2021 Grants for Individuals & Collectives Recipients - October Deadline

Individual artists and their work are the foundation of our arts community. As they create work that explores and expands their artistic practices, their art provides our community with a reflection of itself and contributes to the innovation and growth of the sector. Through the Grants for Individuals & Collectives program, the Edmonton Arts Council supports a wide range of art forms and practices to foster experimentation and exploration, creative collaborations and public presentations, as well as activities to invest in the individual skills or artists, including mentorships and professional development. 
For the second intake process of the 2021 Grants for Individuals & Collectives program (deadline October 1, 2021), more than 250 eligible applications were assessed. From these, 79 grants were recommended by the peer assessment committee for investment. Focusing on fostering experimentation, supporting artists from Equity-seeking groups, and professional development and mentorship (addressing the Aims and Actions found in Connections & Exchanges: A Ten-Year Plan To Transform Arts & Heritage in Edmonton) a total of $1,097,030 will be invested in Edmonton’s arts community through this round of Grants for Individuals & Collectives.

For stream 1 of the program – Exploration and Experimentation – 30 applicants were recommended for funding ($5,000 each). Congratulations to the following recipients:  
Juwariya Abdullahi will create an oil painting collection visually capturing the ancient history and forgotten mythology of East Africa.
Asal Andarzipour will be integrating her current practice of representational oil paint with her background in design and art history.
Jacqueline Baker is working on Stigma: A Memoir of Fallen Motherhood, about trauma sustained in homes for unwed mothers.
Tariq Bakir is investing in time to improve his art sonically, lyrically and visually.
Mallory Chipman is working on Untamed Melodies, a songwriting and recording project based on the melodies of Alberta birds.
Meghan Eaker, an emerging neheyaw iskwew poet, will write new niâcimowak.
Daniela Fernandez is working on a self-guided exploration of music production and sound design.
Mika Haykowsky will explore the field of intimacy, queer studies and healing with technology.
Alison Hughes will explore short story literary forms.
Dara Humniski will explore and expand the use of narrative devices in the artist’s visual art practice.
Emily Jan will create Great Lakes Beast, a large-scale sculptural installation for the 10e Biennale National de Sculpture Contemporaine.
Kev Liang will work with photo, video and documented performance while using printmaking in new ways to confront concepts of lineage and prosperity.
Michael Magnusson will create new, wearable sculpture and photography that explores Queer culture.
Molly McDermott will undergo training in Butoh dance and Body Mind Centering to develop a solo project, Urge.
Veronika McGinnis will create a series of paintings and an experimental video exploring the nature of psychosis.
Jaron Morin will create a cutout animation, Grandson, about a grandson grieving his grandmother’s passing.
Anica Neiman will create large oil paintings assembled from plant and animal hybrids.
Diana Ohiozebau will undertake research around the creation of African masks.
Carley Okamura will travel to North American taiko groups to learn their local culture, history and practice.
Candice Joy Oliva’s exploration will bridge the artist’s distances and discomforts with her heritage languages (Bikol and Tagalog).
Eliana Parrado will develop digital illustration skill sets in integration with printmaking, storytelling and zine-making.
Stephanie Patsula will undergo independent work in residence in Ísafjörður, Iceland.
Joëlle Prefontaine is writing and composing La Ville, a new satirical musical.
Liam Salmon will write a new stage play entitled OUTMODED.
Palana Shah will undergo a year of intense training to perform a solo Bharatanatyam recital.
Autumn Sjolie will interview people with profound blindness, to explore tactile artworks.
Ana Smith will create a small edition of a comic zine, exploring fantasy and her trans/disabled experience.
Evan Stewart will write, arrange, and record music for instrumentation of three double basses and one voice.
Uchecukwu Umezurike will work on a manuscript illustrating the experiences of people whom dominant cultures tend to overlook because of their histories, class, skin colour and what they appear to represent.
Jordan Van Biert will engage in a body of work to improve the artist’s choral conducting practice and study collaborative musical leadership models.
Stream 2 of the grants for Individuals and Collectives program focuses on Skills and Career Development. The assessors have made recommendations to fund seven applicants, for a total of $63,700. Congratulations to the following recipients:  
Jessica Holtby will pursue a music career mentorship with Will Stroet and Kim Thé.
Kristi Hansen will embark in an independent study of Moment Discovery’s motion capture technology with other disabled Edmonton artists.
Girija Nagappan will expand her traditional training in Indian music to encompass western notation.
Danielle Okemaw will explore Nimihtotân: Let's dance!, an Indigenous grassroots movement that focuses on creating a safe dance space.
Benjamin Oswald will undertake a mentorship in Ceramic Materials and Sculpture with Selfridge Pottery.
Andrew Ritchie will begin a mentorship with Sheiny Satanove, producer of Punctuate! Theatre.
Tatiana Zagorac will pursue a mentorship with Robbie Townsend to develop music producing skills.
Stream 3 of the grant program invests in Major Artist-Driven Projects. These funds are allocated to support artist-initiated projects, including production/presentation that is clearly considered in light of public health advice and restrictions. 42 projects were recommended for funding, for a total of $883,330. Congratulations to the following artists and collectives:  
Makram Ayache will mount the premiere of The Hooves Belonged to the Deer by Makram Ayache, directed by Peter Hinton-Davis.
As part of the Ultra Violet Ensemble, Allison Balcetis will commission two new pieces and create music videos for the compositions.
Christina Beamish will use the funds for the pre-production phase of Nirvana, a dystopian drag-themed musical feature film.
Elisabeth Belliveau will write and draw a new graphic novel titled CONDOLADY.
Ariana Brophy’s project Under the Covers & Standing by the Window will explore the vulnerability of how one’s mental health can deteriorate when we lose our home, loved ones and sense of self.
Michelle Campos will illustrate and complete a graphic novel memoir about her life in El Salvador and eventual migration to Edmonton at the age of 8.
Scott Carmichael will create an Edmonton Comic Anthology with short comic story contributions from emerging local artists.
Marco Corbo will record an eight-song album as a follow up to his last recording, Basement Sessions.
As part of the MAKE Collective, Adrienne Dagg will develop new work over the course of six months and exhibit that work in the fall of 2022.
Onaolapo Dagunduro will use the funds for the development of the third book in the children's picture book series, My Little Trouble.
Amy DeFelice will present an outdoor production of Euripides’ Helen at Queen Elizabeth II Planetarium with and all-female cast in May-June 2022.
Lebogang Disele will produce “Breaking Ground”, a collective creation that fuses dance, poetry, and visual art to center African, Caribbean, Black women and gender non-conforming artists’ voices.
Noel Fanaeian will produce his third album, Mass Gathering.
Tim Folkmann will produce Watershed, a musical-film that will raise awareness of the beauty and importance of the river environment.
Ryland Fortie will facilitate and curate a group exhibition of artist-created mini-golf at the Lowlands Project Space.
Marina Fridman will create and ship an immersive drawing installation to the Monument Gallery in upstate New York.
Lauren Gillis, a.k.a. Lucette, will record her third studio album.
Yong Fei Guan will work on the project Goji Paradise, researching 枸杞gojis as a medium to create eco-public art.
Darrin Hagen will rehearse and record an original piece of modern classical music with the Strathcona String Quartet, and film the process for use in a music video / documentary.
Tiffany Hall will be recording a four song EP.
Emma Houghton will produce the world premiere of the play Freaky Green Eyes, an adaptation of the novel of the same name by Joyce Carol Oates.
Darren Jordan will curate the 16th Annual 5 Artists 1 Love concert and art exhibit.
Aleem Karmali will create a documentary marking the 50th anniversary of the expulsion of Ugandan Asians in 1972 and the settlement of refugees in Canada.
Frederick Kroetsch will make a creative documentary, Save My Video Store!, about The Lobby, Edmonton's last video store.
Danielle LaRose will create an in-person workshop of the new classical play The Amazonomachy, culminating in a public sharing which will also be filmed for at-home audiences.
Christine Lesiak will provide support for two Edmonton artists to participate in a design workshop of original play, The Spinsters.
Courtney Loberg will complete the fourth graphic novel in the series titled We Don't Go Through the Angelgrass.
Jonathan Luckhurst will create an artwork for the Edmonton International Airport that merges elements of art and sustainability.
Haidee Manansala will write, record, and promote an eight-track pop/R&B album.
Gabriel Molina will create Memory Palace, a visual art and technology project for solo-exhibition at Latitude 53.
John Musyoki will write a play based on the life and work of internationally known politician, trade unionist, activist, and visionary Tom Mboya.
Nauzanin Najaf-Toumeraei-Knight will produce a 14-minute comedy short, "Queens of Band-Camp", as proof of concept for a web series.
Leif Oleson-Cormack will produce and tour his one-person show The Disney Delusion.
Jacob Planinc and High Rise Productions -- a new collective of emerging, professional artists -- will come together to produce a site-specific production of Mike Bartlett's play Bull.
Theresa Shea will complete a novel that explores the climate crisis through the lens of the atomic tests conducted by the US government from 1946 -1992.
Kami Van Halst will record an EP for Jezebel Slade & Incura Duet.
Janine Waddell will create a training opportunity for Edmonton local theatre and film artists to learn basic and intermediate Intimacy Direction and Coordination skills.
Jordan Billie Zizi Watchel will record ten original songs at Riverdale Recorders in Edmonton.
Mary Whale will engage older adults to capture their portraits and stories shared during the sitting to reduce the social isolation exacerbated by the pandemic and give voice to the richness of ageing.
Kelly Wolfert will create UNSEEN, a one-hour documentary about living with MS.
Singer-songwriters Dana Wylie and Sammy Volkov plan to record and release an album of original classic-country duets.

British Columbia to implement province-wide digital vaccine passport, no exemptions allowed Starting October 24, the province will mandate that each person be fully vaccinated before access is granted to restaurants, movie theaters, gyms, and more.
BRITISH COLUMBIA, Canada (LifeSiteNews) – On Monday August 23, British Columbian Premier John Hogan, along with Provincial Health Officer Dr. Bonnie Henry, told the press that starting September 13 – granting zero exemptions – the province will require digital proof of COVID-19 vaccination for entry into businesses and other public spaces.
According to the announcement which aired on CBC’s The National, the initial launch of the “vaccine card” system – a digital vaccine passport that operates through each person’s smartphone – will require every resident to have at least one dose of the COVID-19 vaccine if they desire to enter certain publicly accessed spaces. Starting October 24, the province will then mandate that each person be “fully vaccinated” before access is granted.
As reported by the CBC, British Columbians will be required to show their digital “vaccine cards” if they want to access:
indoor ticketed sporting events
indoor concerts
indoor theatre/dance/symphony events
restaurants (indoor and patio dining)
night clubs
casinos
movie theatres
fitness centres/gyms (excluding youth recreational sport)
businesses offering indoor high-intensity group exercise activities
organized indoor events (e.g., weddings, parties, conferences, meetings, workshops)
discretionary organized indoor group recreational classes and activities
student housing on college and university campuses
The CBC’s video segment states that, “There will be no exemptions – except for children under 12.”
Meghan McDermott, a lawyer with the B.C. Civil Liberties Association, told the CBC that it is “most surprising” that there will be no “accommodations for people who have medical reasons for not being vaccinated.”
McDermott’s surprise ostensibly comes directly from Section 8 of the Human Rights Code of British Columbia, which states:
(1) A person must not, without a bona fide and reasonable justification,
(a) deny to a person or class of persons any accommodation, service or facility customarily available to the public, or
(b) discriminate against a person or class of persons regarding any accommodation, service or facility customarily available to the public because of the race, colour, ancestry, place of origin, religion, marital status, family status, physical or mental disability, sex, sexual orientation, gender identity or expression, or age of that person or class of persons.
According to the CBC, the vaccine passports will be available as a secure download on a person’s smartphone, which will then have to be presented to businesses along with a photo ID before entry is granted. As for people who do not have smartphones, the province is currently working on a plan that maintains security and prevents forgery to accommodate such individuals.
The digital “vaccine cards” will not be required to enter grocery stores, retails spaces, or places of worship, as these locations have not been found to have “high transmission rates,” according to the province.
Contrary to the apprehension of legal experts such as McDermott, certain people are delighted with the arrival of the vaccine caste system.
The vaccine passport “strategy is an important temporary measure that the Surrey Board of Trade has been calling for, to the B.C. Government, as well as to the federal government,” said Surrey Board of Trade CEO Anita Huberman.
“The goal in the future is to have a coordinated, national approach to show proof of vaccination,” she continued.

Thomas was driving to his house, Stella and Luz in the back seat, snacking on some pretzels. They’d just come back from Luz’s first soccer game of the season. Her team may have lost, but you couldn’t tell from Luz’s gleeful smile. The smile had been on her face since she first saw Stella in the stands. She wasn’t planning on coming, but, when Meghan called him asking to babysit, he couldn’t say no. According to his girlfriend of seven months, the boiler at the bar broke, and she needed to go and wait for the maintenance person. Thomas was more than happy to babysit Stella. He didn’t even really think about it as babysitting. Nowadays, she was just as much his daughter as Luz was. Speaking of Luz, Thomas noticed her smile fall in the rearview mirror. “Dad,” she said. Or rather whined. “We’re hungry!”
“We have food at home, Lulu,” Thomas said. Before having Luz, Thomas figured the thing he’d say most to his daughter was “I love you” or “great job”. Instead, it was “we have food at home”.
“No, we don’t,” Luz said.
“Yeah huh,” Stella said. “There’s still leftover spaghetti from last night!” Luz looked pointedly at her best friend. Stella caught her eyes, and she cleared her throat. “I mean, uh, let’s go to McDermott’s!” Thomas, who saw the exchange in the mirror, laughed.
“Okay, fine,” he said. “But we have to go through the drive-thru. I have… plans.” Luz raised one of her eyebrows.
“What kind of plans?” she asked skeptically.
“Plans with my friends,” Thomas said, not missing a beat. He was a lawyer after all.
“Your only friend is Meghan,” Luz said. Well, she got him there. The truth was Thomas had an appointment at the jeweler’s. He made the appointment weeks ago when he decided he wanted to propose to Meghan. The fact that he had to wait so long was more to do with the fact that he continuously cancelled his appointments. It wasn’t that he wasn’t sure about marrying Meghan. There were few things he was more sure about. He was just nervous about how the girls would react. He bounced back and forth from thinking he should ask for their permission to thinking he and Meghan should tell him once they were engaged— just in case she said no. He was nervous about how both of the girls would react, Luz because of Soledad and Stella because of Guy. He knew he couldn’t avoid telling them forever. He wanted their blessing and, with Meghan at work, now was the perfect time. 
“You know what,” Thomas said. “We can eat in.”
After Thomas and the girls placed their order and received their food suspiciously soon, they found a table next to the indoor jungle gym that Luz couldn’t stop eyeing. “So, girls, there’s something I need to talk to you about,” Thomas said. He figured he should tell them before he started suffering from indigestion from the greasy fast food.
“If it’s about that very small fire I started in the microwave-“ Luz began.
“What small fire?” Thomas asked. His daughter immediately closed her mouth. “Luz.”
“I just wanted to see what would happen if I put your old iPhone in the microwave!” Luz said. “It was a science experiment! Ask Ms. Eiko!”
“Technically, she’s right,” Stella said. “It’s the scientific method. She started with a question, formed a hypothesis…”
“Exactly!” Luz said.
“Luz, stop corrupting Stella,” Thomas said although he was unable to help the smile on his face. “Anyway, I wasn’t referring to that. I wanted to talk about me and Meghan and our future together.”
“Ooh, Meghan,” Luz said. Stella covered her mouth as she giggled, her mouth still full of fries.
“Yes, Meghan,” Thomas said. “As you both know, I love her very much which is why I want to ask her to marry me.” Stella gasped.
“Really?!” she asked.
“No way!” Luz said. She turned to Stella. “Yo, that means we’ll be sisters!”
“Cool!” Stella said.
“So, do I have both of your blessings?” Thomas asked.
“Duh!” both the girls said. Thomas grinned widely. He felt like a weight had been lifted off his shoulders.
“I can’t wait to be sisters!” Stella said to Luz.
“Yeah, and Dad’ll be your dad too!” Luz said.
“I will,” Thomas said. “I’ve always wanted another daughter, you know.” Suddenly, Stella’s exuberant smile fell. She quickly tried to recover, but Thomas noticed. He turned to Luz. “Hey, Lulu, can you get us some more napkins?”
“Why?” Luz asked. “We have plenty.” Thomas’s eyes shifted towards Stella. She was nervously twiddling her thumbs as tears welled up in her brown eyes. Luz, following his eyes, nodded. “Fine, but give me some money for a sundae.” Thomas sighed. He reached into his pocket for his wallet. He took out a wrinkly $5 bill and gave it to his daughter. “I’ll be back!” Luz stood up and ran towards the counter.
“You okay?” Thomas softly asked Stella. Stella sniffled and aggressively wiped her wet eyes with her sleeves. “Stella, if you don’t want me to marry your mom-“
“It’s not that!” Stella quickly said.
“Then what is it, sweetheart?” Thomas asked.
“It’s just… I wish you were my real dad and not just my stepdad,” Stella said. Thomas’s heart broke. After the custody battle, Guy became vindictive. He paid child support, but that was it. Every time it was his weekend with Stella, he’d claim he had to work or was sick. The amount of times Thomas had seen the little girl sitting on the couch waiting for him with her suitcase at her feet, only to be told he wasn’t coming, was heartbreaking. “You actually love me, and he doesn’t. You don’t hate spending time with me or think I’m a burden.” Thomas reached across the table and held Stella’s hand.
“Of course, I don’t, sweetheart,” Thomas said, squeezing her hand. “And neither does Guy. Your dad is just busy.”
“He’s always busy!” Stella said. “He hates me!”
“Oh, Stella,” Thomas said. He didn’t know what to say. Even if he did think Guy hated Stella, he didn’t want to get between them. Guy was a terrible dad, but he still loved her. Right? “Even though I’m going to be your stepdad, I’m still going to love you just as much as I love Luz. You’re my daughter, Stella. The specifics of how you came into my life don’t matter.” Stella sniffled.
“Really?” she asked.
“Really,” Thomas said. Stella smiled.
“Thanks… Dad,” she said. Thomas couldn’t help the tears in his eyes. Luz had started occasionally calling Meghan Mom, but he didn’t think Stella was going to start calling him Dad. Despite the tears in his eyes, he couldn’t have been happier.

B.C.’s new Community Safety Act violates the basic democratic principle of the presumption of innocence and is unconstitutional, say federal and provincial civil liberties groups.
Minister of Solicitor General and Public Safety Mike Farnworth said Bill 13, the amended Community Safety Act, will help crack down on nuisance houses, including organized-crime drug shacks, where illegal activities take place.
The law would allow people to make confidential complaints to a dedicated government unit, Farnworth said April 4 as he announced the 2013 law would be revamped and enforced.
Subjects of such complaints would have evidence of their past criminal convictions presented to courts as evidence of current wrongdoing.
“I think there’s significant constitutional risk with this law,” said Canadian Civil Liberties Association executive director Michael Bryant. “It violates the presumption of innocence. It violates the principle of due process.”
Both Bryant and B.C. Civil Liberties Association lawyer Meghan McDermott said the bill violates the Charter of Rights and Freedoms section on right to life, liberty and security of the person.
“It also has a bit of a flavour of vigilantism in that it allows people to report on neighbours just based on what they think is happening,” McDermott said. “This is going to be a boon to landlords who have tenants they want to evict.”

Ghana rolled out the red carpet for Prince Charles and Camilla on Friday, as the jetted into Accra on day three of their royal tour of West Africa. 
The royals stepped onto the tarmac at Kotoka International Airport to the sounds of a military parade, and the Duchess of Cornwall, who shielded herself from the powerful African sun with a parasol, was presented with a colourful bunch of flowers on the red carpet. 
Charles and Camilla were officially welcomed by the Ghanaian President, Nana Akufo-Addo, and the First Lady, Rebecca Akufo-Addo, at the presidential palace, Jubilee House.

The couple touched down in Ghana from The Gambia, where a glittering black tie reception was held in their honour at the Coco Ocean Hotel on Thursday night.   
The Duchess of Cornwall was resplendent in a pistachio green kaftan-style gown for the event, while her husband was dapper in a double-breasted navy suit.
Earlier on Thursday, the couple were given the VIP treatment with a personalised number plate on their car.
On Friday Camilla had opted for a floaty cream dress, nude heels and a basket-effect bag to make the trip to Ghana, while Prince Charles wore a khaki suit and military badges.
Both wore Remembrance poppies to mark the upcoming Armistice Day. 
Later Charles was joined by his brother Prince Edward where they laid a wreaths at The Christiansborg War Cemetery.
Their Royal Highness were escorted through the Memorial Garden and received by The President where they paid their respects to the fallen.

We barely had time to breathe between the Duke and Duchess of Sussex's last day on their tour of Australia, New Zealand, Fiji and Tonga before Prince Charles and the Duchess of Cornwall embarked upon their visit to West Africa.

The couple's nine day tour of West Africa on behalf of the British government will also take them to Nigeria. 
While in The Gambia, Charles delivered a speech congratulating the country for turning its back on 'autocratic' rule at home and returning to the Commonwealth fold in February, after the country's exiled authoritarian former leader Yahya Jammeh fled the country last year.

“B.C.’s new Community Safety Act violates the basic democratic principle of the presumption of innocence and is unconstitutional, say federal and provincial civil liberties groups.
Minister of Solicitor General and Public Safety Mike Farnworth said Bill 13, the amended Community Safety Act, will help crack down on nuisance houses, including organized-crime drug shacks, where illegal activities take place.
The law would allow people to make confidential complaints to a dedicated government unit, Farnworth said April 4 as he announced the 2013 law would be revamped and enforced.
Subjects of such complaints would have evidence of their past criminal convictions presented to courts as evidence of current wrongdoing.
“I think there’s significant constitutional risk with this law,” said Canadian Civil Liberties Association executive director Michael Bryant. “It violates the presumption of innocence. It violates the principle of due process.”
Both Bryant and B.C. Civil Liberties Association lawyer Meghan McDermott said the bill violates the Charter of Rights and Freedoms section on right to life, liberty and security of the person.
“It also has a bit of a flavour of vigilantism in that it allows people to report on neighbours just based on what they think is happening,” McDermott said. “This is going to be a boon to landlords who have tenants they want to evict.”
She questioned why the BC NDP would try to pass such a law when homelessness or affordability is already close to crisis in B.C.
“It’s extremely concerning. This just blindsided us,” she said of the bill.
Bryant said the law targets those in poverty, with mental health and addiction issues – groups the NDP has repeatedly promised to assist.
Moreover, Bryant said, the law would bring tenants and landlords into conflict while pushing those with housing issues from once place to another.
Bryant, a Harvard-trained lawyer and former Ontario attorney general, called Farnworth’s bill a “cheap trick” to look tough on law and order.
B.C. Attorney General David Eby, who formerly was executive director of the B.C. Civil Liberties Association, was not available for comment.
The bill provides for so-called certificates to be presented to courts. They would include previous criminal convictions of people at problem sites that are subject of anonymous reports.
The ministry said prior convictions are relevant because “they are proof that specified activities have been occurring at or in close proximity to the property. Previous criminal convictions may also show how the community is being adversely impacted.”
McDermott said the anonymity factor is a concern because people have a basic right to face an accuser.
“You should be able to answer complaints against you,” she said.
And, she questioned how far back in times people’s past convictions would be used against them.
“You’ve paid your dues to society; now, they’re going to hold it against you,” she said. “Sure, you were a drug dealer in the past. Why are we going to use that as evidence you’re doing that now?”
She said dredging up people’s pasts goes against the concept that the Canadian justice system is built on the principle of rehabilitation.
The ministry also said including people’s past convictions reduce court administrative burdens, meaning investigating officers needn’t testify, and that less evidence would  “have to be gathered and submitted to the court to prove that specified activities are occurring that are adversely impacting the community when there is a lengthy criminal history associated with the property.”
Asked if giving a court a person’s prior convictions was fair, the ministry said that if a conviction had already been entered in a similar offense, the previous court would have to have accepted the evidence of a crime was beyond a reasonable doubt.
“For a community safety order, the court needs to be convinced on a balance or probabilities that specified uses are habitually occurring and that they are adversely impacting the community, the ministry said. “It stands to reason that the court, in an application for a community order that is applying a lower burden of proof, will find the same offence occurred as the criminal court if all the same evidence was introduced.”
Bryant said all of those points are constitutionally offensive.
“They rely on the principle of guilt by association and presumption of guilt – guilty once and guilty thereafter,” he said.
Moreover, Bryant said, there has never been evidence of a chronic nuisance property problem in Canada.
“There’s absolutely no need for this law,”he said.
McDermott said condominium dwellers unhappy with a sex worker next door could use the bill to oust a person doing something legal in their own home.
“It reeks of puritanism,” she said.
Further, she asked, if there are children in a home, who will look after them?
And, she said, it could also be used against homeless people living in tent cities or against protesters.
Like Bryant, McDermott questioned the need for the bill.
