Note
You already guesstimated how much it would cost to maintain a man-at-arms in Westeros, but what about ships? Like longboats, the Iron Fleet's small galleys, the true galleys and dromonds from the Redwynes and the Royal Fleet and the Summer Islands' swan ships; how much would it cost a lord to build, crew and maintain any of these?
You don't ask much, do you? Only a whole bunch of math and research into three different kinds of costs of four different kinds of ships. That comes across a little bit demanding, a little bit entitled.
Tell you what, I'll do it just for a true galley.
Construction Costs
Thankfully, the English fiscal state has fairly good records when it comes to paying its bills. So for example, the so-called "Pipe Roll" records of 1295 have data on the construction costs of building eight galleys of 100 oars. These galleys tended to cost an average of £223 (roughly evenly split between materials costs and labor) - which works out to about 178 golden dragons.
Crew Costs
There is a long and ugly history of galley slaves that wouldn't be allowed given Westerosi prohibition on slavery, so we have to look for historical wages for oarsmen in periods where free wage laborers were used in galleys.
So for example, in the 1530s the Spanish galleys paid 11 reals per month - which works out to 2.75 shillings a month, or £2.75 per year, which works out to 2.2 golden dragons a year per oarsman. With a galley of 100 oars, you're looking at minimum crew costs of 220 dragons a year in oarsmen wages alone (because running a galley requires food and drink, cordage and chandlery, wages for the sailors and the marines, etc).
Maintenance Costs
So I managed to find some Genoese sources on maintenance costs for galleys - in 1528, Genoa was spending about 5,000 ducats a year in maintenance per galley. That works out to £500 a year, which works out to 400 golden dragons a year.
Conclusion:
In total, that suggests that a lord would have to spend 178 dragons to build a galley, and at least 620 dragons to operate that galley for a year.

The more I consider it the more I think Molly ending up with Celerity instead of Burrich really would have fixed everything. this ship is more than a joke to me now.
- Fitz still has to move on from Molly
- but this doesn’t involve all his fucked up feelings around Burrich, so the process is healthier, and he might not even put his pain into the dragon in the first place
- and he gets to see and process that being gay is okay through the medium of accidentally spying on his ex getting it on with his fiancé, which would be both hilarious and iconic
- most importantly, Molly gets to be loved by someone who isn’t an abusive alcoholic like her father (I love Burrich and I’m sure he did better with Molly and Nettle, but it’s still so fucking bleak)
- and she has a rich patron who can fund her dream of running her own chandlery
- Nettle grows up in a big town and totally joins the Ice Town guard when she’s older

Ship chandler
Perhaps you have heard the term "ship chandler" before and were not quite sure what it meant. Well, by the 19th century every sailor knew what a chandler was, but nowadays the term is not so common.
In the Middle Ages, a chandlery was originally the office in a wealthy medieval household responsible for wax and candles, as well as the room where the candles were kept. It could be headed by a candlemaker, was subordinate to the kitchen, and existed only in larger households. However, as ships also had a high demand for candles, the service soon became highly valued in seafaring as well, and the first chandleries set up shop at the ports.

Over the centuries, every port had a chandlery, a shop that supplied ships with wax and candles (and also with soap, a by-product of candle making, which was still very expensive and therefore mainly purchased by officers). Gradually, in the 18th century, these shops expanded to include all sorts of other useful items for ships, including ropes, paints, oil, tar, and tools such as axes, hammers, nails, chisels, brooms, navigation instruments and many other items needed on board ships. Captains and Masters oreven Sailors bought these products on credit and the ship owner later settled accounts with the ship's chandler. Therefore, the chandler was only of interest to private shipowners and merchant ships, as the Navy purchased its products from the Victualling Board. Unless something was not available or the men wanted something very specific from this Chandler, then they also went there. But then they had to pay for it out of their own pockets and could not put it on the Admiralty's bill.

Although much has changed in the shipping industry, the ship chandlers still exist today, but they carry a wider range of goods, including food, maintenance materials, cleaning agents, tools and other items necessary for modern shipping. Hello Maester Steven, it seems like a mistake for the royal government in King's Landing to station most of its fleet on Dragonstone. In past civil wars (Dance of Dragons and the War of Five Kings), the side that held Dragonstone at the start of the conflict held most of the royal fleet. Instead, what if the royal government created an artificial harbor at KL that could house their fleet?
If I'm being honest, I'm kind of surprised that King's Landing has been able to function as an international port with only riverbank docks and quays. (GRRM occasionally describes a harbor in King's Landing, but it doesn't appear on any official or unofficial map.)

It's also really unclear from the maps how the existing limited facilities are organized - which docks are for commercial vessels and which are for the royal navy? Where are the facilities for ship-building (which are not small in size), since we know from AFFC that King's Landing can produce dromonds when it needs to? Where are the warehouses and chandleries and cordwaineries and the like? Where's the harbormaster's office, the customs office, and the headquarters of the Master of Ships?
I just don't think all that can fit in the narrow smear of jetties that have been drawn outside of the Mud Gate.
So yes, an artificial harbor, maybe built out of that little hook of land to the northeast by the Iron Gate, makes a lot of sense.

Cincinnati Union Bethel was founded in 1830 as a religious and social outreach organization for riverboat operators. Itself initially run from a riverboat, CUB moored itself in 1871 to a block bounded by Front, Sycamore and Broadway, currently part of the site of Great American Ballpark. With the growth of manufacturing operations along Third Street, CUB shifted its mission to minister to single women and children working in the factories. A new five-story building at Third and Lytle, the Anna Louise Inn, was opened Memorial Day 1909 and remains in operation.”
