Aggravated Vehicular Homicide, Firearms within a Motor Vehicle

If not for the choices Corey M.S. Evans made on the night of Feb. 25, 2021, including extreme speeds, driving without a license and abusing substances, 15-year-old Angelica Rae Perkins could be alive today.

Those are the facts that Columbiana County Common Pleas Court Judge Megan Bickerton recounted in addressing Evans.

“A life was taken without question before it should have been,” she said.

“That’s your sentence for life,” she told Evans, noting that his choices ultimately caused his girlfriend’s death.

She also noted the anguish of Angelica’s siblings, Joseph and Trewlea Perkins, who addressed the court.

“They also have a life sentence — a life they have to live without their younger sister. Nobody can fix that,” she said.

Joseph talked about Angelica’s life being cut short and Trewlea said she was her best friend. She also talked about how Evans’ actions affected her.

“He took every ounce of joy out of my life,” she said. “It’s not fair. Angelica didn’t have to die that night.”

Taking into account the seriousness of the charges against him and the evidence of high recidivism or repeat behavior in his record, Bickerton sentenced Evans to the maximum possible for the aggravated vehicular homicide, an indefinite term of eight years to a maximum 12 years, with sentences of 180 days for two operating a vehicle under the influence charges to be served at the same time. In a separate case, he was sentenced to 12 months for improper handling of a firearm in a motor vehicle and 180 days for domestic violence. Those terms are to be served at the same time, but consecutive to the aggravated vehicular homicide. The weapons charge and domestic violence charge stemmed from a May 25, 2021 incident when he attempted to cause harm to his brother and had a loaded firearm in the vehicle.

So in total, he’s looking at a sentence of at least nine years, with credit for 290 days served in one case and 54 days credit for the other case. She also suspended his driver’s license for life, saying he’s made it very clear he should not have one.

“We’re pleased with the judge’s sentence. I feel that she really appreciated the course of conduct that Corey Evans had displayed since he was a juvenile,” Chief Assistant Prosecutor Ryan Weikart said.

He explained that the second-degree felony aggravated vehicular homicide requires a range for the sentence, meaning the maximum is the eight years, but there’s what’s called the tail, meaning the parole board can extend that sentence by up to four years dependent on Evans’ behavior in prison.

Bickerton told Evans his behavior the night of the accident and in the past was selfish, the worse-case scenario happened, and she heard nothing from him, “not even a single sorry.” That’s when Evans interrupted and said he did feel remorseful for what he had done. He was sorry.

“There’s nothing I can do to change or fix what I’ve done,” he said.

Originally he was facing a more serious aggravated vehicular homicide first-degree felony charge, but pleaded guilty in April to the second-degree count along with the OVIs, one of which stemmed from his having methamphetamines in his system the night of the crash. He had also admitted to drinking.

At the time, investigators had indicated there was evidence Evans was drag racing with another vehicle when he lost control, struck a guardrail, traveled across the road and struck a ditch and embankment. The vehicle overturned several times before striking a utility pole. Neither he nor the victim were wearing seat belts. Angelica died at the scene and defense attorney Jennifer Gorby said Evans was so distraught and upset that troopers couldn’t speak to him right away. She said he cooperated with investigators and was “absolutely remorseful.”

She had asked for a four-year sentence and questioned the amount of jail time credited in the other case, saying by her count, it should have been 77 days.

Weikart argued for the maximum, noting Evans had methamphetamines in his system, was drag racing and driving 90 mph, plus he wasn’t supposed to be driving due to past misdeeds. He revealed that as a juvenile, Evans got into a similar accident in 2018, again with a 15-year-old girl as a passenger who was badly injured while he was speeding. The girl survived, but was in a coma for some time, had to have plastic surgery and lost vision temporarily in one eye.

“You would have thought that would have been enough of a wakeup call,” Weikart said.

But then there was a motorcycle crash in April 2021 and improper handling of a firearm/domestic violence in May 2021, both after the fatal crash which took Angelica’s life. Weikart said he wasn’t rehabilitated.

Bickerton told Angelica’s siblings that she was sorry for their loss and thanked them for coming to represent her.

In her last words to Evans, Bickerton said she hopes he takes every opportunity to right his ways and that she hopes he understands that how he honors Miss Perkins is by changing his behavior.

“Her life is worth you being a better person,” she said.

DYLAN!! Hockey’s most important unimportant character. I think he’s fascinating -- beyond… that relationship that he has with Davo, which I will touch on momentarily, he’s obviously a student of the game; an intelligent skater and, from his interviews, pretty apparently someone who’s smart and really knows what he’s talking about and looking at, which is why he can easily play centre to high-power finishers like DeBrincat and Ovi. (And why Kane’s aging snuck up on everyone. You forget that a winger does not drive a line.)

I also think this intelligence comes with a pretty wry/deadpan sense of humour, which combined with the Eyebrows (magnificent ones!) and the dark circles gives a certain painted-on look. Like he’s in drag of himself.
