Expanding on my earlier post… Who is currently in control of the commission? Barney Bellomo is the clear powerhouse in the US as far as organized crime, however he keeps an extremely low profile and relays all orders through his #2 in command Michael Ragusa. Michael Ragusa, a longtime confidant of boss Liborio (Barney) Bellomo, who has built an extremely low profile over the years (we found no photos of him) -- is the Genovese family's new street boss, Straightened Out has learned. Hailing from Pleasantville, Ragusa was promoted recently (though the formal appointment may have been largely ceremonial). Ragusa was already a soldier when he was nabbed along with several powerful members of the Genovese family in the big 2002 bust involving the Mafia's infiltration of the International Longshoreman's Association. Bellomo is official boss of the crime family founded circa 1931 by Charles (Lucky) Luciano himself. As one law enforcement source said of Bellomo: He's "the reason why people from Brooklyn and the Bronx have been showing up in lower Manhattan in the last few years." As per sources, Ragusa's elevation was prompted by and followed the death of venerable, longtime Lower East Side wiseguy Peter (Petey Red) DiChiara on March 2, 2018, from complications of diabetes. We know this because in 2017 Domenico Violi of the Luppino crime family in Hamilton, Ontario, Canada was heard to have been named underboss of the Buffalo crime family on wiretaps; this revealed the activity of The Commission as Violi's promotion was so unusual, being the first Canadian to hold the second-highest position in the American Mafia, that Buffalo crime family boss Joseph Todaro Jr. stated he consulted with The Commission for permission to promote him as Buffalo's new underboss. According to Joseph Massino, former boss of the Bonanno family, the last known Commission meeting held with all the bosses was in November 1985, just before the death of Paul Castellano that December. However, a Commission meeting in 1988 was led by John Gotti and attended by Vincent Gigante and new Lucchese boss Victor Amuso, the first Commission meeting since the Mafia Commission Trial. According to Salvatore Vitale, a Commission meeting was held in early 2000 to restore the rule requiring both parents to be of Italian descent in order to become a made man. The Commission is the governing body of the American Mafia, formed in 1931 by Charles "Lucky" Luciano following the Castellammarese War. The Commission replaced the title of capo di tutti i capi ("boss of all bosses"), held by Salvatore Maranzano before his murder, with a ruling committee that consists of the bosses of the Five Families of New York City, as well as the bosses of the Chicago Outfit and the Buffalo crime family. The purpose of the Commission was to oversee all Mafia activities in the United States and serve to mediate conflicts among families. The Commission held the power of approving a new boss before he could take over officially. The New York Five Families also decided that the names of all new proposed members must be approved by the other families. After the new proposed member was approved by the other families, he could become a made man. The Commission allowed Jewish mobsters Meyer Lansky, Bugsy Siegel, Louis "Lepke" Buchalter, Dutch Schultz, and Abner "Longie" Zwillman to work alongside them and participate in some meetings. Colombo crime family capo Dominic (Donnie Shacks) Montemarano, a Brooklyn transplant living in Southern California the past 25 years, died recently of the COVID-19 virus. In the late 1990s and early 2000s, Donnie Shacks Montemarano was moving and shaking in LaLa Land, dating actress Elizabeth Hurley, paling around with actor James Caan and going on family trips with singer-turned-U.S. Congressman Sonny Bono. He was also spending a lot of time with the UCLA football team, resulting in the FBI opening an investigation into Donnie Shacks and some of the Bruins players for point shaving. No files were ever charged. For decades, the 81-year old Montemarano was closely aligned with longtime Colombo boss Carmine (The Snake) Persico, representing Persico’s interests on the west coast. Persico ran the Colombos from behind bars, but died of natural causes in March 2019. There were unconfirmed rumors of Donnie Shacks being promoted to underboss at some point in his latter years. The always-on-the-make Montemarano was busted for racketeering in New York in the 1980s. After serving a 10-year federal prison sentence, he reemerged in Los Angeles and settled in Beverly Hills. His wining and dining of UCLA All-American quarterback Cade McNown and some of his Bruins teammates throughout 1998 and the first half of 1999 drew the attention of the FBI. Informants told FBI agents that Donnie Shacks was having the players manipulate point spreads for him. Per FBI records, Montemarano hosted lavish weekly Monday Night Football parties at his swank Beverly Hills home and McNown and other Bruins starters would attend. On this date in history: Vincent “the chin” Gigante died on December 19, 2005, at the Medical Center for Federal Prisoners in Springfield, Missouri. His funeral and burial were held four days later, on December 23, at Saint Anthony of Padua Church in Greenwich Village, largely in anonymity. Since Gigante's death, his family has continued to live well. According to a 2011 report by Jerry Capeci, Gigante's relatives earn nearly $2 million a year as gainful employees of companies on the New Jersey waterfront. Gigante, head of the Genovese crime family, had scored a lengthy string of victories over prosecutors, but it ended with a July 1997 racketeering conviction. After nearly a quarter-century of public craziness, he finally admitted his insanity ruse at an April 2003 federal hearing in which the man dubbed the “Oddfather” by tabloid newspapers calmly pleaded guilty to obstruction of justice. At the height of his power, Gigante’s empire stretched from Little Italy to the docks of Miami. Denying he was a gangster, Gigante would wander the streets of the Greenwich Village neighborhood in nightclothes, muttering incoherently. 36 years ago, on this date in Mafia history; (December 16th 1985) Paul “big Paul” Castellano and boss of the Gambino family was murdered in downtown Manhattan. Castellano and his driver and underboss Thomas Billotti were ambushed and murdered in front of Sparks Steakhouse. The hit was planned by John Gotti, Sammy Gravano and Frankie Deccico in a successful attempt to take the family over. John Gotti was anointed the crown and became boss of the Gambino Family. John Gotti was accepted by the commission as Boss, but he didn’t get permission for the hit and retribution was in order. Chin Gigante and Lucchese boss Vic Amuso hatched a plan with Lucchese underboss Anthony “Gaspipe” Casso to kill Gotti… only the attempt went wrong and Frankie Deccico was killed instead. Gregory Scarpa Sr. nicknamed The Grim Reaper was an American capo and hitman for the Colombo crime family and an informant for the FBI. During the 1970s and 1980s, Scarpa was the chief enforcer and a veteran hitman for Colombo boss Carmine Persico. He was sentenced to life in prison in 1993 for murder, and died in prison on June 4, 1994. Scarpa committed three murders in 1991 and is suspected to have committed a minimum of 80 murders from the early 1950s to 1992. Scarpa is believed by the FBI to have murdered 100 to 120 people. After having emergency ulcer surgery at Victory Memorial Hospital in Brooklyn in 1986, Scarpa received several blood donations from family members and associates. Scarpa had refused blood from the hospital blood bank. Scarpa eventually got blood from mobster Paul Mele, a bodybuilder who was using injectable anabolic steroids. Mele had contracted HIV from a dirty needle and transmitted it to Scarpa in the blood transfusion. Surgeons at Mount Sinai Hospital in Manhattan eventually removed Scarpa's stomach. On August 30, 1992, he received a $300,000 settlement in civil court from his first surgeon and Victory Hospital for negligence. As Scarpa's illness progressed to AIDS, he and his relatives told everyone that he was suffering from cancer. By 1993, Scarpa was blind in one eye, emaciated and in poor health. On May 6, 1993, he pleaded guilty to three murders and conspiracy to murder several others. On December 15, 1993, Scarpa was sentenced to life in federal prison. This sentence was later reduced to 10 years due to Scarpa's poor health.
