Do you know any international retailers or shopping services to buy girly clothes? It's hard finding girly communities online T.T
There are some Girly brands that have international storefronts, such as Liz Lisa, and there are some storefronts that partner with shopping services like Buyee for international shipments as well. Another great option is Taobao, as there are many storefronts there that sell cute Girly clothing, and it can be quite inexpensive. I'm currently working on updating the shoplist for this blog with more Taobao recommendations, actually! I also will likely make a post on how to navigate Taobao, as it can be quite daunting at first glance.
It all honestly depends on what you are looking for.
If you're looking for communities that sell Girly clothing, secondhand marketplaces are often your best bet! They can also be useful if you do not have the means to order from brands directly, as the shipping fees in particular can be quite hefty, depending on where you live.
These are the two that come to mind off the top of my head:
Keimarket offers secondhand Jfashion in general (Girly included!) from sellers all over the world.
Madame Chocolat, which is based in Spain, has a secondhand section that occasionally has huge drops of clothes all at once to choose from.
I would recommend being very cautious on secondhand sites like Mercari (both US and JP) and Depop, as there are sellers on those two sites in particular who sell brand items at insanely high markups. The main perpetrators of this are typically easy to spot, as they are clearly not selling their secondhand clothes, but rather, buying from brands and then reselling the clothes at a price higher than what they paid for and what the clothing is worth.
While Girly can be an expensive style to get into if you're looking to buy brand-only, prices like $300+ for a sold-out dress that started out at $90, and will likely be restocked at some point, is typically not a fair range of pricing.
Of course, sometimes there are cases where that price would be accurate, such as a very old, or very limited release that will not be ever restocked, but listings that fall under those categories in earnest are not all that common.

Do you know any western brands that have pieces that can emulate girly kei? Buying from taobao and japanese brands is too expensive for me sadly
I do! I have a section dedicated to Western brands that make accessories that could work well with girly kei from time to time on the shoplist!
As for clothes, it's a little trickier. My advice is to not buy Japanese brands on the English-speaking secondhand market- the markups are INSANE. Thrift shops irl, however, are your friends! (I actually found a Candy Stripper x Hello Kitty collab item at Goodwill once, but you can find Western offbrand clothes that fit girly kei at tons of thrift stores!) I've also gotten girly kei suitable clothes from JC Penny, Macys, J Crew, Banana Republic, Marshalls - so many places you'd never even think to look! I've gotten some pieces from local boutiques as well. If they sell retro and/or preppy clothes, it's usually worth it to go look! Clothes can often also be slightly altered/upcycled to fit girly kei as well!
Also, I'd keep on top of JP and Taobao sales even if you don't think you can afford it. Even with shipping and customs, you can sometimes land better deals with those than Western brands (ESPECIALLY on Taobao). There's also some major bargain sites on the Japanese market like Closet Child and Wunderwelt. Besides, window shopping is just as fun as it is practical!
