“Dr. Myrica?”

“Yes” I looked up from my laptop to see my assistant standing there holding a vase of flowers. I hid the smirk that was threatening to break through, it had to be James, he was out on assignment, but he said he’d be home soon.

“You have a delivery” he advised with a cheeky grin on his lips as he stepped closer to my desk, the flowers were gorgeous, there were a dozen yellow tulips my favourite, sprinkled throughout with anemone and forsythia, both indicating anticipation. I couldn’t hold back my smile anymore, clearly this was classic James.

“Who are they from?” Like I even had to ask.

“Richard, Richard Ingwa. Here’s the card” Davis handed me the little white card, I did my best to hide the shock on my face, the smile falling away. I guess James wasn’t going to be home as soon as I thought, ‘Can’t wait for our evening together,’ ugh, now my tulips were tainted by this man.

“Why is this man sending me flowers?”

“Maybe he thinks you’ll like them”

“Maybe he thinks he’ll get into my pants”

“Want me to send them back?”

I looked from the card to Davis, shaking my head ‘no,’ “No, let’s not. Seeing as how he’s supposed to be here for our meeting in an hour. Why do we have to put up with that man? I mean honestly can’t we get a contract with another physicist? Someone who doesn’t make my skin crawl?”

“I just don’t understand why you hate him so much, he’s charming” Davis smirked, “handsome, and the way he fills out those pants, lord of mercy” Davis fanned himself.

“Then you date him, I am quite happy with my man, thank you”

“You know if you put the two …”

“Stop!” I held up my hand, “I don’t … no!”

“Please don’t ruin James with the ideas of Richard being anywhere near him”

Knight for a Day

“You don’t have to do this you know”

James turned to look at you, there were many things that he knew he’d never be able to do for you; he’d never be able to give you a normal life, well not at first, but he’s been working on it, doing his best to try to be a normal civilian, but some things were just hard to shake. However, the last thing he’d ever want is for Isabella, his princess, to ever feel she couldn’t have what she wanted. He couldn’t help smiling at you, as he closed the distance, he was wearing his tailored suit that he usually wore when he was on assignment. He wrapped his arms around you, pulling you in closer, “I know I don’t have to, I want to” he nudged your nose with his.

“I know, and I love you all the more for doing it. However, I also know you’ve been in a lot of pain lately, and I don’t want you to overdo it. She’ll be a little disappointed but …”

“Love” he gave you that tone, the one that told you there was no point in arguing.

“Alright, fine. I guess I’ll just have to make sure that I have a hot bath waiting for you when you get back” you teased.

He pulled you in closer, as his lips grazed yours, “As long as you join me,” you mumbled an agreement against his lips as he deepened the kiss.

“Dad, I’m ready!” came Izzy’s voice from the front entrance.

You both couldn’t help breaking out into a little chuckle at knowing your daughter was ready for her outing; it was a shock to the both of you when one day, she called James, dad, he was completely taken aback at that statement. In fact both of you were completely taken aback, but the way Izzy clung to James since he came into her life, had surprised the both of you, and truly in her eyes, he was her dad, plain and simple, just like Richard was her dad. “Guess that’s my cue” James stated as he looked into your eyes, “we’ll be back in a few hours.”

“Alright, I expect you both back, in one piece please.”

“You have my word, ma’am”

“Mmhmm”

James watched as you headed out to your daughter, he couldn’t believe where his life had led him to; not only had he been blessed enough to find someone who would not only love him for who he was and put up with all his nonsense, but he also gained a daughter he absolutely loved with every fibre of his being.

He always did his best to try to not let his nightmares, his aches and pains, his dark moods at times, affect you and Izzy. You both needed to be protected even from him, yet somehow you always knew when he was having a dark day. They were becoming less frequent, but you wouldn't hesitate to ask Richard to take Izzy for the day or have her spend time with her uncle Q, allowing you to take care of him, helping him with his own trauma. That was something he never expected, but appreciated immensely, how you always took care of him. It was only right to show how much he loved you, but making sure he did everything in his power to take care of the both of you. Honestly, he never thought he would've been able to love anyone, much less two people as much as he loved the both of you.

He took a moment to look himself in the mirror, this was the most important day for him and for Izzy, this was a day he was hoping would live on in her memory, in both your memories. He rechecked to make sure he had Izzy’s present in his pocket, made sure he was looking his best in his three piece dark blue suit that you loved so much on him, he cleared his throat pushing away the nerves that were fluttering as to what he was hoping would be a memorable day for everyone. He was adjusting his tie, when his phone buzzed. He looked at the text.

‘Your driver will be arriving in five minutes’

A smirk appeared on James' face, he couldn’t wait to see the expression on Izzy’s face when she saw what he had pulled off for her. He headed out of your shared bedroom, making his way downstairs. When he got to the front door, he didn't find either of you, he wasn’t even sure where you had taken Izzy, but that’s okay, this would work out perfectly. He stepped outside, waiting by the curb as the horse drawn carriage pulled up. The man driving was decked out in complete regalia as per James' request.

“Thank you for coming”

“Of course, Mr. Bond, so I understand this is a special trip, you planned?”

“Yes …” James couldn’t help the smile that appeared on his lips, “my daughter and I planned a princess and knight day, so I am her knight.”

“Well in that case, good Sir, I have provided some hot chocolate, a blanket, and a variety of snacks.” The man motioned towards the basket that rested on the floor, “Now you hadn’t mention if either of you had any allergies, so I tried to keep it as neutral as possible, there are apple slices, grapes, some chocolates, shortbread cookies, but I am always happy to stop somewhere along the way and pick up something that would be high end, for the princess and her knight” the driver gave James a kind smile, yet there was something about him that made James uneasy.

He brushed the thought aside, chalking it up to just a lifetime of always being on guard. “Thank you, that is very kind of you. Now I just have to go and make sure the princess is ready.”

“Mr. Blanc, your next appointment will be here shortly,” I looked to the man who sat behind the desk, taking a moment to admire his form. Not only was he a handsome older southern gentleman, but the man knew how to wear a suit, he was wearing his glasses, his ‘old man glasses’ as I called them, which always earned me a chuckle. His dress shirt sleeves were rolled up, and who could forget his suspenders that matched his socks and shoes. I loved that look of his, of course I’d never admit that to him, same way I would never admit how I’d fallen in love with him since the moment he walked into my life.

“You have worked with me for how long now, Emi?” He looked up at me from the newspaper he was reading, his blue eyes piercing into mine.

“Six years, Monsieur Blanc,” I couldn’t help teasing him, as a smirk appeared on my lips.

Blanc couldn’t help but admire you, there was always something so special about the way you looked into his eyes. He always did his best to remain as professional as possible, especially when you agreed to be his assistant after he had your previous employers arrested for fraud.

He still remembers the day, when the police left with them in handcuffs, he found you sitting on the steps of the office. Your tears were streaming down your cheeks, upon seeing your dejected face, his heart began to break. You had no idea what they had been doing, but when you found out your conscience plagued you, telling you that you were the one to blame for being so naïve. When he helped you to realize it wasn’t your fault, you were resolved to make it right, to help all those who had been affected by your employers, intent on returning all the money to the clients they had defrauded, and see what could be done to appease the others.

He stayed by your side for months helping you sort it all out, and when you had done all you could, you were left unemployed, penniless, and with a ruined reputation. That’s when a protective feeling began to appear deep within his core, it was small at first, his first concern was to make sure he could help you out, even if it was in the smallest way possible. He told himself it was just until you got back on your feet, until you found another job. At least, by helping you he would feel he had eased his own conscience, you were as much a casualty of your employers’ actions as any of their clients.

Six years later, you were still by his side and he wouldn’t have it any other way, you’d become an integral part, not just to his investigative process but also to his life.

“Well, Mademoiselle Emi, will there ever be a time you’ll call me by my first name?”

“Possibly, but that’s for me to know, and for you to find out,” I teased him, there was a subtle grin on his face. Despite the 10 year age difference, we got along like two peas in a pod. When he offered me the job, I was sure he was just taking pity on me. I was also certain that as soon as my six-month contract with him was up, he would have been excited to get rid of me, but after our first two cases together, I realized there was no job I would ever want to do, unless it was working with Benoit, and after three months, I was prepared to convince him to let me stay. I had rehearsed my speech at least a thousand times, but when I finally had the courage to talk to him, he beat me to it and told me that I could stay as long as I want.

“You’ll have to actually allow me an opportunity to figure that out,” Blanc teased back. This had also been part of their relationship, it had started completely by accident the flirty nature between the two, but it soon became one of his favourite things about the relationship you two had.

“Unfortunately, not right now. As I stated, your next client will be here shortly.” I grabbed my iPad looking at the details, for the next client.

“Do I want to take this person on?”

I shrugged, “His story is quite an interesting one, you did say that when he first contacted us a week ago.”

“Remind me.”

“James Hammond, single, 40-year-old male, has been receiving threats of a deathly nature for the past few weeks. At first he thought it was nonsense, some sort of joke or prank, but when he nearly died after having his brake line cut, and then when he found shattered glass found in the food that had been delivered, he started to take the threats more seriously.”

“Yes, I remember, did he say why he waited so long to see me?”

“He said he needed to finalize a business deal first, which took place out of the country. He arrived back Stateside yesterday, today was the soonest he’d be able to see you.”

“Hmmm”

“Mmhmm” I heard the front door to the office open, “that should be him, I’ll bring him back.”

“One second” Benoit stood from his seat as he rolled down his sleeves, if I happened to linger my gaze a little longer than necessary, who was to know? I watched as his hands shifted to straighten his tie, before putting on his suit jacket. Good lord, that man knew how to fill out a suit. “You know a picture lasts longer.”

You just had to get through tonight, that’s it, just get through the next few hours of celebrating the end of the war, and then you could go home and cry your eyes out. Just keep up the happy face. Smile, nod, joke, repeat.

I should have known something was up, the way they pulled away from me, the way they kept coming up with excuses to spend time anywhere but with me, however I didn’t want to believe it, how could I? How could I believe that my husband, the one I dedicated myself to, the one I loved unconditionally would have turned his back on me.

Was I not enough? Not pretty enough? Not adventurous enough? Was it something about my skin? My eyes? Maybe it was my hair? Maybe I wasn’t funny enough? Not kind enough?

“Hey” I turned to look at Sinker, his face was full of concern, “you okay?”

“Yeah” I gave him my best fake smile, “why wouldn’t I be?”

“You sure?” Sinker looked as though he didn’t fully believe me, but took my nod as an answer and focused back on the table. We were all drinking, all laughing, joking, but I wasn’t really listening.

“Anyone want a refill?” I asked, to the table, a few of the guys raised their hands, I nodded, taking their order and headed to the bar. I motioned to the droid behind the bar, gave our order as quickly as possible, I was focused on my hands remembering what just happened hours ago, when we landed.

“Honey, I’m home” I noticed his shoes by the door, I couldn’t help the smile that graced my lips. Thinking I’d never have to leave his side again, I was home and this was it. We could start our lives.

“Did you hear?” I asked as I left my bag by the door, it still felt weird, even after all these years calling his place, our place, especially since oftentimes I was on the Triumphant with the 104th. I walked further into the apartment. “Turns out Chancellor Palpatine was behind the whole thing” I continued talking, despite the nagging feeling in the back of my head, “Fox apparently found out evidence, and turned it into the Jedi, isn’t that great! All our plans …” my voice caught in my throat at the scene that was before, it took me a minute to understand the motions I was seeing belonged to my spouse and his co-worker.

They just sat there looking at me, “Babe …” silence permeated every inch of the apartment, suffocating me, choking me, “you’re home sooner than I thought?”

“How … how …” were the only words that came out, as tears began to prick my eyes. He got up from the bed, donning a pair of pants, he walked towards me, I took a step back. Until my eyes locked on their co-worker’s, I don’t know what came over me I lunged for his coworker, ready to scratch out their eyes, I’m not sure who screamed, whether it was them, him, or me, all I know is he grabbed me by the waist dragging me away from the bedroom, closing the door behind us. I turned to face him, my fists pounding on his chest, tears streaming down my face, “How could you! Why? WHY!”

“I’m sorry!” Is all he said, as he held me, trying to prevent me from hurting him.

“WHY!?”

“Really!” He finally stated, as he pushed me onto the chair in the living room.

“What’s that supposed to mean?”

“You’re never here! When you are, it’s for two weeks, maybe a month and then you’re off again, with your boys”

“What!”

“Come on, you care more about those clones than about me!”

Citizenship Act CAA Unconstitutional? 237 Petitions Before Top Court Today

Amid the row over the Centre's move to implement the Citizenship Amendment Act (CAA) weeks before Lok Sabha election, the Supreme Court will hear today a batch of 237 petitions challenging the law. A bench led by Chief Justice of India DY Chandrachud and comprising Justice JB Pardiwala and Justice Manoj Misra will hear the matter.

Among the petitioners are Indian Union Muslim League (IUML), a political party primarily based in Kerala, and Democratic Youth Federation of India (DYFI), Congress leader Jairam Ramesh, Trinamool leader Mahua Moitra and AIMIM chief Asaduddin Owaisi.

The day after the Centre notified CAA rules, the two organisations approached the Supreme Court, seeking a pause on the implementation of the law. They termed CAA "discriminatory" against the Muslim community.

Back in 2019, when the Citizenship Amendment Bill cleared the Parliament, multiple petitions had been filed against it. But the court had not paused its implementation because the rules had not been notified. On Friday, Senior Advocate Kapil Sibal told the court that there was no question of a pause back then since the rules were not notified. Solicitor General Tushar Mehta then said that the fact that the rules were notified before the elections was irrelevant.

Under this law, non-Muslim migrants from Bangladesh, Pakistan and Afghanistan fleeing religious persecution can seek Indian citizenship. Persons from Hindu, Sikh, Buddhist, Jain, Parsi or Christian communities from Afghanistan, Pakistan and Bangladesh, who entered India on or before December 31, 2014, are eligible to seek citizenship under CAA.

The Opposition has slammed the Narendra Modi government over the timing of the law's implementation - four years after it cleared the Parliament. The move is "evidently designed to polarise the elections, especially in West Bengal and Assam", party leader Jairam Ramesh has said.

Trinamool Congress chief and Bengal Chief Minister Mamata Banerjee has said she doubts the legality of CAA and alleged a conspiracy to "snatch citizenship rights". "BJP leaders say CAA gives you rights. But the moment you apply for citizenship, you become illegal migrants and you will lose your rights. You will lose rights and be taken to detention camps. Please think before you apply," she said.

The Centre has trashed the Opposition's allegations. Stressing that the CAA is not "unconstitutional", Home Minister Amit Shah has accused the Opposition of resorting to the "politics of lies". On the timing of the law's implementation, he said, "BJP made it clear in its 2019 manifesto that it will bring CAA and provide Indian citizenship to refugees (from Pakistan, Bangladesh and Afghanistan). BJP has a clear agenda and under that promise, the Citizenship (Amendment) Bill was passed in both houses of Parliament in 2019. It got delayed due to Covid."

He has also said that minorities of the country "need not be afraid because CAA has no provision to take back the rights of any citizen".

Favorite Story You’ve Written So Far: I always say the same one but that's because I basically went to my sandbox and said yeeet. I would write it differently now -I basically edited out a bunch of things I wanted to write because if it would have been up to me the romance would have been less upfront but since it was a SuperNova I guess I went the route of “giving focus to the ship rather than the worldbuilding which I what I love -lol-. Either way that would be Metallic Ink. Yet, to make it a bit more convoluted because y'all know how much I love writing long-winded answers my favorite piece was anything and everything I wrote that involved Steampunk -and I have a bunch!- or fae-related writing because that's what I like the most.

Fic you’re nervous to post: Quoting AJ: All of them. The fear of posting never left no matter the amount of times I did it. We all are nervous from a performance point of view.

How do you choose your titles: I curse a lot xD Not in the titles per se but while trying to find something to write there. I usually go with one word titles for one shots and, somtimes, short sentences. Sometimes they are taken from lyrics -either translated or not- that I think aids with the aesthetic I'm trying to go for or, other times, most of the times really- they are a rewritten version of a sentence written within the text. I'm horrible at it.

Do you outline: I did, sometimes, for specific things. I think I've written about this at some point prior to this tag but, and considering the biggest amount of my work is comprised of one shots and prompts at that, there were certain themes I had written enough times to know already what sort of tropes or themes I wanted to go with so those very rarely needed an outline. I wrote several versions of them, though. Sometimes because plot bunnies, some other times because I wrote in batches so if I realized there was something that was being repeated across several prompts/stories I could lean into something different in order to not be overly repetetive. If I was going for multichaptered or worldbuilding I did an outline. Some stories that required particular details -words of desire, hundred steps, words in the cloud...- also used outlines so I could keep everything in order before writing them and I knew what topics I had already written and which ones I hadn't yet.

Complete Fics: Hah. As always the exact number is something we will never know xD I've erased a bunch so the number is already not the correct one and I'm not even considering tumblr- Now that I think of it I didn't write down tumblr as a site in where I post things... telling. Anyway, according to a03 I have 535 works. Jump that a couple 100s and that will probably be a more accurate number. From those... 513 apparently. It's probably less. Let's be honest xD

Do you accept prompts: *laughs in tired* I did, I do... I guess I still do because what I've last posted were prompts but I consider myself out of most of the whole prompt writing business if it is not for a very particular list of people. If you give me ideas I may implement them but since I don't feel strong enough for any couple atm and the burn out I ended up having is something that still lingers... let's say I'm more the shadow rather than the dianne portion of my penname these days.

The Baking Fiasco

Writer’s Note:This is a fluffy one-shot of the MBS, not the typical memes we normally post. The events in this story take place between the second and third books of the series. Thank you all for reading, I hope you enjoy.

Reynie’s quiet footsteps were masked by the sound of pouring rain outside. It had been late at night, far too late to be considered reasonable, when a figure with strikingly blue eyes had roused him from his sleep. Apparently, the storm that had been going on for some time had awakened his friends with booms of thunder earlier that night, and they had decided that it was necessary to wake him as well.

“It was obvious we had to get you too,” Kate whispered as they carefully traversed the stairs by the light of her flashlight. “It wouldn’t be the same without you.”

The two of them made their way downstairs and into the kitchen, where Constance and Sticky sat waiting. Sticky smiled and gently waved as they appeared in the doorway, still a bit tired from waking up at such an odd hour. Constance, on the other hand, simply grunted and rested her head on the table. Reynie smiled at the familiar and comforting sight of his friends, already happier from simply being around them. Reynie and Kate sat at the kitchen table, ready to discuss whatever topic happened to come up.

“How long have you guys been up?” Reynie asked, looking around at the three of them.

“Well, I got up first, then I found Sticky while I was walking around down here, and then we found Constance, nearly asleep standing up. So around 15 minutes, give or take,” Kate said, seemingly unaffected by waking up so early. She seemed as animated and lively as usual, hardly staying still in her seat.

“It isn’t my fault I look so tired…” Constance grumbled, her face still smushed into the table. “You try waking up at 12:30 in the morning when you’re 3 years old.” She yawned as she said this, only emphasizing her point.

“Yes, it seems we all gather together when we’re tired,” Sticky noted, gently readjusting his glasses. “We seem to be each other’s source of comfort.”

Reynie smiled at this, happy that his presence brought them happiness as theirs brought him happiness.

“Well, what should we do with this extra time we have?” Reynie asked, gesturing around him.

“We should do something for the adults,” Constance said, seemingly out of nowhere. “They’ve been stressed an awful lot lately, and I’m sure you guys can guess why.”

A small moment of silence was exchanged between them, reflecting on the danger that had not only brought them together, but had brought them to reside here, under this roof. They had been through a great deal of peril with one another. It was one of the reasons they were so close. Even now it seemed that danger was looming closely, waiting for a perfect opportunity to strike.

“Well...what would we even do?” Sticky inquired, hesitantly. “We don’t have enough time to do a deep clean of the house, and trying to do most other things to help make their day a bit easier would cause too much noise.”

“How about baking something for them?” Kate asked, grinning. “There are plenty of ingredients in the kitchen, since they just got groceries yesterday, and it wouldn’t be too loud if we’re careful!”

“That’s a good idea,” Reynie said looking around the kitchen thoughtfully.”But what should we bake? There are so many recipes to choose from.”

Kate quickly scurried up to a shelf in the kitchen where a cookbook resided, and began flipping through the pages.

“It should be something simple, something that’s easy to make but is delicious all the same. Any ideas?” Kate asked, looking at the three of them.

Constance piped up. “Mr. Benedict’s favorite treat is Snickerdoodle cookies, maybe we could make those. It should be on page 237 of the book you’re holding.”

Kate quickly flipped to the according page, and nodded thoughtfully. “This seems easy enough to make. Flour, sugar, cinnamon, cream of tartar… Yeah! We should be able to make these with plenty of time before the rest of the house wakes up.”

Kate assigned tasks to the group. Reynie would be in charge of gathering the ingredients, bowls, and measuring cups/spoons, Sticky would be in charge of measuring the ingredients and pouring them in, she would be in charge of stirring, and Constance would be the taste-tester to make sure the recipe was going smoothly. Everyone agreed to the roles assigned to them, and they began to work. The kitchen began to warm up with the heat from the oven and the happy voices of the four working together. Soon, each one of them was covered in flour and laughing as they kept working. After thorough testing, they had deemed the dough fitting to be baked into cookies. They carefully rolled the small balls of dough in cinnamon sugar and placed them into the baking sheets.

The cookies were placed into the oven, and the dishes were put into the sink. The four of them headed to the living room and sat on the couch, talking and laughing, much happier than when they had woken up. As they talked they grew more and more tired, and eventually they fell asleep, cuddling closely on the couch.

Reynie immediately knew something was wrong when he smelled the faint scent of smoke. His eyes shot open and he dashed to the kitchen, causing his friends to stir from their sleep as well. Black smoke had begun to rise out of the oven, likely from the cookies that had been placed within it an hour before. Reynie quickly turned the oven off and opened it. Smoke poured out of the oven, leaving two sheets of black, burnt lumps that were meant to be cookies. They hadn’t been in the oven long enough to set on fire, thankfully, but the cookies were certainly no longer edible. He donned a pair of oven mitts and carefully lifted out the baking sheets.

Kate, Constance, and Sticky ran to the kitchen as well, and immediately knew what was wrong. Reynie sighed as he looked at the burnt cookies. They were meant to be something special for everyone, and they had been ruined. It was obvious from the expressions on his friends’ faces that they felt the same way.

“Well, c’mon,” Kate said, opening some of the windows just a crack to let the smoke out, “We can always try again, can’t we?”

Her unwavering positivity made everyone feel better, if only a little. The group of them began to work to clean up the mess, waiting for the cookies to cool to throw them away. They were about to do just that when Mr. Benedict walked into the kitchen,a rather surprised expression on his face. The four of them began to sputter out rushed explanations and excuses as to why A)they were up so early and B)why the whole kitchen smelled of smoke, when he began to laugh. His laugh, so very similar sounding to dolphin speech, was bright and lighthearted, making it obvious he wasn’t upset with them, but thought it rather funny. The four of them relaxed when they understood he was not upset with them. When he eventually gained control of his laughter, he addressed them kindly.

“Thank you for working so hard to do something kind for us,” he said, smiling at them earnestly.”I appreciate the time and effort you put into your baked treats, even if they didn’t quite turn out as you hoped they would. I have an idea,” he said, gesturing toward the kitchen. “ Let’s try one more time. You’ll likely have a bit more help this time around, as the smell also woke up Number Two, Rhonda, and Milligan. No doubt soon enough the house will be up and lively,filled with the voices and excitement of a Saturday morning. But perhaps,if we work quickly, we can finish the cookies in time for everyone to wake up to them. What do you say?” he asked, smiling toward the four of them.

They agreed that this was indeed a good idea, and worked to fetch the recipe once again, cleaning off the baking sheets as well as the bowls and measuring cups/spoons, and got all of the ingredients back out again. Number Two, Rhonda, and Milligan soon after joined them downstairs as well, helping out where they could. They decided to make a quadruple batch, as the normal recipe didn’t make nearly enough cookies to satisfy everyone in the household. Eventually, the kitchen was once more filled with the gentle laughter and pleasant chatter of those who happily worked within it.

Eventually, the rest of the residents of the house woke up to the sweet scent of homemade cookies, and to a bright, happy scene within the kitchen. The morning was spent eating cookies, talking, laughing, and listening to the gentle patter of rain from the storm. Constance sat on Mr. Benedict’s lap as he told stories and jokes. Kate cuddled with Milligan as they smiled and laughed together. Reynie, Miss Perumal, and Miss Perumal’s mother drank tea and talked with one another, laughing and smiling in each other’s warmth. Sticky and Mr. and Mrs. Washington embraced one another and talked quietly but sincerely to each other. Rhonda and Number Two chattered back and forth, occasionally saying something to make the other burst into laughter. By mid-morning, the storm had cleared up to reveal a bright sunny day, as well as the sweet smell that always occurs right after it rains.

By noon that day, every face in the household was beaming with joy.

As Disasters Multiply, Billions in Recovery Funds Go Unspent

WASHINGTON — The Trump administration is sitting on tens of billions of dollars in unspent recovery money meant to help Americans recover from disasters, leaving people less able to rebound from the effects of Hurricane Dorian and other storms.

As of June 30, the government had spent less than one-third of the $107 billion provided by Congress following the hurricanes and wildfires of 2017 and 2018, federal data show. The Department of Housing and Urban Development, which received $37 billion — more than any other agency — had spent less than $75 million.

That money is meant to help cities and states rebuild after a disaster. It is often used to fix roads, drainage systems and other infrastructure, or to repair or elevate houses in low-lying, vulnerable areas.

The funds are being held up partly by laws designed in an earlier age of fewer and less severe disasters. In addition, states and cities already reeling from earlier floods or fires often struggle to meet the federal bureaucratic requirements. As climate change amplifies the disaster risk, the logjam threatens to worsen, with increasingly dire consequences.

“If we had all the money, and everything was flowing, we would be safer,” said Laura Hogshead, chief operating officer for the Office of Recovery and Resiliency in North Carolina, a state now being menaced by Hurricane Dorian. This year, the state created a new office to try to speed up those funds — a model that Dorian could test.

“There’s a lot of suffering while you wait,” she said.

The bulk of the money comes just two federal offices: the Federal Emergency Management Agency, which helps communities recover from disasters by funding everything from clearing debris to rebuilding hospitals, and HUD, which helps repair homes, infrastructure and businesses.

The sluggish spending joins a long list of headaches for federal officials trying to protect Americans against climate change. Among them: The shrinking number of people with flood insurance compared with a decade ago; the growing number of homes being built in floodplains; the refusal of many states to impose mandatory, up-to-date building codes; and the emphasis on rebuilding in the same place, rather than somewhere safer.

What sets this problem apart is that it’s largely of the government’s own making.

“There are opportunities to make the recovery process faster at every level,” said Marion McFadden, who ran the disaster recovery grants at HUD during the Obama administration. “We’ve got to fix this.”

Some delays are unavoidable, such as those associated with sprawling infrastructure projects — like building sea walls or deepening ports — requiring complex environmental reviews. But many other delays stem from a bureaucratic process for delivering federal money, coupled with state and local agencies that often lack the staff or expertise to spend it, observers say.

As a result, persuading Congress to provide money for recovery is just the beginning of the struggle for places hit by disasters.

“We build very complex systems in Washington,” said Craig Fugate, who ran FEMA under President Obama. “Then you apply it to a disaster, and it gums up the system.”

At the same time, the growing frequency of natural disasters, amplified by climate change, increases the urgency of rebuilding.

Part of the problem reflects the fundamental tension between speed and oversight, Mr. Fugate said. As disaster funding has increased, so has scrutiny from lawmakers wary of fraud and abuse. So FEMA and other agencies have responded by adding more safeguards and layers of review, which slows the process further.

States, too, have increased oversight, fearful of being ordered to pay the federal government back for money that might run afoul of the rules. For example, Florida audits every funding request its local governments submit to FEMA, Mr. Fugate said — a level of diligence he said slows recovery.

“Congress wants it both ways: They want it fast, but they also want full accountability,” Mr. Fugate said. “It is slowing down the process to a painful crawl.”

FEMA has yet to spend about $8 billion of the $34 billion allocated to it by Congress following the disasters of 2017 and 2018. An agency spokeswoman, Abigail Dennis, said that over the past few years FEMA has improved its Public Assistance program, which pays for rebuilding infrastructure and other needs, by simplifying the application process and retraining the staff who review applications.

The spending rate has been far slower at the Department of Housing and Urban Development: It has paid out less than 1 percent of its disaster funding from the past two years.

The department, which oversees the nation’s public housing, became involved in disaster recovery more by convenience than design, according to Ms. McFadden. After Hurricane Andrew struck Florida in 1992, Congress needed a vehicle for delivering large sums of money to cities and states, so it chose the department’s Community Development Block Grant program.

But the disaster-recovery function was never set up to be permanent. So Congress requires the department to essentially design a new program from scratch each time it receives disaster money, according to Ms. McFadden. That means writing new rules for how states and cities can spend that money.

“There is this period of a year or more where the money is just sitting essentially at HUD,” said Ms. McFadden, who is now senior vice president for public policy at Enterprise Community Partners, a Washington nonprofit organization. “That period is just lost.”

That problem has caught the attention of both political parties. In July, the House Financial Services Committee voted unanimously in support of a bill that would make the department’s disaster recovery program permanent, helping it get those funds to states and cities more quickly. A companion bill was introduced in the Senate the same month.

This year, Ben Carson, the secretary of housing and urban development, acknowledged that the program could be streamlined. “Some of the basic things that have to be done in order to get the grant money out is absolutely the same thing over and over again,” Mr. Carson told the House Financial Services Committee in May.

Reforming the federal government’s approach will solve only part of the delay in rebuilding, disaster experts warn.

Even once the housing department has set the rules for each batch of disaster funding, states must submit detailed plans for how they will use that money, and then help cities and counties spend it properly. That work often falls to staff who don’t have the time or expertise required, according to Rob Moore, a senior policy analyst at the Natural Resources Defense Council.

Mr. Moore offered an example. “Your office is normally handling $2 million a year. You’ve got five people to do that,” he said. But then, “A disaster hits. Suddenly you’ve got $100 million to spend. You’ve got the same five people on your staff. And you’ve still got to do your normal job.”

That tension is now playing out in North Carolina.

The state hadn’t gotten disaster recovery grants from the Department of Housing and Urban Development since 2003. Then it was hit by two hurricanes in quick succession: Matthew, in 2016, and then Florence in 2018.

With those disasters came a rush of federal funds. In August of 2017, almost a year after Matthew, the housing department awarded North Carolina $237 million in recovery grants. The state has drawn down less than $20 million of that money. (A spokeswoman for North Carolina, Bridget Munger, said the state has committed $98 million of that money to specific projects, adding that the $20 million figure “does not reflect the hundreds of projects that are in the planning stage or well underway.”)

“Things were not going very quickly,” said Ms. Hogshead, at the state recovery office. “And then Florence hit.”
