This is an apparent interspecies pairing within the genus Falco. Another record of a wild interspecific falcon pair was published in “Hybridization between a Peregrine Falcon and a Prairie Falcon in the wild” (Oliphant, 1991).

"Our smallest falcon, the kestrel is also the most familiar and widespread in North America. In open country it is commonly seen perched on roadside wires, or hovering low over a field on rapidly beating wings, waiting to pounce on a grasshopper. Kestrels nest in cavities in trees; in places where there are few large dead snags to provide nest sites, they may rely on nesting boxes put up for them by conservationists."

Recent birds: Ma and Pa Kestrel.
This pair of American kestrels nests each year in a dead palm tree in the yard of one of my daughter’s neighbors. This is the sixth year we have seen them. We dread the day the owner decides to remove the tree. Their favorite perch is an electrical pole in the alley where they can hunt for doves, and apparently also useful for other things.

While American Kestrel typically hunt by perching and scanning the ground for prey, as most raptors do, they're also well-known for a behavior known as "kiting". This is when a bird hovers in place in the air by rapidly beating their wings, and while a lot of raptorial birds can do this, kestrels seem to be one of the best at it.
They eat bugs! Kestrel do well in large, open areas such as prairies and grasslands where grasshoppers, lizards, mice, and small birds are present. Because they have this broad of a diet, it's helped kestrels to stay relatively common despite the degradation of their habitat. One of the struggles they're currently having is finding nesting habitat, as kestrels nest in cavities such as abandoned woodpecker burrows. If you live in kestrel habitat, you can look into putting up a nest box to see if it attracts kestrels to the area.
