Hot take but I think a good gender neutral version of sir/ma'am would be siram.

It feels like it has a similar vibe when saying it, it integrates something from both other versions to maintain the familiarity, is associated with water since it means to sprinkle/water/pour/bathe in Bikol/Indonesian/Malay, and it means fear in Maranao. You could connect it to the idea of gender being potentially fluid in nature, or having gender be washed away or something, or nonbinary people striking fear into the hearts of their enemies, idk, tbh I mainly just think it sounds neat lol
