E-Burst; She’ll summon a stampede of “snow foxes”, essentially just elemental energy in the shape of running foxes, which inflicts Cryo damage.
When/How Vision Was Gained: On a rainy night, Setsuko managed to escape captivity out of a hole in a wall. When running, she was spotted and promptly chased. While she ran she prayed for any Archon to give her mercy. As soon as she was nearly grabbed, sharp ice spikes rose around her, promptly freezing her captors in place. When she looked at the ground she saw a cryo vision. She grabbed it and continued running until she reached a village.

Chat; Finance: “I find it often hard to save my mora, but I think I do it fairly well. My only problem is I have a hard time saying no. When someone asks for something, I just can’t bring myself to deny them. They get so happy when I agree after all. (Sigh) Do you ever feel that way?”
Chat; Fur: “(Light Chuckle) I see you staring at my ears you know. If you want to touch them, you may. I take great pride in how soft I keep my fur. Go on, I won’t mind.”
Chat; Hunting: “You know, I’ve had a few villagers ask me if I do “fox things”. Hunting, for example. I’m not offended by them asking but I am a bit lost at what to tell them. What qualifies as a fox trait and a human trait? Humans hunt don’t they? Hm…”
Chat; Relaxing: “You’ve been working rather hard lately. Why don’t you take a moment? I was about to spend some time napping in the sun. If you work yourself too much you’ll never know when to stop and enjoy things.”
Good Morning: “Ah, you’re awake. I hope you slept well. Please, let me treat you to breakfast. Shouldn’t start a day on an empty stomach.”
Good Afternoon: “Has your day been good so far? I would hope so, let me know if you need anything.”
Good Evening: “The sun is setting, best to get your necessary tasks out of the way now. I’d hate for you to be out late at night, it’s not very safe.”
Good Night: “You did very well today, you should be proud of yourself. Head to bed now, you deserve a restful sleep. You’ve earned it.”
When It Rains: “Oh dear…we should get shelter, the last thing you need is to get sick.”When Lightning Strikes: “Ah, the Shogun’s power makes itself known again. (Sigh) Let’s try and avoid getting struck, yes?”
When It Snows: “It’s beautiful, isn’t it? I always loved the snow. Oh, wait! You have a coat, don’t you? No? Oh Archons no, let’s get you somewhere warm.”
When It’s Windy: “The wind is picking up, let’s hope it doesn’t bring a storm with it.”
Favorite Food: “Poultry meat is a versatile tool in dishes. It carries a lot of protein and other helpful nutrients. Well…that and birds are rather easy to catch in comparison to boars.”
Least Favorite Food: “Is it taboo to say fish? Maybe not all fish, but certain kinds of seafood make my stomach hurt and my mouth taste funny. Like pufferfish. I would much rather skip meals with that.”
Setsuko’s Hobbies: “I like to read most often. Poetry is one of my favorite kinds of literature, I even dabble in writing my own. Though I come to find I often make my poems too wordy. Still, it is enjoyable.”
Setsuko’s Troubles: “Days feel too fast, don’t you think? I remember when I was younger, I would swear hours would last too long. Now it seems like I can’t stop to think. Is it just me?”
About Setsuko; Outlaws: “Well, the Shogun has very strict laws and rules, but I tend to believe the ends justify the means. With good enough reason, breaking a law seems understandable. I wouldn’t advise it, of course. But I think we should be willing to listen to the reasons someone had before enacting punishments.”
About Setsuko; Tails: “I often get asked why I only have two tails. As a kitsune, I should have nine. …I had all nine once. I’d rather not delve into where the seven have gone.”
Vision: “I cherish my vision very much. If I was not gifted it, I don’t think I’d be standing in front of you now. I like to think the Cryo Archon saw pity on me and I am so grateful she did.”
Something To Share: “Traveler, I recall you mentioning you were looking for your sibling this entire time, yes? Hm. I really admire your dedication to your family, they’re easy to lose, sadly. Oh? Oh no no, I didn’t mean anything by that! Just…cherish what you have, that’s all.”
Interesting Things: “Do you ever wonder how much is out there that we don’t know? Mystical creatures, hidden stories, covered-up agendas. I often wonder if there’s something bigger than what we see, something that could devastate all we’ve built in Teyvat. It scares me sometimes…”
---
More About Setsuko(1): “You’d like to learn about me? Well, that’s rather sweet of you. Let me think…Hm? Oh, how did I get my job? Ah, you see, Arataki once saw me evading the Shogun’s army in order to keep my vision. He tracked me down and beg-err…Politely offered me a position in his gang. He said they needed help with mora management. I was alone, he seemed kind, and I figured it couldn’t hurt. I agreed, now here we are.”
More About Setsuko(2): “Traveler, you often talk about family, your sibling specifically. It had me wonder about the rest of your lineage. Oh, you’d prefer not to say? I understand, truly I do. Besides, blood doesn’t have to be family. How about this, tell me about your found family, your friends, hm? I’d love to hear about them.”
More About Setsuko(3): “You’ve been taking breaks, haven’t you? You know, if you never stop to appreciate what’s around you, you’ll never know when to stop. When you finally reach what you’ve been after, how will you know where to go from there? Here, sit with me. You have more time than you think.”
More About Setsuko(4): “When I was a child, about four years of age, I remember how simple my worries were. If it was warm enough to sleep outside and if my hiding spot was good enough to win hide-and-seek. I realize now how much I should’ve appreciated those times. It’s so hard to know when you should be taking in where you are, not knowing what’s ahead, and if it’s worse than what you have.”
More About Setsuko(5): “Traveler, you must have quite the stories from your travels. Would you mind indulging me, perhaps? I want to hear what you’ve been through. Hm? Know more about me? Oh, I don’t know if I have as much to tell as you…Well, why don’t I start with the story of my run from the Shogun’s army?”
---
About Arataki Itto: “(Laughs) Arataki is an interesting character to say the least. He’s loud and reckless, but I think people simply write him off as that. He’s dedicated to those he cares about, he’s empathetic, not to mention strong willed and confident. I think those traits are rather commendable. He’s funny too…hey, what’s that face for?”
About Kujou Sara: “Ah, the general. She’s a powerful woman, and I respect her diligence. But, I would be lying if I said her dedication to the law didn’t get in my way a bit. Not her fault of course, but frustrating nevertheless.”
About Gorou: “The Shiba general! Oh yes, I know about him. He’s adorable, isn’t he? (Laughs)”
About Raiden Shogun: “I wish I could talk with her, just once. Maybe then I could understand her motivations. On the surface, it seems so selfish, and nearsighted. But maybe if I knew her position, I would find it easier to understand.”
About Kamisato Ayaka: “Oh she’s a sweetheart, isn’t she? I’ve never had the opportunity to talk with her personally, but she carries herself with such grace. You can simply tell she’s a gentle soul, don’t you think?”
About Kamisato Ayato: “He carries himself very diligently, however, I sometimes wonder if he’s hiding something in that elegant persona of his. Much like he hides that tea in his sleeves. I’m…still not sure how he does that.”
About Thoma: “You mean the Kamisato Estate housekeeper? I’ve met him before, by accident, and he seemed pretty embarrassed at the interaction. I was sitting behind some bushes in order to read and I believe he mistook my ears for that of an animal. Needless to say, he was apologetic when I revealed myself as a kitsune.”
About Sangonimiya Kokomi: “She led the way of the resistance, it’s impossible not to respect her. I’m not sure how I’d handle being in that position. I know I wouldn’t be as elegant as she carries herself, that’s for sure.”
About Shinobu: “If I’m being completely honest? She works harder than anyone else in the gang. She’s a wonderful and intelligent young lady, I know all the things she does for our little group can be stressful. I’m just glad she seems to enjoy our company. Not to mention, having someone to tease Itto with is always fun.”
About Heizou: “I don’t know him too well, but I know he’s good at what he does. I had a conversation with him once and found we carry ourselves rather similarly. He picked out parts of my personality easily, which was rather impressive.”
About Yae Miko: “I’ve only conversed with her a handful of times. She’s quite the powerful individual, isn’t she? I like her quite a lot, an interesting woman to converse with. I often wonder where her tails are though.”

Backstory (Trigger Warning)
Born in a small village in Inazuma to two kitsune parents, a rather rare occurrence. A soft-spoken, kind man named Fumihiro. Hardworking, always patient and well-liked amongst their view neighbors. With a deep love for his wife, who he’d known since childhood, a sweet and happy soul. Kasumi Sekiguchi. A woman who was bright, loud, and optimistic. Seen as an almost perfect couple, despite any upcoming problems. They were only in their late twenties when they had Setsuko Hirano, only a year after their marriage. A quiet but curious girl who liked socializing and exploring. A small family with nothing but adoration for each other.
It seemed so simple then. But, when Setsuko was nine years old, she unknowingly wandered too close to people she shouldn't have. Leading them to her home. Kitsunes were rare, mystical even. In old practices, they were even hunted for sport, as if animals rather than humans. That concept had died out…for the most part.
With aggression, no care for their family, their humanity, a small group of avid hunters wrecked their home. Fumihiro put up as much of a fight as possible, an effort that proved for nothing. Kasumi was never a fighter, cowardly despite it all, she could only pray they’d leave her child alone. Watching the men kill her beloved husband and huck his body on the back of a cart like an object. She and Setsuko were taken alive, but with no kindness.
For weeks on end, kept barely alive in small wooden cages, in a dilapidated home in the rain-covered lands. In this time, the nine tails of Setsuko’s mother were painfully removed. Leaving open wounds on her lower back. Selling the tails like good luck charms to the few who still upheld this barbaric practice. Setsuko was not spared from this treatment, leaving her with only two of her tails left, weak and frail, dehydrated from how often she cried. She found her heart constantly breaking over and over while watching her mother waste away. Infected wounds with no medical treatment gave her no chance for survival.
Though she wasn’t sure how long it had been, Setsuko did her best to keep herself alive. A need to live. To see so much of her nation that she hadn’t explored yet, experience more. She was too young to die. It was on a night with an intense, raging storm, that she had a moment, a chance. The wood of her cage had begun splintering from wear and tear. In the dark of night and storm, she pushed on the door, and it gave way. Wood breaking at the pressure. Setsuko felt her heart speed up and the breath leave her body. She stayed quiet as she quickly scanned the rotting walls of the tiny home she was kept in. A hole illuminated with a crack of lightning made itself known, just barely big enough for her to fit in. With nothing to lose, she bolted for it, pulling herself through. Adrenaline thrilling her veins, burning, as she broke off into a sprint amongst unknown purple grass. Immediately soaked by the rain. Unable to stop and ponder the concept of her physical health, any wounds not done healing, or the lack of food in her belly
Setsuko had no time to consider where she was going. Not when she heard the call of her captors behind her, realizing she was gone. She ran further and further, lungs burning and tears mixing with rain. She’d lost so much. Her beloved family, even parts of her body, a feeling of childish innocence. All robbed from her for a disgusting profit. She had come too far from all that to fail now. Knowing they’d kill her if they caught her. And as the panic waved over her, she tripped, landing in mud, making it too hard to stand up in time. The men approached rapidly and aggressively. Setsuko clenched her eyes shut and screamed, certain she’d die or worse. But nothing came…
With the continuous patter of raindrops and rumbling thunder, she looked up, gasping at the sight. Frozen statues stood in the place of the men. Stuck in their threatening positions, ready to grab her. Not allowed a moment of confusion as something bright fell from the sky. The young girl’s throat clenched and she instinctively held out her hands to catch it. A cold stone, blue and bright, landed in her cut palms. A vision. Being seen by the gods.
Setsuko ran from everything that day, barely making it on her own, dealing with everything she’d seen. A drifter was usually how others described it. Jumping from jobs or what she could find. As she grew, she went through her phases. She was bitter for so long, angry at everything, she couldn’t find anything to enjoy. Even the news of the harsh ban on things like hunting animal hybrids didn’t bring her comfort. She felt jilted that it hadn’t happened sooner. That her family was gone because the rule wasn’t made so long ago. But, as she was resting, trying to ignore the world for a moment, a dream was what gave her a new outlook. Remembering how vibrant her mother was. How content her father was, in everything. It shaped her anew. Though she still a free spirit, not tying down to one place. It wasn’t the life she wanted per say, but she knew it could’ve been so much worse, she’d had rock bottom before and anything was better than that.
Then came the Vision Hunt Decree. The Shogun felt those with visions were threats to eternity, though she never quite explained what she meant. Setsuko was never shy with her abilities. She’d honed her skills since being gifted her vision, appreciating it, as she did everything now. When Kujou Sara’s men approached her in Inazuma City, demanding the fox woman hand her vision over? She refused. With jovial playfulness, she avoided their attempts at subduing her. Dodging and teasing, up until she sent ice to the stone pathway, making them all slip. She used the same ability to slip down the flights of stairs, sprinting out of the city, and enjoying the breeze through her hair. Uncaring of the attention she’d drawn to herself. She refused to let them take her vision, not when it was the only thing that had saved her when there was nothing else for her.
However, in her display of disobedience, she had caught more than the commission's attention. She was lounging on a rock when she heard rapid approaching steps and heaving breaths. She turned, spotting a tall, oddly dressed man with tall red horns. He stopped a few feet from her, heaving breaths. Setsuko rose an eyebrow as he sucked in air. Noting the glowing vision that hung from his spiked collar.
“Sh-Jeez lady, you got some stamina. Phew!” The stranger huffed. Finally, he cleared his throat and straightened his posture. Setsuko smiled curiously. “Can I help you?” She questioned. Quickly, the man introduced himself rather proudly. A red oni descent named Arataki Itto, apparently the leader of a gang, the “one and oni”. Very quickly she found his energy rather funny. He explained how he watched her defend herself, found it impressive. And he offered her a place in his gang. “To join you? Why should I?” She asked, making him pause. “Well cause, like, it’s easier to piss off the Tengu’s guys when in a group. Plus! My gang is dope, trust me, we’re like a real close family! We all have our little jobs and stuff. Covering all my bases! Itto explained, hands settled on his hips. Setsuko tilted her head with a smile. “If you have everything you need, why would I need to join?"
She fought the urge to snicker when he came up with a random reason on the spot. A financial consultant, even if he was “good with mora”. With nothing to lose, she agreed. Meeting a ragtag group of eccentric individuals. Shinobu seemed the most sensible, the others brought Setsuko a lot of laughter. It was hard not to find peace in a group like this. Not being alone but still having freedom and excitement. It felt like a hole being filled. A new family, almost. And it was peaceful again.
