ok ok just a thought, people say Katniss reminds Snow of Lucy Gray, she reminds him of Sejanus. maybe, hear me out, she reminds him of himself, and that’s the greatest threat of all.

Snow comes to the conclusion in tbosbas that everybody is playing the games, all the time, and he wants to be the victor. Katniss has a similar outlook at times, she is constantly thinking strategically about how to keep herself and her family afloat. she is cleaver, and ultimately, she beats Snow at his own game, when she brings out the nightlock.

this is why he doesn’t believe in Katniss’ ability to love Peeta, because he himself can never fully love someone else. he will always put himself first, and he believes Katniss will do the same.

i do think she reminds him of Lucy Gray, but in a more abstract way. Katniss more broadly reminds him of that time in his life.
