The first time this quote is delivered is in Lupin III: Mystery of Mamo.
The quote is delivered after Goemon slashes an object in an incredible feat, and it’s a running gag in the Lupin anime that even gets referenced in other media. Despite this quote tending to exist as a joke, however, the first time that this is heard, it seems more as though it is intended to be taken seriously.
Goemon’s appearance in the film has him criticizing Lupin for constantly falling for Fujiko’s tricks, and with the samurai tone he speaks in, he believes himself to be of the decency Lupin lacks. Hearing of the Philosopher’s Stone, he deems looking into it with Lupin unworthy of him, and in this slashing of the helicopter to save Lupin and Jigen, we see his ego once more as he deems it unworthy of him too. Interestingly, Goemon tried to get away from Lupin and Jigen after hearing of the stone, but by “destiny,” he finds himself with them again in the sewers.
Once the gang arrives at the torn hideout, Goemon and Jigen argue with Lupin again, and Goemon also decides to criticize Jigen for not helping him as a friend. It’s as if he is trying to separate himself from the situation and place the blame on the others. Goemon will try to leave again, but he still finds himself back with the others.

In Goemon’s second slashing, however, he now realizes he holds himself too highly, and it is for that reason that he damages his sword. He says it is his unworthiness that brought about it.
Goemon leaves on his own once more, but this time, it is not because he sees Lupin and Jigen as beneath him, but because he realizes this mindset has put himself down.
He is not there to help Lupin in the final fight against Mamo because of what he did to his sword and the ego he held, but he is almost there in spirit as Lupin holds the broken piece of it. By fate, he is still bounded to him and the group.
In a way of acceptance of Lupin and the person he is, he declares that the endless chasing he faces is his “destiny.” Rather than trying to run away from Lupin’s antics once more for the “unworthiness” they hold, Goemon now accepts his fate too as a part of it.
