It has been a long shift in the quiet, yet almost ridiculously expensive, restaurant that you work at in the heart of the city. Despite the lack of customers you have somehow still been busy waiting on tables, taking orders and running back and forth between the restaurant floor and the kitchen, working entirely too hard for the pitiful wages you earn. 
You can never do anything half heartedly. Even the smallest of tasks are treated with the utmost importance in your daily life, which explains why you more often than not become unnecessarily stressed during your shifts. Most of your coworkers couldn’t care less for the satisfaction of the people that they served, simply wanting to get the excruciating eight hours of their day over with and wait for the money to arrive in their accounts. You too cannot wait for the eight hours to be over - god it’s a long eight hours - but the thought of someone leaving with a negative opinion of you or your work prevents you from relaxing on the job.
So far, your night has been relatively calm with no complaints or angry customers even if most do barely acknowledge your existence and utter little to no “please”s or “thank you”s. Most of your tables have left for the night, only a couple sat together in a small corner tucked away at the back of the restaurant remain - your last customers of the night having booked the latest table possible. 
The rest of your coworkers are busy cleaning around the restaurant, laying tables and wiping down the bar, as you approach the couple speaking in quiet whispers. You plaster on your not fake but also not quite real customer service smile, pulling the pad of paper and a pen out of the front of your apron.
You can't help but notice how gorgeous the couple are as you walk closer. The girl is undeniably stunning, conventionally beautiful and something you think you'd see on the front of a magazine, although considering how overpriced and popular the business is you probably have seen her staring back at you from the magazine aisle of your local shop. Her hair flows effortlessly down her back, stereotypical but true, and she sits with perfect posture that you couldn't manage if you tried your hardest.
Despite her looks, it's the man that really draws you in. He’s also conventionally attractive, but he has a boyish charm as he chats more animatedly with the girl across from him. Something about him seems familiar. He wears a black suit with a white shirt, somehow slightly overdressed for the fancy restaurant, his (also) black sunglasses resting on the table beside him. His curly hair and his slightly less perfect posture along with his clear excitement gives him a childish aura, contrasting your usual serious and drab customers and his formal, sophisticated choice of clothing.
You always love a contrast. Something different.
You push these thoughts from your head, instead hoping to take their orders and get their food out quickly so that you can go home as soon as possible. Your pen and paper in hand, you near the edge of their table with a quiet yet friendly “Hello!” to alert them to your presence. 
The unnamed male responds with a similar greeting although the girl remains quiet, a stoic look on her face as she stares ahead at him without giving any hint that she even knows you're there. You choose to ignore it, getting on with your job as any other employee would.
“Ready to order? What can I get you guys?”
They have ordered drinks at the bar before sitting at their table and you’ve given them plenty of time to browse the menus; however, it is at this point that the girl turns to you, a slight grimace on her face as she takes in your appearance. She scoffs under her breath, the man across from her doesn't seem to notice though as he looks up to her after a quick glance down at his menu.
“Yeah, we're ready. What would you like, babe?”
She lets go of the hand that he was holding across the table, picking up her wine glass and taking a slow purposeful sip of the drink before looking back up at you.
“We’re not ready yet,” she states firmly, before immediately looking away from you to the man across the table, grabbing his hand and continuing their conversation as if you had never stood there in the first place. 
You mutter a quiet apology before walking away, returning the useless paper and pen to the front of your apron as you take up position at the bar.
The rest of the night goes similarly to that first interaction with the lovely couple.
Your first return to the table after keeping a close eye to try desperately to get the timings right this time, you are met with complaints (only from the girl) about how long they've had to wait for you to take their order. You can see the man giving the woman looks from across the table, silently begging her to at least try and be more polite. At one point you even see his foot slightly nudge hers below the table, although he isn't met with any response as she spits her order at you from behind her menu as you write it down as quickly as possible - desperate to retreat from the table and the situation as a whole.
You really don't get paid enough for this.
The next problem is that their food is taking too long to arrive. Something that most people would at least acknowledge is the fault of the chefs, not you. It is also something most people wouldn't complain about after only ten minutes, yet this girl is smashing your expectations with every short interaction. 
As you leave the table for the third time, already stressing ridiculous amounts for how insignificant this woman and her complaints are, you hear the man telling her under his breath that she’s behaving inappropriately - at least you're not the only one that's noticed. 
“It's not my fault the waitress can't do her job properly Matty, someone has to tell her.”
“The poor girl hasn’t done anything wrong. Stop being rude or I’m fucking leaving,” he says harshly, her hand no longer held in his.
She stops being so rude to you after that, perhaps out of true fear that he would leave, however it doesn't mean that she's nice  to you. In fact, she's resorted from saying unnecessarily rude words to you to simply not saying anything at all - only speaking when you aren't near the table. 
It’s clear that their date, which you assume it is, has taken a turn for the worse as you notice the man - Matty, you had heard her say - secretly rolling his eyes at most things that come out of her mouth. A particularly aggressive eye-roll has you chuckling as you polish a glass next to the bar, causing Matty to look up towards you. The bored expression on his face transformed to one of genuine humour.
The night comes to a quick end after that. Neither one of the couple ordering a desert as you go over to take another order. It seems like the girl is going to ask for another bottle of wine, but Matty is ready to end the date as he interrupts.
“Could we just get the bill please?” he asks kindly.
Despite his girlfriend being utterly miserable to deal with and causing you multiple trips to the bathroom to shed a few tears over how badly this shift has ended, the man seems to be the complete opposite. Actually, he’s one of the nicest customers you’ve ever had.
You mutter a quiet confirmation, your confidence and (fake) customer service smile nowhere to be seen after tonight's events, and run away to print off their bill, desperate for them to leave so that you can finally go home. 
He pays for the whole thing, of course, and they both exit the restaurant together. You can see them through the front window waiting for a taxi, the man looking just as exhausted as you.
You spend a few more minutes cleaning up, most of the work already done by other employees as you waited for the last table to leave, before the bell rings signalling the opening of the entrance door.
“We’re closed!” you shout from the bar, praying that you don't have to deal with anymore nightmare members of the higher society until at least tomorrow (another eight hour shift).
That’s when you see the man appear from around the corner.
Matty.
“I know, I know,” he says, shaking his head, hair slightly wet from the light drizzle of rain outside. “I just wanted to give you this personally.”
In his hand are a few twenty pound notes - and by a few you mean at least 15. Even though most people that attend the restaurant are rich, you don’t think you've ever received a tip of over fifty pounds due to most wealthy people’s lack of care for the people that actually serve them.
“I can’t take this Matty, it’s completely unnecessary,” you state firmly, refusing to accept the money no matter how much you want to.
He looks puzzled as you say his name. “I heard her say your name earlier, sorry for eavesdropping.”
He looks relieved at the news, a smile reappearing on his face as he chuckles quietly to himself.
“Look,” he says matter of factly. “Just take the money. I tried my hardest to get her to be considerate but she was rude to you the entire night. You obviously did nothing wrong, in fact, your service was incredible - better than most I've received the few other times I’ve come here.”
You shake your head, a small laugh leaving your lips, unsurprised that the service he has received at the hands of your coworkers was less than ideal.
“Your girlfriend really wasn’t that bad. I’ve had worse custo-” 
“She’s not my girlfriend,” he interrupts. “Definitely not my girlfriend. That was our first date, set up by mutual friends, there definitely will not be a second one.”
He’s quick to dismiss the possibility of her being his girlfriend, grabbing your hand as he places the money in your open palm and closing your hand around the cash.
“Just take it,” he says quietly. “As an apology.”
You shake your head, once again, in disbelief of his generosity and kindness, a small and timid “thank you” uttered as you stare at the cash now in your hands.
He gives you a small rub on the shoulder and a smile as a goodbye before walking out the front door of the restaurant, a small gust of wind from the increasingly harsh weather outside infiltrating the warmth of the room.
You still have a smile stretched across your face, unable to drop it despite him no longer being here.
It’s only as you move the money around in your hands, counting the exact amount, that you notice the black sharpie written along the back of the plastic note - his phone number.

Finally.
Finally, you were starting to see real progress.
Finally, your promises to the residents of the undercity were starting to come true. 
And it had all started with a meeting.
“I look forward to working with you,” you told Jazper honestly, standing when he did and wringing his hand with a fervor that clashed sharply with the situation. 
Fortunately, Jazper seemed charmed by your excitement rather than dismayed, and he smiled widely as he shook your hand before withdrawing his own. “As do I. I’ll keep you informed of my progress.”
“Please do,” you replied. “Have a wonderful day!”
He nodded politely and left your office as you crumpled back into your seat with a blissful sigh. The Haven’s main administration office was yours when you needed it. You had taken care to make it a room that was elegant as well as serviceable, though it was much less elaborate than the other office where you spent a great deal of your time.
Where Silco’s office was expansive and distinctive, yours was smaller and almost bland. The furnishings and paint were professional and looked nice, but it was a room where the objective was conversation. You didn’t want anyone to step inside and be cowed by the surroundings. Unlike Silco, you gained nothing by intimidating people. It meant your interior decorating had to be a great deal less creative than his.
Your desk was far more modest, your chair just a simple piece of furniture rather than a high-backed throne. But as you spun around to look through the window with glee, the room may as well have been a palace. There was no way your mood could improve from this.
The lack of Shimmer in the neighborhood around the Haven had created an immediate impact. A handful of residents had chosen to fight their addiction the instant the drug became more difficult to obtain, and that trickle had turned into a stream as Shimmer dealers continued to avoid the neighborhood. Now the Haven was full to bursting and that fact had finally come to the attention of the outside world.
With six months of a Shimmer-free neighborhood, the undercity’s insurance providers had lowered the staggering rates of owning a business nearby the Haven. Not only did that decrease your monthly spending by a great deal, it also was starting to draw in others. 
Jazper had come to you with an agreement of sorts: he was opening an apartment complex near to the Haven. If any applicants had come through the Haven and you wrote a referral for them stating that their recovery was on-track and that they had been a good occupant, they would receive a discount on their monthly rent. In return, he would employ people from the neighborhood as the complex’s staff rather than bringing his own people in.
What’s more, Jazper had some friends who shared his balance of a philanthropic mindset and a nose for business. With such a gathering of people in the neighborhood, these friends had decided there was a market for a restaurant, a clothing store, and a small grocer’s shop. Jazper seemed confident that they would also be hiring people from inside the neighborhood. After all, he had told you, what better way would there be to draw in new families than to offer employment and diversion?
You had been enchanted by the possibilities, but slightly skeptical at the same time. “I feel like I should remind you that, while the area may not struggle with Shimmer, it has other struggles that may not align with your businesses. There are brothels, bars, and drugs that aren’t Shimmer.”
Fortunately, Jazper didn’t seem to be the zealous type who wanted to eradicate everything. He had waved a hand. “None of that is a problem. We’re not interested in opening a brothel or a bar, so there’s no fear of competition. And the businesses in the area run themselves well without any real dangers, so let them do what they wish. And there will always be drugs. The reason Shimmer was a dealbreaker is because of the vastly increased potential for violence among users. With Shimmer gone, that worry isn’t so strong and we can focus on building something new.”
It was lovely to hear, better than any music or poetry. You knew that the lack of Shimmer in the neighborhood was for a limited time only. Silco would grow bored with you eventually, and the streets would glow purple once more. At that point, you would have helped a handful of people - assuming they didn’t immediately relapse - but you knew this was the way to make lasting change. If Jazper and his friends could create a self-sustaining infrastructure in the heart of the undercity, that was something that would outlast you and the Haven. And depending on how violently Silco disposed of your agreement, it might outlast you by quite a long time.
By this point, you were dreamily gazing out of the small window in the office, studying the buildings surrounding the Haven and imagining a collection of businesses. It was impossible to calculate the real impact of so many businesses and accommodations moving in, especially since they were planning to employ the very people living in the area, but you were attempting the math anyway. 
It was only when a cloud strayed slightly further than it had been and a weak beam of sunlight fell through that you jumped to your feet, already cursing. You were set to meet with Silco today. You couldn’t be late.
As you hurried off to The Last Drop, hastily throwing excuses to your staff over your shoulder as you left, you reflected on the day. Perhaps it was stupid of you to keep your appointment with Silco on the same day as the meeting with Jazper. It certainly didn’t leave you with very much time to prepare yourself, either mentally or physically. However, you couldn’t fight the creeping idea that Silco would be less than pleased by this development. 
You knew he thought the Haven’s mission was silly and impossible. He was letting you tire yourself out without any real fear that you would make a difference. It was like letting a moth attack a light - even if it reached its goal, it would never be able to do anything with it. As far as Silco was concerned, you were a harmless and amusing insect attacking the light of the undercity’s addiction.
And it was in your best interest to let him keep thinking that.
With that goal in mind, you had kept your meeting scheduled for the same day as always, worried that any deviation from your typical routine would tip him off that something had changed. And, while you were sure that Silco could disrupt any plans Jazper and his friends could make, it would be better if he found out about the plans as late as possible.
Despite how late you were, you didn’t rush to The Last Drop. Rushing in the undercity was a sure way to make sure you were stopped. People in a hurry were good targets for muggings, especially if there was a chance they had something worth stealing. Besides, anything more than a brisk walk would attract too much attention. The last thing you needed were rumors that the head of an anti-Shimmer organization was seen running to a business that was openly owned by the head chem baron himself.
Still, your pace picked up as you stepped through the doors and made your way to Silco’s office. By the time you stopped in front of his door, your breath was coming faster. Silco opened the door at your knock, eyebrows lifted slightly. 
“Starting without me?”
You huffed out a slight laugh despite yourself. Silco seemed unreasonably pleased by that as he stepped back to allow you into his office. 
“No, I just lost track of the time,” you explained. “Had to walk a little faster than I’m used to if I wanted to get here on time.”
“You didn’t,” he told you. “You’re late. Considerably so.”
“Oh,” you replied stupidly. So much for keeping your routine going. “Should I leave?”
“You’re already here. Might as well collect my payment.” His mismatched eyes glittered at you in either irritation or scarcely hidden amusement - you weren’t entirely sure which. “Unlike certain Zaunites, I have a schedule to keep.”
The amount of effort it took to keep your mouth from falling open wasn’t pretty, but you managed. Zaunite? Did Silco consider you a citizen of Zaun? Yes, you lived in the undercity, but being referred to as an actual Zaunite made you feel… odd. Like you were important. Like you belonged to something. It wasn’t unpleasant… which was disconcerting. 
To distract yourself, you started unbuttoning your shirt, ignoring the look of amusement that crossed Silco’s face, along with his murmured, “So eager.”
“You said you were in a hurry, correct?” you asked.
Silco didn’t reply to the snippy question and you studiously kept your gaze aimed away from him. Eventually, he gave a short - and not entirely happy - hum. “Yes, but it seems I am not the only one.”
You ignored the way he was watching you, mismatched gaze greedily running over every bit of skin you bared. He pulled himself away long enough to cross to his desk, drawing the high-backed chair out. When you were entirely nude, he beckoned imperiously.
“Take a seat, my pet,” Silco suggested, gesturing to the chair.
You froze, watching him warily. The chair was his throne - his, not anyone else’s. You had never seen anyone sit there except him. It was ridiculous, it was just a place to sit… but you couldn’t help but wonder if it was a trap of some kind.
Silco raised an eyebrow in impatient expectation. “I would ask if you’re waiting for an invitation, but I believe I already issued one.”
“I just-” you glanced from him to the chair, nervously shifting your weight. “I don’t think…”
“From the way you’re acting, one would think I had set a trap for you,” Silco sighed, running his fingers over the upholstery of the seat’s backrest. “I simply want you to be comfortable. Sit.”
You did as he ordered, plopping gracelessly into the seat while you waited for something terrible to happen. Nothing did. In fact, Silco sank slowly to his knees in front of you, long fingers tracing over the delicate skin of your thighs.

His dark eye was staring blindly as ever, but his natural eye was heavy-lidded with pleasure. You looked away from the satisfaction in that gaze, but your attention only fell on his red mouth and your tired body clenched with the memory of where that mouth had most recently been.
So you turned around entirely, retrieving your clothing from where you had left it on the floor. As you got dressed, Silco inhaled deliberately. It was the sort of sound most often heard from someone who was getting ready to speak, and that was all the warning you got.
“Have you noticed anything odd around your Haven?” he asked. 
“Odd?” you repeated. “Not that I’m aware of. Why?”
“My spies have warned me about some concerning developments.”
The chill that squeezed your heart was unwelcome, especially set in contrast to how pleasantly warm you had been up to that point. Did Silco know about Jazper’s plans to improve the Haven’s neighborhood? Or, more importantly, did he know something about your meeting with Jazper about those plans? Officially speaking, you hadn’t done anything wrong. Silco had never told you that you couldn’t try to bring other businesses in to support the Haven or to help combat the Shimmer problem in the Undercity’s streets. But there was also a chance he would see your efforts as a betrayal.
Things didn’t go well for people who betrayed Silco. 
All of that had taken less than a full second to consider, but you didn’t want to take a chance that Silco would notice your pause. So you straightened, still getting dressed as you shot a dark look in his direction. “So you have spies in the area, do you?”
“Of course. I’m not a fool,” Silco dismissed, still studying you closely. “But I’m far more concerned-”
“Are you spying on me?” you pressed, half to distract Silco and half because you needed to know. If Jazper was going to move businesses into the area, there were a lot more meetings on your horizon. It was better to know now what Silco was actually watching for.
Silco sighed, pinching the bridge of his nose. “Not specifically. Your movements are only relayed to me if they are an incidental part of a different report.”
That wasn’t good, but it wasn’t as bad as it could have been. Pretending to be mollified by his answer, you said, “What kind of developments am I supposed to watch out for?”
“I believe Ziik may be attempting to move Wrath into the neighborhood,” Silco revealed. “He and a few other chem barons are dissatisfied with the ‘test’ I’m running around the Haven.”
“You can’t control them?” you asked, biting your lip when Silco straightened forebodingly in the chair. “Sorry, I just… I thought you were their leader.”
“I am their leader,” Silco reaffirmed. “But my refusal to ply the streets in the neighborhood with Shimmer is being interpreted as a weakness rather than an experiment. There is little I can do to fight against that since they aren’t challenging me directly.”
“Is the Haven in danger?” 
Silco didn’t give an immediate answer, eyes traveling over your face as if to gauge your concern. “Not immediately, but… It is very likely you’ll see an increase in the rogue barons’ presence in the area.”
You nodded. It hurt to ask, but you needed to know… “Does that mean you want to put an official end to our deal?”
“No.”
The simple answer filled you with relief. You were so close to getting outside businesses in. Once they were successful, other businesses would follow and the Haven’s neighborhood could form the kind of infrastructure it needed to support itself even after the Haven was gone. If you could just hold on another few months, everything you worked for would happen. That was the only reason you cared. Of course.
“So do I need to do anything about the chem barons who are potentially infiltrating the area?” you asked, trying to think strategically about the situation.
Silco let the silence stretch, restlessly tapping his fingertips on the surface of his desk. “Simply put, there is nothing you can do… Unless…”
There was a sense of plotting in his bearing that put you on-edge, and you only dangled for a moment before you snapped, “Unless what?”
“Unless you’ll allow me to station guards around the Haven,” he replied eventually. “They would be far more effective if they could be around and inside, but I understand that may be something of a dealbreaker.”
You narrowed your eyes at him. “And what would this new level of protection cost me?”
Silco’s eyes gleamed at that. There was a sense of savage satisfaction in it, the pleasure of coming against an opponent who could offer a challenge. That didn’t bode well for you. 
Silco tapped a graceful finger against his chin, pretending to consider it… as if he had not laid out these precise terms before you ever stepped through his doorway. “Taking into account the costs of providing constant security to the Haven’s main building and all of the occupants, as well as additional security roaming the neighborhood to discourage any shows of strength from the chem barons… I believe an additional session every month would be sufficient to cover the difference.”
“Absolutely not,” you denied immediately. Why were you even shocked that Silco would consider a few guards equal to the cost of not supplying Shimmer to the streets around the Haven? It was exactly the kind of thing you should have expected from him. 
You couldn’t justify such a steep cost. Even if the other chem barons presented a danger to the neighborhood, surely they wouldn’t be stupid enough to attack the Haven directly. Actually, they would be better suited to leave it alone, since you were helping people overcome their Shimmer addictions and leaving them open to other vices. 
Beyond that, Silco was already spying on you. The idea of encouraging even more of his thugs to be in the surrounding neighborhood was repugnant… not to mention the damage it could do to your reputation if people started to get the idea of a connection between you and Silco. It was out of the question. 
Silco frowned. “The chem barons-”
“I think I’ll take my chances,” you told him, smoothing out your clothes. 
“Don’t be stupid,” Silco snapped. “You could find yourself in quite a dangerous situation if you have no help.”
“I’ve been in a dangerous situation for the past six months. I think I can handle it,” you told him, unable to keep your hips from swaying victoriously as you left his office. The rush of power you were getting from denying Silco what he wanted was heady. “See you next month.”
He had started to say something just before you closed the door, but you didn’t give him the chance to get a full sentence out. You had made your choice. It was bad enough seeing him once every month. You couldn’t double that, not without risking far more than you were willing to lose.
