Kinh tế Mỹ thời Trump so với các tổng thống tiền nhiệm

Trump thừa hưởng một nền kinh tế vững chắc và đưa nó tiếp tục tăng trưởng trong 3 năm đầu nhiệm kỳ nhưng Covid-19 đã thay đổi mọi thứ.

Khi Donald Trump bắt đầu nhiệm kỳ tổng thống tháng 1/2017, nền kinh tế Mỹ vẫn khỏe mạnh. Khi đó, việc làm tăng 76 tháng liền và tỷ lệ thấp nghiệp chỉ 4,7% - mức thấp nhất 10 năm.

Lợi nhuận của các doanh nghiệp lên gần mức cao nhất mọi thời đại. Thị trường chứng khoán cũng tăng. GDP tăng trưởng ở mức khoảng 2,5% một năm. Tuy nhiên, không phải mọi chỉ số đều tốt khi nợ liên bang ở mức cao nhất từ những năm 1950.

Dưới đây là một số chỉ số CNN theo dõi để cho thấy nền kinh tế Mỹ đã tăng trưởng thế nào dưới thời mỗi tổng thống, từ Ronald Reagan đến Trump. Mỗi tổng thống đều bắt đầu nhiệm kỳ trong một hoàn cảnh khác nhau.

Năm đầu tiên, George W. Bush gặp khó với bong bóng dot-com và vụ khủng bố 11/9. Còn Brack Obama bắt đầu sau cuộc khủng hoảng kinh tế toàn cầu. Tuy nhiên, hầu hết Tổng thống Mỹ đã giúp nền kinh tế tăng trưởng trong nhiệm kỳ. Nhiệm kỳ của Trump được đặc trưng bởi Covid-19 đang diễn ra, là cuộc khủng hoảng cả y tế và kinh tế.

Việc làm

Việc làm tăng trưởng vững chắc trong nhiệm kỳ đầu tiên của Trump. Tuy nhiên, đại dịch đã thổi bay 15% việc làm của người Mỹ chỉ trong hai tháng. Tỷ lệ thất nghiệp

Thời điểm nhậm chức, Trump thừa hưởng từ Obama một trong những thị trường việc làm mạnh nhất lịch sử nước Mỹ. Tuy nhiên, Covid-19 đã nhanh chóng xóa tan kết quả này. Tỷ lệ thất nghiệp tăng lên 14,7%, tăng 10 điểm phần trăm so với khi Trump vào Nhà Trắng. Dù đã được cải thiển, tỷ lệ thất nghiệp vẫn cao trong tháng 9. Chưa có tổng thống nào phải chứng kiến tỷ lệ thất nghiệp gia tăng đột biến như Trump.

Thu nhập trung bình

Trump thích nói về thu nhập của tầng lớp trung lưu đã gia tăng thế nào trong nhiệm kỳ của mình và điều này đúng trong ba năm đầu. Hồi tháng 9, Cục Điều tra dân số Mỹ công bố số liệu cho thấy, thu nhập trung bình của các hộ gia đình Mỹ đạt 68.703 USD năm 2019, tăng 9% so với năm 2016 sau khi điều chỉnh lạm phát.

Thị trường việc làm mạnh giúp tăng thu nhập khi nhiều người có việc fulltime hơn. Hơn 20 bang cũng nâng mức lương tối thiểu, giúp tăng lương của những lao động thu nhập thấp.

S&P 500

Đợt tăng điểm dài nhất lịch sử của thị trường chứng khoán bắt đầu từ sau khi Obama nhậm chức và tiếp tục tích cực dưới nhiệm kỳ Trump. Giới đầu tư hoan nghênh việc giảm thuế doanh nghiệp của Trump năm 2017. Dù bị cuộc chiến thương mại với trung Quốc ảnh hưởng phần nào, thị trường chứng khoán vẫn ghi nhận mức tăng kỷ lục đến năm 2020. Tại thời điểm bắt đầu đại dịch Covid-19, S&P 500 mất 34% một tháng trước khi phục hồi vào mùa hè. Tính đến 27/10, chỉ số này tăng 49% dưới nhiệm kỳ của Trump.

Giá nhà

Thị trường nhà đất là một trong số ít thành tố của nền kinh tế Mỹ không bị suy giảm nghiêm trọng vì đại dịch. Điều này một phần nhờ lãi suất thấp kỷ lục và xu hướng làm từ xa khiến nhiều người tìm mua nhà ở ngoại ô hay vùng quê, làm tăng giá nhà ở nhiều khu vực. Từ khi Trump nhậm chức, giá nhà đã tăng 21%.

Giá thực phẩm

Gần đây, vì đại dịch, giá thực phẩm đã tăng. Tuy nhiên, trong dài hạn, chỉ số này đã tương đối ổn định. Vào cùng thời điểm này, giá thực phẩm dưới thời các Tổng thống Reagan, George H.W. Bush, Clinton and George W. Bush đều tăng 9% trở lên. Chỉ số này dưới thời Trump chỉ tăng 6,1%.

Chi tiêu dùng

Tiêu dùng là trụ cột của kinh tế Mỹ và khó bị tác động. Dù người tiêu dùng đã phải cắt giảm mạnh chi tiêu từ khi đại dịch bắt đầu, họ đã nhanh chóng móc hầu bao trong tháng 5, 6 khi các gói kích thích kinh tế và trợ cấp thất nghiệp có hiệu lực. Chi tiêu bán lẻ cho hàng hoá, đặc biệt thông qua hình thức trực tuyến tăng nhanh chóng. Tuy nhiên, ngay cả khi phục hồi nhanh, chi tiêu của người tiêu dùng dưới thời Trump vẫn tăng trưởng thấp hơn trong nhiệm kỳ của 5 tổng thống trước đó.

Việc làm trong lĩnh vực sản xuất

Tại Mỹ, việc làm trong lĩnh vực sản xuất đạt đỉnh vào năm 1979. Từ sau mốc này, ngoại trừ ông Clinton, chưa có tổng thống Mỹ nào giữ được mức tăng trưởng dương trong nhiệm kỳ.

Trong ba năm đầu nhiệm kỳ của Trump, lĩnh vực sản xuất đã bổ sung thêm một số việc làm. Thế nhưng năm 2020, đại dịch đã xoá sạch thành quả này. Hồi tháng 8, việc làm trong lĩnh vực sản xuất giảm 164.000, tương đương 1,3% từ khi Trump nhậm chức. Con số này cho thấy, việc sa thải tại các nhà máy còn cao hơn dưới thời Tổng thống Reagan, Obama và Bushes trong bối cảnh toàn cầu hoá, cũng như tiến bộ công nghệ làm giảm lực lượng lao động sản xuất tại Mỹ.

GDP

GDP – thước đo tổng quát nhất của nền kinh tế thường tăng trưởng 2-3% mỗi năm tại Mỹ sau khi điều chỉnh theo lạm phát. Chỉ số này trong 3 nằm đầu nhiệm kỳ Trump cũng tăng trưởng ở mức tương tự. Đến năm nay, GDP Mỹ giảm mạnh do Covid-19, trong đó quý II giảm mạnh nhất kể từ năm 1947.

Tuy nhiên, sau quý tệ nhất lịch sử, GDP quý III Mỹ vừa đảo chiều với mức tăng mạnh nhất từ trước đến nay với 33,1%.
