I was expressing confusion about this map of Terra's capital cities a few weeks ago on twitter, and while my initial impression that this part of the lore book must have been intentionally erroneous was given further validation by the Kjerag chapter quite clearly stating that the country's largest settlement is Turicum...
...going by the dictionary definition of capital ("A town or city that is the official seat of government in a political entity, such as a state or nation"), it's technically correct as the Vine-Bear Court where the Tri-Clan Council meets is partway up Mt Karlan, if I recall correctly.
While in my mind it seems logical that Turicum would be the capital by default, as the only major hub of commerce in Kjerag, technically the governing body isn't located in it as Mt Karlan is, if I recall correctly, on Paleroche lands and so not within the boundaries of Turicum itself.
(Not that it really matters if Turicum is the capital or not--it's still, for now, the only city, and I'm sure Silverash is laughing all the way to the bank by having it on his territory.)

September 21 2021 Zurich, Switzerland
This morning we walked through the Old Town of Zurich to find a gym where we could work out. After returning to the hotel to freshen up we walked back to the center of Old Town to have lunch at an Italian restaurant there.
According to Wikipedia:
“Zurich is the largest city in Switzerland and the capital of the canton of Zürich. It is located in north-central Switzerland, at the northwestern tip of Lake Zürich. As of January 2020, the municipality has 434,335 inhabitants, the urban area 1.315 million (2009), and the Zürich metropolitan area 1.83 million (2011). Zürich is a hub for railways, roads, and air traffic. Both Zurich Airport and Zürich's main railway station are the largest and busiest in the country.
Permanently settled for over 2,000 years, Zürich was founded by the Romans, who called it Turicum. However, early settlements have been found dating back more than 6,400 years (although this only indicates human presence in the area and not the presence of a town that early). During the Middle Ages, Zürich gained the independent and privileged status of imperial immediacy and, in 1519, became a primary center of the Protestant Reformation in Europe under the leadership of Huldrych Zwingli.

After lunch we walked around the downtown and along the lakefront, with its beautiful views. There were swans on the lake and the temperature was perfect for walking. Because we were on vacation, we allowed ourselves the luxury of sorbet on a cone.
For dinner we went to a Japanese Restaurant in Old Town within walking distance of our hotel and enjoyed delicious Japanese food. We really don’t like either German or Austrian food so it’s great that there are so many different types of international food available here.

...So back to the mapmaking. I imported last night’s heightmap into World Creator to take an initial look at the thing and see what needs to be fixed. Immediate impression: about twenty different things. (Which wasn’t unexpected. This kind of mapmaking is very much like sculpture: you chisel away “everything that doesn’t look like an elephant” [or whatever] and stop when it looks right. It’s vanishingly rare to get it right the first time.)
Now, a useful trick that WC can do is to take your heightmap and render it as a topographical map.
...This immediately indicates where to set to work to start fixing things. (And let me put a cut in here, because what follows goes on for a bit. Though there are some pretty pictures in it...)
Anyway, the tl:dr; version: the topo map makes it plain that everything in the original heightmap is way too exaggerated. (Which is often the case with the first pass at a map like this.) Almost all the elevations need to be reduced.
“But by how much?” is the next question. And probably the most important question about that issue at this stage: How the hell high is Prydon’s castle mount (or “the Bluff”, as most Prydonai call it)?
This site for Prydon’s core keep (and the archive of rr’Virendir, and [later] the town that would surround both of them) was chosen by Héalhra’s surviving family primarily for its defensibility. Access to Arlid was a strong positive, but a secondary one to be balanced against the security of the site... a major issue for people living in a world only slowly recovering from the overshadowing dominance of a great evil, and uncertain of what dangers might soon come upon them.
Now, I know what that hill (and the keep atop it, and the extended castle grounds built around it) looks like from river level. I’ve “stood” there elbow to elbow with Herewiss any number of times and looked up at it. However, that view—nice as it is—unfortunately did not come with a heads-up display, so data on the actual height is missing. (As is a scale of miles for the wider terrain, another major omission that I’m now regretting.)
...So now I’m forced back to trying to compare the view of Prydon I see in my head with places I’ve actually been, and then running off to Google Maps (or more locally-held resources) to find out what their elevations are.
This, for example, is (what a pity....) way too high: Rigi “the Queen of Mountains.”
...1798m above sea level. Lovely as she is, that elevation’s gonna make the walk “up the hill” to market for the casual traders who come up the Arlid three times a tenday a real nuisance. So: Nope.
Let’s try something a little less dramatic: the Lindenhof—the ancient “city center” of Zurich when the city was still “Turicum”—and the little height on which it sat.
The Romans established a customs post up there to manage the river trade. The top of the hill has been pretty much flattened down over time with/by various civic improvements, but it still leaves an impression when you’re standing on Limmatquai looking up at it... (Or when you’re climbing up it, believe me...)
For maximum (diagnostic) effect when trying to judge the height, one would need to subtract all the buildings around it. But even so, it turns out the Hof is elevated only about 25m above the Limmat. Interesting. (I mentioned this to @petermorwood and he was pretty surprised, having both looked at the hill from across the river and climbed it with me.) But anyway, I know the Bluff’s higher than that.
At least now, though, I’ve got a number to work with. The Bluff might be...50m high? 75m? I’ll have to experiment. The most essential part of this decision-making (in the worldbuilding sense) is defined by what “defensibility” means in a late-medieval-ish culture where there is no gunpowder, but there are certain shared elements of military hardware and methodologies—as well as two different magic-working styles, each of considerable power but with differing sets of limitations. I won’t bore anybody with further details, but I have basic parameters in mind, and a semiprofessional militaria consultant upstairs should I require advice.
...Then, once I’ve got my choices made, I get to correct my heightmap further and run it through World Creator again until I can do a render with buildings on top, “stand” on that bridge again (having rebuilt it first: the one appearing on the cover of the Tales Of The Five Volume 1 paperback needs a lot of work...), and look up to see if it looks right. And keep altering the heightmap until it does. ...Not to mention making numerous corrections to the river terrain both north and south of the city. There are details there important to events in The Door Into Sunset that didn’t cross over correctly, and need to be restored.
...So that’s next week’s take-a-few-moments-and-fiddle-with-it work laid out.
(And an afterthought: why do I go to all this trouble, when probably [realistically speaking] almost no one is likely to care but me? A detailed answer here.)
