Maybe they arent related. But why crewted a male character that can do what she can...instrwd of showing more of a female character Hori created?

Yeah, it’s odd. I think Hori created Mrs Joke as a placeholder character. As for Mr Smiley, I’m not sure if Hori writes the OVAs himself or if there’s another team that does so, but if it’s the latter, that might explain why Mr. Smiley has more of a character.
