New York state’s Fourth Judicial Department has reinstated a controversial policy that empowers the state government to lawfully order people to involuntarily isolate or quarantine in order to prevent the spread of highly contagious diseases.
Originally passed in February 2022, the dramatic expansion of the rights and abilities of the State Health Commissioner, collectively referred to as Rule 2.13, was struck down in July of that same year in the state Supreme Court, following a lawsuit filed by Republican lawmakers Sen. George Borrello, Assemblyman Chris Tague and U.S. Rep. Mike Lawler, who was a member of the Assembly at the time of the filing.
Last Friday, the Fourth Judicial Department repealed that decision, stating that the Republican challengers, who had argued that Rule 2.13 gave undue power to the executive branch and disregarded the authority of the state legislature, had not established how their authority had been negated.
The court’s Democratic Supermajority, in a unanimous vote, ruled that the “Legislature retains its power to address the regulation,” essentially stating that New York legislators still maintain the authority to change the laws which originally empowered the Governor’s office to pass new and stricter public health policies. Furthermore, the Fourth Judical Court wrote “that the legislator petitioners failed to fulfill the injury-in-fact requirement to establish standing” arguing that the state legislators who originally brought the suit did not have the legal standing to do so.
The lower court ruled that Rule 2.13 did not nullify any vote cast by the plaintiffs or strip them of any due authority, thus the challengers had no grounds on which to personally sue.
“Inasmuch as the legislator petitioners merely asserted an alleged harm to the separation of powers shared by the legislative branch as a whole, they failed to establish that they suffered a direct, personal injury beyond an abstract institutional harm,” wrote the court.
Republicans have categorized the Fourth Judical Departments ruling as a technicality, and have vowed to continue challenging the policy.
“The court seems to insinuate that the only person with the right to sue is someone who has been forcibly locked in their home against their will” Bobbie Anne Flower Cox, the attorney representing the petitioners, wrote in a blog post following the lower court’s decision.
Rule 2.13 was fi rst made possible when, during the early days of the Covid 19 Pandemic, the state legislature amended executive law and gave then Governor Andrew Cuomo broad power to suspend laws and issue directives through executive orders.
The new ruling supersedes the conclusion of Supreme Court Justice Ronald Ploetz of Cattaraugus County, who stated Rule 2.13 violates the constitutional requirement for a separation of powers between the legislative and executive branches when establishing actions as severe as involuntary isolation.
With Rule 2.13 reinstated, the State Commissioner of Health now resumes the authority to “whenever appropriate to control the spread of a highly contagious communicable disease, issue and/or direct the local health authority to issue isolation and/or quarantine orders, consistent with due process of law, to all such persons as the State Commissioner of Health shall determine appropriate.”

State of the Planet: 2022 Edition
And so here we are again, with just hours to go before we finish another lap around the Sun.
I feel that in many ways, 2022 will be looked back on as the year we have once a decade: where the old order finally passes on to make way for the new order that will come to define this period. In addition to some major world-shaking events (we all know what those are), it felt like this was the year in which we set ourselves down on the paths that we shall follow for the next decade.
And despite some dark clouds that were present back in the Winter, I feel this year ends on a note of optimism. There were moments where things could've turned bad and put us all into a grave situation, and in some respects things got pretty dire for some of us. But I feel like that while we certainly entertained our worst fears, we never realized them, and now we can be in a spot where while we're not out of the woods yet, we can feel as though things are looking up.
With that said, let's look back at some of the good things that happened this year:
The permanent members of the UN Security Council put out a joint statement saying nuclear war must be avoided at all costs.
A pig heart was successfully transplanted into a human for the first time.
The Winter Olympics were held in Beijing and the World Cup was held in Qatar.
Over 10 Billion COVID-19 vaccines have been adminsitered around the world.
The wreck of the Endurance, commanded by Ernest Shackleton during his Antarctic expedition, was discovered.
The Democratic Republic of the Congo joined the East African Community.
Turkey and Israel resumed diplomatic relations.
At the COP15 Biodiversity conference, 200 nations pleged to preserve a third of the planet for nature by 2030.
Construction on a wind farm began in the Mediterraian sea, it's estimated the farm will power 21,000 homes.
The US Government invested $430 billion dollars into fighting climate change, the largest investment in American history.
EU Environmental ministers committed to eliminating carbon emissions from all new vehicles by 2035.
The National Ignition Facility records a net energy gain from a fusion ignition for the first time.
The European Southern Observatory announced the discovery of the micronova, a new type of exploding star.
The James Webb Space Telescope began sending back its first images.
The Event Horizon Telescope gave us our first look at Saggitarius A*, the black hole at the center of the galaxy.
Artemis 1 became the first human-rated spacecraft to visit the Moon in 50 years.
* The global population surpassed 8 billion people.
Those are just some of the highlights that occured this past lap around the ol' Sun, and they show that despite the darkness that may exist, the light of progress and hope can shine through all the same.
Which is why my word of the year is "evolution."
As I said above, I truly believe that this will be the inflection point for the decade, the year when the cultural zeitgeist of the 2010's ended in favor of the 2020's. We don't know yet where this decade will lead us, but the way to ensure the best future for all of us is for us to constantly remember to evolve, whether it be in our professional lives or our personal lives.
It sounds like a tough ask, to exchange the comfort of the familiar for the uncertainty of the future, but it's actually something we do constantly, whether we want to or not. In our younger days, we all had our lives planned out; we knew exactly what we were going to be, who we were going to marry, where we were going to live, and we were naieve to assume that things would fall into place. But as we got older, we discovered the real world is not as accomodating as we'd like it to be, and often we found that our hopes and dreams ended up being just that in the face of reality.
But we didn't give up. What did we do instead? We evolved. We recognized the changing world around us and we changed ourselves to find or secure our place in it. Maybe we didn't recognize it at the time but we changed nonetheless. Sometimes we were forced to evolve, other times we took the initiative, but the end result was the same: every year we exit the calandar a little different than who we were when we first opened it.
But evolution shouldn't be looked upon as something that's imposed on us, or something that is a burden. Rather we should see it as an opportunity. A chance to view the world in a new way and come up with new ideas to solve the challenges and problems that face us all. Perhaps old thoughts and predjudices looked at in a new light is the key to overcoming them, and those who you thought you needed to hate and fear could turn out to be the people that will help you on your way.
So as we truly begin this decade, remember to always be looking for ways to improve yourself. Inspire those around you to do the same. Don't wait for someone above to bring about the change that you feel is necessary to make your life better, make it happen yourself. Be the change that you want to see in the world.
Like I always say: better today than yesterday, better tomorrow than today.
Happy New Year to you all and let's make 2023 a good one!

The Exigency for an Active Parliament for Building a Vibrant Democracy.
On May 13, 2022, the Indian Parliament completed 70 years since its first session. The first session of Lok Sabha and Rajya Sabha commenced on May 13, 1952. The Lok Sabha is currently in its 17th (2019- 2024) session. The Parliament is the supreme law-making institution in India, where a draft bill is presented as a legislative proposal, when passed by both houses of parliament and assented to by the country’s president, becomes an Act of Parliament and the law of the land.
The statistics recently released by the PRS Legislative Research throw insight into how parliamentary standards have declined over the years, which calls for a severe relook into how our Parliament has been functioning. The Parliament has been in session for fewer days than earlier, from an average of 121 days from 1952-70 to 68 days since 2000, and this trend continues even now. Even in a few parliamentary sessions, participation in the parliamentary debates is low. In July 2019, a debate on malnutrition among women and children lasted 1 hour with only 10 participants. Just before the first wave of Covid-19, the debate around the threat of the outbreak lasted for 40 minutes with only 19 participants, which is indicative of the decline in participation of parliamentarians. The lack of participation by the members in the debates and fewer sessions of Parliament is a grave concern. Moreover, the 17th Lok Sabha’s monsoon session passed nearly 20 bills without any debate, of which 11 bills were passed in 8 minutes without any debate and discussion. The hasty passage of bills without discussion violates Article 107, which says that no Bill shall be deemed to have been passed unless both houses agree. The makers of the constitution could have used the term ‘passed.’ Still, they used the term ‘agreed’ with the intention of not passing the bills, namely by voting but wanted both Houses of Parliament to discuss legislative proposals thoroughly before agreeing to them.
Another unfortunate development that is being observed is regarding the setting up of parliamentary committees, which are supposed to be in operation even when parliament is not in session. Why are parliamentary committees important? Due to the complexity and wide range of issues that Parliament debates upon, it is necessary to have the technical expertise to comprehend the issues being raised. So the bills are sent to committees to ensure proper scrutiny before passing them, which has immensely contributed to the strengthening of the laws. Since 2004, only 45% of bills have been referred to Parliamentary Committees. Only 20% and 10% of the bills in the 16th and 17th Lok Sabha have been sent to Parliamentary Standing Committees. There have been 134 bills introduced in three years by the Lok Sabha., 114 of which have been passed. Only 13% of bills have been sent to parliamentary committees. In the United Kingdom, all bills are sent to committees for examination and scrutiny. The Central and State Legislative Assemblies have diminished in stature with the introduction of the ‘Anti-Defection Law’ in 1985, which was intended to prevent lawmakers from leaving one party for another, it also introduced the party whip system. It has transformed the legislative institutions into halls of whip-driven tyranny, where it prevents lawmakers from exercising their freedom of speech and conscience.
In a nutshell, it is incumbent on the parliament to function for a longer duration of time to accommodate a wide range of debates on matters of public importance and national challenges. The active presence and debate of parliamentarians are essential for constructive debates and discussions in the parliament which is an essential obligation of Parliamentarians towards citizens. There is a necessity for relaxation of some provisions in the ‘Anti-Defection Law’ agreeing that an MP or an MLA can be disqualified for violating the party whip on confidence motions, no-confidence motions, adjournment motions, money bills, or financial problems. The legislative domain needs to be free quorum so that a lawmaker should not be compelled to follow the party whip and be able to vote against a legislative proposal if they disagree with their party’s official stance. In a participatory democracy, a citizen’s responsibility shouldn’t end simply with the act of voting, which is right now the case. There needs to be greater public participation in the lawmaking process from citizens themselves. It is not the government’s sole responsibility to create an enabling environment for debates, discussions, consultations, and parliamentary scrutinies. It is the responsibility of citizens too to take an interest in matters of public importance, but the general perception among citizens is that of an MP or an MLA as a middle man to the executive in getting access to the public goods for one’s constituency. Citizens are interested in using the influence of MPs and MLAs for recommendations for personal benefits. So, to improve the law-making process, citizens need to hold legislatures and the government accountable by increasing people’s participation and making legislatures not only functional but also prosper to lead our ways to good governance.

House; several states may even be holding gubernatorial and state legislative elections. Polling has shown that border safety and immigration are among the many high issues concerning potential voters within the 2024 presidential election. In 2023 and 2024, a surge of migrants getting into the country via the United States' border with Mexico occurred. In response to the influx of migrants, Republican controlled states corresponding to Texas and Florida have been busing migrants to main Democrat controlled sanctuary cities corresponding to New York and Chicago. The Biden administration has undertaken a policy of offering short-term protections to migrants from sure nations such as Venezuela, Ukraine, Nicaragua, Cuba and Haiti. While it’s onerous to say how much these examples have influenced the outcomes of elections, their proliferation is a worrying trend. In an already inflamed and polarized political climate, this might have extreme penalties. In 2024, generative AI would possibly truly become helpful for the common, non-tech particular person, and we are going to see more folks tinkering with 1,000,000 little AI models. State-of-the-art AI fashions, such as GPT-4 and Gemini, are multimodal, which means they can process not only text but pictures and even videos. For instance, a real estate agent can upload text from previous listings, fine-tune a powerful mannequin to generate comparable text with just a click of a button, addContent movies and photographs of recent listings, and easily ask the personalized AI to generate a description of the property. Prior to the final election, political events will select their nominees at nominating conventions. Delegates to the nominating conventions might be chosen by voters in state-level caucuses and first elections. In October 2023, anti-vaccine activist and environmental lawyer Robert F. Kennedy Jr. announced his run as an independent presidential candidate. By the following month, Kennedy's polling was at the highest levels for a candidate exterior the two major parties since Ross Perot in 1992. In this study, we use a platform based on the self-assembly of EGO sheets onto the surface of a GCE using a p-aminophenyl linker , for the systematic electrochemical characterization of the EGOs. Compared to different methods, the self-assembly methodology can reduce the re-stacking of EGO, and provides a greater management of the thickness and homogeneity of the EGO movies on the electrode substrate. This is as a result of the negatively charged EGO sheets are self-assembled on the positively charged electrode surface through the electrostatic interplay and π-π stacking between them , . The EGO/AP/GCE electrodes are electrochemically characterized by cyclic voltammetry in 1 mM [Fe6]3-/4- inner-sphere redox couple which could be very delicate to floor structure of carbon supplies . A wide range of EGO materials with totally different quantities and kinds of oxygenated teams, structural defects, sheet sizes can in principle be obtained by this methodology , , , . At the top of July 2023, FiveThirtyEight's national polling average of the Republican primaries had Trump at 52 percent, and DeSantis at 15. Third-party candidates presently have the strongest exhibiting in polls since Ross Perot's high poll numbers in the Nineteen Nineties. Donald Trump's 2024 marketing campaign has been criticized by the media for making increasingly violent and authoritarian statements, which some consider the Trump campaign is deliberately leaning into. If recent elections are anything to go by, AI-generated election disinformation and deepfakes are going to be a huge problem as a record number of people march to the polls in 2024. More reflections and thinking on my way to work as the year comes to an end. A friend asked me what I thought about Hebrews as we completed a year’s long of study in it. That was when it kind of dawned on me that I started the year in 1 AG and ended the year in another.
At the start of 2023, I never expected that I will come to the decision of leaving the AG, in spite of the challenges and discouragement faced. Of course I had been asked before to think about whether it was good for my spiritual well-being to keep going, and for a while, my answer had been that I had more to give and I was receiving spiritual encouragement elsewhere. But the ongoing conversations in January eventually led me to realise that as much as I could continue giving, I would be walking on eggshells because of the complexity of being both a friend and sister-in-Christ. The gradual shift in mindset about church and community over time (exacerbated by Covid-19) led to differences and barriers in understanding about the decisions that I make, the people and things I choose to invest time and energy to, and I found it increasingly hard to feel supported and accepted for it. The other tension was the balance between being a friend along this life journey and challenging others to look at the Bible and live as Christ did. The pain of conversations that were “us vs them” and calling me “them,” misunderstanding my intentions when I pushed for getting the help from pastors, misperceiving my decision to stay at the then 5pm congregation as being stuck, and feeling like I have to defend the leadership’s decisions or be their mouthpiece/target during difficult conversations all contributed to the feeling of lack of support.
As I told some people my decision, I was asked “what did we do wrong” and while that broke my heart a little, it also did not feel like the right time to be completely honest about my reasons.
7 months on, I still feel somewhat awkward whenever people from the previous AG ask how I am doing in the new AG. Having to navigate being authentic while mindful of their feelings has been tricky, and it varies from people to people. A part of me also feels that it is about time to reach out and attempt to maintain/restore the friendships since some time has passed, and we shall see how that goes. The recent 2 weddings have been helpful, in creating opportunities for organic conversations, and helping me to come to a better closure. It felt less like walking on eggshells and more like friends.
7 months on in the new AG, and I think I am still finding my footing and place. But I guess that is another reflection for another time.

I finished college, here's what I learnt.
June, this year, was the final month of college for me. It took me five and a half years to finish the entire curriculum, and during those times I did learn a lot.
No, this won't be a snarky thing where I'll say: nothing valuable was learnt at all during college! Because despite the overwhelming urge of saying that, I think being dismissive of all the good things college has taught me is dishonesty.
For my first year, I thought going into college was a mistake. Everything felt really out of place for me. I felt like I couldn't trust anyone, and that everyone is out for themselves.
I was right, of course, everyone did have their own goals, they are out for themselves. This is because I am no longer bound in the "high school" environment, where the goals were set by the teachers: essentially a higher power. Because of that, I feel lost.
One thing I really held on to from my first year is the allegory of the sea. My senior told me that being in college is like jumping on a large body of water, or the sea. Whether you decide to back out, keep swimming, or stay and drown, you're wet anyhow. Might as well.
That phrase, "might as well", is etched in my heart all the way until graduation.
What I like about the allegory is that it tactfully, and unknowingly, also describe how I felt at that time: lost, not knowing what to do, and facing a huge new reality. That was until third semester rolls in. I think, because of how new I was to the experience, I expected something different. But because the curriculum for new students in my college is very similar to high school, I also have a lingering harmful nostalgia to my days in school.
I remember talking to my parents about college. I said to them that nobody in there (my campus) is worth my time. My seniors only speak in jargons, and my classmates are not friendly at all.
Tumblr media
So, first years taught me about despair. It's something I have never truly experienced before. Thankfully, I grit my teeth and told myself that this too, shall pass. That everything is going to be okay tomorrow, and that everyone will wake up the same way.
Truthfully, I would love to return back as a freshman. Experiencing that despair again, one that made me appreciate how melancholic some things can be. I wouldn't change a thing, cringy and all. The things I did during my freshmen years were the building blocks of who I am today.
Once the third semester rolls around, we started to develop our own interests in the specifics. We take the same classes, but it is evident that our pathways are going to separate one day. This is actually a good thing, because now for the first time I actually felt like a college student.
Things were sailing smoothly for now. I learnt little things like scientific writing, organizations, and further time management. My decision of joining an organization was a good one in my opinion. It led me to understand my friends and my seniors more. They are humans after all, not some mythical creature I imagined them to be.
Complex as they are, the more I hang out with them the more I appreciate their existence. I no longer view them as tropes or characters. I think of them as human beings. Flawed, personal, subjective, and beautiful human beings.
Tumblr media
We will now move on further to the future, passing through the fourth and fifth semester. Honestly, because there weren't any significant events happening in those two semesters, I feel like I don't need to mention them. I was comfortable, something must happen to shake things up.
Something did happen.
I don't think anything can top the slow burn of the COVID-19 pandemic. It starts slowly, news from all the way over in China, people celebrating the "two-weeks" off campus, making plans with friends on how to spend those off period. But then it hits us all.
Two weeks turns into a month, and a month turns into a semester. I still remember the literal final days of me going to a physical college class as a bachelor. It was a Monday; we were studying Plant Genetics.
The professor ended the lecture by saying his plans of teaching us something later at 13:00 or the practical period of the course, but then after we all went downstairs, he called me. He told me that the dean passed an internal note to cease offline classes for the day and that the morning class we just had is the last class, effective immediately.
I passed this message to my friends, and we were a bit ecstatic. Especially those who are known to skip classes, they were over the moon. Seems like at the time we all view the pandemic as something trivial, something that may be large but will pass as soon as it comes.
Tumblr media
Have you ever felt like you're in a loop? Like a dream you're in where, as soon as you wake up, you manage to find yourself in another dream. The desperation you feel at that moment and the want to escape the loop. Imagine that for an entire year.
During the pandemic, I did attend classes, but I have to admit around half of the times I fell asleep. I remember it was always a hot and humid day, and because of that every time I nod off on a class it turns into a full-blown nap.
At first it wasn't a habit, but habits form out of convenience. If an action is done repeatedly enough with no breaks from the inertia, it will become a habit. My habit was sleeping in the morning.
I won't get into a weird tangent where I would condemn morning sleep and what not. But if the previous wish were to be granted, and I were to relive the pandemic again, I would definitely avoid this habit.
See, because sleeping in the morning really makes you feel groggy afterwards. You essentially feel like you're missing out on something, but you have no idea what. This is worse because since it's the pandemic, there really is nothing to do.
All of this culminated in me doing absolutely nothing for an entire year.
At the time I chalked it up to depression. A direct result of confusion and a whole new environment. But doing so for an entire year broke me. Add to that my friends are graduating one by one.
Tumblr media
I am not one to hold anything against my friends. I am not envious of them. However, I do feel like it is unfair. Like the sea allegory before, seems like they found their islands earlier than me.
It's possible, maybe, that they have a bit of help here and there. A raft to go with, a ship sailing around them, anything to reach the other side. For me, I felt alone.
Loneliness is powerful. Because humans are social creatures by design, and your brain could be imbalanced enough to feel loneliness and experience it without the knowledge of why. This is what happens to me for two years.
The final stretch of my college life is filled with that feeling. Loneliness. I feel like a pariah because my parents kept asking me about my grades and how I'm doing. This is until I decided to just say fuck it. Might as well.
I tried to sort things up, do my thesis, and everything I needed to do in order to actually finish college. Then it happened. Like wisps of air, breezing like nothing at all.
I graduated.
It wasn't a fanfare; it wasn't much of a celebration. All I did was attend graduation ceremonies and go home. I did take pictures with my family, so that's something. We rarely do that.
Maybe it is special, in its own way. Maybe I feel like it's a breeze because I haven't had time to really let it sink in yet. Maybe it really is nothing at all.
But to be honest, five and a half years is a long time. In that stretch of time, I did a lot of things. Many of them still haven't had their proper "end" yet.
This post is meant to be an effigy I burn to let my college go. The despair I felt in the start, the happiness of the middle, and all the blur of the end. I have finished my bachelor's degree, and I may be allowed to feel a bit more relaxed than before.
Wish You Were Here, Eosolpeun.

Earthquakes.
Morocco
Mexico
Chile
California, USA
Several earthquakes, in diverse places.
And so, we refer to Matthew 24.
5] For many shall come in my name, saying, I am Christ; and shall deceive many.
((And we see many cults, many ads who claim that their way is the way to a healthy life. Not saying they are literally Jesus, but that they are deliverance.))
[6] And ye shall hear of wars and rumours of wars: see that ye be not troubled: for all these things must come to pass, but the end is not yet.
((So many conflicts.))
[7] For nation shall rise against nation, and kingdom against kingdom: and there shall be famines, and pestilences, and earthquakes, in divers places.
((And we see food shortages, nations hoarding their produce, fields unpollinated, wheat shortages, potatoes and corn having issues.))
((I cannot speak as to pestilences as they are often underreported as it is! The Covid-19 numbers have been overwritten, changed, underreported!! Malaria, anti-vaccination movements bringing back old diseases.))
((And earthquakes, the most clearly visible catastrophes. Which we are seeing hurting so many people.))
[8] All these are the beginning of sorrows.
[15] When ye therefore shall see the abomination of desolation, spoken of by Daniel the prophet, stand in the holy place, (whoso readeth, let him understand:)
[16] Then let them which be in Judaea flee into the mountains:
[17] Let him which is on the housetop not come down to take any thing out of his house:
[18] Neither let him which is in the field return back to take his clothes.
[19] And woe unto them that are with child, and to them that give suck in those days!
[20] But pray ye that your flight be not in the winter, neither on the sabbath day:
[21] For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.
[22] And except those days should be shortened, there should no flesh be saved: but for the elect's sake those days shall be shortened.
And so, I wait to see what will happen in Israel.
For the next global conflict to begin.

By • Olalekan Fagbade Palliative ; Govt announces increment in Workers’ Salary PppppThe Gombe State Government on Friday, announced an increment in workers’ salary by N10,000 across board to cushion the effect of fuel subsidy removal. Briefing newsmen in Gombe, the Deputy Governor of Gombe, Malam Manassah Jatau said it was part of the measures taken to reduce the economic impact of the subsidy removal on workers. He said that Gov. Inuwa Yahaya of Gombe is concerned about the welfare of civil servants and residents of the state through various interventions since the COVID-19 pandemic. He said since the fuel subsidy removal, the state government had taken measures towards cushioning its effects on citizens of the state, by distributing palliatives to 30, 000 beneficiaries across the state. According to him, the N10, 000 is for both the state and the Local Government workers in the state and it will take effect from August. “We have also noted with sympathy the difficulties they are passing through as a result of the economic meltdown. “Therefore decided to bring interventions by way of payment of N10, 000 each on monthly basis effective from the month of August, 2023. “This shall include all workers in the state and Local Government payrolls. When asked how long the increment would last, he said the “N10, 000 does not have a time limit for now. The deputy governor commended the contributions of the workers in the state, describing it as the engine room of the administration and implementation of government policies. “We are ready to ensure an atmosphere that is conducive for them to contribute their own part to the development of the state and the nation. Jatau urged the workers to reciprocate this gesture by being law abiding and support policies and programmes of the government while urging other residents who were yet to benefit from the palliatives to be patient. “I call on all residents of the state especially those who are yet to benefit from the palliatives to be patient as we shall continue to consider bringing more interventions in the nearest future within available resources.”(NAN) #WorkersSalaries

IMPACT OF PRESCRIPTION DRUGS PRICING ON Universal Health Coverage
Tumblr media
Provision of drugs is a very key component in any healthcare delivery. Once a patient is diagnosed
with a condition, the almost sure bet is that they shall get a prescription for drugs. For clarity, the
prescription drug here means medication that is prescribed by a medical practitioner and not
necessary only those that are referred to as “prescription only” medications.
Prescribed drugs in most circumstances from the bulk of the bill that have to be paid. Whereas
consultation fee in most facilities is a known amount from the onset, other parameters are dependent
on what the doctor requests to be carried out – whether any diagnostics are required and what
medications will be needed. Even for individuals suffering from same condition, drugs can be as
different as the route of treatment is also different and yet it remains very highly priced. With high
prices of medications, attaining UHC can be a very expensive affair or completely unattainable. It begs
the question why prescription medicines are so expensive and how this trend can be reversed for best
outcomes.
Jayesh Saini, a Kenya based businessman, who has invested heavily in healthcare, admitted that the
cost of healthcare increases as the price of drugs increases, said that there have been various methods
that have been tried to ensure that the drug prices are controlled but many have not been as effective
as has been anticipated. Rate negotiations and capping has for long been considered as the solution
to lowering of the prices of medicines. But with each passing period, this has been found wanting and
there is need to align all the various components to ensure value is achieved at the most optimal rates.
It is noteworthy that pricing of drugs does not translate to value – expensive medication does not
make the end result more valuable.
There is need for all that are involved as leaders in the health sector to think beyond profits and
concentrate on value of healthcare as a whole. No item in the provision of healthcare should be
considered as standalone but as part of a bigger scheme of things. For example, with the COVID-19
pandemic, it is noted that hospitals have increased the prices, to more than double, of almost all their
drugs, not just those that being used for the virus and associated complications. This price hike did
not increase the value of treatment but increased the cost to the patients. Some trying to justify that
the increase was because their suppliers had also increased the prices were at stakes to explain how
their old stock was affected by any of the changes in prices, while there was evidence, they had not
ordered any extra stocks. Unfortunately, some pricing is done without focus of the long-term impact
and industry goals, and some do it as though they were just there to get a quick profit and exist the
scene.
It is opined that the best way out of the pricing problem is to realign the payments with the values
that are aimed at delivering the best healthcare to the patients.
Jayesh Saini started Bliss Healthcare in 2012, an outpatient service provider, offering a wide range of
services from routine examinations to managing chronic conditions. With over 50 clinics across Kenya,
Bliss serves more than 960,000 patients per year and has clients from all segments including National
Hospital Insurance Fund (NHIF), Teachers Service Commission (TSC), Kenya Revenue Authority (KRA),
private insurance companies and direct walk-in clients.
Jayesh believes that healthcare is not a preserve of the rich or the urban areas only and that the
services should be expanded even into the remotest areas noting that falling ill is not a choice issue
but can and happens to people of all walks of life. Bliss healthcare is in the forefront, supporting the
Government of Kenya’s initiative of Universal Health Coverage (UHC) through providing affordable
quality services across Kenya
