My Persona + SMT protags birthday + zodiac signs headcanons
I felt like it so I want to make a list with my headcanons about Persona + mainline SMT protagonists birth dates :p
In short: my headcanons about each protag day and month of birth is the day and month of the first version of their game release in Japan (the only exception are Arisato twins, where I prefer PSP ver. release date more) and my headcanon for the birth year is the formula: (the release date of the first version of the game in Japan) - (protag's age in the game) unless the year when the plot of the game happened was stated otherwise (like in SMT IV for example, or in P3/P4)
So yeah, the full list of protags birth dates would be under the cut as it would be long af
I also included protags with canon birth dates as well + their canon zodiac signs (according of Megaten wiki)
Persona protagonists:
Naoya Toudou - 24th of December 1979 - Capricorn (canon birth date)
Tatsuya Suou - 21th of August 1981 (he have two canon birth dates but I personally prefer this one and headcanon him with this one, maybe because I'm August baby as well) - Leo
Maya Amano - 4th of July 1976 - Cancer (canon)
Arisato twins - 1th of November 1992 - Scorpio (canon is apparently the 5th of [some month that is covered] (according to p3 clubbook) )
Aigis - 10th of September 2000 - Virgo (canon)
Yu Narukami - 10th of July 1994 - Cancer
Ren Amamiya/Joker - 15th of September 1999 - Virgo
SMT protagonists: (this one may be kinda less accurate as I only finished SMT V so far so I still don't know protags that well but I tried my best but lmk if I made any mistakes since I don't know especially classic SMT lore (I and II) that well😭)
Kazuya - 30th of October circa 1974-1977 (??) - Scorpio
Aleph - This one is tricky since from Megaten wiki and my SMT fandom friends I found out that he's like 10 yo in the game so his date would be March 18th circa 1984 (???) - Pisces
Tamaki Uchida/Nobu Aoyama - 13th of August 1980 - Leo (canon)
Naoki Kashima/Demi-fiend: 20th of February circa 1985-1988 - Pisces
Flynn - 23th of May 1474 - Gemini
Nanashi - 10th of February 346 (apparently it's his birth year??? Idk anything about SMT IVA (yet) but that's what megaten wiki said so I trust it) - Aquarius
V-kun/Nahobino - 11th of November 2003 - Scorpio
So yeah that's my headcanons about the protags :P

Those things you associate with Halloween that ...actually weren’t created for Halloween...
You know how we associate certain movies, books, and songs with the Halloween season?  It’s a major pet peeve of mine when people say things like “Halloween is over.” or “Wait until Halloween” for (insert thing here). But here’s the thing.  We keep sweeping away a lot of our spooky, Gothic, and horror related content for the Halloween season and a lot of it wasn’t even created for Halloween to begin with.   Here.  Let me show you.
Tim Burton’s Sleepy Hollow - The story begins slightly before Halloween as when Ichabod arrives in Sleepy Hollow they are having an All Hallow’s Eve celebration.  But the majority of the story is set in November and even concludes either on New Years Eve or New Years Day. “Just in time for a new century.”  Also the film was released on November 17th, 1999.   So no, not actually a Halloween movie.
Bram Stoker’s Dracula (film) - Bram Stoker’s Dracula was released on November 13th 1992.
Interview with The vampire (film) - Interview with the vampire was released November 11th, 1994.  I’ll point out right here that Bram Stoker’s Dracula film and Interview with the vampire’s movie were released the day after and day before my birthday.  They have more to do with my birth than Halloween.  :-P
Corpse Bride -  Corpse Bride is distinctly set in the winter time.  There is snow on the ground.  The film was released on September 16th, 2005.
Dracula (1931 film) - Dracula starring Bela Lugosi was actually released on February 14th, 1931. It was a Valentine’s Day movie, technically.   Happy Valentine’s Day!  Here’s Count f--king Dracula.
Dracula (1979 film) - The version of Dracula starring Frank Langella was released July 13th 1979.  Admittedly it was a Friday the 13th but it was not Halloween. The film is set in late Autumn, likely November.
Love at first bite (1979) was released April 13th, 1979.  Yes, it was a Friday the 13th but it was not Halloween.  Hmm... Two romantic Dracula films, each released on Friday the 13ths in 1979.  I wonder if that was on purpose.
Frankenstein (1931 film) - the 1931 Frankenstein film was released on November 21st, 1931.
Frankenstein novel - The Frankenstein noel was written in the summer of 1818 and the Creature was brought to life in November, according to the novel’s own story.
Dracula novel - The Dracula novel was published on May 26th, 1897.
Dracula’s Guest - This is considered the “deleted” chapter of the novel Dracula and it is actually set on Walpurgisnacht, which is April 30th, exactly half-way toward Halloween.
Over The Garden Wall - This one bugs the Hell out of me.  I see a LOT of people online saying “I wait all year for Halloween so I can watch Over The Garden Wall again.”  Here’s the thing.   Over the Garden Wall was originally released on November 3rd, 2014. The first episode starts around midnight the morning after Halloween.  It’s November 1st.  The majority of the story is set in November and implied to encompass Thanksgiving and Christmas.  Yes, the boys’ adventure started on Halloween but that’s not even revealed until the second to last episode of the mini-series.  There are plenty of Hallowe’en aesthetics to Over the Garden Wall but the visuals are based on vintage (turn of the century to early twentieth century) Hallowe’en, Thanksgiving, and Christmas Cards.  The Beast’s song is even a twisted version of O’ Holy Night (a Christmas carol).
Just watch it whenever you want, especially if you happen to love autumn.
Ghostbusters (movie and song) - Ghostbusters was released June 1st, 1984.  and yet we associate the song and movie so heavily with Halloween.
Ghostbusters 2 -  Ghostbusters 2 was released June 16th 1989.  And the story is set a day or two after Christmas and reaches it’s climax on New Years Eve.
Ghostbusters: Afterlife - Ghostbusters: Afterlife has a November 19th, 2021 release date.
Michael Jackson’s Thriller -  The song Thriller was considered, for many years, to be one of the major songs of Halloween like Monster Mash or This is Halloween, however... It’s not actually a Halloween song.  The song was released in November of 1983 and the music video was released in December 2nd 1983.   It’s closer to being a zombie Christmas song than a Halloween song.
Monster Mash by Bobby “Boris” Picket - Monster Mash (long considered a staple of Halloween parties) was released August 25th, 1962.  Yup, Monster Mash is a summer song.
Lost Boys (film) - Released July 31st, 1987.
Fright Night (1985 film) - Released August 2nd, 1985.
Castlevania - Season one of Castlevania premiered on Netflix on July 7th, 2017.
Dracula (1958) - Dracula (1958) also known as Horror of Dracula was released to cinemas May 8th, 1958.  In fact almost none of the Hammer Dracula or Frankenstein movies had autumn releases.
Mary Shelley’s Frankenstein - The 1994 film called Mary Shelley’s Frankenstein (not actually very faithful to the novel) was released November 4th, 1994.
The Wolf Man (1941) - The Wolf Man was first released December 9th, 1941. Where are my Werewolf Christmas decorations?  I demand werewolf Christmas decorations!
The Sandman - Considered one of the greatest Gothic horror / Gothic fantasy comics of all time The Sandman features various tropes we associate with Halloween.  There are literal creatures of nightmare, ravens, haunted houses, sorcerers, murderers, curses, ghosts, demons, and spooky castles.  There’s also a Jack-o-lantern headed character.  The Sandman was first published in November 1988 with an official release date of January 1989.
The Sandman audio drama act 1 - Act 1 of the audio drama version of The Sandman was released July 15th, 2020 and was an almost instant best seller.
Hocus Pocus -  I kind of put this one here as a bonus. Though Hocus Pocus is set at Halloween and is easily considered a Halloween movie, it was actually released to cinemas on July 16th, 1993.  Yes, Hocus Pocus was actually a summer movie.  Weird, huh?  But its ability to endure shows that people can do and do love it any time of year despite it being a “Halloween movie.”
Anyway, why did I write all this?  My point is simple. If you love Gothic Horror, if you love spooky stuff, don’t starve yourself until “Spooky season.”  Don’t feel like you can only watch, read, or listen to your favorites only around Halloween.  Love what you love whenever you want and don’t be ashamed.   Just because it’s fashionable to sweep these things away until October doesn’t mean you have to conform to that behavior.   If you want to watch Over the Garden Wall in March, do it.  If you want to watch Hocus Pocus on Easter, do it.  Don’t let anyone stop you.   What you love does NOT have to be consigned to just a tiny part of the calendar.

Babyface
Tumblr media
Kenneth Brian Edmonds (born April 10, 1959), known professionally as Babyface, is an American singer, songwriter and record producer. He has written and produced over 26 number-one R&B hits throughout his career, and has won 11 Grammy Awards. He was ranked number 20 on NME's 50 of The Greatest Producers Ever list.
Early life
Edmonds was born on April 10, 1958, in Indianapolis, Indiana, to Marvin and Barbara Edmonds. Barbara was a production operator at a pharmaceutical plant. Edmonds, who is the fifth of six brothers (including future After 7 band members Melvin and Kevon Edmonds, the latter of whom went on to have a modestly successful solo career), attended North Central High School in Indianapolis, and as a shy youth, wrote songs to express his emotions. When he was in eighth grade, Edmonds' father died of lung cancer, leaving his mother to raise her sons alone. At this stage, Edmonds became determined to have a career in music.
Music career
Edmonds later played with funk performer Bootsy Collins, who tagged him "Babyface" because of his youthful look. He also performed in the group Manchild (which had a 1977 hit "Especially for You" with band member Daryl Simmons) as a guitarist. In 1982 Edmonds played with funk band Redd Hott produced by Geoge Kerr. He played keyboards in the light-funk and R&B group the Deele (which also included drummer Antonio "L.A." Reid, with whom he would later form a successful writing and producing partnership). One of his first major credits as a songwriter for outside artists came when he wrote the tune "Slow Jam" for the R&B band Midnight Star in 1983. The tune was on Midnight Star's 1983 double-platinum No Parking on the Dance Floor album. Babyface remained in the Deele until 1988, when both he and Reid left the group.
His album Playlist consists of eight cover songs and two original works. It was released on September 18, 2007. It was the first album on the newly re-launched Mercury Records label.
On February 4, 2014, he released a Grammy Award-winning duet album with Toni Braxton titled Love, Marriage & Divorce on Motown Records.
Other ventures
Writing and producing
From the late 1980s to the early 90s, he wrote R&B and dance songs, writing and producing music for Bobby Brown ("Roni"), Karyn White ("Love Saw It"), Pebbles ("Girlfriend", "Mercedes Boy"), The Whispers ("Rock Steady", "In the Mood"), The Deele ("Two Occasions"), Johnny Gill ("My My My"), After 7 ("Ready or Not"), The Boys ("Dial My Heart"), Damian Dame ("Right Down to It") and Sheena Easton.
In 1989, Edmonds co-founded LaFace Records with Reid. Three of the label's early artists, TLC, Usher, and Toni Braxton, were very successful. TLC's second album CrazySexyCool, for which he wrote and produced some of the hits, became the best-selling album of all time by an American girl group. Under his direction, TLC sold more than 60 million albums worldwide, and a combined total of 75 million records. Toni Braxton's first two albums, Toni Braxton (1993) and Secrets (1996), for which he wrote the majority of the songs, went on to sell a combined total of over 10 million copies in America alone.
Babyface helped form the popular late-1990s R&B group Az Yet. Edmonds also helped to mold and work with some of his then-wife Tracey Edmonds' acts, such as Jon B and producer Jon-John Robinson.
Edmonds has worked with many successful performers in contemporary music. “I’m Your Baby Tonight” (1990), produced for Whitney Houston, was Houston's introduction to R&B music and Edmonds' first No. 1 Top 40 hit in the US. He also wrote and produced Boyz II Men's 1992 "End of the Road" and 1994 "I'll Make Love to You", both of which established records for the longest stay at No. 1 on the Billboard Hot 100 chart. He co-wrote, co-produced, and provided backing vocals on Madonna's 1994 Bedtime Stories, which featured the seven-week No. 1 hit "Take a Bow", and shared billing with Eric Clapton on the chart-topping Grammy winner "Change the World" from the Phenomenon soundtrack. He also wrote and produced the No. 1 hit "Exhale (Shoop Shoop)" for Houston as well as the rest of the critically acclaimed 10 million-selling Waiting to Exhale soundtrack in 1995, which spawned additional hits for Houston, Brandy and Mary J. Blige.
Additionally, Edmonds has produced and written music for many artists including Bobby Brown, The Whispers, Pebbles, After 7, Johnny Gill, Deele, Karyn White, The Boys, Damian Dame, Tevin Campbell, Patti LaBelle, Chaka Khan, Aretha Franklin, Madonna, Janet Jackson, Faith Evans, Beyoncé, Diana Ross, Sheena Easton, Toni Braxton, Michael Jackson, Michael Bolton, Paula Abdul, Eric Clapton ("Change the World"), Whitney Houston, Brandy, Mary J. Blige, Tamia, Shola Ama, 3T, Sisqó, Dru Hill, Fall Out Boy, Céline Dion, Samantha Jade, Backstreet Boys, Honeyz, Katharine McPhee, Mariah Carey, Vanessa L. Williams, Bruno Mars, Kelly Clarkson, Chanté Moore, En Vogue, Zendaya, Kenny G, Kristinia DeBarge, Lil Wayne, Kevin Abstract, P!nk, Marc Nelson, TLC, Ariana Grande, Jessica Mauboy, Xscape, K-Ci & JoJo, NSYNC, Jordin Sparks and Phil Collins, among others. He received three consecutive Grammy Awards for Producer of the Year from 1995 to 1997.
Babyface was in the studio for about two years with Ashanti to produce her album The Declaration (2008).
He worked on the Lil Wayne album Tha Carter III (2008), on the Kanye West-produced "Comfortable". He also worked with R&B singer Monica for her sixth studio album Still Standing (2010).
In 2013, Babyface served as producer for Ariana Grande's debut album Yours Truly, producing the majority of her songs, including her second single, "Baby I".
In September 2014, Babyface collaborated with Barbra Streisand on her album Partners, performing a duet on the track "Evergreen" and background vocals for other album tracks.
Babyface also collaborated with Foxes on her second album, All I Need (2016), producing and co-writing "Scar".
In July 2016, Babyface along with Bruce Roberts and Carole Bayer Sager helped write the song "Stronger Together" sung by Jessica Sanchez. The song was played after Hillary Clinton's speech at the 2016 Democratic National Convention. The song's title is named after the slogan that the Clinton campaign used as a show of uniting behind the Democratic nominee. The song was one of the top trending songs on Shazam that week. The song was widely perceived as positive by the listeners, and received praise by celebrities like Jennifer Lopez and Kim Kardashian.
Acting career and film producing
In 1994, he appeared and performed on an episode of Beverly Hills, 90210 entitled "Mr. Walsh Goes to Washington (Part 2)".
In the mid-1990s, Edmonds and his then-wife Tracey Edmonds expanded into the business of motion pictures. Upon setting up Edmonds Entertainment Group, the company producing films such as Soul Food (1997), Josie and the Pussycats (2001), and also the soundtrack for the film The Prince of Egypt (1998), which included contributions from numerous artists, including Mariah Carey and Whitney Houston. They also executive produced the BET reality series College Hill (2004-2009). Edmonds also worked with David Foster to compose "The Power of the Dream", the official song of the 1996 Summer Olympics, performed by superstar Céline Dion. Linda Thompson provided the lyrics.
Babyface also participated as a duet partner on the Fox reality show Celebrity Duets (2006).
He was portrayed by Wesley Jonathan in the 2015 Lifetime biopic Whitney and is portrayed by actor Gavin Houston in the Lifetime biopic based on Toni Braxton entitled Un-Break My Heart, which premiered on the network in early 2016.
On August 30, 2016, Babyface was revealed as one of the celebrities who will compete on season 23 of Dancing with the Stars. He was partnered with professional dancer Allison Holker. He and Holker were eliminated on the fourth week of competition and finished in 11th place along with Vanilla Ice and Witney Carson.
Soda Pop Records
Edmonds founded his record label Soda Pop Records in 2009. Since founding the label he has signed R&B icons K-Ci & JoJo, releasing their first album for the label entitled My Brother's Keeper. In 2013 Babyface secured a distribution deal with E1 Music for the label.
Personal life
Babyface married his first wife, Denise during his young adult years. In 1990, Babyface met Tracey Edmonds when she auditioned for the music video for his song "Whip Appeal". They married on September 5, 1992, and have two sons, Brandon and Dylan. On January 7, 2005, Tracey filed for divorce in Los Angeles County Superior Court, citing irreconcilable differences. In October 2005, Babyface and Tracey announced that they were ending their marriage of thirteen years.
In 2007, Babyface began dating his backup dancer Nicole "Niko" Pantenburg (former backup dancer for and personal friend of Janet Jackson). Babyface and Pantenburg have a daughter born in 2008. The pair married on May 17, 2014.
In 2015, Babyface donated money to the presidential campaign of Republican Senator Marco Rubio.
Impact
In 1999, a 25-mile (40 km) stretch of Interstate 65 that runs through Indianapolis was renamed the Kenneth "Babyface" Edmonds Highway.
Babyface was placed at number 20 on NME's "50 of the Greatest Producers Ever" list. NME wrote of his impact:
"One of the founding fathers of all the best bits of modern US R&B. And so you can't hate him if some of the schlock can be traced back to him also. Babyface was a pioneer of New Jack Swing in the 80s, before setting up LaFace with old mucker Antonio 'LA' Reid to give the world TLC, Usher and Toni Braxton under their guiding hand. There's barely a prominent artist in the genre he hasn't worked with, and as a result he's clocked up a mammoth 26 R&B number ones."

the truth of when hypmic takes place: part two
Now that I have argued my point, it is time to actually use this information. Let’s start with birth years for everyone. This is, of course, assuming that the HypMic universe is currently at the date of 7/7/27, because this theory (and everything else tbh) revolves around Dice and Dice’s birthday. So, without further ado…
Jakurai: January 9th, 1992
Doppo: May 15th, 1998
Jyuto: May 30th, 1998
Hifumi: June 22nd,1998
Rio: June 21st, 1999
Samatoki: November 11th, 2001
Ramuda: February 14th, 2003
Gentaro: April 1st, 2003
Dice: July 7th, 2007
Ichiro: July 26th, 2007
Jiro: February 6th, 2010
Saburo: December 16th, 2012
These dates could easily be moved around if you change up which day we’re going by, for example, if we changed it to be December 31st, many of these characters would have been born a year later. These are simply estimates, but they are close enough for them to be useful.
So, with this information, let me tell tell you a thing. Jakurai? A millennial, through and through. He’s also a real 90’s kid. Jyuto, Doppo, Hifumi, and Rio are all fake 90’s kids that no one respects because they can’t remember shit about the 90’s. They, and potentially Samatoki, Ramuda, and Gentaro, all grew up thinking they were millennials but then people started calling them Gen Z and no one is quite sure which they are because they’re in that middle ground. The rest? Gen Z. They’re all constantly joking about how they want to die and playing Fortnite. Also, Saburo was born only days before everyone thought the world was going to end. This means there is a possibility that the bros are orphans because their parents drank like it was the end of the world because they thought it genuinely was and then they died.
I am aware that Japan almost definitely doesn’t have the same generational structure as the west, and I have been told that all of the characters were born in the Heisei era, but I have no clue what that means and I’m pretty sure Japanese people don’t stereotype people based on which emperor was ruling when they were born??? Eh maybe they do. I’m not an expert. However, we’re not here today to learn the good info and make accurate posts, we’re here for me to project myself onto these characters. So now, using these dates, lets analyze the childhoods of everything… through my American eyes.
Jakurai is a 90′s kid, which means he grew up in the prime era of moon shoes, tamagotchi, furbies, and of course, the gameboy. Jakurai played the original Pokemon games because he was Cultured like that.
Doppo, having no friends, absolutely started playing Pokemon when he was old enough to know how to press buttons. He probably really wanted to play Gold and Silver, but they came out before he knew how to read and his parents didn’t want to buy him some random video game. As soon as Ruby and Sapphire were released, however, he cried for days until his parents finally gave up and got him a copy of Sapphire. He played the fucking shit out of it, his first starter was a Mudkip and he adored it. When he and Hifumi met, he was appalled that Hifumi had never played Pokemon before and practically forced Hifumi to get a copy of Ruby so they could trade and battle each other. Doppo was such a hardo, he had a perfectly balanced team that could overcome pretty much any type weakness and he leveled up all of his Pokemon and tried to teach them really good moves. Hifumi literally just caught any cute looking Pokemon and didn’t train them at all. He never beat the Elite Four. His starter was a Torchic but as soon as it evolved into a Combusken he started crying because his adorable fire-chicken turned into a weird fighting penis-chicken but he still loved it and tried his best. Hifumi’s favorite part of the game was contests. They continued playing Pokemon for years and they still play it even in 2027, they will always buy the latest game no matter how old they get. Hifumi still sucks at it but Doppo doesn’t mind. They bought the game for Jakurai and got him to play it and he is so confused because like??? Horde battles? Mega-evolution?? What the fuck is this new shit he hasn’t picked up a game since Platinum??? And yet even without knowing what the fuck he’s doing, Jakurai is still better at the game than both of his other teammates and they don’t understand how he’s managed to perfectly EV train his team when he has never heard of EVs before.
Gentaro and Ramuda were around 7 when Silly Bandz got big. We all know that Ramuda fuckin loved those things. He was the kid who made his parents buy all of the newest designs, he would always make unfair trades with other kids like “I’ll give you my tiger if you give me your penguin, dolphin, and princess.” Ramuda was also the kid who had so, so many of them and he would wear all of them at the same time so he always had to be sent to the nurse for potentially cutting off circulation to his hands because he had Silly Bandz, in rainbow order because he was good at art class, from his wrists up to his shoulders. Ramuda got them banned from his school and every one in a 20-mile radius.
Now, let’s look at how old these characters all are today, this very day, April 22nd, 2019 (in my timezone). This is accounting for birthdays that have already happened, but if you are seeing this post at a much later date it will probably be wrong. It also will need to be adjusted if you don’t believe the Hypmic universe revolves around Dice like I do. However, the ages are close enough for shitposting purposes.
Jakurai: 27
Doppo, Jyuto, Hifumi: 20
Rio: 19
Samatoki: 17
Ramuda, Gentaro: 16
Dice, Ichiro: 11
Jiro: 9
Saburo: 6
What does this mean? Well, it means a lot of things.
Jiro is playing Fortnite at this very moment, yelling Russian slurs at random-ass people. Several other characters could also be playing Fortnite, like Dice, but Jiro is that fuckin kid that keeps beating the shit out of you and spending all of his brother’s money on v-bucks. Saburo is just a little boy, probably dealing with Jiro playing Fortnite at every opportunity. I don’t know what six-year-olds do with their time in this day and age but if I had to guess from the ones who constantly yell at each other in my vicinity, it would probably be roasting each other and playing Fortnite so… I guess Saburo is roasting Jiro over Fortnite?
The 29-year-olds are currently 20 which means they are adults in Japan and can get drunk off their asses legally! It also means they’re probably in college and their bloodstreams have been replaced with vodka and ecstasy. Jyuto does not have ecstasy in his system because he wants people to stop being drug addicts but he does keep going to parties and offering to be a stripper as long as he gets paid.
Samatoki is running a hardcore feminist Tumblr blog right now. Some people think it’s creepy that a 17 year old boy is reblogging posts that say something along the lines of “All men should fucking die they’re all scum” but he’s just being respectful.
Gentaro? He’s writing fanfiction now. That really nicely written rarepair slowburn with a bunch of poetic smut in the later chapters? Gentaro wrote that. He’s got some drafts for an original story he wants to write but he keeps putting it off and writing fanfiction instead.
There’s definitely other shit that I’m forgetting but these are my interpretations of Hypmic life that I can remember. Feel free to fight me or add your own interpretations, whichever makes you happier.

AU Thursday: Londerland Bloodlines -- Pre-Game Timeline!
So, I believe I've mentioned I'm replaying Bloodlines currently to determine what the timeline of the game is for my "Londerland Bloodlines" AU (now having been upgraded to an official story!). But when I started working on the opening chapter, I realized something -- I also needed to shore up the timeline for what happened before the events of the game! After all, even if I'm starting with Alice getting Embraced, knowing just how events in her and everyone else's lives happened is important -- if only because my characters are going to be telling each other their histories at some point. :p
So! Under the readmore is my current pre-game timeline for these versions of Alice, Victor, Victoria, Emily, Lizzie, and Bonejangles. I focused mainly on figuring out how Corpse Bride and American McGee's Alice/Alice: Madness Returns would go down, though I added some other notes explaining Alice's relationship to Wonderland in this world (since, obviously, she's not the Alice from the books!), and setting up how Emily, Lizzie, and Bonejangles ended up in the Giovanni Crypts. I may be tweaking things here and there as time and the story goes on, but this serves as a good first draft, anyway. Enjoy!
May 4th, 1984: Alice Pleasance Liddell is born to Arthur and Lorina Liddell – their second daughter after ten-year-old Lizzie (November 22nd, 1974).
June 9th, 1984: Victor Fitzwilliam Van Dort is born to William and Nell Van Dort, their only child. He grows up privileged but rather neglected, and becomes a rather shy young man.
November 5th, 1992: Angus Bumby, one of Arthur's psychology undergraduates at Oxford University who'd developed an obsession with Lizzie, breaks into the Liddell house, rapes and kills Lizzie, then sets the house on fire to cover his tracks. Arthur and Lorina die in the blaze, but a badly-burned Alice is able to escape through her bedroom window and is taken to hospital. She remains in the burn unit for a year, recovering – her body heals remarkably well, according to the doctors, but her mind doesn't. Unknown to anyone, a furious Lizzie's spirit refuses to go to the Underworld as a result of her horrific death, and remains at the site of the Liddell house, haunting it with vigor (namely throwing things at any male visitor).
November 11th, 1993: Alice is then taken to Rutledge Psychiatric Institute, as she's gone catatonic from survivor's guilt and won't respond to any stimuli. It's not as horrific an experience as her Victorian counterpart experienced, but Rutledge is still underfunded and contains Pris Witless and the Monroe twins, so it's not great either. During this time, Bumby manages to deflect all suspicion off himself for starting the fire by setting it up so it looks like the family cat, Dinah, knocked some still-burning kindling out of the fireplace, and sets up his Houndsditch Home for Wayward Youth – an orphanage for disadvantaged children looking for new homes and mental health.
September 7th, 2002: Alice shows her first sign of conscious life in years by drawing a picture of a rather more twisted Cheshire Cat than normal, as her subconscious gets tired of her laying around and plunges her into a mental fight for her life and sanity in a ruined Wonderland. Alice proceeds to battle her way across the various domains over the next year, and successfully wrests her sanity back from her corrupted counterpart, the Queen of Hearts.
November 1st, 2003: Having recovered enough to warrant living outside a care facility like Rutledge, Alice is released into the custody of one Angus Bumby, whose methods of memory management are applauded and derided in equal measure. Alice is only too eager to submit to his decree to forget the fire, but her subconscious doesn't make it easy – especially since she keeps thinking he looks familiar. . .
January 27th, 2004: Victor, taking a gap year between high school and college (to delay having to major in business like his father wants) is "strongly encouraged" to start dating his across-the-square neighbor, Victoria Everglot, daughter of viscounts Maudeline and Finis Everglot. Victor's parents think it'll be an excellent way to earn some more social status (they're millionaires many times over from the Van Dort canned fish empire, but their nouveau riche manners haven't earned them many actual friends among the elite), while the Everglots are only allowing this because they've been running on the ragged edge of "broke" for a while now and William is hinting some loans might be a side effect of letting their children date. Neither Victor nor Victoria is thrilled to be pushed into dating a near-stranger. . .but once they properly meet, they find their personalities mesh nicely, and they decide to keep seeing each other on their own terms.
May 28th, 2004: Victor and Victoria have been dating for a few months by this point, enjoying themselves and growing closer. The Everglots are growing less-thrilled with the arrangement by the minute and are constantly pushing potential alternate suitors onto Victoria – Victor assures her that he won't mind if she goes out with a couple just to shut them up, but Victoria is doing her best not to give in just so they won't believe they can run her life. On the Van Dort side, though, Nell's grown impatient with the two just dating, and manages to get Pastor Galswells to crash their date at the local coffee shop to (very reluctantly) extol the virtues of marriage. Victor is mortified and bolts – Victoria follows him, and assures him that she's willing to wait for a commitment. They manage to recover the date, even getting a prize from a little arcade game outside the laundromat – a cheap plastic ring. Victor goes on a walk afterwards in the local woods to clear his head, and ponders if he's ready to get more serious with Victoria or not. In the process, he ends up doing a mock proposal to what he thinks is a bunch of hand-like roots by an old oak, reciting the town's founder's vows and slipping the ring onto a finger.
Turns out it's actually a root-like skeletal hand, which promptly seizes Victor's wrist and tries to pull him into the dirt. Victor fights free, only for a half-rotted corpse bride to rise from the earth. He flees for the bridge – she follows and catches up before he can make it back to town. Victor faints as she goes to kiss him, and wakes in a strange and colorful world that he is informed is the Land of the Dead. Apparently everyone thinks he and the corpse – Emily – are married thanks to him speaking the vows. Victor blurts out that it was a joke – then, seeing Emily well up, clarifies he had no idea she was even there. He asks who she is and how she even came to rise – her friend Bonejangles steps in, explaining through song that she's a murdered bride, killed by the man who promised to elope with her, who vowed to wait under that tree for her true love to set her free. Victor feels awful for giving her false hope, and asks if they can talk more privately. Emily leads him to one of her favorite lookout spots, where they run into Victor's old dog Scraps (now just a skeleton). Victor apologizes for the misunderstanding, and Emily apologizes for frightening him – she was just so excited about finally being married. They talk a bit about Upstairs versus Downstairs, and Emily admits that she misses the living world and would love to see it again. Victor decides that maybe this is the least he can do for her and asks if he can take her up on a pseudo-date (after clearing it with Victoria first). Emily is all for this, and they head over to Elder Gutknecht's, the local magician, who provides them with a spell to return to the Land of the Living after sunset and stay there all night – once dawn breaks, Victor will remain, and Emily return Downstairs. They spend the time until nightfall touring the Land of the Dead – Victor finds he quite likes it and Emily, and tells her that, even if the circumstances aren't the best, he's glad he met her. She is too.
Finally, night comes, and the two return to the Living world. Emily pulls Victor into an impromptu dance in the moonlight, then Victor asks her to wait in the woods while he gets Victoria and brings her around to explain. He heads over to the Everglots. . .only to find the police there, and the Lord and Lady in a tizzy. Turns out, while he was in the woods, the elder Everglots finally talked Victoria into meeting one of their chosen men – one Lord Barkis Bittern, a newcomer to town who's been sweet-talking them. Victoria went to meet him at the coffee shop – and now they've gotten a note from Barkis saying that they'll never see her alive again unless they pony up fifty thousand pounds – a sum of money they just don't have. A horrified Victor checks in with his parents to let them know he's all right (there was some worry that he'd gotten kidnapped too), then sprints back to Emily to give her the news. Emily is equally horrified – and a little concerned, as the man who murdered her was named Edward Barkis. Victor gives her the description he got from the Everglots, in case he spotted the guy – yup, that's the bastard who killed her! Emily's certain that, even if Barkis does get the money, he'll probably kill Victoria anyway, so time is of the essence in finding her. They use the "emergency escape clause" in the spell to head back Downstairs, and explain things to Gutknecht, who agrees to help. Victor gives Gutknecht a flower Victoria gave him earlier in the day to help him track down her location, while Emily rounds up a bunch of her dead friends to storm the place and rescue her. Gutknecht finds Victoria in, of all places, the church – the gang descends on it, and finds both Galswells and Victoria tied up, with Barkis standing guard. He's – naturally a little shocked to see a bunch of walking corpses demanding he free his captives, but manages to regain his wits in time to steal General Bonesaparte's sword and duel Victor (who gets a barbecue fork from Ms. Plum that he uses rather well). Emily saves Victor from a fatal stabbing after Barkis disarms him, and a sneaky call to the police from Bonejangles summons them to save Victoria and Galswells. Barkis is brought in, Victor and Victoria are reunited, and the dead prepare to head back down Below. Victor introduces Victoria to Emily, and they thank her for her part in saving her. Emily thanks them in return, saying she was happy to spare Victoria a variation on her own fate and that she's thrilled to see her murderer finally brought to justice. She says that she'll probably be moving on for real to whatever's next soon, now that that's no longer hanging over her head, but that she'll keep them close in her heart. They say a heartfelt goodbye, and Victor and Victoria head home.
May 29th, 2004: The next day, Victoria apologies to Victor, but says the whole experience has badly rattled her and she'd like to take a break from dating while she processes it all. (In fact, she plans to take a break from the whole village, having talked her parents into reopening an abandoned summer home that they were never able to sell for a couple of months.) Victor understands – his parents do not, and he ends up on their shit list for supposedly letting her slip through his fingers. Even worse, Galswells immediately starts accusing Victor of dark sorcery because of the walking dead (never mind that they helped save his life). Few people take Galswells seriously, but even those who don't blame Victor for apparently driving the man out of his mind, and he becomes a figure of mockery and derision in the village.
July 4th, 2004: Alice, having endured about half a year of only semi-effective therapy from Bumby in the Houndsditch Home, suffers another psychotic break while visiting Pris Witless (who took to blackmailing her about a comment she made while not really with it that suggests she might have some responsibility for her family's death) and tumbles back into a freshly-corrupted Wonderland. This time, the source of her troubles isn't the Queen, but some sort of terrible Infernal Train built in the factories of Hatter's Domain, which flies across the landscape spewing a horrible black goo called Ruin everywhere. Alice battles her away across various domains trying to track down who commissioned the Train and how to stop the Ruin, while in reality she wanders in a hallucinatory daze across London over the course of about two months. During her travels, she almost drowns in the Thames after falling in; narrowly escapes a fire at her old nanny's bar (and secret brothel), set by said nanny's ex-pimp; runs afoul of the police by causing a scene at her old family lawyer's house looking for her beloved toy rabbit; and ends up briefly back at Rutledge when the local cops decide she's too much of a danger to herself to roam unsupervised. She goes catatonic again for a bit as she braves the last of her domains, and awakens with the terrible knowledge that Bumby killed her family – and worse, his activities at Houndsditch are a front for child prostitution. He isn't removing the painful memories of the children under his care – he's wiping their minds entirely and selling them to unsavory sorts! She tries to convince the staff of Rutledge of this, but none except Dr. Wilson and Nurse Darling are willing to listen to her – and even they can't do anything without proof. Superintendent Monroe forces her to return with Bumby when he comes to pick her up. . .
September 7th, 2004: So Alice confronts Bumby herself about his wrongdoings shortly afterward, cornering him in the Moorgate Underground during a quiet moment. Bumby smugly admits that she's right, claiming he's giving the children under his care a "new purpose" – and that Lizzie deserved what she got. Alice realizes that the key he uses to hypnotize people is in fact her sister's room key, and reclaims it, furiously telling him she'll go to the police with it. Bumby tells her no one will ever believe her – Alice points out the security camera, but Bumby tells her it hasn't worked for months (he made sure of that, since he uses this station to drop off kids sometimes) and that the key isn't enough to reopen her case. She can either storm off in a huff and return to the asylum, or submit to his care as the "tasty bit" he'd hoped to make her.
Alice takes a third option and pushes him in front of an oncoming train.
Fortunately, she's able to spin the incident as an accident (Bumby falling in front of the train) and – after a search of Houndsditch reveals his private journal, with the ledger for his less-savory activities – no one's much inclined to look too much into his death. Alice still thinks that it might be a good idea to get out of the country, though, just in case. Besides, after all that's happened, she craves a fresh start in a new world. She gets the help of Dr. Wilson (now the director of Houndsditch) to track down her rabbit, and prepares to go as far from London as possible – Los Angeles, California.
September 10th, 2004: Around the same time, Victor finally snaps when he receives a letter from Victoria, telling him her parents have decided not to move back to Burtonsville as they don't want to confront the memory of Barkis – or the Van Dorts. Without the hope that they'll be reunited and possibly resume their relationship, Victor decides to leave Burtonsville himself, concocting a story for his parents about wanting to go to college overseas. He too eventually decides that Los Angeles, California is the perfect place to go and starts making plans.
October 1st, 2004: Emily, having finished up what she wanted in the Underworld and said goodbye to all her friends, prepares to move on to whatever comes next. With Elder Gutknecht's help, she moves Upstairs for one final look at the moonlight before releasing her soul. . .
Only to have said soul snagged and bottled by a mysterious stranger. Trapped and only vaguely aware of what's happening to her, Emily is taken back to the Giovanni mansion, where she becomes part of a strange ritual. To her shock, the ritual restores to her a – well, semi-alive body; she's basically a very well put-together and sentient zombie. The resident Giovanni are impressed with her construction, but displeased she won't follow orders (they were expecting a servant), and lock her in the basement of their mansion for further experiments.
October 7th, 2004: Emily gains a cellmate – Lizzie Liddell! Turns out her soul was snagged by another Giovanni around the same time Emily's was, and she too was subject to the same ritual – with the same result. The two girls quickly bond over their shared backstory of "a rotten man plundered and murdered me" (if in two different ways), and their worries about their living friends (Victor and Victoria) and family (Alice).
October 10th, 2004: Getting frustrated with the failure of their latest necromantic ritual, the Giovanni try just yanking a soul straight out of the Underworld at random. By sheer chance (or perhaps the table still being contaminated with a bit of Emily's hair), they get Bonejangles, who is very surprised at going from a skeleton the Ball & Socket pub to sort-of-living man on a cold slab in a mansion in L.A. He's thrown in the basement too when he won't play ball – Emily is equal parts shocked, thrilled, and horrified to see him. Lizzie takes a little time to warm up to him, but his extremely different demeanor from Bumby and the other Oxford toadies wins her over, and soon the three are planning escape attempts and wondering just what the world outside is like. . .
October 14th, 2004: Alice arrives in Los Angeles, having reclaimed her bunny and said her goodbyes to her family's graves. She manages to snag a room at a rather crappy motel at the edges of the city, and starts looking for work and a better place to live. Unfortunately, her presence is noted by one Fish, a 7th Generation Malkavian, who sees her madness and decides that she must be brought into the clan. And what better way to lure her in than putting an ad in the paper, claiming he has an apartment for rent. . .
October 20th, 2004: Victor arrives in Los Angeles – or, more specifically, Santa Monica. He snags a rather nicer hotel room and starts trying to figure out what exactly he wants to do with himself while he's here.
Three days later, the question is answered when a drunk driver plows into him, and he ends up in the local clinic. . .

For Those New To EXO!
EXO was originally divided as EXO-K and EXO-M: “K” stood for Korean and “M” for Mandarin. One sub-unit would promote in Korea and the other would promote in China). They debuted as 12 members in 2012 with 6 per sub-unit, but two membersleft in the year 2014 (names: Kris and Luhan) and one left in 2015 (name: Tao). The reasons as to why they left are due to personal issues, health issues, and conflict with their company. A lot of fans left during those years and many people believed that they'd flop after these events. Many didn’t even believe in EXO’s success even before they lost members, that they wouldn’t become so popular. Obviously, the opposite happened.
There are only 9 members now. Ordered from oldest to youngest: Xiumin (3/26/1990), Suho (5/22/1991), Lay (10/7/1991), Baekhyun (5/6/1992), Chen (9/21/1992), Chanyeol (11/27/1992), D.O (1/12/1993), Kai (1/14/1994), Sehun (4/12/1994).
EXO debuted with the concept of being “aliens” with superpowers; coming from Exoplanet, they’re protectors of the tree of life and have come to earth in order to protect the heart of the tree of life and now earth from the red force. Each member has their own power and symbol: Xiumin-Ice, Suho-Water, Lay-Healing, Baekhyun-Light, Chen-Lightning, Chanyeol-Fire, D.O-Force/Earth, Kai-Teleportation, and Sehun-Wind. (They also each have their own number for clothing/jerseys). This superpower concept has remained in each comeback, and they’re one of the only (if not, the) groups to have such a foundation and artistic style based on the same concept for so long.
Despite people’s pessimistic view of the group, EXO was a really hyped up group by their company with a total of 23 teasers starting on December 21, 2011. Each teaser was made to slowly reveal who is who in the band, their concept, and their capabilities as rookies. This was done until March 21, 2012, and during that time two music videos were made prior to debut. Those music videos were not yet their official debut.
Side note: EXO-M only had 4 Chinese members: Kris, Luhan, Lay, and Tao. Xiumin and Chen were also in EXO-M but they are Korean.
Another side note: they still do create Chinese versions of their songs, they also had a Japanese debut in 2015 so they also have some Japanese discography as well.
ANOTHER SIDE NOTE: A sub-unit of EXO, EXO-CBX, debuted in 2016 and the member Lay also had his solo debut the same year (Lay’s solo discography are all written, arranged, and produced by him). EXO-CBX consists of the members Chen, Baekhyun, and Xiumin.
LAST SIDE NOTE: The EXO fandom is called EXO-L. The 'L' stands for Love. In the alphabet, the letter “L” is the 12th letter (for twelve members) and links the letters K (EXO-K) and M (EXO-M). EXO-Ls are considered to be a sub-unit of EXO so: EXO-K + EXO-L + EXO-M = One. Therefore, the band's slogan "WE ARE ONE!" means that the band members and the fans are ONE. EXO-Ls are in charge of promoting worldwide Love for EXO-K and EXO-M."

EXO is a group that has broken multiple records: fastest selling concerts (0.2 seconds), youngest group ever to perform at Tokyo Dome, best selling artist in Korea for 4 years in a row, 4 million sellers, etc. Even individually, members have broken records (Lay’s Lose Control EP broke seven out of eight Guinness World Records on the YinYueTai China Weekly Charts). They’ve made monumental achievements not only as an idol group but have given great contributions to the Hallyu wave (performed at the Pyeongchang Olympics closing ceremony, first artist/k-pop act/non-royal to be displayed on the led screens of the Burj Khalifa, etc.).

 Upcoming important dates:
March 31st: Five years ago, on March 31st (the night before April’s Fool Day), 2014, the HIMYM series finale double episode 9x23/9x24 aired & became one of least liked series finales...ever. It is an example of either the worst April’s Fools (and the real ending will be aired in 2030... the year when fictional Ted is telling the 9-season-long story to his kids OR it’s the best example of the worst series ending choice made by writers/showrunners/network). A textbook example of what not to do (don’t fit your original ending onto a show that lasted longer than you originally planned...with the story & characters evolving into something different & hence the story needing a new ending to it the evolved story).
April 16th - one year ago, today, the “Scorpion” S4 finale “A Lie in the Sand” (which later became the series finale)  first aired. A very controversial and dividing episode...literally (for the characters)
April 25th - the perfect date, according to Miss Rhode Island, because it’s not too hot & it’s not too cold. All you need is a light jacket! #IdHaveToSayApril25th
April 26th: one of the biggest films of 2019 will be released on this day (in most places) - The Avengers 4th film “Endgame”. Hopes are high, but the latest MCU film (released a week ago) added a few (not so likable) possible scenarios to the films possible plotline & key details. Though luckily everything in the trailers & other sources contradicts these possibilities, so... there is still hope
May 11th - Ladyn Wong’s (33rd) Birthday. The actress, who portrayed Happy Quinn (-Curtis) on ”Scorpion” was born on this day, May 11th, 1985.
May 15th - Monica & Chandler’s (Mondler from “Friends” ) 18th wedding anniversary. The double-episode wedding ep, titled “The One With Monica & Chandler's Wedding, Pt 1 & Pt 2″  first aired 18 years ago, on May 17th, 2001.
May 15th - Jake & Amy’s (Peraltiago from”B99″) 1st wedding anniversary. The Peraltiago wedding episode, “Brooklyn Nine-Nine’s” S5 finale, titled “Jake & Amy” first aired May 20th, 2018.
May 25th or 26th, 2013 - Barney & Robins (Swarkles on “HIMYM” 6th wedding anniversary. We started getting glimpses at their wedding day in S6 already (with S6, S7 & S8 first & last episodes each revealing one detail about the wedding), and with the final season, S9 being all about their wedding weekend. The episode, where Swarkles say “I do”, ep 9x22 “The End of the Aisle” first aired on March 24th, 2014. Since it was supposed to be Sunday, then it has to be May 26th after all.

Dating Sim 'Dōkyūsei: Bangin' Summer' Coming March 11th
Dating Sim ‘Dōkyūsei: Bangin’ Summer’ Coming March 11th
An interesting bit of news today as Dōkyūsei: Bangin’ Summer is coming very soon. This title may seem familiar to you, or it may not. To clarify, this is in fact an old Sega Saturn title from 1992! However, it never saw a release outside of Japan. That is, until now with Shiravune’s help. A beautiful remake of the older title is on the way and we’ll finally get to experience the romantic magic…

Halloween icons that.. aren’t Halloween at all
We (as a culture) relegate so much of that which is spooky and Gothic to Halloween and it’s season that many feel like it’s only appropriate to enjoy these things for about a twelfth of the year. it’s very depressing for those of us who truly love these things, to see that which we love, shoved under the carpet for the majority of the year.
“This is Halloween Thing.” And “Wait ‘til Halloween.” are phrases we hear all too often.  The interesting fact is a lot of the things that have been consigned to “strictly Halloween” originally weren’t...
Here’s a list of things heavily associated with Halloween that were not actually released on or near Halloween.
Thriller song by Michael Jackson - Music video aired for the fist time on MTV December 2nd 1983.
Ghostbusters - June 8th 1984.
Ghostbusters 2 - June 16th 1989.
Monster Mash (song) - Originally released August 1962 (Though it was late October when it hit the Billboards hot 100.)
Hocus Pocus (film) though set at Halloween was released July 16th 1993
Dracula (1931 starring Bela Lugosi) - February 14th (Valentine’s Day) 1931.
Frankenstein (1931 starring Boris Karloff) - November 21, 1931 (Close to Thanksgiving.)
The Wolf-Man (1941) - December 12 1941.
Bram Stoker’s Dracula (1992 film starring Gary Oldman) - November 13th, 1992.  (Two days after Veteran’s Day.)
Interview with the vampire (film) -  November 11th 1994. (Veteran’s Day)
Woman in Black (2012 film) was released in America on February 3rd 2012.
 Fright Night - August 2nd 1985.
Fright Night Part 2 - May 19th 1989.
Lost Boys - July 31st 1987.
Addams Family (film) - November 22nd 1991 (Another one close to Thanksgiving)
Dracula (2006) BBC version with Marc Warren - December 28th 2006. (three days after Christmas and three days before New Years.)
Elvira: Mistress of the Dark comics issue 1 from Dynamite comics - July 11th 2018.
Penny Dreadful - First aired on Showtime April 28th 2014.
Castlevania Season 1 - Released July 7th 2017. (unfortunately season 2, despite being very good, seemed to lack confidence and the show was banished to “Halloween season.”)
American Werewolf in London - August 21st 1981.
The Wolfman (2010 version) - February 12th 2010
The Company of Wolves - July 1984 Nightmare on Elm Street - November 9th 1984
Friday the 13th - April 30th 1981 (Walpurgisnacht, exactly half a year from Halloween.)
Child’s Play - November 9th 1988 (Closer to Veteran’s Day)
The Shining (film) - May 23rd 1980 (US release date)
Creepshow - November 12, 1982.
Carrie - November 3rd 1976
Casper (film) - May 26th 1995.
Horror of Dracula (Dracula) from Hammer - Released in the US on May 8th 1958.
So many of what I listed above are things people often associate with Halloween or even condemn if you enjoy them all year and yet none of these were specifically released for or on Halloween.
I do not understand the need to confine all things fun and spooky to a tiny corner of the year.  I love Halloween but I don’t want to be denied that which is Gothic or spooky all the rest of the year either.   I feel it shows a lack of confidence in a film or book, or TV show if a production company banishes the thing to “Halloween season” as a crutch, as if they do not think the thing can stand on it’s own.  It’s a crutch and often feels like a way to bury the thing as nothing more than a Halloween novelty rather than a potential classic.  If something is destined to become a Halloween staple, let it become that, but don’t treat others like they are wrong or weird for enjoying it all year.  And don’t suppress or delay things that are of a certain aesthetic just because you have been conditioned to see it as “Strictly Halloween.”
Halloween isn’t a day, children, it’s a lifestyle.

Lisa Lopes
Tumblr media
Lisa Nicole Lopes (May 27, 1971 – April 25, 2002), better known by her stage name Left Eye, was an American rapper, singer, music producer, and dancer. Lopes was a member of the R&B girl group TLC, alongside Tionne "T-Boz" Watkins and Rozonda "Chilli" Thomas. Besides rapping and singing background vocals on TLC recordings, Lopes was one of the creative forces behind the group. She received more co-writing credits than the other members. She also designed the outfits and staging for the group and contributed to the group's image, album titles, artworks, and music videos. Through her work with TLC, Lopes won four Grammy Awards.
During her brief solo career, Lopes scored two US top 10 singles with "Not Tonight" and "U Know What's Up", as well as one UK number-one single with "Never Be the Same Again", the latter a collaboration with Melanie C of the British girl group Spice Girls. She also produced another girl group, Blaque, who scored a platinum album and two US top 10 hits. Lopes remains the only member of TLC to have released a solo album.
On April 25, 2002, Lopes was killed in a car crash while organizing charity work in Honduras. She swerved off the road to avoid hitting another vehicle, and was thrown from her car. She was working on a documentary at the time of her death, which was released as The Last Days of Left Eye and aired on VH1 in May 2007.
Life and career
1971–1990: Childhood
Lopes was born in 1971 in Philadelphia, Pennsylvania, the daughter of Wanda Denise (née Andino), a seamstress, and Ronald Lopes Sr., a US Army staff sergeant, who was of African-American descent. Lisa had a younger brother, Ronald Jr., and a younger sister, Raina Anitra (her nickname goes by Reigndrop). Lopes said her father was "very strict, very domineering" and that he treated the family like they were in "boot camp". He was also a "talented musician" who played the harmonica, clarinet, piano, and saxophone.
Lopes' parents separated when she was still in school, and she was raised by her paternal grandmother during the later years of her childhood. She began playing with a toy keyboard at 5 years old, and later composed her own songs. By age 10, she formed the musical trio The Lopes Kids with her siblings, with whom she sang gospel songs at local events and churches. She attended the Philadelphia High School for Girls.
1990–1998: TLC
In late 1990, having heard of an open casting call for a new girl group through her then-boyfriend, Lopes moved to Atlanta to audition. Originally starting as a female trio called 2nd Nature, the group was renamed TLC, derived from the first initials of its members at the time: Tionne Watkins, Lisa Lopes and Crystal Jones. Things did not work out with Jones, and TLC's manager Perri "Pebbles" Reid brought in Damian Dame backup dancer Rozonda Thomas as a third member of the group. To preserve the band's original name, Thomas needed a name starting with C, which is how she became "Chilli," a name chosen by Lopes. Watkins became T-Boz, derived from the first letter of her first name and "Boz" (slang for "boss"). Lopes was renamed "Left Eye" after a compliment from New Edition member Michael Bivins who once told her he was attracted to her because of her left eye, which was more slanted than the right eye. Lopes emphasized her nickname by wearing a pair of glasses with the right lens covered by a condom, in keeping with the group's support of safe sex, wearing a black stripe under her left eye, and eventually getting her left eyebrow pierced.
The group arrived on the music scene in 1992 with the album Ooooooohhh... On the TLC Tip. With four hit singles, it sold six million copies worldwide, leading to the group becoming a household name. Two years later CrazySexyCool was released, selling over 23 million copies worldwide. TLC's third album, FanMail, was released in 1999 and sold over 14 million copies worldwide. Its title was a tribute to TLC's loyal fans and the sleeve contained the names of hundreds of them as a "thank you".
During the recording of FanMail, a public conflict began amongst the members of the group. In the May 1999 issue of Vibemagazine, Lopes said, "I've graduated from this era. I cannot stand 100 percent behind this TLC project and the music that is supposed to represent me." In response to Lopes' comments, Watkins and Thomas stated to Entertainment Weekly that Lopes "doesn't respect the whole group" and "Left Eye is only concerned with Left Eye." In response, Lopes sent a reply through Entertainment Weekly issuing a "challenge" to Watkins and Thomas to release solo albums and let the public decide who was the "greatest" member of TLC:
I challenge Tionne Watkins (T-Boz) and Rozonda Thomas (Chilli) to an album entitled "The Challenge"... a 3-CD set that contains three solo albums. Each [album]... will be due to the record label by October 1, 2000... I also challenge Dallas 'The Manipulator' Austin to produce all of the material and do it at a fraction of his normal rate. As I think about it, I'm sure LaFace would not mind throwing in a $1.5 million prize for the winner.
T-Boz and Chilli declined to take up the challenge, though Lopes always maintained it was a great idea. Things were heated between the ladies for some time, with Thomas speaking out against Lopes, calling her antics "selfish", "evil", and "heartless". TLC then addressed these struggles by saying that they are very much like sisters who have their disagreements every now and then as Lopes explained, "It's deeper than a working relationship. We have feelings for each other, which is why we get so mad at each other. I usually say that you cannot hate someone unless you love them. So, we love each other. That's the problem."
1998–2002: Solo career
In 1998, Lopes hosted the short-lived MTV series, The Cut, in which a list of aspiring pop stars, rappers, and rock bands competed against each other in front of judges. The show's winner, which ended up being a male-female rap duo named Silky, was promised a record deal and funding to produce a music video, which would then enter MTV's heavy rotation. A then-unknown Anastacia finished in third place, but ended up securing a record deal after Lopes and the show's three judges were impressed by her performance.
After the release of FanMail, Lopes began to expand her solo career. She became a featured rapper on several singles, including Spice Girl Melanie C's "Never Be the Same Again", which topped the charts in 35 countries, including the United Kingdom. She was also featured on "U Know What's Up", the first single from Donell Jones' second album, Where I Wanna Be, and she rapped a verse in "Space Cowboy" with NSYNC on their 2000 album, No Strings Attached. On October 4, 2000, Lopes co-hosted the UK's MOBO Awards with Trevor Nelson, where she also performed "U Know What's Up" with Jones. She also collaborated on "Gimme Some" by Toni Braxton for her 2000 album The Heat. She had previously featured on Keith Sweat's song "How Do You Like It?". In 2001, she appeared in a commercial for the fashion brand Gap. In July 2001, Lopes appeared on the singers' edition of Who Wants to Be a Millionaire along with Joey McIntyre, Tyrese, Nick Lachey, and Lee Ann Womack. She dropped the $125,000 question and won $32,000 for her charity. After her death in 2002, the episode she appeared in was shown and was dedicated to her.
Lopes created Left Eye Productions to discover new talent. She mentored the R&B trio Blaque, and helped them secure a record deal with Columbia Records. Their self-titled debut album was executive-produced by Lopes, who also made a cameo appearance in their music video "808" and also rapped in their second music video "I Do". Lopes was also developing and promoting another new band called Egypt. They worked with Lopes on her second album under her new nickname, N.I.N.A., meaning New Identity Not Applicable.
In 1996, Lopes created the UNI Studios for the purpose of recording solo projects. Lopes' family opened the studio to the public. Her brother Ronald is the general manager of the studio. Lopes had a dream of making new artists able to record music at a low cost, in a high-end studio at her house. Her family continues to operate it and fill it with new equipment.
Supernova
Lopes spent much of her free time after the conclusion of TLC's first headlining tour, the FanMail Tour, recording her debut solo album, Supernova. It includes a song titled "A New Star is Born", which is dedicated to her late father. She told MTV News:
That track is dedicated to all those that have loved ones that have passed away. It's saying that there is no such thing as death. We can call it transforming for a lack of better words, but as scientists would say, 'Every atom that was once a star is now in you.' It's in your body. So, in the song I pretty much go along with that idea. ... I don't care what happens or what people think about death, it doesn't matter. We all share the same space.
Other tracks covered other personal issues, including her relationship with NFL football player Andre Rison. In 1994, before the start of Rison's fifth and final season with the Falcons, Lopes accidentally burned down Rison Atlanta mansion. Among the album's 13 tracks was also a posthumous duet with Tupac Shakur that was assembled from the large cache of unreleased recordings done prior to his murder in 1996. Initially scheduled for release on a date to coincide with the 11th anniversary of her grandfather's death, Arista Records decided to delay and then cancel the American release. The album was eventually released in August 2001 in different foreign countries. The Japan import includes a bonus track called "Friends", which would later be sampled for "Give It to Me While It's Hot" on TLC's fourth album 3D.
N.I.N.A.
After numerous talks with Death Row Records CEO Suge Knight, Lopes severed her solo deal with Arista (despite remaining signed to the label as a member of TLC) and signed with Knight's Death Row Records in January 2002, intending to record a second solo album under the pseudonym "N.I.N.A." (New Identity Not Applicable). She was recording with David Bowie for the project, whom she was also trying to get involved with the fourth TLC album. The project was also to include several songs recorded with Ray J along with close friend Missy Elliott. After Lopes' death in April 2002, Death Row Records still had plans to complete and release the album (unfinished at the time of Lopes' death) in October 2002, but the album was cancelled for unknown reasons. In 2011, some tracks from the album were uploaded onto YouTube featuring artists from Tha Row Records. Lopes's unreleased songs were also sampled by TLC for their fourth album 3Dafter she died. Another track, "Too Street 4 T.V" (featuring Danny Boy), was released on the soundtrack to the 2003 film Dysfunktional Family.
2008: Posthumous honorary album
In 2008, Lopes' family decided to work with producers at Surefire Music Group to create a posthumous album in her honor, Eye Legacy. Originally set to be released October 28, 2008, the release date was pushed back to November 11, then to January 27, 2009. The song 'Neva Will Eye Eva' and "Crank It", both feature and were co-produced by Lopes' sister Raina "Reigndrop" Lopes. The first official single from the album, "Let's Just Do It", was released on January 13, 2009 and features Missy Elliott and TLC. The second official single, "Block Party", features Lil Mama. The album largely consists of reworked versions of tracks from the Supernova album. In November 2009, Forever... The EP was released which contained international bonus tracks not used on the Eye Legacy album. The EP was only available to download. An unreleased track featuring Lopes was uploaded to SoundCloud on the eve of the 10-year anniversary of her death by Block Starz Music.
Personal life
Lopes was often vocal about her personal life and difficult past. She readily admitted that she had come from an abusive, alcoholic background and struggled with alcoholism herself. These issues became headline news in 1994, when she was arrested for setting fire to Andre Rison's sneakers in a bathtub, which ultimately spread to the mansion they shared and destroyed it. She claimed that Rison had beaten her after a night out, and she set fire to his shoes to get back at him but that burning down the house was an accident. Lopes later revealed that she did not have a lot of freedom within the relationship and that Rison abused her emotionally and physically; she said that she released her frustrations about the relationship on the night of the fire.
Lopes was sentenced to five years' probation and therapy at a halfway house, and was unable to shake the incident from her reputation. Her relationship with Rison continued to make headlines, with rumors of an imminent wedding, later debunked by People magazine. Lopes revealed on The Last Days of Left Eye documentary that her meeting with a struggling mother in rehab left a big impression on her. She subsequently adopted the woman's 8-year-old daughter. She had adopted a 12-year-old boy ten years prior.
Lopes had several tattoos. Most prominent was a large eagle on her left arm, which she said represented freedom. Later, she added the number "80" around the eagle, which was Rison's NFL number while in Atlanta. She also had a tattoo of a moon with a face on her foot in reference to Rison's nickname, "Bad Moon", Lopes later added the words "Love U 2" in the musical notes on her foot for Tupac Shakur. On her upper right arm was a large tattoo of the name "Parron" for her late step brother who died in a boating accident, arching over a large tattoo of a pierced heart. Her smallest tattoo was on her left earlobe and consisted of an arrow pointing to her left over the symbol of an eye, a reference to her nickname. Lopes struggled with self-harm and even carved the words "hate" and "love" into her arm with a razor.
Roughly two weeks before her own death, Lopes was a passenger in a traffic accident that resulted in the death of a 10-year-old Honduran boy. As reported in Philadelphia Weekly, "It is commonplace for people to walk the roads that wind through Honduras, and it's often difficult to see pedestrians." The boy, Bayron Isaul Fuentes Lopez, was following behind his brothers and sisters when he stepped off the median strip and was struck by a van driven by Stephanie, Lopes' personal assistant. Lopes' party stopped and loaded the boy into the car, and Lopes "cradled the dying boy's bleeding head in her arms" while "someone gave him mouth-to-mouth resuscitation as they rushed him to a nearby hospital." He died the next day. Lopes paid approximately $3,700 for his medical expenses and funeral, and she gave the family around $925 for any extra costs, although it was apparently agreed upon by the authorities and the boy's family that his death was an "unforeseeable tragedy" and no blame was placed on the driver of the van or Lopes. In the documentary The Last Days of Left Eye, Lopes is shown choosing a casket for the child from a local funeral home. Earlier in the documentary, Lopes mentioned that she felt the presence of a "spirit" following her, and was struck by the fact that the child killed in the accident shared a similar last name, even thinking that the spirit may have made a mistake by taking his life instead of hers.
Death
On April 25, 2002, Lopes was driving a rented Mitsubishi Montero SUV in La Ceiba, Honduras, when she swerved slightly to avoid a truck (it is not clear if the truck was slow-moving or stationary) then immediately to the right as she tried to avoid an oncoming car. The vehicle rolled several times after hitting two trees, throwing Lopes and three others out of the windows, and finally coming to rest in a ditch at the side of the road. Lopes, at the age of 30, died instantly of "fracture of the base of the cranium" and "open cerebral trauma", and was the only person fatally injured in the accident. A cameraman in the front passenger seat was videotaping at the time, so the last seconds leading up to the swerve that resulted in the fatal accident were recorded on video. Victims of the accident were taken to Liverpool Royal Hospital. Her sister Reigndrop Lopes was in the vehicle and survived the collision.
Lopes' funeral was held at New Birth Missionary Baptist Church in Lithonia, Georgia, on May 2, 2002. Thousands of people attended. Engraved upon her casket were the lyrics to her portion of "Waterfalls", stating "Dreams are hopeless aspirations, in hopes of coming true, believe in yourself, the rest is up to me and you." Gospel duo Mary Mary sang their song "Shackles (Praise You)" at the funeral. Lopes was buried at Hillandale Memorial Gardens in Lithonia.
In a statement to MTV, producer Jermaine Dupri remembered Lopes: "She was determined to be something in life. She was a true rock star. She didn't care about no press. She was the rock star out of the group. She was the one that would curse on TV. She had the tattoos. You could expect the unexpected. When you see Lisa, you could expect something from her. That's the gift she carried."
Legacy
Lopes was in the process of setting up two educational centers for Honduran children. One was built on an 80-acre plot of land she called Camp YAC. The other center was called Creative Castle.
In 2003, shortly after Lopes' death, her family started the Lisa Lopes Foundation, a charitable group dedicated to providing neglected and abandoned youth with the resources necessary to increase their quality of life. Her spiritual motto was the one used for her foundation: "Energy never dies... it just transforms." Her foundation went into various underdeveloped villages and gave new clothes to poor children and their families. In August 2007, the foundation hosted a charity auction, selling items donated by celebrities. It raised approximately $5,000 for the Hogar de Amor ("Home of Love"), an orphanage in Honduras. In 2012, the foundation began hosting an annual music festival, known as "Left Eye Music Fest", in Decatur, Georgia. In the 2018 Boots Riley film Sorry to Bother You, members of a fictional activist group called "Left Eye" use as their symbol a stripe of eye black under the left eye, in an unmentioned reference to Lopes.
Posthumous documentary
A documentary showing the final 27 days of Lopes' life, titled The Last Days of Left Eye, premiered at the Atlanta Film Festival in April 2007, for an audience that included many of Lopes' contemporaries, including Monica, Ronnie DeVoe, 112, Big Boi, India.Arie, and Cee Lo Green. VH1 and VH1 Soul broadcast the documentary on May 19, 2007. Most of the footage was shot with a handheld camera, often in the form of diary entries filmed by Lopes while on a 30-day spiritual retreat in Honduras with sister Reigndrop, brother Ronald and members of the R&B group Egypt. In these entries, she reflected on her personal life and career. A calmer side of her personality was on display, showing interests in numerology and yoga. In January 2020, Lifetime aired an episode of Hopelessly In Love, a docuseries that captures the relationships of the rich and famous, about Lopes and Rison's tumultuous relationship. It showcased the complexity of their relationship and how she ended up with a felony arson charge for burning down Rison's Atlanta mansion.

Environmental Impact Assessment Notification, 2020
This article is written by Ishika Garg, a student at the University School of Law and Legal Studies, GGSIPU. This article analyses the Draft Environmental Impact Assessment Notification, 2020 and also highlights the concerns related to it.
Introduction
The National Environmental Policy Act (NEPA), 1969 implemented by the USA defines  Environmental Impact Assessment (EIA) as “a systematic, interdisciplinary approach which will insure the integrated use of the natural and social sciences and the environmental design arts in planning and in decision making which may have an impact on man’s environment”. EIA is a process that evaluates the effects that are likely to be caused by a proposed development project on the environment. It assesses the favourable and unfavourable aspects of a project, compares them with different alternatives and presents the one that is the most viable option i.e. safe for the environment and economically cost-efficient. It includes social, economic and human health impacts to evaluate the proposed project. EIA is a tool of significant importance since it not only helps in the conservation of the environment but also in economization of resources.
History
Evolution of EIA Worldwide
The evolution of EIA dates back to 1969 when the USA implemented the National Environmental Policy Act (NEPA), 1969 which made it necessary for any sizable project to get EIA considerations. After implementation by the USA, several countries introduced EIA. The year 1973-1974 witnessed the implementation of EIA by Canada, Australia and New Zealand. EIA was further implemented by Thailand, France, Philippines, Netherlands, Japan etc. and by the mid-1980s, EIA became an indispensable part of the World Bank and also started spreading to the Asian countries. It was in 1992, at the United Nations Earth Summit held in Rio de Janeiro when EIA was accepted as a national tool for looking into the impacts of proposed projects.
Evolution of EIA in India
The Evolution of EIA in India started in 1976-77 when the Department of Science and Technology was demanded by the Planning Commission to evaluate the impact of the river-valley project on the environment. Eventually, the projects that required the approval of the Public Investment Board also came within the purview of the Department of Science and Technology and Agriculture. All environmental matters in India were within the ambit of the Department of Science and Technology and Agriculture till the 1980s. It was in the 1980s that the Department of Environment came into effect and it elevated to a proficient ministry in 1985. It was by the early 1990s that environmental authorisation was required for sizable projects. Guidelines requiring the EIA process were implemented by the Ministry of Environment and Forests (MoEF) for the river-valley project. It was finally on 27 January 1994 when MoEF made environmental clearance compulsory for starting new projects or improvement of existing projects enforced by Schedule 1 of EIA Notification 1994.
Environmental Impact Assessment Notification 2020
The Ministry of Environment, Forest and Climate Change (MoEFCC) released Draft EIA Notification 2020 to replace EIA Notification of 2006.

How is draft EIA Notification 2020 different from EIA Notification 2006?
There are several amendments that have been made to the current EIA Notification 2006. Some of them are-
Definitions
The draft EIA Notification 2020 has elucidate definitions. Paragraph 3 of EIA Notification, 2020 consists of 60 definitions while no definitions are present in EIA Notification 2006.
Categorisation of project
In both the Notifications, the projects are defined as Category A, Category B1 and Category B2. However, the EIA Notification 2006 does not clearly classify B1 and B2 categories. The screening process of EIA Notification 2006 is stated in paragraph 7(i)(I.). It states, “ For categorization of projects into B1 or B2 except item 8 (b), the Ministry of Environment and Forests shall issue appropriate guidelines from time to time.” Draft EIA Notification 2020 clearly categorises B1 and B2 projects and thus, does not require the screening process. According to EIA Notification 2020:
Category A projects require prior- EC from the ministry and include the expansion and modernisation of existing projects.
Category B1 projects require prior-EC from the State Level Environment Impact Assessment Authority (SEIAA) or Union Territory Level Environment Impact Assessment Authority  (UTEIAA) and include the expansion and modernisation of existing projects. Category B1 excludes those projects that fulfil the General Conditions. General Condition means that if any project is located within the boundary of an extremely polluted area or an eco-sensitive zone or near the boundary of protected area, union territory etc. then the evaluation will be done by the Centre.
Category B2 projects– Category B2 projects are of 2 types-
Projects required to be placed before the Appraisal Committee- Require prior-EC from the SEIAA or UTEIAA.
Projects that do not require to be placed before Appraisal Committee- Require prior-EP from the SEIAA or UTEIAA.
Prior environmental permission
The draft EIA Notification 2020 includes two types of approvals i.e. prior environmental clearance (prior-EC) and prior environmental permission (prior-EP) while the 2006 Notification only included the former. Paragraph 3, clause 40 of EIA Notification 2020 defines prior-EC as approval of the Regulatory Authority for Category A, Category B1 and Category B2 projects that have to be placed before the Appraisal Committee. The Appraisal Committee recommends the Regulatory Authority. Paragraph 3, clause 41 of EIA Notification 2020 defines prior-EP as approval of the Regulatory Authority for Category B2 projects that do not have to be placed before the Appraisal Committee.
Technical Expert Committee
There is a Technical Expert Committee in Draft EIA Notification, 2020 which is not present in EIA Notification 2006. Paragraph 9 of Draft EIA Notification, 2020 states that a Technical Expert Committee should be formed for categorisation and re-categorisation of projects on the basis of scientific principles. The Committee is also conferred the power to visit any site related to a project for evaluating the environmental impact. However, the Committee is required to send a 7-day prior notice to the project proponent (individual or private entity managing the affairs of the project) by the ministry.
Projects exempted from prior-EC or prior-EP
Paragraph 26 of Draft EIA Notification 2020 lists 40 projects that are exempted from acquiring prior-EC or prior-EP. This includes various projects such as dredging, digging of wells, Solar Photo Voltaic (PV) Power projects etc. In EIA Notification 2006, there was no such exemption list.

Public hearing and consultation
A few changes have been made with respect to the notice of public hearing and public consultation. They are-
In clause 3 sub-clause 3.1 of Appendix-I of Draft EIA Notification 2020, it is stated that 10 days are to be given to the Member-Secretary of State Pollution Control Board (SPCB) or Union Territory Pollution Control Committee (UTPCC), from the date of receipt of application. This period has been given to the Member-Secretary to finalise the date, time, and venue for conducting public hearing after getting the consent of the officer in charge of public hearing. In EIA Notification 2006 7 days were given to the Member- Secretary for the same.
In clause 3 sub-clause 3.1 of Appendix-I of Draft EIA Notification 2020, it is also stated that at least 20 days’ notice period should be given to the public for providing their responses. In EIA Notification 2006 30 days were given for furnishing responses from the public.
In paragraph 14 clause 6 of Draft EIA Notification 2020, it is stated that public hearing shall be conducted by SPCB or UTPCC within 40 days of receipt of request letter from project proponent. In EIA Notification 2006, this time period was 45 days and the public hearing was to be conducted at the site or in close proximity to the site. No such clause is given in Draft EIA Notification 2020.
In paragraph 14 clause 2 of Draft EIA Notification 2020, it is stated that public consultation will be undertaken for projects of Category A and Category B1 that have to undergo expansion or modernisation with capacity increase of more than 50%.  In EIA Notification 2006, public consultation was not subject to any minimum capacity increase and was undertaken for all Category A and Category B1 Projects.
Paragraph 14 clause 2 of Draft EIA Notification 2020, contains the list of projects that are exempted from public consultation. The Draft EIA Notification 2020 has added a few more projects to the list of those projects that were present in Draft EIA Notification 2006. These include:
Off-shore projects which are located farther than 12 nautical miles.
Highways, Expressways, Multi-modal corridors or Ring Roads projects that are located near the border.
Projects related to Oil & gas transportation pipeline that is passing through wildlife sanctuaries, national parks, coral reefs or Ecologically Sensitive Areas that are located near the border.
Validity of Prior- EC or Prior-EP
Draft EIA Notification 2020 has divided the validity into 3 phases and has increased the duration of validity of environmental clearance. EIA Notification 2006 did not have the validity of environmental clearance divided into phases. According to paragraph 19 clause 1 of Draft EIA Notification 2020, the three phases are construction or installation phase, operational phase and dismantling phase. Changes made in duration of validity of environmental clearance are-
Validity for mining projects has been increased from 30 years to 50 years.
Validity for river valley projects has been increased from 10 years to 15 years.
Validity for Irrigation projects and Nuclear Power Projects has been increased from 5 years to 15 years. Irrigation projects and Nuclear Power Projects were a part of other projects in EIA Notification 2006 which had a validity of 5 years.
Validity of other projects has increased from 5 years to 10 years.
Compliance report by project proponent
Changes have been made with respect to the compliance report by the project proponent. The changes are-
Paragraph 20 clause 4 of Draft EIA Notification 2020 states that an yearly compliance report shall be submitted by the project proponent online to the Regulatory Authority on June 30. EIA Notification 2006 stated that half-yearly compliance shall be submitted by the project proponent in the form of hard and soft copies to the Regulatory Authority on June 1 and December 1.
Paragraph 20 clause 5 of Draft EIA Notification 2020 also states that if the project proponent fails to submit the compliance report, then he shall have to pay a late fee for the same and non-submission of compliance report consecutively for 3 years will lead to revocation of prior-EC or prior-EP. In Draft EIA Notification 2006, no such clause was present. The late fee specified for various category projects are-
₹500 per day for Category B2 projects.
₹1000 per day for Category B1 projects.
₹2,500 per day for Category ‘A’ projects
Change in project site location
Paragraph 18 clause 4 of the Draft EIA Notification 2020 states that if a project has gone through public consultation or has been granted prior- EC and then there is a change in the location of the project site after it, then the project with the new location will be regarded as a new proposal and be evaluated as ‘de-novo’. However, the regulatory authority can issue an amendment in prior-EC if the Appraisal Committee believes that the shift is very small and will have no change in the EIA report.
Violation Cases
Violation of environmental clearance means clearance not being sought before starting a project. EIA Notification 2006 does not state anything regarding violation of environmental clearance. However, paragraph 21 of draft EIA Notification 2020 states that in cases of violation, the Appraisal Committee will evaluate whether the project being carried out at a site where it is permissible for construction or expansion according to the prevailing laws. The action taken will depend upon the findings of the Appraisal Committee. In case of-
Positive findings
The project will be prescribed with standard Terms of Reference along with specific Terms of Reference for damage evaluation and other issues. Terms of reference has been defined in paragraph 3 clause 56 of the notification as a detailed scope which is prescribed by the Regulatory Authority for preparing an EIA report for the project.
An EIA report is to be prepared which shall include the damage assessment and remediation plan according to the criteria issued by Central Pollution Control Board (CPCB).
Public consultation has to be sought for the project and then it has to be appraised by EAC/SEAC/UTEAC, depending upon the category of the project.
A bank guarantee which is equal to the amount of remediation plan has to be submitted by the project proponent before the grant of environment clearance. The bank guarantee will be released after implementation of the remediation plan.
In case of rejection of environmental clearance, the project will be treated in the same way projects of ‘negative findings’ are treated.
The State government or SPCB will also initiate action under Section 19 of The Environment Protection Act, 1986.
Negative findings
Shutting down of the project will be recommended along with other actions under law including directions for remediation.
The State Government or UT administration or SPCB or UTPCC will initiate action under Environment (Protection) Act, 1986.
Moreover, the violators will have to pay a late fee depending upon the method of cognizance of violation. The per day late fee varies in suo moto application of the project proponent, reporting by any Government Authority, or found during the appraisal by Appraisal Committee or found during the processing of application, if any, by the Regulatory Authority.
Concerns regarding Draft EIA Notification 2020
The draft EIA notification 2020 has destruction written all over it. It is appalling that a tool that was initially formed to protect the environment is now being used to destroy it. The Draft EIA notification 2020 is an instrument for the industrialists to get their way. It seeks growth of commercial projects at the cost of the environment. The concerns regarding EIA Notification 2020 are-
Weakened Public Consultation
The draft EIA Notification 2020 has weakened the public consultation process. While Category B2 projects do not require public consultation at all, no project of Category A and Category B2 which proposes expansion or modernisation of less than 50% will require public consultation at all. Consequently, the voices of the local people who are being affected by these proposals are being suppressed.
Public consultation is also exempted in a wide range of areas like modernisation of irrigation projects, construction of buildings, standalone flyovers, bridges, elevated roads, national defence and security projects etc. This provides people a very limited scope to actually be a part of the EIA process.
Moreover, the period of public hearing has been reduced from 45 to 40 days and that of obtaining objections from the public from 30 to 20 days. This poses a grave problem in areas where access to information is difficult and where people are unaware about the EIA process. This makes the public consultation process just a formality, since if adequate time is not given to the public for raising objections, then it is just a futile exercise.
Principle 10 of the Rio Declaration, 1992 states that “At the national level, each individual shall have appropriate access to information concerning the environment that is held by public authorities, including information on hazardous materials and activities in their communities, and the opportunity to participate in decision-making processes.” The draft EIA Notification 2020 clearly goes against the Rio Declaration, 1992.
In Him Parivesh Environment Protection Society vs State of Himachal Pradesh, it was held that “There is no use of having a public hearing if the public is not aware of the effects of the project both positive and negative. A public hearing without first informing the public is a total sham”.
Projects exempted from prior-EC or prior-EP
40 projects have been exempted from requiring prior- EC or prior- EP. This even includes development of solar parks, solar thermal power plants, manufacturing units for explosives, fuses etc. under the ministry of defence, activities declared by the state government as non- mining activities etc. It is quite evident that a large number of projects have been given a complete freeway and this just incapacitates the EIA process.
Yearly submission of compliance reports
The project proponent is required to submit the report only once every year. These reports have to be shown to ensure that the project is being carried out according to the terms on which permission was granted. Instead of increasing the submission of compliance reports, it has been reduced. 2 compliance reports in a year were already not enough but one report a year is just horrendous. This could lead to an enormous amount of irreversible damage on the environment due to the extended reporting time.
Increased validity of the environmental clearance
The increased validity of environmental clearance of the mining, river valley and other projects can cause irretrievable damage to the environment. The validity of environmental clearance should not be so long.
Post- facto approvals
Diluting the EIA Process is not where the wickedness ceases. It is as clear as day that the draft notification seeks brutal annihilation of the environment for the sake of commercial advancement. Allowing clearances for projects that have started without seeking environmental clearance is an inconceivable thought. But the notification just allows the violators to continue with their projects after paying a compensation as if that could reverse the environmental damage done. This not only goes against the precautionary principle of the environment but is also an environmental crime. In Alembic Pharmaceuticals Ltd. vs Rohit Prajapati, it was held by the Supreme Court that “the grant of an ex post facto environmental clearance would be detrimental to the environment and could lead to irreparable degradation of the environment. The concept of an ex post facto or a retrospective EC is completely alien to environmental jurisprudence including EIA 1994 and EIA 2006”.
Suggestions and conclusion
The analysis of the draft EIA Notification 2020 makes it evident that the draft seeks the growth of commercial projects at the cost of the environment. The draft not only limits the scope of public consultation to a very large extent but also allows for post-facto approvals. Complying with this draft would mean being an accomplice to the destruction of the environment. The need of the hour is to make the EIA process more transparent and efficient. This can be achieved by improving the draft in the following ways-
Public consultation should be sought for all projects whether small or big. Local communities are an important part of the EIA process and their interests must not be overlooked.
Post-facto approvals should be denied. Any person carrying out any project without environmental clearance should be fined as well as imprisoned.
Validity for prior-EC or prior-EP should be reduced to a maximum of 15-20 years to keep a check on irreversible damage being done to the environment.
Prior-EC or prior-EP shall be made mandatory for all projects.
Compliance reports shall be submitted by the project proponent at least 4 times a year. This will ensure that the project is being carried out according to the terms on which permission was granted and will also keep a tight rein on environmental damage by the project proponent.
