They definitely share a meek demeanor as a result of being bullied! They could understand each other like almost no one else and encourage each other's growth!
Mikan/Hiyoko
This is a ship that is going to give some people some Squicks. And that's okay! This is not a ship for everyone, and you don't have to force yourself to ship it. None of this is intended to excuse Hiyoko's treatment of Mikan, and should all be taken with a grain of salt. That said, the way their relationship is presented in the manga, specifically, is one of the few genuine looks we get at Hiyoko and why Mikan remained friends with her throughout their time at Hope's Peak.
"Bandage of Reconciliation" from the DR3 Comic Collection by DNA Media is a very sweet look at Hiyoko's difficulty connecting to others, as she blames herself for Mikan skinning her knee. It draws a very clear line between what Hiyoko feels is "acceptable teasing" (as nasty as she wants to be through words) and "crossing the line" (causing physical harm), and it shows Mikan easily navigating that line, showing that she understands Hiyoko and her perspective, even if it often seems cruel. Frankly, I'd love to just post the whole thing, but instead I'll just throw in the very end, because they finish by holding hands and that's cute.

And this is from the more lighthearted "Making Pig Bar" from the anthology by Dengeki comics! Here, Chisa approaches Chiaki to find a solution to Hiyoko's bullying Mikan. Chisa's solution is to make a VR Mikan who's less nervous so Hiyoko can ease into seeing Mikan as a better person, but after seeing the VR version, Hiyoko insists that she likes Mikan as she is, and it just so happens that how she is is very meek and easy to tease. She and Mikan both agree they like their dynamic how it is.
