Could it just be that Tim is so well regarded and lived within the royal family that he is given the exception? Because from what I see, he does a lot of engagements with princess Anne and Anne does a lot! Why not just make him a royal? I mean he has unofficially done more engagements than a lot of working royals .
We don't know why he's treated the way he is but that wouldn't really be relevant to me. If it was just going on the balcony or being in photos it wouldn't matter, if it was just going to family events like Trooping or the Coronation it wouldn't matter - they can include him because he's respected as much as they want - but that's not what this is about. Being respected doesn't mean you don't have to follow ethics guidelines at work!! So either he needs to stop doing so many of these normal day to day engagements with Anne or, my preferred option because it's more practical, he just becomes a working royal.
