned to seize the penitentiary, remain fortified in the shop dome until darkness, and then make a general break over the walls. 
COMMUNIST ACTIVITY The sinister hand of Communist prisoners is seen in the planning of the riots. Though Gen. Ormond does not name these men. he refers to certain convicts who were especially adept in organizing and inciting disturbances against constituted authority." These, he says, apparently had a large part in planning the outbreak. 
That it was carefully planned, there seems little doubt. The superintendent says he found evidence of planning for months in advance, and has reason to suspect that some of the ring leaders deliberately kept in the background of the disturbance. 
As to the general causes of the disturbance. Gen. Ormond says the men interviewed by him complained mainly of the lack of exercise and the failure of the authorities to supply cigaret papers. 
OTHER COMPLAINTS There were, however, other complaints. The convicts claimed that diseased men used the same towels and shaving equipment as the others. They also said that newspapers and magazines were too severely censored, and that prisoners who had the means could buy the censored parts from the guards. 
Petty tyranny and persecution by officers of the prison was also complained of. 
At intervals for the past 10 or 12 years. Gen. Ormond says, outbreaks and disturbances had been a noticeable feature of the penitentiary history. His predecessor in office. Gen. W. S. Hughes, Gen. Ormond says, had observed the condition in the penitentiary and sought to counteract it. 
The report deals in plain, unvarnished manner with the days and nights of riot and violence which, from October 17 to 22 made of the old building on the banks of Lake Ontario a battleground instead of an orderly prison. Shouting, swearing convicts, many of them armed, parading the corridors, smashing furniture and fittings, demanding concessions from nervous officials, until at last soldiers rushed tip in response to a desperate summons, are described in the document. 
OFFICIALS HELPLESS The perplexity of officers, who did not know where to turn or what to do to meet the menace, is indicated. 
Complaints of the convicts are dealt with. These were numerous, according to the superintendent. They range from complaints of harsh treatment to demands for cigarette papers from objection to close-cropped hair to charges that the cells were badly lighted. 
The report mentions that changes have now been made in the penitentiary personnel. Lt. Col. W. B. Megloughlin has been appointed warden, and other alterations made. Overcrowding has been dealt with by removing convicts formerly in the corridors to cells in the women's build-tog. 
CONCLUSIONS The report concludes as follows: 
"I am of the opinion that the following are the principal causes of the outbreak which commenced in Kingston penitentiary on or about October 13. 1932: 
"1. Insufficient supervision covering a period of not less than 10 years. 
"2. Insufficient and inefficient Inspection covering not less than a period of 10 years. 
“3. Inefficient officers being retained on the staff of Kingston penitentiary.
 "4 Lack of knowledge of, and familiarity with, penitentiary rules and regulations.
"5. The desire on the part of certain long-term convicts to have less rigorous rules and reflations enforced, within the penitentiary. 
"6. A plot or scheme on the part of certain convicts to escape from the penitentiary. 
"7. Admission in the Kingston penitentiary during the month of February, 1932, of of certain convicts who ere especially adept in organizing and incting disturbances against constituted authority.
 "8. Deprivation of convicts of cigaret papers and fine-cut tobacco, pipe tobacco being an authorized Issue. 
"9. The large number of young and Irresponsible convicts who are now confined in Kingston penitentiary, many of whom have had experience in reformatories in Canada or elsewhere. 
"10. The monotony of penitentiary confinement. 
"11. I am also of the opinion that two or three convicts, whose identity has not been disclosed up to the present tune, are the principal organizers of the outbreak." 
CHIEF COMPLAINTS The chief complaints of convicts are summarized in the report as follows:
Deprivation of cigaret papers; close cropping of hair: lack of recreation and amusement; insufficient open-air exercise; lack of newspapers and magazines: insufficient lighting in cells; harsh treatment by officers; compulsory church attendance; insufficient medical treatment; insufficient dental treatment; lack of toilet articles, combs and mirrors; punishments improperly awarded for breach of rules. They also asked more frequent letters to and from convicts, and increased number of visits to convicts. They complain of lack of paroles, and object to steam-cooked food and monotony of prison diet. 
The report Is comprehensive In Its nature. Opening with an outbreak In September, 1921. It reviews similar disturbances on October 3. 1924. and January 26, 1927. It refers to a report of the nervous condition in the institution which was made by Superintendent W. S. Hughes on May 31. 1930, and deals with a conspiracy on August 5, 1931. 
Warnings of trouble at Kingston penitentiary were received by the deputy warden and passed on to Acting Warden Smith more than a month before the riots.
WARNED BY CONVICT The report says: 
"Some time between the 7th and 17th of September the deputy warden was warned by a convict that a well-organized plot was in the course of being evolved, whereby certain convicts were to receive firearms and other assistance from persons outside the penitentiary. This convict set out the nature and scheme of the plot In writing. 
"This was passed to Inspector Smith by the deputy warden on September 17. This impressed Inspector Smith so he Instituted certain inquiries which implicated a guard, and it was satisfactorily proven that this guard had been passing out letters for certain convicts, one especially being implicated in the plot. On September 30 the inspector received a further written communication from the convict giving the former information, and going Into further particulars of the methods to be utilized by the convicts and their associates for making the escape. Investigation has shown me that the schemes propounded were practical and could have been put into operation without difficulty. 
"Precautionary measures should at once have been taken. All that was done was to warn the guards on certain posts to be more alert. In view of the fact that in rumors of plots previously concocted an attack on the north gate had been mentioned, a wooden bar, some four inches by eight inches, was placed across the north gate, but this would not have withstood the Impact of a heavy, motor truck, of commercial design. 
GATE GUARDS DISARMED  "About 1915 it was decided that It was not a safe practice for guards inside the penitentiary walls to carry firearms, and from that time all guards, except those In the dome of the main block, did not carry firearms. At the same time the guards on the north gate, which is the commonly used entrance to the penitentiary, were also disarmed. No reason for reducing the protection at this particular vulnerable point is known." 
Investigation would appear to show that, from the year 1889 up to the present time, wardens and staff at Kingston penitentiary "must have gradually permitted lethargy to overcome them.” "Until about the year 1910,” the report continues, "there was occasional foot and arm drill performed, and twice a year each guard fired eight shots, and during the annual drill a certain number of guards were put through, some perfunctory sort of fire drill. 
A FEW LECTURES "Further, on rare occasions, the warden or deputy warden gave lectures to the guards. Shortly after the end of the late war, a fair sprinkling of guards were brought into the service who had had military training of some type or other. These, however, were not closely scrutinized, and at the present time there are many guards who had little or no service that would recommend them to be penitentiary or prison guards, mostly having terminated from three to five years' service with the rank of private, which would indicate that they had reached their limit in military advancement, and could not be expected to show a higher standard in civil life; but the fact that they had military training appears to have been accepted as a justification for handing them a copy of the penitentiary regulations, giving them a brief talking to. swearing them in, and assigning them to duty."

• Chain Home Radar
Chain Home, or CH for short, was the codename for the ring of coastal Early Warning radar stations built by the Royal Air Force (RAF) before and during the Second World War to detect and track aircraft.
From the earliest days of radio technology, signals had been used for navigation using the radio direction finding (RDF) technique. RDF can determine the bearing to a radio transmitter, and several such measurements can be combined to produce a radio fix, allowing the receiver's position to be calculated. Through the early period of radio development it was also widely known that certain materials, especially metal, reflected radio signals. This led to the possibility of determining the location of objects by broadcasting a signal and then using RDF to measure the bearing of any reflections. The use of radio detection specifically against aircraft was first considered in the early 1930s. Teams in the UK, US, Japan, Germany and others had all considered this concept and put at least some small amount of effort into developing it. Lacking ranging information, such systems remained of limited use.
In 1932, Winston Churchill and his friend, confidant and scientific advisor Frederick Lindemann travelled by car in Europe, where they saw the rapid rebuilding of the German aircraft industry. It was in November of that year that Stanley Baldwin gave his famous speech, stating that "The bomber will always get through". In the early summer of 1934, the RAF carried out large-scale exercises with up to 350 aircraft. The forces were split, with bombers attempting to attack London, while fighters, guided by the Observer Corps, attempting to stop them. The results were dismal. In most cases, the vast majority of the bombers reached their target without ever seeing a fighter. The numbers suggested any targets in the city would be completely destroyed. Through the early 1930s, a debate raged within British military and political circles about strategic air power. Baldwin's famous speech led many to believe the only way to prevent the bombing of British cities was to make a strategic bomber force so large it could, as Baldwin put it, "kill more women and children more quickly than the enemy." As it became clear the Germans were rapidly rearming the Luftwaffe, the fear grew RAF could not meet the objective of winning such a tit-for-tat exchange.
The need to research better forms of air defense prompted Harry Wimperis to press for the formation of a study group to consider new concepts. Lord Londonderry, then Secretary of State for Air, approved the formation of the Committee for the Scientific Survey of Air Defence in November 1934, asking Henry Tizard to chair the group, which thus became better known to history as the Tizard Committee. In August 1935, Albert Percival Rowe, secretary of the Tizard Committee, coined the term "Radio Direction and Finding" (RDF), deliberately choosing a name that could be confused with "Radio Direction Finding", a term already in widespread use. The system was deliberately developed using existing commercially available technology to speed introduction.
During the summer of 1936, experiments were carried out at RAF Biggin Hill to examine what effect the presence of radar would have on an air battle. Assuming RDF would provide them 15 minutes warning, they developed interception techniques putting fighters in front of the bombers with increasing efficiency. They found the main problems were finding their own aircraft's location, and ensuring the fighters were at the right altitude. By the outbreak of war in September 1939, there were 21 operational Chain Home stations. After the Battle of France in 1940 the network was expanded to cover the west coast and Northern Ireland. The Chain continued to be expanded throughout the war, and by 1940 it stretched from Orkney in the north to Weymouth in the south. This provided radar coverage for the entire Europe-facing side of the British Isles, able to detect high-flying targets well over France. The rapid expansion of the CH network necessitated more technical and operational personnel than the UK could provide, and in 1940, a formal request was made by the British High Commission, Ottawa of the Canadian Government, appealing for men skilled in radio technology for the service of the defence of Great Britain. By the end of 1941, 1,292 trained personnel had enlisted and most were rushed to England to serve as radar mechanics. During the Battle of Britain, Chain Home stations – most notably the one at Ventnor, Isle of Wight — were attacked several times between 12 and 18 August 1940. On one occasion a section of the radar chain in Kent, including the Dover CH, was put out of action by a lucky hit on the power grid. However, though the wooden huts housing the radar equipment were damaged, the towers survived owing to their open steel girder construction. Because the towers survived intact and the signals were soon restored, the Luftwaffe concluded the stations were too difficult to damage by bombing and left them alone for the remainder of the war.
Chain Home was the primary radar system for the UK for only a short time. By 1942, many of its duties had been taken over by the far more advanced AMES Type 7 GCI radar systems. Whereas CH scanned an area perhaps 100 degrees wide and required considerable effort to take measurements, the Type 7 scanned the entire 360-degree area around the station, and presented it on a plan position indicator, essentially a real-time two-dimensional map of the airspace around the station. With the deployment of GCI, CH became the early warning portion of the radar network. To further simplify operations and reduce manpower requirements, the job of plotting the targets became semi-automated. An analogue computer of some complexity, known simply as "The Fruit Machine", was fed the bearing and range directly from the operator console, reading the goniometer setting directly, and the range from the setting of a dial that moved a mechanical pointer along the screen until it lay over a selected target. Late in the war, when the threat of Luftwaffe bombing had ended, the CH systems were used to detect V2 missile launches. After the war, they were reactivated as part of the ROTOR system to watch for Soviet bombers, before being replaced by newer systems in the 1950s. Today only a few of the original sites remain intact in any fashion.
