Victor's 4th Letter and Emote

Victor's 4th Emote: "Duty" - "To Wick: Atta boy! We've both fulfilled our duty!"
He says in his 4th letter that he sees his duty as delivering every letter (via Wick, based on his 3rd letter). In his 2nd, he states he sees these letters as containing their "secrets".

Back to Victor's 3rd letter, it describes his extreme need to keep these "secrets" absolutely safe.
His 4th letter talks about needing "redemption, where all imperfections can turn to ashes".
He says the letters need their proper "packaging", the last step before he's "fulfilled" his duty. Regarding this "packaging", he says he "failed to achieve perfection the first time".
This "first time" should refer to his backstory with the policeman who was killed in the fire.
Deduction 3 states that the policeman planned to give Wick a letter to deliver to Victor if something happened to him (the policeman). We know something did happen to him, but Victor never got the letter.

Potentially because the gang found it first and that's why they set the fire, and also why it is mentioned Wick has been burned before, as we know Wick was supposed to be the one to send the letter. Even if they didn't find it, the fire would've destroyed it anyways.
This is why Victor in his Deduction 10 talks about wanting to try to look for the letter, while Deduction 11 is titled "Lost Letter".
Victor sees himself as having failed his duty as a result, which is why this time he wants "redemption".
Maybe Victor peeked at the letters entrusted to him, which the contents could make him feel it was even more imperative to protect those secrets, especially with his 3rd letter having the manor owner discuss using these letters to "sow discord and expose secrets".
The "packaging" potentially refers to putting the letters in an envelope, sealing them, and then putting them in a safe location.
This could also explain why Victor in his 3rd letters was stated to have run back into the fire in an attempt to protect those letters.
Why would he have run back into the fire to protect the letters if he was the one to have started it? If he wanted to use the fire to destroy the letters, why go back in for them?
It makes more sense that Victor didn't start the fire, and thus it was likely an accident or arson caused by someone else.
Likely not Ganji considering his issue with fire, which leaves Annie and Aesop.
Annie's anxiety intensified after she had the drugs administered to her (and Ganji's own issues did too as the drugs were used on him as well), though Aesop in his 4th letter said regarding Victor "I bury him in a sea of flames", so Aesop seems likely.

Annie had motivation due to her apparent strong need to get rid of Ganji, while Aesop also had motivation to "bury" Victor, though initially it seemed he wanted to do so via embalming.
Or again, it was an accident, though I'm doubtful it was with the owner calling it "arson".
About Victor's emote, I think the reason we see Wick on fire is a reference to Victor's past with the postman, as Wick had been set on fire back then, and it would also tie in with how that same emote also shows the letter Victor was holding as burning too.

∆ CLOSE ∆  -  sender places their hand with their fingers just barely touching receiver’s, too shy to fully hold their hand.
There wasn't too many matches today so it only felt right that today would be a nice day to write some letters in the dining room. A wide open space with the smell of food was always needed after all.
One couldn't let themselves be kept inside their room all the time - it would lead to getting sick!
So there Victor was, writing when he heard the sound of the chair next to him be pulled out for a moment and someone sat down. The small feeling of warmth on his drumming fingers was enough to bring him out of his stupor fully. He had fully expected to see Andrew, Edgar, his brother or maybe another mild manner companion of his due to how quiet they'd be if he was writing so when he glanced up to see the frame of the manor's sleepy embalmber Victor was surprised for a moment.
Did the other sit down to sleep? Wouldn't it be more comfortable to have gone somewhere softer? The seats weren't the most comfortable for sleep after all.
Still. Victor didn't make too much noise as he glanced over at the other to make sure that little sleepy Carl didn't fall from the chair.
