In July 1993, Branimir Tucak reported to his superior, a high-ranking official of the unrecognised Bosnian Croat-created wartime quasi-state of Herzeg-Bosnia, that five detainees had died at the Dretelj detention camp near the city of Capljina.
Tucak, the assistant chief for security of Herzeg-Bosnia’s Military Police Directorate, sent his written report to Valentin Coric, who was chief of Military Police Directorate and the interior minister of the self-proclaimed Herzeg-Bosnia.
“So far, five detainees have died in the prison: three were killed while pushing at the outer doors and the two others died of natural causes, most probably a heart attack,” said the report sent to Coric, who was later jailed by the Hague Tribunal for war crimes committed at the Dretelj detention camp and other offences.
Dretelj was a former Yugoslav People’s Army barracks that became one of the most notorious detention sites in the Herzegovina region, established by Herzeg-Bosnia’s military force, the Croatian Defence Council, HVO, in 1993.
The Hague Tribunal verdict convicting Valentin Coric and five other Herzeg-Bosnia military and political officials of wartime crimes stated that six people were killed or passed away at the Dretelj detention camp. The last detainees left the facility 29 years ago, in October 1993.
Of the six deaths at Dretelj, one was particularly unpleasant – a prisoner identified only by his surname Plavuskic died of dehydration on July 16, 1993, according to one witness at the Herzeg-Bosnia trial at the Hague Tribunal, nurse Denis Saric.
Asked by BIRN if he knew that one inmate died of dehydration, Tucak said he was not aware of it. He said he remembers one person dying but not what caused the death. He insisted that he “never touched anyone” at the detention camp.
In a report to his superior Coric, Tucak wrote that detainees were receiving rations of water and food. He told BIRN that the amounts given to detainees were those specified by the regulations for inmates and prison staff. “I went round, I looked. Where there was water, I saw they had water, that food was being cooked and distributed within the complex,” he said. However, he admitted: “It was summertime and I didn’t enter the premises.”
The Dretelj camp held Bosnian Army troops, HVO soldiers who were Bosniaks, and male civilian Bosniaks of military age. Tucak told Coric in one report that there were 2,270 detainees at the camp and that there was an urgent need to increase the number of military policemen guarding the facility.
Despite the references to him in the trial of the six Herzeg-Bosnia military and political officials, Tucak has never been indicted in Bosnia and Herzegovina.
He is one of at least eight people connected to Dretelj who have not been prosecuted for the deaths and abuses at the detention camp even though they are mentioned in the Hague Tribunal’s verdict in the Herzeg-Bosnia trial.
Two of these potential suspects are believed to have died, two have been indicted but can’t be brought to court in Bosnia and Herzegovina, one’s case has been taken over by the Croatian judicial authorities, and three others have never been charged.
For this investigation, BIRN analysed the Herzeg-Bosnia verdict and documents used in the Hague case in order to identify those who signed official reports about the conditions at the camp and about the murders of detainees, and spoke to two potential suspects who have never been tried.

Slavko Barbaric of Medjugorje.  He speaks with Radio "Mir" about the messages of Our Lady and the call to holiness.Father Slavko Barbaric was born on March 11, 1946, as the son of Marko and Luca born Stojic at Dragicina (parish of Cerin). He attended elementary school in Cerin and then went on to high school in Dubrovnik. He entered into the Franciscan order at Humac on July 14, 1965. He made his final vows September 17, 1971. He was ordained priest the December 19, 1971. He studied at Sarajevo, Graz and Freiburg. He finished his studies at Graz (Austria) with a master's degree. After 5 years of pastoral service in the province of Herzegovina, in the parish of Capljina, he continued his studies at Freiburg, where he obtained his doctorate in religious pedagogy and the title of psychotherapist.As Franciscan priest, he was in Capljina from 1973 to 1978. From the spring of 1982 to September 1984, he was chaplain for students at Mostar, and he held retreats in the house of religious sisters at Bijelo Polje near Mostar. His fruitful work with the students and his retreats very well accepted by the students, however, the Communist government in power at that time persecuted him. In those difficult moments, his eminence, Cardinal Franjo Kuharic, protected father Slavko's mission.Father Slavko Barbaric died on November 24, 2000 at 3.30 p.m. After the Way of the Cross, that he animated usually every Friday on the Hill of Krizevac for parishioners and pilgrims, he felt some pain. He sat down on a rock, then lay down on the ground, lost consciousness and gave his soul over to the Lord.From the very beginning of his mission in Medjugorje, father Slavko has been writing spiritual books: "Pray With the Heart", "Give Me Your Wounded Heart", "Celebrate Mass With the Heart", "In the School of Love", "Adore my Son With the Heart", "With Jesus and Mary Climbing the Golgotha to Meet the Risen Lord", "Pray Together with a Joyful Heart", Interviews, and "Fast With the Heart", which is now in print.

Radionica filma: Hoćeš kod mene? u Čapljini
Filmska radionica u okviru projekta Hoćeš kod mene? održana je od 11. do 16. aprila u Čapljini. Deset učesnika i učesnica iz Čapljine, Doboja, Jajca i Kiseljaka, zajedno su učili o filmu kako bi na kraju stvorili tri zajednička video rada. Osim filmske radionice, za širu publiku organizirano je prikazivanje filmova koji su nastali tokom 12. Pravo Ljudski Film Festivala - pet kratkih filmova nastali na Laboratoriju kreativnog dokumentarnog filma Oslikavanje humanosti i film Tonislava Hristova Dobri poštar.

Slobodan Praljak, one of the commanders of HVO  convicted by ICTY for taking part in joint criminal enterprise responsible for war crimes in the Mostar and Herzegovina areas, committed suicide in court today after his appeal was overturned, shouting that he’s innocent.

The camp was reportedly overcrowded and the inmates were physically abused. There was a lack of food and many inmates suffered from malnutrition. There was also a general lack of hygiene at this camp. Bosnian Croat authorities who allegedly ran the camp admitted to Helsinki Watch representatives that the camp conditions were substandard. They blamed overcrowding as the reason for the substandard conditions. The inmates were reportedly subjected to various forms of torture including having needles pushed under their finger and toe nails, being burned with candles and cigarettes, having their tongues impaled with knives, being forced to give guards rides on their backs, and being forced to eat grass and drink their own urine. Other prisoners were forced to lick the toilets clean. According to one report, several prisoners managed to survive detention at this facility, although an undetermined number of prisoners were tortured and killed at Dretelj. ✌ #Capljina on the west bank of the Neretva River was once the home of what is thought to be the largest #Roman military camp in the region. #Mogorjelo was built at the end of the 3rd century and two basilicas were added some time in the 5th century. City of #Troy is believed to have been positioned here. On the 28th anniversary of the closure of the Dretelj detention camp on Tuesday, former detainees recalled the desperate conditions at the wartime facility near Capljina but were unable to hold a commemoration at the site.
Prisoners at the camp, a former Yugoslav People’s Army fuel terminal and barracks near the village of Dretelj, were tortured, mistreated and sexually abused, giving it the reputation of being one of the cruellest detention sites of the Bosnian war.
After the war, the Dretelj site was privatised and came under the ownership of Hercegovacka Banka, a bank that was allegedly used as a money-laundering vehicle. The bank went into liquidation in 2012 and the site remains shut, preventing former detainees from holding a memorial event.
“Dretelj is among the worst camps in which I was held, because we watched people die, starve and suffer,” said Amer Djulic, who was taken to the camp in August 1993 at the age of 17, and spent more than 50 days there as a prisoner.
Djulic said that prisoners were deprived of food, and that some meals were nothing but plain hot water.
He recalled that as well as the barrack rooms in which the detainees were held, there was also an isolation cell, six by four metres in size, where up to 70 prisoners were held and tortured.
Minors and elderly people were hidden by the camp guards when monitors from the Red Cross visited, he added.
In the spring and summer of 1992, the Dretelj barracks were used by Bosnian Croat forces as a detention centre for Serb prisoners from the Herzegovina region.
A year later, after conflict erupted between Bosniaks and Croats in the area, Dretelj became a detention camp for Bosniak prisoners under the command of Bosnian Croat forces.
The Association of Detainees of Bosnia and Herzegovina said that around 3,000 Serb and Bosniak detainees were subjected to mistreatment, beating, rape and murder.

Capljina
Wider space of today’s Čapljina, which was called Luka in the middle age, is situated on three rivers – Trebižat, Bregava, Krupa and Neretva. It was named Čapljina after mash bird “čaplja” (heron). From new part of the town to Mogorjelo was mash, which was inhabited with different birds, included herons. Under this name Čapljina was first mentioned in one Turkish document from 1475-1477.

Also, it is mentioned in 1632 as a village of Mostar′ s district under cadi′ s authority. The most important settlements with traces of Hellenistic culture in the area of Čapljina were Mala and Velika gradina (acropolis) above Čapljina, where traces of fine Greek pots and number of fragments of amphora have been found.
Awaking of Čapljina′ s area from medieval dream begins in 1885 when the village belonged to district of Ljubuški. Ten years later, in 1895 there were 1007 inhabitants here. In that time railway is finished and Čapljina is settled with nearby settlers as with workers from nearby towns.
In 1904 when the railway station was built, the heart of the town is formed, what brings village Ćapljina from brows under Gradina. After the Second World War the town becomes urban. In 1962 Čaplina got its first urban plan. The parts of Čapljina are: Gradina, Vrgorac, Muša, Čapljina city and new part of the town. Nearby settlements are Dretelj, Tasovčići, Grabovine and Struge.
