What’s always wild to me is the historical record is rewritten into something objectively more boring. Like the song “Wasn’t That a Mighty Storm” is most associated with Tom Rush and Eric Von Schmidt, but the first known recording of it is by “Sin-Killer” Griffin, a Black preacher who tried to organize an invasion of Africa. That is so much more interesting than Tom and Eric.

KI in der Kriegsführung

KI fehlt in der Genfer Konvention

Während man bei der ersten KI Verordnung der Welt die möglichen Verzerrungen und Diskriminierungen bei ihrem Einsatz in Wirtschaft und im Geschäftsleben und möglichen Arbeitsplatzverluste mit Aufmerksamkeit betrachtet hat, wird der Einsatz von KI im militärischen Bereich dort überhaupt nicht erwähnt.

Cathy Mulligan weist jedoch bei Netzpolitik.org in einem Gastbeitrag auf folgendes hin: Automatisierte Entscheidungsfindung oder automatisierte Waffen automatisieren nicht nur den Krieg an sich, sondern sie können auch die Rollen der Bürger:innen innerhalb der Genfer Konventionen verändern und verschieben.

"Kriegsführung mit der Geschwindigkeit von Computern, nicht mit der Geschwindigkeit von Menschen"

... sagt Eric Schmidt, ehemaliger CEO von Google und nebenbei als Vorsitzender des Advisory Committee for the Department of Defense und der National Security Commission on Artificial Intelligence tätig. Ihm ist es mit Blick auf das (militärische) Verhältnis zwischen den Inkas und den spanischen Konquistadores wichtig, einen vergleichbaren "Qualitätsunterschied" herzustellen, so dass die USA zu einer vollautomatischen Kriegsführung fähig sind.

SDI nach 40 Jahren realistisch

US Präsident Reagans Star Wars Pläne aus den 80-iger Jahren sind heute möglich, denn KI kann die Flugbahnen ballistischer Raketen im Voraus berechnen, um sie dann präventiv abzufangen oder umzulenken. In den Projekten Maven der USA und gemeinsamen Projekten wie AUKUS von Australien, den USA und Großbritannien wird seit einigen Jahren aktiv an der Entwicklung automatisierter robotischer Waffensysteme gearbeitet. Natürlich wird gleichzeitig an neuen Waffen, wie Hyperschallraketen gearbeitet, die wiederum diese Systeme austricksen sollen. 

Dieser Wettlauf ist nicht neu, jedoch ergibt sich eine neue Betrachtung bei einem Blick in die Genfer Konventionen und ihre Zusatzprotokolle, die den Kern des humanitären Völkerrechts bilden: "… eine Person, die sich direkt an den Feindseligkeiten beteiligt, wird als rechtmäßiges Ziel betrachtet." (Dabei wollen wir nicht die Leo-II-Diskussion vom vergangenen Jahr oder die Zielkoordinaten für Taurus aufleben lassen ...)

Entscheidender mit Blick auf die KI wird dann sein, wo liegen die (verteilten) KI Datenbanken und wer betreut diese. Nach obiger Defintion sind eventuell alle diese "Zivilisten" ein rechtmäßiges Ziel für den Gegner. Oft kommt es in kriegerischen Auseinandersetzungen neuerdings auch zu Cyberangriffen. Dazu werden regelmäßig auch Computer von Zivilisten genutzt, die diese entweder für über KI koordinierte Distributed-Denial-of-Service-Angriffe (DDoS) zur Verfügung gestellt haben oder diese wurden durch Computerviren für diese Aktivitäten gehackt und genutzt.

Allein das Herumtragen eines Smartphones kann bereits durch die Bewegungsprofile "militärische Informationen" über Staus oder Fluchtbwegungen liefern und damit zu einem (eventuell bedeutenden) Dateninput für den Kriegsverlauf werden.

Human-in-the-Loop

Zurück zu dem Satz von Eric Schmidt, dieser macht den Unterschied zwischen KI-Kriegsführung und der Drohung mit Atombomben deutlich. Während ein interkontinentaler Atomraketenangriff noch eine Reaktionszeit von 20 Minuten lässt, kann die KI in Sekundenbruchteilen "entscheiden". Deshalb müssen, wie Cathy Muligan sagt, geschulte Entscheider an bestimmten Stellen in die KI-Prozesse einbezogen [werden], um sicherzustellen, dass ein Mensch die Entscheidungen trifft und nicht die Algorithmen selbst. Auf diese Weise soll sichergestellt werden, dass menschliche Ethik und Moral in die Entscheidungsprozesse einfließen und somit die Einhaltung des humanitären Völkerrechts gewährleistet ist.

Wie auch Frau Mulligan, sehen wir darin jedoch keine Lösung, denn diese geschulten Entscheider werden je nach ihrer Entscheidung und nach Ausgang des Konflikts von der einen oder andern Seite als Kriegsverbrecher an die Wand gestellt. Kein Mensch kann den auf ihn einstürmenden Wust an Daten im richtigen Augenblick sinnvoll bewerten. Eine Lösung kann nur in einer Rückkehr zu nachprüfbaren Abrüstungsvereinbarungen im Rahmen der UNO liegen und nie in Kriegen oder angeblich überlegener Kriegstechnik.

Das wollte schon Tucholsky mit seinen Worten "Soldaten sind Mörder" ausdrücken - KI-Unterstützung macht das Morden nicht besser - und damit bleibt uns allen nur eine Konsequenz bleibt: Nie wieder Krieg!

Escuchar el primer LP de Bob Dylan (Columbia, 1962) fue providencial para The Animals. El álbum contenía dos versiones de canciones tradicionales que, remodeladas al espíritu beat por el quinteto de Newcastle, serían su futuro inmediato. 

En 1964 la retitulada “Baby Let Me Take You Home” (”Baby, Let Me Follow You Down” con arreglo de Eric Von Schmidt en el disco de Dylan) fue su primer single, nº 21 UK, y “The House Of The Rising Sun”, con arreglo de Dave Van Ronk, el segundo, número uno a ambos lados del Atlántico. 

Sin pretenderlo habían generado el sonido folk rock al que Dylan, Byrds y otros se acogerían un año más tarde. En el Reino Unido, los Them de Van Morrison siguieron sus pasos en “I´m Gonna Dress In Black” y “Richard Cory” de Paul Simon.

1971: Beth Elliott, an American transgender folk singer who identified as a lesbian woman, serves as vice president of the San Francisco chapter of Daughters of Bilitis.

1972: Bev Jo Von Dohre speaks out on sexual harassment from Beth Elliott.

1973: Beth Elliott is expelled from Daughters of Bilitis on a 35-28 vote against the inclusion of any transgender male members The editorial staff of Sisters walk out.

1973: The West Coast Lesbian Conference is split over a scheduled performance by Beth Elliott. A vote was held, where two-thirds of the vote allowed Beth Elliott to remain. Beth Elliott chose to leave. Robin Morgan criticized Beth Elliott, calling the folk singer "an opportunist, an infiltrator, and a destroyer-within the mentality of a rapist."

1973: Jean O'Leary is booed at Christopher Street Liberation Day for her speech where she critiques the misogyny of drag queens. Sylvia Rivera and Lee Brewster jump on the stage and take the mic from her. Sylvia Rivera shouts "Y'all better quiet down! You go to bars because of what drag queens did for you, and these bitches tell us to quit being ourselves!"

1973: Marsha P. Johnson confronts Sylvia Rivera about lying about Stonewall at Christopher Street Liberation Day.

1974: In Andrea Dworkin's book Woman Hating, she states that she views gender reassignment surgery as a right for transgender people.

1976: Renee Richards sues the United States Tennis Association in New York state court, asserting that participating in the tournament would constitute "an acceptance of her right to be a woman."

1977: Gloria Steinem writes that while she supported the right of individuals to identify as they choose, she believed that too many transgender people "surgically mutilate" themselves in order to conform to a gender role that is tied to the physical body. She also believes that feminists are "right to feel uncomfortable about the need for and uses of transsexualism." Later in time, she would add that her position was informed by accounts of gay men choosing to transition due to homophobia.

1977: Gloria Steinem writes the quote "If the shoe doesn't fit, must we change the foot?" Although frequently mistaken as a general statement about feminism, she meant it in the context of transgender issues.

1977: Judge Alfred M. Ascione rules in Renee Richard's favor. "This person is now a female." Late in life, Renee Richard expresses that she believes her past as a man provided her with advantages over her competitors.

1977: Gloria Steinem expresses disapproval that the heavily-publicized transition of Renee Richards, a transgender tennis player, had been characterized as "living proof that feminism isn't necessary" by the press. "At a minimum," she wrote, "it was a diversion from the widespread problems of sexual inequality."

1978: The Lesbian Organization of Toronto refuse to admit a transgender person who identifies as a lesbian. LOOT elaborated their decision: "A person cannot just join the oppressed by fiat."

1979: Janice Raymond publishes The Transsexual Empire. She devotes a section to Sandy Stone, a transgender sound engineer for Olivia Records. Olivia Records employed only women. Olivia Records publicly defends Sandy Stone's employment at their location.

1979: A group that previously issued death threats to Sandy Stone shows up to an Olivia Records event with guns.

1987: Sandy Stone writes The Empire Strikes Back: A Posttransexual Manifesto as a response to Janice Raymond's The Transsexual Empire. The book is regarded as a foundational work for the field of transgender studies.

1987: Marsha P. Johnson tells gay rights historian Eric Marcus that Sylvia Rivera was asleep uptown or partying uptown during the uprising at Stonewall.

1987: After being asked to include Sylvia Rivera by Thomas Lanigan-Schmidt "so that young Puerto Rican transgender people on the street would have a role model," historian David Carter agreed to lie and say Sylvia Rivera had been present and had at some point thrown a bottle.

1987: Mary Daly publishes Gyn/Ecology. She states that SRS cannot reproduce female chromosomes or a female life history, therefore she does not believe that SRS can produce women.
