Ok so Neutral is pretty powerfull. But what would happen if he met and squared fought other ascendant beings on his level with similiar levels of hax? Would it be a indefinate stalmate? And what about beings who scale and transcend above his level?

Like I said before, doesn't matter what they are, they will all fall from 100 to 0 real quick.

He can literally rewrite your entire script, designs, lores etc.
