let me be clear - when I say that percy weasley is a spy, I do not mean he is a spy for albus dumbledore or the order of the phoenix. that ignores and weakens his character.
no, what I mean is that percy was a spy who worked with a world-weary gang of dumbledore sceptics, like aberforth, remus, sirius and andromeda, to directly protect muggleborns, muggles and squibs, by smuggling them out of the country and subtly sabotaging the death eaters in the ministry, limiting their effectiveness.
that's what I mean. percy is a cool, independent spy.

percy weasley being determined to be better than dumbledore’s order, passing notes to harry and draco instead of the man himself. percy using code and spells crafted in the corners of malfoy manor to make sure only his snakes know who they’re speaking with.
percy weasley arriving at the battle of hogwarts as one of voldemort’s inner circle and shooting curses at death eaters as discretely as possible until he just barely saves fred’s life and can’t take the lying anymore.
percy weasley with a dark mark on his arm, mutilated by the word traitor, etched into his skin by a fellow death eater who found him out. percy going back to the ministry, back to his friends, back to his family, and back to his snakes.
percy weasley who never gave up, only fought through, until there was nothing more to fight for but himself.

You know one thing I wanted to touch upon is how among all Weasleys and yes ALL of them, Percy Weasley is the academic kid and him speicifically being singled out hurts.
Oh you can argue Bill is smart and bla blah whatever, he's cool sooo.
But Percy?
He likes writing reports and being in charge. He likes to talk and is passionate about stuff other ppl find boring. He's stubborn and prideful and has a desk job and is unathletic.
AND I CAN RELATE TO THAT.
Like yes maybe not all, I'm still anxious and hate public speaking and socialising but I am similar to Percy in a way.
So when JK decided to make him the 'Bad Weasley' it hurts me because I saw me in him. I really did.
And also the lost potential?
Having someone be intelligent is treated as a damn sin in the HP books! Hermione is excluded because of it and is also the only exception because everyone else who is smart is treated like f*cking shit in the books!
(AND NO dumbledore is not smart, screw him)
Percy, Cho, Cedric, Padma all these characters, one thing I can say they have in common is their intelligence and book smart ( doubtful ab Cedric but whatever)
And Percy had so much potential to be someone in the war who did the "actual" saving, no maybe not fight physically with Deatheaters but instead save the Muggleborns from being unjustly killed for existing.
Fight Deatheaters or Save Innocents? Which is more important- you decide.
AND IT'S NOT DIFFICULT TO INCORPORATE PERCY DOING THIS! There's already this scene of the trio in the Ministry in the 7th book, just add something like Percy giving one of the disguised 3 some document of Muggleborns, it would make Ron re-think what he thought of his brother, HELL it would make book 7 so much more memorable and suprise the audience

Pairing: Teacher! Remus Lupin x Reader
Series Summary: When the reader bumps into the new DADA professor on the bridge in Hogwarts she begins to build a friendship with him all thanks to their shared feeling of not belonging and love for muggle cigarettes. Their friendship blooms while they both fight internal battles deciding what is wrong and what is right leading to a lot of fluff, angst, flirting and a rollercoaster of emotions.

Remus was sitting at his desk in the classroom, marking papers as he waited for Percy to arrive. A part of him was glad that Percy wouldn't be speaking to Minerva, but he didn't want to encounter Percy either. He was ready to fight for you, lose his job for you, whatever it took, last night just further solidified it. He couldn't concentrate on the words in front of him he just kept thinking about the wolf, your patronus was a wolf just like his. Was it pure coincidence? Did it mean something? He had no idea but the biggest question was if it would be a wolf if you didn't know him? He was lost in his thoughts when he heard a knock on the door. "Come in." Percy walked in, head down, the room felt tense immediately. "Percy please don't sit down for your detention you will be cleaning the bookshelf, I want you to dust each book, clean the shelves and sort them back by categories." It was weird to Remus to speak to Molly's son like this, worlds and lines were beginning to blur.
"Professor, how can you give me detention if-"
"I didn't. Professor McGonagall gave you the detention." Remus cut him off.
"Don't you think it's hypocritical of you to punish me when you're the one in the wrong?" He snapped back.
"Listen here boy, you need to understand your place, I am your professor-"
"And as such, should you not understand yours, before you invite students into your bedroom?"
"I do not appreciate these accusations Percy Ignatius Weasley." Lupin was beginning to raise his voice and shout at the boy.
"I saw her come back home in your sweater."
"And did it not come across your mind, that maybe, she fell asleep on the sofa as she had too much to drink and I gave her it so she's not cold travelling home in last night's clothes? Did that not cross your mind before you sent me a letter threatening me? You know that behaviour could get you expelled." Remus was now shouting.
"But she didn't come back to the dorm last night, and she looks at you the way I want her to look at me."
"Percy you've known me since you were a baby. I am a man of my honour. I have helped your parents many times in the past and I'm grateful for their acceptance of my condition, but I do not understand why you are making this narrative up in your head.  Especially in regards to me." Remus wasn't proud of his words but Percy was becoming too aggressive towards his current relationship with Y/N and he needed to stop him.
"I'm sorry professor, I didn't think about it, I just thought-"
"No you didn't think Percy."
"But she spends so much time here, she comes to your office every night."
"It concerns me that you are spying on my office door and on your fellow student. However, you are correct she has been coming to my office often because I am helping her pass her exams by trying to teach her seven years of missed lessons in a few months. I am trying to help her, I don't appreciate my goodwill being thrown back in my face by the son of my friends. Do you understand why I am so upset with you Percy?" Percy looked down at his feet, he knew he messed up.
"Professor I feel I may have misunderstood the situation." Percy began.
"Start with that shelf." Remus said as he left the room and went into his office. As soon as he closed the door he let out a long shaky breath. You were going to be the death of him. He knew you were worth it but the problem was your close proximity to the Weasleys, it meant that his personal, professional and love life were extremely intertwined.
He wished James and Lilly were still around, he would go to their house for a coffee tell them everything and they would laugh about how he was getting so wound up over a girl. James would tell him not to panic and Lilly would give him a warm hug before telling him she'd love to meet her. He'd organise a day where you met them and you would be nervous but he would know they would love you. He'd try to calm you down as you got ready but you would keep telling him your hair isn't right, or you should change while he would calm you down, eventually you'd show up to the Potters. After a few minutes you would get comfortable, you'd warm up to James first as you would get along with the same music taste, but you and Lilly would bond almost immediately after. Within a few months going around to the Potters, would be a weekly activity, Sirius would join too, Remus would feel comfortable leaving you alone with his friends while he went to help in the kitchen, you would feel like part of the Marauders family. He wished for all this, to experience it with you, to speak to his friends but he knew it would never happen. He enjoyed his relationship with you but he craved normality, to hold your hand, to visit friends, to kiss you goodbye. If only he could take you out to dinner, or on a date he would be a happy man. However on the other hand he couldn't offer you much, he wasn't a rich man, he was burdened by his condition for at least a week each month and he felt like he was getting old.
He checked his watch at an hour had passed so he let Percy go. When Percy walked into the common room he didn't even glance in your direction, he walked straight past you and straight upstairs. You didn't hear from Percy for a few days, Remus explained to you what he told Percy and you let him in on you're conversation with McGonagall. Things seemed good, until the next time you spoke to Percy.
You were relaxing in the common room with Fred and George when Percy asked to speak with you. "What's up?" You said as you moved to a more private part of the common room.
"I wanted to apologies for the other day." He began and you nodded. "I was under the impression you and Lupin were hooking up but Lupin explained everything, he told me how you and him are no different to the other students he tutors, it was me who read into it too much."
"It's okay Percy." You said.
"I'm still not comfortable knowing you two have probably fucked but I understand that's normal for him and his tutoring, and it gets results I mean even you have begun to study it all makes sense." He said with a straight face.
"I didn't sleep with him." You said firmly it felt like he was apologising just to get you to admit you have slept with Remus.
"So it's just the Slytherin girl he's sleeping with?" Percy asked.
"What Slytherin girl?" You asked a bit too quickly.
"You know the pretty one, dark hair, super tall, she could almost be a model, I saw them kissing as she entered his office for her tutoring today." He explained and you felt frozen. "Anyway I just wanted to say sorry that's all, I hope we can still be friends." You nodded in confirmation before ending the conversation and going back to sit with Fred and George. You didn't say a word for a while before you excused yourself and left the common room. Your mind wasn't thinking straight you just needed to know if Percy was telling the truth, a part of you knew he may just be trying to upset you but what if he wasn't? Percy didn't usually lie.
You got to Remus's classroom almost immediately, you could barely remember the walk over, you knocked on the door and there was no answer so you opened the door for yourself. The room was empty, you felt relief, and that's when his office door opened. McGonagall and Dumbledore walked out the room followed by Lupin. "Miss L/N, lovely to see you to what do we owe the pleasure?" McGonagall asked as she noticed you, Lupin's face had a puzzled and concerned look.
"Sorry I knocked, but there was no answer I just had a question for Professor Lupin regarding an essay he set." You explained. "But I can come back later."
"Nonsense, I'm sure he can help you." McGonagall said looking over and Remus who was at the bottom of the stairs along with other teachers.
"Yes, how can I help you?" He said clearing his throat.
"I was just stuck on which book I should use for the analysis of Hinkypunk, as I can't find anything useful on the reading list." You explained and he nodded.
"I have one in my office that will be useful follow me." And so you did walking into his office which had a silencing spell on it so you knew you could speak freely. "Why are you here Y/N? I told you I'm busy today." He said looking a bit annoyed.
"Percy said that he saw you kissing a Slytherin girl who was coming into your office for tutoring and it got to my head." You explained looking down at your feet in disappointment.
"so you decided to execute a raid?" His tone was harsh.
"You're angry."
"I'm not angry I'm just disappointed." You looked up at him, he was looking straight at you while he leaned on his desk.
"Disappointed? Oh no that's worse than angry."
"I'm just disappointed I can't stay with you here and take you to my room this instance." He said coming to kiss you. Your heart melted at his words. He understood you. "Just next time my dear, please don't let Percy's words get to your head. You know how I feel about you. Do you really think I would risk it all for someone less special than you?" He asked and you shook your head.
"I'm sorry."
"It's okay dear, now take this book." He picked a book off his desk. "I'll see you later today?" He added and you nodded. You left his office first, thanking him and saying goodbye to the other teachers.
Later in the afternoon you returned to Remus's office after checking the Marauders map to see he's alone. You considered yourself an idiot for not checking it originally when Percy lead you into what you believed was a trap, he must've known that Remus was with fellow teachers so he wanted you to storm in there, and in your haze of jealousy and distrust you did just that. When you arrived to his office it smelt like hot chocolate and tea, you were greeted by the usual warmth of Remus. He gave you a soft kiss as soon as you entered his office and gave you a cup of hot chocolate as you both cuddled on the couch, his arm around you as you sat with your legs up snuggled into his side. "I'm sorry about earlier." You said and he looked down at you with a warm forgiving smile. "Don't be darling."
"I should've been smarter, I just let emotions take control."
"I'm glad you care about me so much as to storm down here at a mere rumour. Makes me feel special, but please know I would never do something like that, we may not know what we are but please know I'm committed to you." His words were filled with genuine love.
"I didn't think you'd really do something like that but the way Percy said it, it all went to my head." You began as you sat up.
"I understand."
"Can I tell you a secret?" He nodded in response. "I have this map, I found it with Fred and George, it shows where everyone is at any time." You pulled the Marauders map out of your pocket. "I realised I should've just used it to check, but my brain turned to fog as I rushed down here." He had a small cheeky smile on the edge of his lips that you didn't fully understand.
"Have you ever used it to see where I am?"
"Honestly? Yes. Especially when you've ignored me, I used to check it to see if you're at the bridge or not. Remember that time when you were ignoring me, before Sebastian and I became close, well at first I went to the bridge to wait for you but then I realised I could just check where you are on the map and if you were at the bridge I'd know to go." You admitted and he was almost at the verge of laughing. "Why are you smiling?"
"Many reason my dear. Many reasons." He kissed the top of your head and took the map into his hands.
"Care to share?"
"Well, firstly have you ever questioned the original owners?"
"What the Marauders?" You said before it hit you what you had just set, suddenly in your mind you were sitting on the steps of 12 Grimmauld Place again and Remus was telling you about his Hogwarts days. "The Marauders." You repeated looking at the map that was now in Remus's hands. "Padfoot."
"Sirius." Remus replied.
"Wormtail."
"Peter." Remus said through his teeth a bit at the painful memory of Peter's actions later in life.
"Prongs."
"James." Remus's tone was sad this time.
"And you, my moony." You said and he nodded. "You've been part of my life for a lot longer than I've known Moony." You said with a feeling of warmth and odd excitement.
"It's funny how the world works, love." He kissed the top of your head again as he stood up to take something out of his office drawer.
"I owe you so much, so many pranks." You continued and he laughed.
"That's the biggest compliment me and the boys could ever receive, we always hoped it would fall into the hands of someone like you and the twins." He had some parchment in his hands as he sat back down.
"I can't believe I didn't realise this all before." You were shocked at your own stupidity.
"Well here's another interesting thing. This here is my own version of the Maruders Map, I guess it's just the Moony map as I made it alone when I came to teach here." He opened the parchment to reveal a more upgraded version of the map, it had more information it was colour coded and it was less used. "Now remember the times I wasn't going to the bridge? Well that's because I saw you weren't going, I didn't want to stand there alone like an idiot when I knew you were in your common room. So I stayed and each night I was disappointed you didn't go but I understood it was for the best."
"So we were both-"
"Checking the maps and waiting for the other, yes." He said and you both burst out laughing.
"I blame you." You said laughing. "They're your maps."
"I can't even fight that, oh if I could only tell James, he would love this. Sirius will rip me apart for this one." Remus said with a slight nostalgic voice as he hugged you a bit tighter. You could feel he felt both happy and lonely in those very moment. 
"You're not that stand up citizen you pretend to be in class." You said with a small laugh.
"I thought we established that the first time I laid my eyes on you." He licked his lips.
"I can't believe I've been using your map Moony."
"I can't believe we were both using maps to spy on each other at the same."
"Remus we're both such idiots." You said and he leaned in to kiss you. "The biggest." He said right before he leaned in and kissed you slowly, as he pulled away he bit your lip.
"I remember I promised you a tour of my sleeping quarters?" He stood up reaching an arm out to you, the moment you took it he managed to pick you up and scoop you up into his arms. He carried you through the door that lead to his private quarters.

re.: the weasleys + parenting
what's always bugged me most abt percy's fight with arthur (especially in the fandom, where everyone's like 'oh, he turned his back on harry and betrayed his family to side w the ministry) is that. that's hardly what the fight is about at all. the fight is about the fact that percy, an 18yo kid who just got promoted to his dream job instead of straight up losing any chance at ever being Minister (because they tried to scapegoat him into taking the blame for the crouch business even though he managed to keep the whole department running while his boss wasn't even there), comes home all excited to tell his parents that "Hey, he's not unemployed and bereft of any and all hope for his biggest dream", but rather that his skills and competence got recognized by The Most Important Man In The Government, and molly and arthur look him straight in the face and go—"no you didn't."
there is no mention whatsoever that they even try to be gentle about it, that they congratulate him first and then bring it up later like "just be careful around Fudge, he's always looking for people to get information from and you are the best of both worlds, close to the action and actually good at the job he hired you for", nothing of the sort. they straight up don't even consider how any of those factors might've weighed in Fudge's decision to hire him.
and, perhaps worst of all, they have no faith in Percy. he tells them "I'm working for the minister", and not only do they not spare a second to be happy for him over this frankly momentous achievement (or at the very least concern for the position it puts him in), they jump straight to conjectures and accusations. "you only got this because of Harry" has got to crush Percy, who was raised to believe that good things come to honest, hard-working people and who has been working for this since he was a small child. and it digs the knife deeper when you realize that most of his siblings have basically replaced him with Harry. Harry, who also plays Quidditch and also keeps throwing himself into death-defying dangers and overalls fits much better into the family dynamic than Percy ever has.
and there's just this. crystal clear implication that they do believe Percy would spy on them. he's so Different and Other and Un-Weasley/Gryffindor-like and they've alienated themselves from him so absolutely that they can't see any reasons he wouldn't willingly and consciously jeopardize his parents' livelihood and Harry & his siblings safety just to stay in the Minister's good graces, when if anyone's actually at risk of losing their job for siding with Dumbledore is his father, who's still working there quite merrily and continues to so for a long time afterwards.
Percy, who runs into a freezing lake mid-February while attending an international event as Crouch's replacement to make sure Ron is alright, who pesters Ginny to eat and have a pepper-up potion most of her first year bc she doesnt look well, who tails Harry and Ron a lot of their second and third years bc there's something petrifying kids and then Dementors on the grounds and a mass murderer on the loose and they all just think he's being willfully bothersome like no you idiots he's worried.
of course he left. of course he left. what did he have to gain by staying at the Burrow, beyond fresh home cooked meals harassment and disagreements? why wouldn't he leave?

I don't even feel like I need to add anything as you summed up the Percy situation perfectly.
But I can't help myself because I love discussing the Weasley family dynamics, so it's a bit more rumbley than my usual...
Percy cares so much for his family. When Voldemort is revealed and the war actually starts, he puts all his disagreements with his parents aside to come and help and make sure they're okay, because he cares. And still, he is being shunned and treated like an outsider.
Arthur and Molly Weasley are just really good at alienating their kids because it isn't just Percy.
Somehow all of them succeded in feeling like outsiders in a family of 9. Bill shows frustration with his parents and only returns to Britain because of the war, Charlie's in Romania for most of the series. Fred and George run away the moment they can and are treated like trouble by their parents most of the time (Molly and Arthur assume they are selling stolen goods from Mundungus when they hear they have money, not that they, idk, somehow earned it), Ron has a whole complex of low self-esteem and a tendency to blame himself for everything. Ginny is isolated from her brothers as the only girl and youngest...
And Percy cares and tries to be the best and most responsible sibling and gets scorned in turn.
Harry and Ron do acknowledge Arthur's and Molly's accusation towards Percy was awful and that he was right to respond negatively in OOTP. Ron is just sensitive about their family's financial state which soured Percy to him after Percy blew up at their dad (rightfully so, honestly, I'd say way worse to Arthur if it was me).
The thing is, Percy also gets scorned by his siblings, not just his parents (like Fred and George do). He gets grief for trying to be responsible and for wanting his siblings to do well in school and not get in trouble, Fred and George lock him in a pyramid...
That being said, do I think Percy is perfect? No, he is pretentious and overbearing at times, but he is a child in a large family who tries to find a place to fit himself in. According to child psychology, usually when it comes to siblings, the eldest would usually (at least in childhood) try to be everything the parents want (Bill), and then each next sibling will carve a different niche for themselves, and we see this with the Weasleys. I think the twins being born right after Percy and demanding a lot of attention from their parents from a young age as they were little troublemakers from the start is a big reason why Percy chose the niche of being bookish, ambitious, and responsible for himself. To contrast himself with them and his older brothers and get some attention from their parents.
I'm not a fan of the epilog (like everyone), but I find it hard to imagine Percy being close to his family post-books. I think he never fully got over the sting of not being seen as skilled and competent and that his parents believed he'd turn on them all without a second thought. Nor do I think he should just get over it.
Like, I'm really salty that Percy was the only one to apologize:
“I was a fool!” Percy roared, so loudly that Lupin nearly dropped his photograph. “I was an idiot, I was a pompous prat, I was a—a—” “Ministry-loving, family-disowning, power-hungry moron.” said Fred. Percy swallowed. “Yes, I was!” “Well, you can’t say fairer that that,” said Fred, holding out his hand to Percy. Mrs. Weasley burst into tears. She ran forward, pushed Fred aside, and pulled Percy into a strangling hug, while he patted her on the back, his eyes on his father. “I’m sorry, Dad.” Percy said.

Like, yes, it's great he was smart enough to realize the ministry is corrupt, but this demand only for him to apologize when Molly and Arthur Weasley were just as much in the wrong. Fred and George weren't beacons of sainthood here either. But none of them have apologies demanded of them. None of them are demanded to confess they are "morons". Just Percy.
Who even after his apology is still an outsider. Probably always will be one.
You said it best: "Why wouldn't he leave?"
And that's what we see him do (if temporarily).

I think a lot about the Ministry and how it works as such a psychological horror. To me at least. When I think about it through Percy’s eyes during the war, it’s definitely horror. With murderers running the departments, people going missing everyday, thousands of arrests being made in such a short amount of time. The fear of it hanging over his head, that one misstep might land him in Azkaban. Maybe people he worked closely with would go missing and he’d just have to move on.
I also think about what it’s like for him to be so close to the Ministers, specifically Scrimgeour and Thicknesse. I find those two very interesting as characters. Scrimgeour is a hypocrite, and he’s not even a very good Minister, but he does die for the good of the people, for Harry and for Dumbledore’s cause. I like to imagine what it was like for Percy to work for him. To know him, then one day he “disappears” and then the next day there’s a new man at the head, Pius, who Percy is just suddenly working for as well. I’ve always found it interesting that each Minister kept Percy on. I know both Fudge and Scrimgeour did it to spy on the Weasleys and possibly Dumbledore and Harry by connection, which was always so futile and silly and showed how desperate they both were because Percy wouldn’t even speak a word of for to his family. But they kept him for that purpose. But then he’s kept with Thicknesse as well. Is this to keep spying? Or is it not to raise suspicion about their silent coup? I don’t think it’s either of these because I firstly, the Death Eaters had different means of spying on the Weasleys. They would track their every move. They didn’t need him. So this is an obvious no to me. And in regard to keeping suspicions low, I feel there’s nothing suspicious about changing staff for a new head of government. It’s normal, even for wizards, I’m sure.
So then why was he kept on? I honestly don’t know. Maybe I’m bad at analyzing this, but some reasons I can think of would be a way to trap him without imprisoning him. They keep him stuck under an imperiused Minister and keep an eye on him. Maybe they’re waiting for him to slip up.
I don’t believe for a second the idea they keep him on because they see any actual value in him. Even if Percy denounced his family on every level, they would still see him as a blood traitor and a Weasley. I don’t think that he’d be the exception when it comes to their suspicion about the Weasleys. One of the biggest flaws the Death Eaters/blood purists have is that they assign a label to those they deem lesser then never view them as anything other than that label. Percy is a Weasley, and to be a Weasley is to be a blood traitor. No amount of personal denouncing will change that, in my opinion! So I don’t think they keep him on because they feel he’s chill, or something. I think it’s more of a, we keep you here, we keep an eye on you, kind of thing. They put him in the perfect position to be tracked and studied and they wait for him to slip up so they can imprison him as a traitor.
That leads me back to the whole psychological horror element. All of this feels like horror to me. Percy talks about trying to avoid imprisonment at the end of Deathly Hallows but I feel the truth is he was imprisoned. In the Ministry. I can’t imagine what it was like to serve under a Minister you must know is being controlled — I always liked and subscribed to the idea that Percy knew Thicknesse wasn’t himself. Does this make sense in terms of how he acts towards him at the end of Deathly Hallows? No! But I believe it anyway.
After all this thinking, it makes sense for one to come to the conclusion that Percy would never return to the Ministry again. There will always be something haunted about it to him. After Scrimgeour, especially. All it would be is a graveyard.

I was starting to read the article on wizardingworld.com
They ranked Weasley siblings but when I saw they put my boy (Percy) in last place. I stopped reading. They talked nonsense about he chose the ministry over his family. Oh you meant family who mocked him every time they had the chance. Family who tried to lock him in pyramid (what if no one noticed and he died in it) family who said that he betrayed them for his career (he worked hard to earn it and when he told his dad about it,he said he recieved this position because Fudge wanted spy instead of congrate him). Percy didn't choose Ministry over his family. His family abandoned him first

The walls of the Hall have all been covered in sparkling silver frost, with hundreds of garlands of mistletoe and ivy crossing the starry black ceiling. The House tables have vanished; instead, there are about a hundred smaller, lantern-lit ones, each seating about a dozen people. Enchanted snowflakes fall gently through the air, melting before they hit the ground.
The champions enter the room, lead by Minerva, with their partners, and your eyes immediately fall on Harry, who looks like he's very focused on not tripping over his own feet. On his arm, is his fellow Gryffindor, Parvati Patil. She seems to be in her element, beaming out at everyone as they make their way up the Hall towards the top table where the judges are seated.
Cedric Diggory walks with Cho Chang, Fleur Delacour with Roger Davies, and to your shock, Viktor Krum with Hermione. She's wearing a beautiful, flowy, periwinkle blue dress and she's slicked her hair back into an elegant bun at the back of her head. She smiles nervously at you and you even notice that something's different about her smile — her front teeth are far smaller than before.
They reach the top table and you spy Percy Weasley sitting in the fifth chair at the table, looking very well-to-do as Harry takes a seat beside him.
"Why is Percy Weasley here?" You say to Minerva as she sits down beside you at your less important staff table. You wish you were up at that top table and could get a few digs in at Karkaroff, keep an eye on him, but you're stuck here instead with the rest of the teachers. "And where's Crouch?"
"He's ill, apparently," she replies, glancing up at the table. "Weasley has come as his representative."
"I can't say I'm unhappy that he's absent," you say quietly, as you pluck your menu from the table and give it a once-over. "He'd put a damper on the mood."
Minerva nods. "He is quite sour, isn't he?"
You're not quite sure what to do with your menu — there's no waiters and the plates are empty. Then, to your rescue, Dumbledore looks pointedly at his plate and says very loud and clear, "Pork chops!"
And pork chops appear. Getting the idea, everyone else starts placing their orders with their plates and food appears.
Hagrid sits beside you, gazing up at the top table before giving a small wave. Following his eye line, you see Madame Maxime return it and you can't help but smile at the exchange. How cute.
When everyone has finished eating, Dumbledore stands up and motions for everyone to do the same. With a wave of his hand, all the tables are pushed up against the walls, then he conjures up a stage along the right wall, various instruments set on it.
The Weird Sisters troop onto stage, dressed in black robes that are artfully ripped and tattered and torn, and pick up their instruments. The champions and their partners stand up, and you catch Harry tripping over his dress robes as he stands up, before walking out onto the floor with Parvati.
The champions dance for about half a minute before Dumbledore steps out onto the floor, taking Madame Maxime with him. He's so dwarfed by her that the top of his pointy hat is just barely brushing the tip of her chin.
You extend your hand out to Minerva, bowing lowly with the other behind your back. "Care for a dance?"
She places he hand on yours, smiling, leading you gracefully out onto the floor. By now, nearly everyone has joined in and is dancing together on the floor. Even Moody is doing an extremely clumsy two-step with Professor Vector, who is nervously avoiding his wooden leg. You raise your eyebrows at her as you pass and she gives a look that suggests she'd rather jump off the Astronomy Tower than continue dancing with Moody.
You have quite an enjoyable night, swapping partners every dance and dancing with nearly every teacher in the school, except for Snape, Moody, and Karkaroff, who you warily avoid like the plague — but who also seem to be avoiding the dance floor entirely.
Out of breath, you make your way outside for some fresh air, loitering beside the freshly trimmed rose bushes that are glittering with fairy lights. You bend down slightly and bring one rose to your nose, inhaling its sweet flowery scent, when you hear a voice that positively grates your ears.
"...don't see what there is to fuss about, Igor."
"Severus, you cannot pretend this isn't happening!" Comes Karkaroff's anxious and hushed voice. "It's been getting clearer and clearer for months. I am becoming seriously concerned, I can't deny it — "
"Then flee," Snape says curtly. "Flee — I will make your excuses. I, however, am remaining at Hogwarts."
Snape and Karkaroff come around the corner, Snape blasting rose bushes apart with his wand. He blasts the one next to you, and two students sprint away from out behind it.
"Ten points from Ravenclaw, Fawcett!" He snarls as the girl runs past him. "And ten from Hufflepuff, too, Stebbins!" His eyes land on you and he fails to hide his grimace. "And what are you doing out here?"
"Getting some fresh air," you respond simply, crossing your arms. "And what are you doing out here, Severus?"
"Ah, well, excuse me," Karkaroff says nervously, brushing past you with a polite smile. "I should get back to the party..."
You raise your eyebrows, turning back to Snape's scowling face expectantly.
"I am doing my job," he says snippily. "Perhaps you ought to do the same and watch the students inside, rather than coming outside for a little personal excursion."
"Is your head on a little excursion up your own — "
Madame Maxime suddenly rushes past you, eyes on the ground and looking very put-out. She passes you and disappears into the Entrance Hall.
" — arse?"
Snape's nostrils flare and for a second he looks like he's about to jinx you, but instead he just bristles past you, purposefully knocking your shoulder as he passes.
Later, when the Weird Sisters play their final song at midnight, several students make their way out of the Great Hall and you too follow in their footsteps out into the Entrance Hall. However, just as you've left the Great Hall, you spot Karkaroff skulking up the stairs, glancing around him furtively like he's got something to hide.
Intrigued, you follow him up the stairs, keeping a small gap between the two of you and looking away when he glances back at you. Then he veers off to the left into another corridor, walking fast, and just as you're about to follow him you hear muffled crying coming from the next flight of stairs.
You look up and there, sitting on one of the steps with her head in her knees, is Hermione, her body shaking with sobs. You should go make sure she's alright.
But this might be your chance to see what Karkaroff's up to! You look down the corridor at Karkaroff, your opportunity to keep up with him quickly slipping the more time you dwell on your decision.
You look back at Hermione, and her sobs take over your judgement and you hurry up the stairs towards her. You sit down on the step beside her, putting a gentle hand on her shoulder.
"Hermione?"
She lifts her head, eyes widening madly when she sees you. "P-professor!"
"Relax, Hermione," you say gently. "What happened?"
She bites her lip and looks away from you, drawing in a shaky breath and shaking her head. "N-nothing, nothing at all. It's s-silly, really."
You rub your hand along her arm soothingly. "Was it a boy?"
Her eyebrows raise slightly. "I told you it was silly."
You give her a sympathetic smile. "Been there. Teenage boys are stupid, Hermione. They were stupid when I was young and they're stupid now."
She sighs. "Do they ever stop being stupid?"
You give a light chuckle. "Eventually. Eventually they grow up and mature and start to actually use their heads."
You sigh, pulling her closer to you so she can rest her head on your shoulder as you continue to rub her arm soothingly. "You look beautiful tonight, Hermione. I can't believe how grown up you look."
"It's tiring," she says softly. "My hair took so long to do and it didn't even last the night." She gestures to her hair, which has become more dishevelled than it was at the start of the night, wisps of hair slipping out of the elegant knot and brushing her shoulders.
"I know. I have a million pins in mine and I haven't even got a date tonight!"
Hermione chuckles and you sigh, shaking your head. She yawns loudly, her eyelids drooping sleepily.
You pat her shoulder. "Alright, off to bed with you. I'm surprised you haven't collapsed yet with the amount of times I seen you out on the dance floor."

A few days before the first day of term after Christmas, you sit at the staff table during breakfast, watching patiently as the post arrives. A barn owl swoops through the air towards you, dropping a copy of The Daily Prophet on the table in front of you. You grab it, pulling the twine off of it and unfolding it to read the front page.
DUMBLEDORE'S GIANT MISTAKE
Albus Dumbledore, eccentric Headmaster of Hogwarts School of Witchcraft and Wizardry, has never been afraid to make controversial staff appointments, writes Rita Skeeter, Special Correspondent. In September of this year, he hired Alastor "Mad-Eye" Moody, the notoriously jinx-happy ex-Auror, to teach Defense Against the Dark Arts, a decision that caused many raised eyebrows at the Ministry of Magic, given Moody’s well-known habit of attacking anybody who makes a sudden movement in his presence. Mad-Eye Moody, however, looks responsible and kindly when set beside the part-human Dumbledore employs to teach Care of Magical Creatures.
Rubeus Hagrid, who admits to being expelled from Hogwarts in his third year, has enjoyed the position of gamekeeper at the school ever since, a job secured for him by Dumbledore. Last year, however, Hagrid used his mysterious influence over the headmaster to secure the additional post of Care of Magical Creatures teacher, over the heads of many better-qualified candidates.
An alarmingly large and ferocious-looking man, Hagrid has been using his newfound authority to terrify the students in his care with a succession of horrific creatures. While Dumbledore turns a blind eye, Hagrid has maimed several pupils during a series of lessons that many admit to being "very frightening."
"I was attacked by a hippogriff, and my friend Vincent Crabbe got a bad bite off a flobberworm," says Draco Malfoy, a fourth-year student. "We all hate Hagrid, but we’re just too scared to say anything."
Hagrid has no intention of ceasing his campaign of intimidation, however. In conversation with a Daily Prophet reporter last month, he admitted breeding creatures he has dubbed "Blast-Ended Skrewts," highly dangerous crosses between manticores and fire-crabs. The creation of new breeds of magical creature is, of course, an activity usually closely observed by the Department for the Regulation and Control of Magical Creatures. Hagrid, however, considers himself to be above such petty restrictions. "I was just having some fun," he says, before hastily changing the subject.
As if this were not enough, the Daily Prophet has now unearthed evidence that Hagrid is not — as he has always pretended — a pure-blood wizard. He is not, in fact, even pure human. His mother, we can exclusively reveal, is none other than the giantess Fridwulfa, whose whereabouts are currently unknown.
Bloodthirsty and brutal, the giants brought themselves to the point of extinction by warring amongst themselves during the last century. The handful that remained joined the ranks of He-Who-Must-Not-Be-Named, and were responsible for some of the worst mass Muggle killings of his reign of terror.
While many of the giants who served He-Who-Must-Not-Be-Named were killed by Aurors working against the Dark Side, Fridwulfa was not among them. It is possible she escaped to one of the giant communities still existing in foreign mountain ranges. If his antics during Care of Magical Creatures lessons are any guide, however, Fridwulfa’s son appears to have inherited her brutal nature.
In a bizarre twist, Hagrid is reputed to have developed a close friendship with the boy who brought around You-Know-Who’s fall from power — thereby driving Hagrid’s own mother, like the rest of You-Know-Who’s supporters, into hiding. Perhaps Harry Potter is unaware of the unpleasant truth about his large friend — but Albus Dumbledore surely has a duty to ensure that Harry Potter, along with his fellow students, is warned about the dangers of associating with part-giants.
You mouth drops open and you hurriedly nudge Minerva beside you, shoving the paper in her face. You watch as her eyes travel down the page and her frown deepens as she reads on.
"What a horrid woman," she spits, folding the paper disapprovingly and handing it back to you. "That explains why Hagrid isn't at breakfast this morning."
You glance down the table, noticing the clear absence of the large man.
"How dare she?" you snap, feeling your anger flare. "Come into this school just to spread such a thing...why, the next time I see her — "
"You'll hold your tongue," Minerva cuts across warningly, giving you a wary look. "You'll hold your tongue and you won't get involved."
"Why shouldn't I? Someone needs to put her in her place and — "
"You know why." She glances down the table, sighing. "If you get on that woman's bad side, she will pull up everything she can on you. Absolutely everything. You know well you will not survive that."
You bite your lip, sighing dejectedly. "You're right...I just — she deserves to be humbled."
Minerva hums in agreement. "I know, I know."

What are some fan-fictions that (in your opinion) have the best characterisation of Percy Weasley?
Oof, this was difficult. 😅
There are plenty of fanfics that I love that don't necessarily have the most realistic characterization of Percy, so it's hard for me to remember which story was which (without rereading all of them, which is a lot), but I did the best that I could!
Please make sure you look at the warnings/tags if you are going to read any of these stories, because some of them deal with some heavy topics.
I'm sure there's a ton more than this, but I thought Percy's characterization was well-written in these stories:
What is Right and What is Easy by WinterSky101 (Gen, Rated T) --- This story includes Percy's life as a spy during Book 7 and his subsequent friendship with Aberforth.
A New Life by AnotherAuthor & myroaringtwenties (Percy x Oliver & Percy x Audrey, Rated M) --- This was a post-canon story with some great Percy & George bonding, and I love the way Audrey wasn't bashed for Percy x Oliver to be endgame.
Maybe Dead Is All I Can Be by witchyasgod (Percy x OMC, Rated T) --- This story includes Percy as a spy and then as a ghost (so warnings for major character death/murder), but it showed Percy coming to terms with his life/his family and finding a way to not waste his afterlife.
Extraordinary Lengths by MaxWrite (Percy x Barty Jr., Rated E) --- I know it sounds weird, and there's some seriously dark themes in it, but trust me, if you're okay with the tags/warnings, then this story was incredible!

Nah, I'm on Percy's side on this
Okay, so I'm listening to an HP OoP audiobook at work today, right? And I realized that Arthur's argument with Percy was based on what Percy had said, namely:
1. While working at the Ministry, he tried to improve Arthur's image.
2. Arthur has no ambition and his family is poor.
3. Arthur is crazy & he's on Dumbledore's side and going to be in big trouble for it.
4. Percy wants to be loyal to the Ministry because the only thing that confirms Voldemort's return is Harry's words.
And Harry summed it up by saying that out of all W. siblings, he always liked Percy the least, but he couldn't imagine that he could say such words to his father ... but what words? Percy say something that is completely untrue? As if aside from the fact that he got a promotion after his career was on the bad line, Arthur said it was just to be "a spy for the Ministry" (which was probably true) but Percy countered this argument with the truth as well.
1. We don't have any information about it other than that, but we know that Arthur didn't have the greatest respect, so Percy could actually do something here, so let's just leave it at that. 
2. It's probably the most delicate of sentences and something that must have been going on in Percy for a long time for him to say it out loud. So the Weasleys are portrayed as a poor family that has one working parent (who has been holding the same low-paying job for years) and despite this, and then ongoing war, decides to have seven children. Percy was the 3rd child and in my opinion the first one to have the vast majority of second hand and “after brother’s” stuff because Bill was the eldest but Charlie was a completely different build and height so I suspect a lot of Bill's stuff just didn't suit him. In turn, Percy, 6 years younger than Bill, was tall and thin, so he probably inherited everything from him (and personally, I think that it was like an extra kick for Percy, probably because of similar achievements in Hogwarts and appearance, he was still comparable to Bill. And we know that Molly especially likes to compare her children so). I can see this as a reason why he wanted to achieve more for himself and felt that since his father still wants to be in this position, he has no ambitions for anything better. In fact, Weasley's poverty is one great absurdity of the series, but maybe another post about it someday.
3. Percy had a point here, being on Dumbledore's side could lead to real trouble. Everything to do with it was a kept secret for some reason, right? Additionally, Percy knew what trouble was, his first memories being a childhood in times of war.
4. If someone suddenly appears and says that H*tler has risen from the dead, will anyone believe it? Well, it was something just as abstract to the wizarding world. I understand that the Ministry didn't want to let the Dark Lord return, but the thought itself was very abstract, to the point that even people who liked Harry could not believe it.
I'm sure what Percy said hurt Arthur but what Arthur said and his attitude hurt Percy, I don't want to say anything but he was just entering adulthood and his father shouldn't have yelled at him knowing that his son just made his biggest dream come true. After all, he was the parent. Aside from the fact that everyone, without exception, takes Arthur's side and condemns Percy's words, he was only half the side in this argument, but he was the only one who apologized in the end. 
Years after that feud, Percy even named his daughter Molly, and I'm sure if he had a son he'd name him Arthur, to me it just shows how much he blames himself even though he was only half to blame.

He overhears it by mistake one day, while going over some lingering paper work with Hermione at her apartment. She takes a call, which wouldn’t be that noticeable if she hadn’t made a frustrated growl at the name and make a hasty retreat to her kitchen. A better man would have respected her privacy but Draco is no such man, and he’s always been a little bit of a paranoid, nosy git so he strains his hearing and happens to catch her agreeing to a blind date of all things later that night. 
The rest of the day falls into a messy blur, he makes a complete fool of himself several times -managing to misspell his own last name twice before Hermione questions if he’s feeling okay and no, no he’s not. He makes his excuses to go home alone, promising to take a potion and the rest of the day easy. 
(He lies despondent on his couch for hours wondering why he feels sick to his stomach instead.) 
He knows deep down it’s obvious that this isn’t Hermione’s idea. That it’s just a random date with some random man and that doesn’t mean anything. Draco trusts Hermione enough not to double play him, she’s not the type, but even if she suddenly fell in love in a single night, who is he to stand in her way?
-he’s Draco fucking Malfoy damn it and that’s enough to get him off the couch, searching for a jacket that is black and big enough to hide his frame as well a pair of massive glasses that Pansy left behind when she came by to boast about Percy (Draco can’t stress enough, how he never wants to hear about Percy Weasley being a better love than him.) and finally a knitted beanie in Slytherin colors. It’s not the most fashionable look, but it helps hide his bright blonde hair. 
It’s terrible easy to listen for Granger to leave her apartment, to follow her to a club (a club? a club.). Draco has a little bit of issue at the door, as the posted bouncer rightly gets creep-o vibes from the tall bloke in a trench coat and women’s glasses at night. Which is exactly when his cousin Luna pops by his side, with a wide smile. “It’s okay phil, this is my cousin Draco, he’s with me.” She says and grants them easy access. Draco is so shocked he doesn’t put up a fuss until after they are seated a table of two away from Hermione and her date (who looks like a prat)
“I’m...I’m not here to spy on her.” He tries to lie, fails and at Luna’s laughter promptly gives up. “Fuck. Fine. Yes. I am and you aren’t helping. Do you not own anything black?”

My Pride and Joy
Chapter 1 : Percy
 It was the end of a decade / But the start of an age

He’s glad he has an apartment to go to at this moment in time. That somehow he foresaw that something would happen, the event that would drive him out of the Burrow, in need of another shelter.
He didn’t realise that the event would be an argument with his father.
He had expected an argument with his Mum or the twins or Ron but never in a million years would he imagined that it would be Dad, Dad who never raised his voice, who left Mum to deal out the punishments, who never had a problem with him.
Percy was flabbergasted.
He let himself inside the apartment, the walls not white, but blue, dark blue and a comfortable couch he could sink into. Of course he hadn't selected a plain white apartment, something he was sure his siblings thought boring Percy would do - select an apartment that lack color and be as boring as he was. No, he had selected an apartment with is favorite color and had decorated it as such, a bookshelf full of Muggle and magic books and a great deal of furniture from chairs to tables to lamps and whatnot. He had even put up photographs!
He charmed the door shut and fell onto the couch, drained and miserable.
The words stung.
Every word that came out of his father’s mouth seemed to taunt him starting from the implied accusation of Percy being a spy to Percy being arrogant and proud. He had not entertained the possibility that his father would be anything but happy that he had secured a position in the volatile Ministry of Magic. After that previous mishap...
Percy will be the first person to admit that he was prideful, that yes he had a bit of pride in his work, he delivered what was required and more, he did what he could to improve and worked towards a goal that wasn’t impossible. 
But being proud was not a bad thing, wanting better for yourself is not a bad thing.
All his life, all he wanted was respect, a decent life with no monetary problems, no more clothes with holes in them, no more murmurs of the Weasleys being poor and pitiful looks his way. 
He wanted to live, just live a good life.
He hadn’t wanted to be famous or rich, he just wanted a bit of respect and admiration. Was that too much to ask for?
How could he have that, someone else’s respect when his own family didn’t respect him? When even they think that he’s some monster or a fool or a prat. Someone who didn't belong to their home? 
Percy drags himself out of the couch, striding towards the kitchen. He needed a drink, a strong one. Percy wasn’t a drinker (that was Charlie) but the occasion of calling his father a “good for nothing pauper” deserved a stiff glass of his best Firewhiskey.
With his wand, he summoned a glass. Looked at it and then returned it back to its place grabbing the entire bottle. Forget a glass, this occassion required the entire bloody bottle.
He wants to forget everything, he wants to go back home, he wants to keep his pride, he wants his Mum, he wants to apologise, he wants to giht even more, he wants everything and nothing.
He knows there’s a bit of truth in his words - no, not the insults he hurled - but about the money situation and if only his father had dared to do better, earn more to feed a family of nine. If only he had thought - “Hmm I have seven children to feed and they require supplies, maybe I should ask for a raise or promotion?”
Percy’s still bitter about it, he’s allowed to be. He couldn’t even work in the Ministry without someone remarking about him being one of Arthur’s sons and the state of their family. The taunts, the insults about the red hair and the freckles.
Which is why he had ensured that he wore the best quality Ministry robes, money could buy - at least they couldn’t comment about their clothes being hand-me-downs.
(Not that it mattered, he's already earned a reputation by not noticing that his boss wasn't really his boss)
He doesn’t know if the fight was about Harry and Dumbledore or the fact that they were poor or that no one in the family respected Percy. Maybe a mixture of them all.
His parents believing Dumbledore was something he should have known, after all the horror Ron and Ginny had gone through, they still believed he would protect them. That wizard would sacrifice them if it assisted his agenda. He couldn’t care less about them, about his students and Cedric died, under his watch!
He had known Cedric, a nice kind boy who could go places but he couldn’t because he was dead.
Percy takes a gulp of the drink, letting the bitter taste overwhelm him as his thoughts of Cedric fade away. Cedric wasn’t his friend, but he was someone Percy knew, someone Percy respected and it doesn’t get better than that. 
He had attended the funeral, something Harry oh our saviour Potter hadn’t managed to do. Cedric’s parents were grief-stricken and it struck Percy how uncanny it was that they were burying their son who hadn’t even graduated.
For some reason, he had thought about Ron, if he would even graduate or even be alive to graduate because if he kept being best mates with Harry...it's bound to get him killed. He hated the fact that he had such a thought.
He had offered his condolences to Amos Diggory, Cedric’s father who had looked him in the eye with such defeat, it had moved Percy.
"You don't deserve this, he didn't deserve this", Percy had stated, he doesn't know why because the words are worthless.
"No he didn't", Amos replied looking at his son's coffin, " he really didn't".
Percy took a deep breath as he drank again.
His fight with his family was unavoidable, he knew it was going to happen. The way they treated him.. it hurt. He didn’t deserve it, he knew his self-worth, even after years of tearing him down, he knew he deserved better than this, than whatever this toxic relationship with his family was.
Maybe that’s why Bill and Charlie ran away. 
He still remembers the way Mum looked, when Charlie said he was shifting to Romania, to work with dragons (the scariest creatures). Mum's face had turned red as she argued with him about the cost, the danger of it all, the risk and the farness of it all.
Charlie had left anyway, leaving Mum crying and disappointed, instead weaponising that anger into caring for her other children still with her.
A naive Percy had promised that he would never hurt her the way Bill and Charlie had done. And he hadn't.
He had hurt Dad instead. 
They've hurt him too, he doesn't know how oblivious they are and can be to his situation. Did they really not realise that their words have consequences on his mental health? Do they think calling him prat daily, was simply a nuisance to him and not one more reason to add to the list that his family hates him with a burning passion? It's almost laughable how they believe him to be the fool when they're the ones who fool themselves into thinking that it's Percy, he doesn't care, we can say hurtful stuff about him to anyone and everyone! 
They made fun of him polishing his badge fifty times. 
They didn’t know he had scrubbed the blood from the safehouse a hundred times and it still shone red.
They made fun of his large vocabulary and proper speaking skills.
They didn’t know Aunt Muriel had slapped him every time he wrote or pronounced a word wrong.
They made fun of him being an ardent follower of rules.
They don’t know that breaking one of the safehouse’s rules had almost led to his demise.
They didn’t know and he hoped they never would. It’s not something he’s willing to share because the way they think of him, they’d probably say he deserved it.
People would look at him, aghast that he would say something like that about his family, that he’s overreacting and they’re his family and they love him.
But if Ron can call him a Slytherin traitor in front of his friends and the twins can lock him in a pyramid in a foreign country and Ginny can betray his secret to her brothers letting them tease him about Penelope and Father could laugh along with everyone at his expense, then saying that he deserved awful things is the least harmful thing they’ve said to him, his whole life.
He still can’t believe it was his father who verbally abused him. His Dad and him were cordial, he would say, it wasn't as if Percy didn't love his dad, of course he did! But with Mum, Percy was different more closer to her and that's to be expected, his father isn't even home half of the time and by the time Percy had met his father, he was six and a Mummy's boy as they say. 
It's not his fault that he was fighting in the war and before he was born, his father had spent time bonding with Bill and Charlie so they had a close bond and by the time the war ended, there were the twins and Ron who had required fatherly love.
Really, Percy was perfectly fine with his relationship with his father, it wasn't close but it wasn't far enough to make him a stranger.. although today's event might just really make them strangers who had known each other for some time.
Percy shakes his head, he stops drinking and throws the empty bottle in the wastebasket as he makes his way to the bedroom.
All he’s ever wanted was to feel safe and ensure his family was safe. Being raised during a war does that to you, that a normal life without fear is a gift and it is.
It’s dark. He hadn't realised how late it was at night, everything and everyone silent and peaceful. He pulls the curtains together, making the room even darker as he charms his door shut letting his wand rest on the table beside him as he lies down on the bed.
Somehow he’s failed at everything, his family, his friends and himself but not his career, not yet. He’s not planning to. 
He thinks about today and he realises he’s not felt this good in years, letting all that anger out of his system (though a bit unfair to his father) had done him good. 
He feels free.
And in a long time, Percy doesn’t have nightmares, doesn’t keep awake wondering when it will be dawn, instead Percy sleeps peacefully, in this new home.
