Disclaimer: I'm not defending Moclan society or the way they do gender, I'm just trying to make sense of it.
Maybe the female gender (or any strong sense of non-male gender identity) really is rarer on Moclan than the female sex, and being born with female anatomy is rarer than being born with male anatomy, though not "one female every couple of decades" rare.
If the vast majority of Moclans had always identified as male irrespective of their gender at birth, and the body modifications gave them some physical advantage (and who's to say that the cis males aren't also on "testosterone") in a very harsh environment, it would be no wonder that altering the female babies became standard practice and identifying as female was considered a mental disease. Or that the female-typical body is considered by most Moclans as deformed. A) they are rare, and unusual traits often get medicalised even if they are benign b) many of the Moclans who had that body type would have been dysphoric over it and considered themselves deformed, especially if they didn't know other afabs c) most of them (probably) are exlusively male-attracted, which would color their aestetic tastes.
It would be interesting to see if one - or more - of Heveena's Moclans decided they wanted to live as male on their home planet. Or just wanted to visit to meet guys. I'm sure Helveena would let them go. And of course they would be welcomed on Moclus as prodigal sons (it's good propaganda). Even more interesting if some male-assigned Moclans tried to board the return flight because they'd rather live in the colony with the (other) women.

I honestly did not expect Kelly and Bortus but who know maybe I'll grow to enjoy them?
All the more power to you, anon. I can't say I share your optimism.
I will give the show credit - near 90% of all relationships (implied or otherwise) on board are alien/human which is at least different, I’ll give them that. 
It also very clearly mirrors Isaac/Claire in that Isaac’s affection for Claire’s children attracted her to him in the first place, which proves my “Bortus and Isaac are two sides of the same coin” theory and that’s why Bortus doesn’t like him.

I JUST finished watching a Tale of two Topas and I have things to say.
It's been long since I had to actually cry on any show episode or a movie, and I cried three times in this episode alone.
Klyden is good to go. (I know he's gonna come back) Topa does not need any of his internalised toxicity and I'm so glad to see how much Bortus loves and supports his daughter.
BORTUS LOVES HER SO MUCH I CAN'T ANYMORE
He barely ever gets big emotional reactions, but then he's sitting with Grayson and starts crying because he wants to help and make his child happy but doesn't know how. You have no idea how important that scene was to me. All this parental love stored in him. (Also that he gave her the password to let her find out.)
I also love the Orville for actually picking up old Storylines again (also everyone deciding to embarrass Kelly for becoming a god again and again). And how this was build up with the recurring issues between Bortus and Klyden. And how it was revealed that Bortus was already keeping Locars heterosexuality a secret for years which was against Moclus principals.
AND OF COURSE I'M WAITING FOR MORE TOPA.
Not to forget Bortus concert. Truly an amazing singer. So happy that he helped his daughter by throwing a concert.

Klyden, how could you have kept this from me? I am your mate. When we first met, I did not know. My parents had the procedure done on Moclus soon after I was born. And when did you find out? When you were assigned to the USS Clemens and I moved on board with you. It was my first examination by a non-Moclan physician. The doctor discovered evidence of the alteration. I was unprepared.

THE ORVILLE HEADCANON
The only male Moclan admitted on The Sanctuary are the parents of the baby girls brought there to escape forced convertion into males.
The only exception is Locar.
The next time Bortus had to come back to Moclus for his Ja'loja, he and Talla broke Locar out of jail and faked his death (pretending he had been killed by another prisoner, since suicide is considerer shameful for Moclans) and helped him reach the Sanctuary, where Heveena welcomed him with open arms.
Locar started a relationship with a female resident a few years later, but he never forgot Talla, nor she him.

Spoilers for the latest episode of The Orville below.
Midnight Blue has got to be one of the most effective and emotional episodes of the show to date. Bringing together a whole host of plotlines from prior episodes and bringing them together in a way that, in all fairness, I think a lot of us saw coming. For my part, the Moclans and their bigotry have been a constant source of frustration and rage every time I had to see it play out. But, like the Union itself, I realised that it was a necessary evil in the face of the potential extermination that threats like the Kaylon and Krill posed. But now it’s as clear as day that some things are far more important than pragmatism, and that there’s only so much one can appease before we say that enough is enough.
Topa, as has been said by the characters before, has been at the centre of a hurricane ever since she was born, and to see her endure not only the intolerance of her people but outright brutality was something I genuinely found difficult to watch, to the point where I legit wanted to stop the episode then and there. She was a child, being forced in the worst possible way, to see just how vile her people can be, and by the end of it I was right there with Bortus in wanting to give her captors the mother of all beatdowns.
And when it was all over, we get the inevitable. The Moclans expelled from the Union. Time and again it’s been shown to us that Moclus and its values have been a thorn for our heroes every time it was brought up, but now the line has been crossed and the price has been paid for it. Where this will leave everyone is hard to say, but for now, speaking again for myself, it was more satisfying to my ears that I was expecting to know that they were kicked to the curb by the Union. If we’re lucky, Topa and her family won’t have to endure that kind of scorn or danger ever again.
Speaking of family, Klyden’s return was definitely not expected. When we last saw him it seemed pretty definitive that it was a true walking out. But I guess parental instincts are just too strong on this one to just ignore what happened to the girl. I’m on the fence as to whether his last words to her should have been forgiven as they were, but I will say that seeing the family reunited again, and finally renouncing the terrible side of their homeworld, was heartwarming, doubly so since Klyden was even willing to extend an olive branch to Kelly by the end of it.
This season, thus far, has been a real triumph for the show. It may have started as an affectionate homage to shows like Star Trek, but now it’s obvious to me what what we’re truly dealing with here is Trek’s true successor. A show that has a real heart and knows what’s important. A story that old Gene would have been proud to call his own. I salute Seth MacFarlane and everyone involved with it for making the show and this utterly peerless episode 😊

On the astrology episode of The Orville is baffling. Kelly and Bortus are accused of being born under a certain star sign on a planet light-years from Earth or Moclus. The Orville spends a month in orbit trying to figure out how to get their people out by finding a loop hole.
The answer should be that they're just literally not Giliacs. That's not a constellation that can be seen from their planets, no one can be a Giliac on earth or Moclus. And even if that was a visible constellation, their planets likely have different year and day cycles. My birthday is in Scorpio on earth and Scorpio is (I assume) visible from Mars but Earth's November 6th is usually not going to be in Scorpio on Mars. So the answer to freeing their people is "Hey, she's literally a Capricorn and he's a Dvrak, different planets different star signs. Obviously." Not trying to disprove astrology or changing the whole ass constellation.

Oh, fuck. If Bortus and Klyden separate, that custody battle is gonna be weird as Hades. Would they have to go back to Moclus? Knowing the kind of person Bortus is, I feel like he would know when to step back and let Klyden take his turn. Bortus has shown that his one and only priority when it comes to Topa is to love him as much as he possibly can and to give him the absolute best life possible. If the custody trial reached a point where the focus shifted from Topa to his parents and their relationship to one another, Bortus would step back and reflect on the situation as a whole. That's just who he is. Bortus wouldn't let this become a battle, which is kind of ironic given the Moclans are kind of known for their weapons testing.
