the other day i was in Cal Anderson park and there were about seven dogs offleash playing together. this is in violation of local dog leash laws as Cal Anderson Park is not an approved offleash area for dogs. it is an open area where pedestrians and other park patrons are all around. I think that dog leash laws are good for the safety of dogs AND people and I was very displeased to see such a thing. My family owned dogs when I grew up in this city and we always followed leash laws. I considered talking to the dog owners but many dog owners here act entitled and simply don’t give a shit about anything that inconveniences them (including restaurant health and safety rules but that’s another story). plus what am i going to do, realistically, act like a complete fucking buzzkill to SEVEN dog owners? they aren’t going to listen to me. i’m not a cop lol. i’m not going to change their minds by reminding them of the rules that they themselves are supposed to know as dog owners.

It was also a very strange experience to see this because of the experiences that I had in cal anderson park during CHAZ/CHOP back in 2020 and the collective trauma felt by protesters and houseless people and mutual aid workers during that frenetic time has forever changed how I perceive that park. I always feel strange whenever I go to cal anderson park nowadays.

When I worked mutual aid in cal anderson during the protests, there was a very large number of houseless people living in the park. i worked with them and helped distribute aid with them and to them. They weren’t merely recipients of aid, there were mutual aid organizations that were completely or partially run by houseless people, or by formerly houseless people. The organization and concentration of resources, even though all of it was decentralized and unstable, helped a lot of people. I’ve never seen anything quite like it before or since.

sometimes “local residents,” sometimes walking their dogs, would come up to me and specifically complain about the houseless people living in the park. I had frustrating conversations with them. They told me things like “i used to be able to walk in this park and it looked NICE and it was CLEAN.” What do you say to such a person? I tried to tell them about the causes of homelessness, the way the government has refused to do anything to solve the problem of extreme poverty that these people are experiencing, the way we essentially have no social housing. I have no idea if it changed anybody’s mind.

Eventually, of course, The Government decided to “restore order.” The police, the parks department, and the department of transportation came in and destroyed all the barricades, trashed peoples’ possessions, removed the “illegal” community garden, and of course forced all the unhoused people to leave. (Some people remarked that they showed more care in removing the garden plants than they did in anything else.)

Now in 2022 I see that things are “back to normal.” The park is “clean.” The “local residents” can do whatever they want. Although the way I see it, a large number of their NEIGHBORS suffered violence from the government and were forced to move to another part of the city.

I had this thought that letting your dog offleash in non-offleash areas because you just kinda don’t care and living in a tent in a public park because you are experiencing extreme poverty are both ‘de jure’ illegal. But one of them is ‘de facto’ illegal and the other isn’t. And obviously there is a huge moral and ethical difference there.
