It’s tempting to ignore a budget resolution released just days before the start of the fiscal year that it’s meant to guide, and amid the chaotic debate around a short-term extension of government funding to avoid a shutdown. But House Budget Committee Chair Jodey Arrington’s proposed budget is important for what it illustrates about House Republicans’ disturbing vision for the country: health care stripped away from millions of people, higher poverty and hunger, capitulation to climate change, more tax cheating by high-income people, and large-scale disinvestment from the building blocks of opportunity and economic growth—from medical research to education to child care. It would narrow opportunity, worsen racial inequities, and make it harder for people to afford the basics. It reflects the wrong priorities for the country and should be roundly rejected.

Chair Arrington made clear in his remarks the intent to extend the expiring tax cuts from the 2017 tax law, which included large tax cuts for the wealthy. In addition, the budget resolution itself would pave the way for unlimited, unpaid-for tax cuts that could go well beyond those extensions. The extensions alone would give annual tax breaks averaging $41,000 to tax filers in the top 1 percent and cost more than $350 billion a year, the Congressional Budget Office estimates. The budget reflects none of these costs and fails to explain how—or whether—they will be offset.

A shocking share of the spending cuts Chair Arrington specifies target people with low and moderate incomes, including $1.9 trillion in Medicaid cuts and hundreds of billions in cuts to economic security programs, such as cuts to assistance that helps people afford food and other basic needs. Just last week the Census Bureau released data showing that poverty spiked last year, more than doubling for children. Rather than proposing policies that could reverse this deeply troubling trend, the budget proposal would deepen poverty and increase hardship.

The budget would also make deep cuts in the part of the budget that is funded annually through appropriations bills. Disingenuously, the budget resolution shows that these cuts total more than $4 trillion over ten years—but hides the program areas that would be cut, labeling them “government-wide savings.” But this year’s House Appropriations bills—which include substantial cuts—make clear that cuts would fall on a wide range of basic functions and services that support families, communities, and the broader economy, including Social Security customer service, support for K-12 and college education, funding for national parks and clean air and water, rental housing assistance for families with low incomes, and more.

Chair Arrington claims the budget’s deep and damaging program cuts are in the name of deficit reduction. But the failure to identify a single revenue increase for high-income people or corporations—and in fact, to potentially shower them with more unpaid-for tax cuts—is an extreme and misguided approach. Moreover, calling for a balanced budget in ten years is merely a slogan that has little to do with addressing our nation’s needs—and the budget resolution resorts to gimmicks and games to even appear to get there, including $3 trillion in deficit reduction it claims would accrue from higher economic growth it assumes would be achieved by budget policies.

A budget plan should focus on the nation’s needs and lay out an agenda that broadens opportunity, invests in people and families, reduces the too-high levels of hardship and financial stress faced by households across the country, and raises revenues for those investments. But the Arrington budget blueprint would shortchange much-needed investments and lock in wasteful tax cuts to the already wealthy for the next decade.

House Republicans are pursuing a damaging agenda at every turn—first threatening the nation with default, and now demanding deep cuts in an array of priorities in this year’s appropriations debate, risking a government shutdown, and proposing a budget blueprint that would take the country in the wrong direction.

Arms sales to Turkey should be expedited: Blinken

Ankara (Times Of Ocean)- US Secretary of State Antony Blinken said Thursday that foreign military sales to key US partners like Turkey and India should be expedited and bureaucratic hurdles removed.

When asked during congressional testimony what the Biden administration can do “to cut through the red tape to help our work with our allies such as Turkey and India,” Blinken acknowledged that both the executive and Congressional branches must sped up the process.

“I think that we can and should do better in sales, particularly in the rapidity with which we’re able to do things, review things. I think that’s on us in the executive branch. It’s also on Congress,” he told the House Appropriations Committee.

“A number of countries, as I said earlier, are rethinking their relationships, including with Russia, including countries that have had long-standing defense relationships with Russia. If we’re in a position to be a partner to them in ways that maybe we couldn’t be some decades ago, I think that’s something we need to be able to act on,” he said.

“Of course, if we don’t, we know who’s likely to do it in our place.”

Washington and Ankara are currently in bilateral talks over the sale of 40 F-16 fighter jets and 80 modernization kits for the existing fleet. Turkish Foreign Minister Mevlut Cavusoglu said on April 8 that the talks were “progressing positively.” The Turkish government made the request in October.

An official of the State Department told Congress in congressional correspondence that selling F-16s to Turkey would support US interests and bolster NATO unity.

In a letter to congressman Frank Pallone, State Department official Naz Durakoglu acknowledged the ongoing tensions over additional arms sales to Turkey, but maintained that the sanctions and Turkey’s removal from the F-35 fighter jet program represent “a significant price paid” for Turkey’s acquisition of Russia’s S-400 missile defense system.

“The Administration believes that there are nonetheless compelling long-term NATO alliance unity and capability interests, as well as U.S. national security, economic and commercial interests that are supported by appropriate U.S. defense trade ties with Turkey,” Durakoglu wrote to Pallone, who chairs the House Energy and Commerce Committee.

“The proposed sale will require a Congressional notification if the Department of State were to approve it. We affirm our commitment to established defense trade authorization procedures, including Congressional oversight,” she added, according to a copy of the letter circulated on social media.

Moreover, Durakoglu cited Turkey’s active contributions to NATO as well as its support for “Ukraine’s territorial integrity and cooperative defense relations,” calling those measures “a significant deterrent to malign influence in the region.”

Christofascist Republican calls LGBTQ people "filth" during public forum

The culture of hate among Christofascists recently led to the violent beating and subsequent death of Choctaw two-spirit teenager Nex Benedict in Oklahoma.

When questioned about how 50+ anti-LGBTQ bills might have affected this case, State Senator Tom Woods said,

“We are a Republican state - supermajority - in the House and Senate. I represent a constituency that doesn’t want that filth in Oklahoma.”

Several audience members clapped at his statement, while others appeared shocked.

“We are a religious state and we are going to fight it to keep that filth out of the state of Oklahoma because we are a Christian state - we are a moral state,” Woods said. “We want to ... let people be able to go to the faith they choose. We are a Republican state and I’m going to vote my district, and I’m going to vote my values, and we don’t want that in the state of Oklahoma.”

State Representative David Hardin added, “How you live your life personally, that’s between you and God... but what goes through our public schools - I will fall back on my faith. I want to make sure that at least the children in our public schools have that faith... what I want to make sure of is that our young children have the right to grow up with that faith."

After the forum, Woods reiterated his stance on the matter: "I support my constituency, and like I said, we’re a Christian state, and we are tired of having that shoved down our throat at every turn... I stand behind my statement, and I stand behind the Republican Party values."

When asked what he thought of Woods’ characterization of LGBTQ people as “filth,” State Senator Dewayne Pemberton said, “No comment.”

Again and again, today's christofascist Republicans (any other sort doesn't get elected these days) reveal that they want to indoctrinate public school kids into their own bigoted hatred, forcing children to hate anyone who doesn't subscribe to their narrow interpretation of their religious texts. Christofascists seek to impose their personal, misguided religious biases on the general public, including creating laws codifying hate and authoritarian control over the lives and bodies of everyone, not just others in their own religion.

Make no mistake, Nex Benedict's death was caused by christofascist indoctrination of the three girls who brutally beat Nex in that school bathroom. Nex Benedict's death was caused by the school failing to take their injuries seriously, by hate codified in Oklahoma state laws designed to harass LGBTQ folks and normalize bigotry against them, by Oklahoma Superintendent of Public Instruction Ryan Walters appointing hate-speech villain Chaya Raichik (responsible for "Libs of TikTok") to the Oklahoma Department of Education's Library Media Advisory Committee even though she doesn't live in the state (but he likes that she used Benedict's school and teacher for targeted hate). And on and on - it's a systematic attack on personal freedom and human rights - and the lives of queer folks.

Nex Benedict's death is exactly what christofascists seek through indoctrinating children into their hate that perpetuates bigotry into the future and forcing their religious fanaticism into the public sphere through unconstitutional laws built on hate and control.

Do you want to live in a theocracy dictated by those who narrowly interpret their personal religious texts to promote hate? Because as long as citizens fail to speak out against these harbingers of civilizational collapse, they'll only feel more and more emboldened to turn hate crimes into victories.

We must not let another of our people become victim of systemic bigotry. To protect children and end generational indoctrination, we must fire all public officials who subscribe to christofascist hatred and, when appropriate, prosecute them for the violence they incite.

If we fail to end the careers of hateful christofascists, we fail our children.

Louisiana continues these efforts in an ongoing move by politicians in the state to damage public libraries with House Bill 777. HB 777 was introduced March 25 by Representative Kellee Dickerson, who helped fund the Louisiana Freedom Caucus. The bill would criminalize library workers and libraries for joining the American Library Association.

The American Library Association (ALA) is the largest and oldest professional organization for library workers in the nation. It was founded in 1876, and this Twitter thread is a fantastic resource on the history and purpose of the organization.

The HB 777 text reads:

A. No public official or employee shall appropriate, allocate, reimburse, or otherwise or in any way expend public funds to or with the American Library Association or its successor. B. No public employee shall request or receive reimbursement or remuneration in any form for continuing education or for attending a conference if the continuing education or conference was sponsored or conducted, in whole or in part, by the American Library Association or its successor. C. Whoever violates this Section shall be fined not more than one thousand dollars or be imprisoned, with or without hard labor, for not more than two years, or both.

By creating a villain of the biggest professional organization for library workers, book banners pound away at the institutions that establish and uphold librarianship as a profession. Librarians lose their place as experts in their field, with the skills, knowledge, and passion for helping connect people to vetted, accurate, verifiable information. To real facts and not those crafted by so-called “alternative” library organizations developed by long-time library antagonists and sympathizers who themselves have worked hard to dismantle these democratic institutions.

More, though, by criminalizing the library’s use of taxpayer money to be members of the ALA, HB 777 ends up harming those very same taxpayers by removing access to grants, funds, and educational opportunities that benefit them via their libraries. There are grants offered annually to help libraries increase specific collections or categories of material. There are opportunities for library workers to be part of the process in selecting the best books annually–important to note here because of how much noise there is around these books “not representing” certain communities and yet by barring library workers from engaging in these committees, they purposefully undermine their own purported lack of representation. Membership in the ALA means that individuals and institutions have the chance to take a variety of professional development courses to ensure their work is aligned with the standards of the profession more broadly, including ensuring that it remains a space of democracy, inquiry, and access.

My state has good news for women for a change!

A Connecticut Democrat successfully changed the wording of new legislation to add the phrase 'expectant mothers', after branding the original suggested language - 'pregnant persons' - an affront to women. 

State Rep. Robyn Porter, a Democrat representing New Haven, proposed an amendment to House Bill 5454 to incorporate the term 'expectant mothers' during discussions on a bill regarding state funding on Thursday. 

'My children call me mother, ma, mommy. It depends on the day,' Porter said Thursday. 'I don't answer to pregnant person or birthing person. That's not what I answer to.

A huge part of my identity is wrapped around being a mother and a grandmother. So I find it an affront that someone would try to tell me that what they're putting on paper for the purpose of policy covers me when I'm telling you that it doesn't,' she continued. 

The bill was originally launched by the Human Services Committee before reaching appropriations to incorporate the phrase 'expectant mothers' to lines five and six.

The original lines of the bill read '… shall create a strategic plan to maximize federal and state resources for mental health services for children six years old and younger, their caregivers and pregnant persons.'

Lawmakers voted 32-16 to adopt the term 'mothers' following a 35-minute debate.

The unexpected decision was achieved through a coalition of Republicans and members of the legislature's black and Puerto Rican Caucus - with all 16 opposing votes coming from Democrats.

Porter stated, 'We want to talk about discrimination? Well, I'm here to tell you that black people in America know that very well.

'This is where I really get frustrated in this building because what we say is dismissed, disregarded, disrespected. … I'm always asked to compromise when I come to the table, and I'm expected to do so. 

She added, 'We were mothers first. Yes, times are changing, and I'm fine with that because that's life... But you don't get to grow, and you don't get to talk about diversity, equity, and inclusion and exclude me and the other women like me who identify as mothers. You don't get to do that.'

She said some women 'want to be called mothers. What's wrong with that?'   

The primary advocate for the original language of 'pregnant persons' in the bill was Rep. Jillian Gilchrest, a Democrat from West Hartford. 

'Pregnant person is actually the inclusive term,' Gilchrest said. 'It is a gender neutral term, and it would encompass expectant mothers, pregnant women. 

'As we talk about DEI, this is the direction we are hoping to move in in this state and ideally across the country.

'And so the term pregnant persons is the more inclusive term, and so I would ask my colleagues to oppose the amendment.'

Many legislators representing the state's major urban cities rallied in support of Porter's amendment.

State Rep. Geraldo Reyes, a Democrat from Waterbury and a prominent figure in the black and Puerto Rican Caucus, emphasized the cultural significance of motherhood.

'Culturally, as a Puerto Rican person, there is nothing more sacred than a mother... There is only one mother … Just as I opposed the word Latinx, I oppose the word expecting person,' he said.

Similarly, Rep. Minnie Gonzalez, a Democrat from Hartford backed Porter's amendment and emphasized his support for the LGBT community.

'It's nothing against the LGBT community. It's nothing about them,' he said. 'Nothing against them. We support them … We recognize that they have rights, but where are my rights? I have the right to defend my rights.'

Rep. Anthony Nolan, a New London Democrat was emphasized then importance of the word 'mother' in black communities. 

'I'm just astonished by some of the things that are being said,' he said.  'In black culture, who really are ingrained with that word mother, for us to go home and call our mother something other than a mother, we would end up with a slap across the face. 

'We're not removing anything. We're just asking to add something that is dear to those that are speaking in regards to it, especially in the black culture.' 

Last year, the CDC was slammed for 'appalling' new health guidance in which it replaced the word 'women' with the gender-neutral term 'pregnant people.'

The erasure of the term women can be seen in recommendations for a host of respiratory virus vaccinations for pregnant women.

This includes material promoting shots for Covid, flu and RSV - a common respiratory condition that most affects older adults and young children.

Although usually mild, all three viruses can be deadly in pregnant women.

All gender-specific terms — including 'she,' 'her,' 'women' and 'mother' — were replaced with gender-neutral terms like 'pregnant people' and 'pregnant person.' 

A doctors' organization said the CDC was 'cowering to political forces' at the expense of sound medical advice at the time.

The Biden administration is removing William Penn from Philadelphia.

New plans by the National Park Service to renovate Old City’s Welcome Park include removing the centerpiece statue of William Penn permanently and redesigning the park to highlight Native American history — a move that has angered Pennsylvania’s Republican leadership.

The plan is a major shift, considering that the park was built on the site of Penn’s home, the Slate Roof House, and is named for the ship, Welcome, that transported him from England. Penn actually landed first in 1682 near the intersection of the Delaware River and Chester Creek in Chester.

Welcome Park is part of Independence National Historical Park and was completed in 1982 on designs by Venturi, Scott Brown and Associates to commemorate the 300th anniversary of Penn’s arrival.

The wide-open park across from the former site of City Tavern aims to tell the story of Penn’s vision for the city. Although a lesser-known area of Independence Park, it provides visitors with an overview of the city layout and history of Penn’s landing. The Penn statue includes a farewell ode to Philadelphia, imparting “what love, what care, what service, what travail have there been to bring thee forth.”

Now, the National Park Service wants to rehabilitate the park in time for the 250th birthday celebration of America in 2026. The park on Second Street between Chestnut and Walnut Streets has fallen into disrepair with rows of broken granite floor.

Representatives for the National Park Service could not be reached for comment Monday. They are seeking public comment on the proposal, according to their website.

Plans announced Friday call for “an expanded interpretation of the Native American history of Philadelphia” in consultation with Indigenous nations of the Haudenosaunee, Delaware Nation, Delaware Tribe of Indians, Shawnee Tribe, and the Eastern Shawnee Tribe of Oklahoma.

Designs would keep some parts of the current park, including the original Philadelphia street grid, but the “Penn statue and Slate Roof House model will be removed and not reinstalled,” according to the plans.

Republican outcry

“The decision by President Biden and his administration to try and cancel William Penn out of whole cloth is another sad example of the left in this country scraping the bottom of the barrel of woke-ism to advance an extreme ideology and a nonsensical view of history,” Pennsylvania House Republican Leader Bryan Cutler (R., Lancaster) said in a statement.

Cutler said the treaty signed by Penn with Native Americans was historical and with “mutual respect shown between Penn and Native tribes.”

“This issue is also deeply personal to me,” Cutler said. “The first Cutlers came to Pennsylvania in 1685 on the ship Rebekah, not long after Penn’s arrival in 1682. They came to Pennsylvania because they were Quakers who shared Penn’s view of religious tolerance and peace.”

Cutler said removing the statue creates an “absurd and revisionist view of our state’s history.” He said he plans to introduce a resolution honoring William Penn and “encouraging” the National Park Service to halt the plan.

Pennsylvania State Sen. Scott Martin (R., Berks) and chair of the Senate Appropriations Committee, on social media called the plan “absolutely disgraceful.”

Native Americans

Welcome Park, though not necessarily the statue of Penn, has also been the site of some resentment among Native Americans. The plot had been given to the Haudenosaunee (Six Nations from the Iroquois Confederacy) in January 1755 by John Penn, William Penn’s grandson. In the 1700s, Native American groups often visited Philadelphia for diplomatic and trade meetings. They sometimes numbered in the hundreds and visited so frequently that John Penn asked the Provincial Council of Philadelphia to consider setting aside a piece of land for these gatherings. The delegations often refused to negotiate treaties until they could stand on their own ground and build a council fire.

A 2020 Inquirer article chronicled a trip by six women from the Iroquois Confederacy in upstate New York to reconnect with the patch of tribal land on the site of Welcome Park.

“I anticipated a park in a natural pristine state. Like any other park, it would have trees, grass, water,” said Louise McDonald (Native name Wa’kerakátste), a Mohawk Bear Clan Mother from Akwesasne, N.Y. “I was frozen for a minute because I felt it had been choked and that it wasn’t a true representation of the original intentions of the space. It just seemed to be purposely buried with a cover-up narrative. There certainly seems to be a feeling of erasure intended to remove any spirit that would imply that we were once there.”

Penn in Philly

William Penn’s likenesses will still remain in Philly. The statue of Penn atop City Hall is a landmark, visible from many parts of the city.

And there is another Penn statue at Penn Treaty Park off North Delaware Avenue at the corner of East Columbia Avenue and Beach Street. Legend says Penn and a local Lenape clan made a peace agreement under an elm tree. The original “treaty elm” has long been replaced, but the park contains an obelisk and plaque memorializing the agreement, as well as a statue of Penn.

The discussion of the Penn statue’s removal is not the first time in recent years that Philadelphia has seen a struggle over statues.
