Yet again, Tumblr ate my draft. But awesome question! As someone who used to be in the western gal comm (although I am no longer gyaru and now just appreciate from the sidelines), I feel like I'll be able to give a pretty detailed response- but if any active experienced gals have more to add, please do so! @llimerense <-tagging so you see this!
First off, so long as the person wearing it is a gyaru, they are a gyaru. Wearing another fashion doesn't negate their membership to their subculture. So long as the hair and makeup are gyaru, most gals assert that the coord the gyaru wears can be gyaru too, with some exceptions. After all, as the saying goes, "gal is mind!"
But I'd like to go into some differences in trends between the gyaru-styled himekaji coords popular about 10 years back as well as the girly kei himekaji that still lives on today!
Liz lisa has been calling its collections girly kei since at least 2001 from what I have found. And it was!

As you can see, even back in the early 2000s Liz Lisa had a certain gyaru flair, but not all coordinates had that gyaru vibe. The same was true of other himekaji brands like Ank Rouge. However, by around 2008, himekaji had become so popular amongst gyaru, especially amongst hime gyaru as a casual daily alternative to full-on hime coords, that the majority of pieces by himekaji brands catered to gyaru specifically! Let's take a look at some of the trends at the height of the himekaji gyaru boom!

As you can see, there are quite a few defining features of the era and styling that are no longer quite as popular amongst girly kei wearers, both in the past and now.
- Brown was a much more common colour in himekaji releases during the himekaji gyaru boom!
- Boots were often longer, creating a more wild-and-sexy feel!
- Hairstyles were more dramatic, but not quite as detailed as himekaji in girly kei - hats, tiaras, and headbows were more popular than ribbons and pearl clips. Sujimori hair was also popular, just as it was in hime gyaru!
- In order for a coord to be classified as gyaru and not just "a gyaru is wearing this coord", of course gyaru makeup is a must. It's interesting to note, however, that the makeup common in gyaru himekaji was much more natural and toned down compared to other gyaru substyles- but still generally included lashes, a nose stripe, droopy eyeliner, etc.
- Skirts were generally miniskirts, and when they weren't, most himekaji gyaru coords involved wearing the skirts higher than intended under the blouse or sweater to make it appear shorter. Again, this was to create that signature "wild and sexy" vibe!
- Much like long boots, hime gyaru style kitten heels were also very common. This gave the coord a more over-the-top princess-y look, similar to what would be seen in hime gyaru.
- For quite a few years, mokomoko/fluffy textures were super popular!
- Layered ruffles were much more common than intricate lace, although the latter wasn't entirely unseen.
Now, let's take a look at some recent himekaji trends in girly kei! I'd like to note that while gyaru himekaji is unfortunately pretty dead in Japan, it's still thriving in the gyaru community overseas! As much as I love himekaji in girly kei, I'm glad!
Since the mid-to-late 2010s, himekaji has mostly separated itself from gyaru. This princess casual style stopped taking as much inspiration from hime gyaru, and more from fairytale princesses and sweet lolitas. Here's a few trends and common traits that are common for himekaji in girly kei but not gyaru.

- Skirts became longer, and silhouettes became a little more modest, and closer to lolita than most gyaru substyles. Note that they are similar, not the same. Lolita skirts are meant to be worn with petticoats and usually go down a little farther than modern himekaji skirts and dresses do.
- Gyaru makeup is not seen in girly kei’s himekaji, nor is sujimori hair. Deco nails are still popular, like in most girly kei substyles, but became shorter and less dramatic than was seen in gyaru takes on the style.
- Pinks, whites, and off-whites stayed popular, while browns did not. Most girly kei pieces nowadays are predominantly pink and white. However, red, brown, purple, blue, and black can in fact be seen!
- Most importantly, that "wild and sexy" gyaru feel isn't present, but the sweet, frilly, princess-y feelings of girly kei and himekaji are!
All in all, while trends and the overall state of himekaji changed during and after the gyaru boom, himekaji in girly kei has been around for a long, long time, and there are gyaru who wear himekaji still today! I'd also like to note again that many pieces can be styled either girly kei or gyaru, as shown in many of the example pictures I've provides! And like I said, the main difference between himekaji in girly kei and in gyaru is that a gyaru is wearing the himekaji coordinate.
