Several high-profile celebrities were shown on NBC’s telecast of the Super Bowl flouting California’s indoor mask mandate.

Social media erupted after seeing Jay-Z, Charlize Theron, LeBron James, Jennifer Lopez and Ben Affleck enjoying themselves at the game without a mask while they were not eating or drinking, a violation of California’s indoor mask mandate that is in place until Feb. 15.

Twitter users were quick to point out that children in California are forced to wear masks at schools where strict coronavirus restrictions include being forced to eat outside in the rain in some cases.

"Here’s the video of every celebrity without a mask during the Super Bowl. But every kid in California will have to be wearing them tomorrow in school," Outkick.com’s Clay Travis tweeted. "They must all be holding their breaths the entire game."

Travis was referring to Los Angeles Mayor Eric Garcetti, who responded to criticism for being spotted without a mask at a recent Rams game by assuring the public he holds his breath when he removes his mask for photos.

Garcetti was spotted at the Super Bowl and also appeared to not be wearing a mask while talking with friends.

Television personality Ellen DeGeneres was also spotted without a mask despite hosting a show that requires guests to wear one.

Additionally, photos circulated online of children in the Los Angeles Youth Orchestra being forced to wear masks while other adults were not.

California health officials announced last week that the indoor mask mandate would continue until Feb. 15. However, children in schools will still be required to wear masks once the mandate is lifted.

Health officials said they are working "with education, public health and community leaders to update masking requirements at schools to adapt to changing conditions and ensure the safety of kids, teachers, and staff."

Certain other places, like public transportation and long-term care facilities, will also still require masks indoors.

A federal judge overseeing a sprawling lawsuit about homelessness in Los Angeles ordered the city and county Tuesday to offer some form of shelter or housing to the entire homeless population of skid row by October.

Judge David O. Carter granted a preliminary injunction sought by the plaintiffs in the case last week and now is telling the city and county that they must offer single women and unaccompanied children on skid row a place to stay within 90 days, help families within 120 days and finally, by Oct. 18, offer every homeless person on skid row housing or shelter.

It’s unclear whether the city and county will challenge the order, which also calls for the city to put $1 billion into an escrow account — an idea that has raised concerns among city officials.

The ruling argues that L.A. city and county wrongly focused on permanent housing at the expense of more temporary shelter, “knowing that massive development delays were likely while people died in the streets.” That element of the order underscores the judge’s skepticism of a core part of L.A.'s current strategy to tackle homelessness.

“Los Angeles has lost its parks, beaches, schools, sidewalks, and highway systems due to the inaction of city and county officials who have left our homeless citizens with no other place to turn,” Carter wrote in a 110-page brief sprinkled with quotes from Abraham Lincoln and an extensive history of how skid row was first created.

“All of the rhetoric, promises, plans, and budgeting cannot obscure the shameful reality of this crisis — that year after year, there are more homeless Angelenos, and year after year, more homeless Angelenos die on the streets.” Last year more than 1,300 homeless people died in Los Angeles County.

In the last homeless count in January 2020, more than 4,600 unhoused people were found to be living on skid row — about 2,500 in large shelters and 2,093 on the streets. They account for only slightly more than 10% of the city’s overall homeless population, and it’s not clear what Carter’s order might mean for other parts of the city.

The judge wrote that “after adequate shelter is offered,” he would allow the city to enforce laws that keep streets and sidewalks clear of tents so long as they’re consistent with previous legal rulings that have limited the enforcement of such rules. That appears to only apply to skid row.

He also ordered the county to offer “support services to all homeless residents who accept the offer of housing” including placements in “appropriate emergency, interim, or permanent housing and treatment services.” The costs would be split by the city and county, he said.

Rob Wilcox, a spokesman for the city attorney’s office, said Tuesday that city lawyers are reviewing the order. He declined to comment further.

Skip Miller, partner at the Miller Barondess law firm, which is outside counsel for the county in the lawsuit, said the county is “now evaluating our options, including the possibility of an appeal.”

Previously, the county had asked to be removed from the case, arguing that it was about the city and that the county was aggressively responding to homelessness without any direction from the court. It cited efforts that included spending hundreds of millions of dollars annually through the Measure H sales tax and developing innovative strategies such as Project Roomkey in response to the COVID-19 pandemic. Project Roomkey is a state program that provides temporary funding for cities and counties to rent hotel rooms for homeless people during the pandemic.

The push for an injunction “is an attempt by property owners and businesses to rid their neighborhood of homeless people,” Miller said.

“There is no legal basis for an injunction because the county is spending hundreds of millions of dollars a year on proven strategies,” he added.

Matthew Umhofer, an attorney representing the plaintiffs, the L.A. Alliance for Human Rights, said he and his clients were ecstatic. Carter’s call for action was what they had been looking for when they filed the case, he said, and why they sought out Carter, who had overseen similar cases in Orange County in recent years, to preside over it.

“This is exactly the kind of aggressive emergency action that we think is necessary on the issue of homelessness in Los Angeles,” Umhofer said.

The Alliance is a coalition of downtown business owners and residents that filed the case in March 2020, accusing the city and county of breaching their duty to abate a nuisance, reducing property value without compensation, wasting public funds and violating the state environmental act and state and federal acts protecting people with disabilities.

Carter’s order came the day that Mayor Eric Garcetti released his budget for the next fiscal year, which includes nearly $1 billion in spending on homelessness. The longtime federal judge also ordered “that $1 billion, as represented by Mayor Garcetti, will be placed in escrow forthwith.”

Of the $1 billion in homeless spending planned by Garcetti, more than a third would come from Proposition HHH, the 2016 bond measure to build permanent housing for homeless residents. Garcetti aides said they expect the city will be building or developing 89 HHH projects over the next fiscal year, for a total of 5,651 housing units.

Whether Carter’s order will disrupt those activities is unclear. In his order, the judge said he wants a report in 90 days of every developer receiving funds from HHH, as well as new regulations to “limit the possibility of funds being wasted.”

The state of California has become the epicenter of the COVID-19 pandemic in the United States.

On New Year’s Eve, 585 COVID-19 deaths were reported in the state, making up more than one seventh of all deaths from the virus reported in the United States that day. More than 2.4 million people, in a state of 39 million, have been infected, with nearly 39,000 more diagnosed Sunday.

In Los Angeles, San Diego, and the entirety of Southern and Central Valley California, hospital intensive care units have entirely run out of space. On January 1, there were over 20,000 people hospitalized throughout the state, by comparison at the height of the spike on July 8 only 8000 were hospitalized.

The flood of coronavirus cases has exposed the underfunded, unprepared health care system in the richest state in the country. The Los Angeles Times reports that “hospitals are scrambling to find staff” and that there is a “chronic shortage of oxygen tanks.” The paper quoted Christina Ghaly, the Los Angeles County director of health services, who described non-COVID outpatient services as down to a “skeleton crew.” She said the county was on the “brink of catastrophe.”

Ambulances in Los Angeles county are waiting up to eight hours to offload their patients at hospitals, according to Cathy Chidester, director of Los Angeles County’s Emergency Medical Services. In some instances, ambulances are being redirected, or potential patients simply sent home.

A nurse in Southern California sent the World Socialist Web Site a photo of a refrigerated semi-truck that had just arrived at the hospital they work east of Los Angeles. Hospitals and mortuaries across the state are placing rental orders for similar units to handle the mounting casualties as they overwhelm the healthcare system.

Continental Funeral Home in Los Angeles told ABC 7 news that itself and every other funeral home they know are past their capacity to handle bodies. The owner reports that it is removing bodies at six times its normal rate.

The Southern California nurse spoke to the WSWS about how the lack of staffing is a critical issue in the unfolding catastrophe.

“We are stretched so thin, the more patients we take care of the less we can safely take care of,” she said. Continuing, “I hate to say it but when you’re exhausted maybe you miss things, maybe doctors will miss things.”

“The other morning, I had three deaths by 9 a.m. and my shift started at 6 a.m.… Recently we had a 25-year-old who died and his only comorbidity was obesity. He was crying and scared to be intubated. He was a little boy. His heart gave out and he died. Another nurse was there holding his hand because his mom wasn’t there.”

“When you are in the moment you do everything you can, you are numb to things, but after I heard [another patient] was doing better I sat in the car and cried for an hour. It doesn’t mean she is out of the woods yet but after so much death, we take these victories.”

There is a large outbreak of the virus among the tens of thousands of homeless people living in Los Angeles. In the fall, recorded cases among the homeless were at 60 a week in the city. It has since risen in the last week to almost 550 a week. Rev. Andrew Bales, director of Union Rescue Mission, told the Los Angeles Times, “all of skid row and many agencies/missions are hot spots. All are overwhelmed.”

Because of the lag between infection and symptoms, the impact of both Christmas and New Year’s activities and shopping are only beginning to result in hospitalizations. Because of these, epidemiologists predict January may easily be a more deadly month than December.

Dr. Brad Spellberg, chief medical officer at the Los Angeles County-University of Southern California Medical Center, warned CNN of a “total collapse of the health care system” if case numbers continue to rise.

Because of the inadequacy of medical services, including insufficient medical workers, emergency medical workers have deployed to various parts of the state. The Army Core of Engineers have now been deployed to Los Angeles County to supplement the inadequate oxygen supplies of the area. In the Central Valley region, a poorer area dominated by agriculture, 1200 emergency medical workers were sent last week to treat patients as hospitalization from the pandemic more than doubled in several counties last month.

In statements made over the weekend, Los Angeles’ Democratic mayor Eric Garcetti sought to blame the pandemic on the population, remarking, “It’s so critical we change our behavior. Everybody’s doing something but everybody can do more.” The hypocrisy of this statement is staggering. In Los Angeles, major malls are open, with thousands of people inside. Factories are open. The film industry is open.

Garcetti, alongside other California Democrats have sought to place the blame of the pandemic on workers and small business owners, while insisting that the major operations of money making remain open throughout the state. Lockdown measures that do nothing to halt the major public spreads of the virus, while leaving workers and small business owners penniless, are hypocritical and fully inadequate to stop the virus.

Last Wednesday, Democratic Governor Gavin Newsom even announced plans for the reopening of California’s schools, which includes a significant, $450 per student, financial incentive to school districts that achieve reopening. A financial incentive like this could pressure officials to fudge infection numbers like they have in Florida.

The Season of the Snitch Judge Judy and Executioner People have always reveled in exposing the hypocritical acts of politicians, but over the last year the cooped-up masses began regarding one another with the same wariness. As the spring lockdowns were put into effect, people began sharing social media posts as evidence of their peers not distancing, or to identify businesses that were failing to enforce safety measures. In Wisconsin, a local doctor was suspended after being photographed at a rally against masks in April; across the country, governments created hotlines for people to raise concerns related to the pandemic. Last March, Los Angeles mayor Eric Garcetti encouraged people to report businesses that violated Covid-19 safety laws, declaring: “snitches get rewards.” (Rewards were not actually offered.) The NBA also created a hotline for its players to report on each other while they were playing in their sealed quarantine bubble for the 2019-20 season. “To all my fellow NBA players, don’t call the snitch hotline,” Brooklyn Nets player Spencer Dinwiddie told Bleacher Report, after several players reportedly called in with complaints. But also: “Don’t cross the line to get Postmates.” College campuses emerged as snitching hotbeds: In some cases, universities including Yale and N.Y.U. set up hotlines for students to report Covid-related complaints; in other cases students took measures into their own hands. A Cornell student apologized publicly after she was shamed for posting a Snapchat from a party. “Nobody likes snitching — it’s not comfortable,” a Cornell sophomore named Melissa Montejo, who signed a petition criticizing that student, told The New York Times. “I really am not one to go around and tell people what to do, but for me, this was troubling. Three months of being careful and not engaging in problematic behavior is worth saving a life.” It seems inevitable that some college students would choose to socialize despite the risks; by reopening their campuses, universities essentially forced panicked students into the difficult position of reporting on their peers to keep themselves safe. It didn’t always work. Even as their peers snapped photos of them through their windows, many students at campuses around the country continued partying. At the University of North Carolina, an account called “Where Y’all Going?” posted photos of maskless socializing among students; so did one at Santa Clara University called “Snitch SCU,” and another at Cornell called “Cornell Accountability.” College students weren’t the only ones using anonymous accounts to enforce Covid-19 safety norms. An account called “Gaysovercovid” was just one of many that emerged over the summer last year to post user-submitted photos, this time of crowded, mask-less beach parties in vacation destinations like Puerto Vallarta, Mexico. Much of the social media scolding of those flaunting the rules could be lumped into the category of “corona-shaming.” The roasting was intended to embarrass, and not as an appeal to authorities. But it has made for an energizing flash point in the ongoing culture wars. An August 2020 segment on the Fox News show “The Ingraham Angle” — titled “Colleges turning students into Covid-19 snitches” — denounced the campus hotlines, while a Feb. 2021 segment on the show titled “Biden’s Snitch Patrol” mentioned Mayor Garcetti’s pro-snitch comments and a teen who turned in her mother for rioting at the Capitol, declaring that “these seething snitches have more in common with the old-fashioned Soviet thought police than they have with the free speech liberals of the 1970s.” In some cases the snitching backlash has left the realm of television grievance and entered the real world, to disturbing effect. In a December speech, Dallas Heard, an Oregon state senator, encouraged local businesses to file public records requests to find out the names of individuals who had made workplace complaints over Covid concerns — snitching on the snitches, so to speak. Then, a group called Citizens Against Tyranny that Mr. Heard belongs to posted the names of two senior citizens on its website, accusing them of filing complaints and describing them as “filthy traitors” in a font designed to look as if it was splattered with blood, according to The News-Review, a local paper in Roseburg, Ore.
