The responsibility of the State.

The International Mine Action Standards (IMAS), which are managed by the United Nations Mine Action Service (UNMAS), guide the planning, implementation and management of mine action programmes.

The State should also ensure full implementation of the International Mine Action Standards (IMAS). This includes facilitating access, supporting and contributing to the effective management of de-mining projects, whether carried out by local or international actors. Such activities are often overseen by a specific national mine action authority (NMAA).

對於有美國國會議員提出法案，建議取消香港駐美國經濟貿易辦事處的特權，從而令經貿辦不能在美國運作。在美港人組織「香港民主委員會」表示歡迎，並指出經貿辦的角色，早就變成為港共政府執行政治任務，不但洗白其打壓人權的惡行，更懷疑涉及游說及收集香港民主人士資料。⁣

在美國首都華盛頓的香港經濟貿易辦事處（簡稱「經貿辦」）於1987年成立，其使命為擴大及深化香港與美國之間的經濟、貿易等聯繫。其現在享有的特權是由前美國總統克林頓根據《國際組織豁免法》（The International Organizations Immunities Act）於1997年6月30日簽署行政命令13052號所賦予的，與其他國際組織如聯合國及國際貨幣基金組織享有的豁免權看齊。⁣

郭鳳儀說：我們發現香港經貿辦在過去幾個月，頻頻舉辦一些內部、閉門的音樂節，例如在華府及紐約都有舉辦，在華府的一場，我們知道有不同的政府官員及國會人員有被邀請，有人告訴我們場內對話的內容，其實都是維穩活動，首先慶祝「香港回歸25周年」，然後再次提及香港現在沒有「暴亂」，回復一個自由的香港、民主的香港，以及很尊重人權，所以有安定的發展，當然我們覺得很難聽，和我們知道的完全是南轅北轍。⁣

郭鳳儀又提到，今年經貿辦與美國國立亞洲藝術博物館（NMAA）共同舉辦的「香港製造電影節」，亦一度被港府以慶祝「香港特區25周年」之名作政治宣傳，偏離文化交流的目的，最終經港人向NMAA反映後，相關宣傳廣告已被移除。⁣

郭鳳儀又憶述在2019年9月，一批香港民主人士及倡議者來到華府，游說國會通過《香港人權與民主法案》（Hong Kong Human Rights and Democracy Act），而在同一星期，亦有不少香港政府官員現身國會，游說國會反對該法案。她相信背後要香港經貿辦有份協調。⁣

郭鳳儀說：我們翻查紀錄，發現過去多年，每年香港政府都有幾千萬資金，用來給予香港貿發局用來做游說，而香港貿發局做游說的方式就是聘請游說公司，去代表他們，雖然在門面上，我們見到是香港貿發局做直接聘請美國的游說公司的經手人，但實際上香港貿發局在美國這裡是沒有職員，所以很多時實際上去與游說公司以及與國會聯絡，或者向游說公司提供香港政府的說法時，其實都是香港經貿辦去做。⁣

她又表示，曾經有些相熟的國會議員辦公室告訴他們，有香港官員在其游說後，走到國會就同一條法案進行反游說，令她感覺到受港共官員處處注視。⁣

至於對港人的監控，郭鳳儀表示，經貿辦雖然沒有高調騷擾在美港人，但身邊亦有人權倡議者試過被經貿辦相熟的人士「收風」，郭鳳儀認為這樣都會做成白色恐怖。⁣

郭鳳儀說：但以我所知，經貿辦會問一些他們知道又認識我們的人，去問有沒有誰人誰人的資料，你知不知道誰人誰人的背景是怎樣，他平時開會跟大家說甚麼。另外，之前我們去搞一些在香港經貿辦外面，又或者在他們舉辦的華府音樂會外，我們去派傳單時，他們都有職員出來觀察我們及拍攝。⁣

除了今次參議員魯比奧（Marco Rubio）及眾議院史密斯（Chris Smith）共同提出法案，建議取消香港經貿辦的特權之外，美中經濟暨安全檢討委員會（USCC）在今年向國會提交的報告中，亦建議從《國際組織豁免法》的受惠機構名單中剔除經貿辦，取消其因而享有外交特權，並改為認定經貿辦是中華人民共和國的官方代表的一部分。⁣

而經貿辦回覆本台記者關於被美國議員提案「踢走」時表示，只是重申其使命，並指「秉承這一個使命，各辦事處繼續探索機會，促進人與人之間的交流，並加強互利的聯繫」。⁣

Key actors include: At the national level, ministries of defence, the interior, health, education and social welfare; the national mine action authority (NMAA), local NGOs, civil society and religious charities.

At the international level, the key actors are UNMAS and UNICEF (for education and awareness). Other important actors include NATO, UNHCR, UNDP, ICRC, WFP, WHO, the Geneva International Centre for Humanitarian Deming (GICHD), NGOs such as Halo Trust, Handicap International, the Swiss Foundation for Mine Action, Mines Advisory Group, DanChurchAid, Norwegian People’s Aid, Danish Demining Group, RONCO, Landmine Action UK, and commercial firms engaged in mine action.
