Headcanon time. I think Mycroft counts on that there is a possibility that he will end up in Sherrinford should his mind ever deteriorate in some way. His brain is too dangerous to unleash upon the world if he loses control of it.
I think he also fears that the drugs will ruin Sherlock's brain so he needs to be sent there. He knows that this would kill him, because he's like a wild animal that should not be caged.
Maybe Uncle Rudy had to go there before them. Maybe he is still there?

You know, a little of both, given that a lot of what I use for Rudy is very much based on what we know from canon. Look at it this way: he took a mentally ill, small child and locked her up with no input from her parents, then trained her to be his own personal weapon/lethal analyst for 30 years. He then took another, older child, 14 at most, and groomed him to be his personal successor, while subverting that child's nature to serve his own purposes. And finally, he made sure that all of that remained in place even after both of these children were adults.
Basically, considering all of that, I wasn't sure how else I COULD write him than poisonous and utterly immoral.
Today I realized that the family videos show both parents in the picture at the same time, meaning another adult was probably there holding the camera.
My new headcanon is that it was Rudy and that he made sure that Eurus was cut from the old tapes so that Sherlock would be able to view them.

Oh, I think Rudy would handle losing his money and influence very, very poorly indeed. He would likely be at his most dangerous, in fact, since he would have nothing else to lose (given that his position was the most important thing in the world, to him). And a psychopath with nothing to lose is a terrible thing.
