What we know for sure is that Sir Pentious died in London, so it possibly makes him British, and honestly he sounds like one too)

There are almost 40 different accents in Britain, but the most well-known is Received Pronunciation (RP), which is classed as the "standard" British accent.

And Hazbin Hotel Wikipedia says that he's speaking in a goofy quasi*-RP

* Quasi means - almost or not completely

So it's a goofy and not completely standard British accent) + slight Staffordshire tones

I'm not sure if it's a fan theory though, or a canon fact, but it would be interesting if it's true because it adds more depth to the character :D
